“As we reflect on the past year, it’s a great time to celebrate the achievements of our teams and acknowledge the growth and progress Marlborough Highways has made. 2024 has been particularly significant, not only for our company but also for the entire highways industry, with continued advancements in technology, and improvements to infrastructure planning that offers exciting opportunities. Despite challenges, including the ongoing financial pressures on local authorities across the country, we are encouraged to see interest rates and energy prices beginning to stabilise, and a new government that we hope may prioritise greater investment in our vital sector.
“We’re delighted that our partnership with Havering Council has been renewed and enhanced, while our contract in Haringey has been extended for an additional two years. These announcements are a credit to the hard work and commitment of our people on the ground in these incredible parts of the Capital. Furthermore, our new Highways Term Contract in Royal Greenwich, which began in April 2024, has enjoyed an excellent start, with our crews going above and beyond to deliver operational excellence, while forming strong bonds with communities across the historic South London borough.
“In October, we had the pleasure of exhibiting at Highways UK for the first time – a valuable opportunity to reconnect with familiar faces and to forge new relationships that we’re excited to build upon. We are honoured that our commitment to excellence was recognised at the event, with success at the Highways UK Excellence Awards, adding to our achievements this year at the CIHT Awards and Highways Awards. These accolades are a testament to our company values, our dedication to quality, and the incredible professionalism and tenacity of our people.
“We understand how important community spirit is, with our dedicated Social Value team delivering more charitable initiatives in 2024, than in any previous year. This included supporting Havering Council, when we were proud to donate £20,000 towards the borough’s 2024 public Christmas displays, helping to spread good will and festive cheer.
“In closing, as we look ahead to 2025, I am excited about the possibilities that lie ahead. I would like to take this opportunity to thank colleagues, industry partners, and clients for their continued trust and support, together we are improving communities and making journeys better for everyone.”
Matthew Revell, Managing Director, Marlborough Highways
Marlborough has been awarded two significant contracts by Havering Council to provide comprehensive Highway Services and Street Lighting Services across the London Borough of Havering. The agreements represent a major achievement for Marlborough and reaffirm its position as a trusted partner in delivering vital infrastructure services. The works, which commence on 1st April 2025, span an initial six-year term, with the option of a four-year extension, and are valued at up to £17m per year, with a combined value of up to £170m over the lifespan of the contracts.
The contract awards, which follow a competitive bid process, reflect Havering Council’s confidence in Marlborough’s ability to deliver effective, innovative, and community-focused solutions. Having proudly served the people of Havering for more than a decade, this new partnership builds on Marlborough’s established history of providing high-quality services that benefit residents.
The Highway Services Contract includes the maintenance and improvement of the borough’s roads and footways, flood management, traffic and parking improvements, and emergency response services. New responsibilities, such as winter maintenance and gully cleaning, represent
a significant expansion of Marlborough’s remit. Meanwhile, the Street Lighting Services Contract marks an exciting opportunity to maintain and enhance the borough’s lighting infrastructure, including illuminated signage, related electrical works, and the implementation of a modern Central Management System to improve energy efficiency and operational reliability.
Marlborough and the client share a passion for the environment, with both remaining committed to Havering Council’s Climate Change Action Plan. By building on existing sustainability efforts, over the course of the contracts, low-carbon materials will be used, more electric vehicles will be deployed, and ever more efficient construction methods will be rolled out, all aimed at reducing emissions and conserving resources.

In line with Havering Council’s mission to create a fairer and healthier borough through its Cleaner, Safer, Prouder Together strategy, Marlborough will conduct a significant series of social value initiatives throughout the contracts period. Expanding on its existing community efforts in Havering, this will include prioritising resident employment through the creation of local jobs and apprenticeship placements, as well as the provision of training and educational courses delivered by qualified members of staff. Marlborough will also engage with schools and colleges and support community organisations through a range of programmes including employee volunteering. The use of local supply chain partners also remains important, with Marlborough committed to using locally sourced materials and services wherever possible.
Marlborough is delighted to announce that its Highways Maintenance Contract with Haringey Council has been extended. The company’s existing five-year contract was due to expire in June 2025 and will now run until June 2027. The Council decision is a testament to the work Marlborough delivers in the north London borough, with the full life of the contract now valued at up to £98m.
Marlborough provides a variety of services across the London Borough of Haringey as part of its Highways Maintenance Contract, being responsible for the upkeep and repair of the road infrastructure that is owned and operated by the Council. As well as general carriageway, footway and cycleway operations, Marlborough delivers
junction improvements, installs traffic calming measures, and conducts drainage and urban greening works. The company also manages public realm improvements programmes, with innovative schemes on Ashley Road (detailed opposite), Broad Lane Square, and Tottenham Green, just some of the projects completed in the contract period to date.
In parallel with its Highways Maintenance Contract, Marlborough operates a separate Street Lighting Term Contract with Haringey Council, providing lighting and other electrical solutions. These often-complex works include refreshing and repairing columns and lanterns, replacing wall lights, and updating power cables. This dual agreement provides operational synergy, enabling both
Marlborough and the local authority to deliver a comprehensive and integrated service.
The Highways Maintenance Contract extension follows a review process by Haringey Council, in which Marlborough’s operational and social value delivery was evaluated against a set of key performance indicators. The company was praised for its timely completion of works, for the quality of services provided, for high standards in health and safety procedure, and for its commitment to sustainable and community initiatives. The ability of Marlborough to respond to changing workloads and to develop sound working relationships with Council officers was also taken into consideration, confirming the organisation’s standing as a valued and reliable partner.
In line with Haringey Council’s commitment to revitalise the Tottenham Hale district of North London, Marlborough led a major programme of works on Ashley Road, in partnership with a variety of stakeholders. The 18-month scheme comprised two distinct projects, involving improvements and upgrades to the street’s footways and carriageway, as well as the installation of a complex network of subterranean energy-efficient piping. The works have made the Haringey location more attractive, safer, and more accessible, with the project demonstrating the power of collaboration and expert planning.
Marlborough’s public realm improvements on Ashley Road consisted of carriageway and footway reconstruction works over a length of 220m. All slab paving and other surface material had to be removed from the pavements, with the footways then resurfaced with high-quality asphalt. New kerbing and granite paving was installed, with some existing materials re-purposed – saving costs, and making the project more sustainable.
The road was narrowed to create wider paths and a cycle lane was introduced to improve rider safety and to encourage active travel. Furthermore, attractive street furniture was installed, the street lighting was enhanced, trees were planted, and rain gardens were added, turning the area into a welcoming community space where residents and visitors can feel safe at any time of day or night.
Haringey Council is committed to installing District Energy Network (DEN) piping across the borough and has been awarded £27.8m by central government for the rollout. This cutting-edge system channels externally generated heat into residential developments, enabling residents to warm their homes and water. Amid high energy costs, this innovative solution offers an affordable alternative to expensive boilers or shared heating systems.
On Ashley Road, Marlborough collaborated with PPC to manage the DEN pipe installation beneath the surface ahead of new residential connections. The pipes were strategically placed to avoid existing utilities, with groundwater pumped in some locations. Expert coordination ensured PPC, Marlborough’s Civils team, and developers could safely access and work on-site.
“Marlborough Highways has successfully completed public realm work along Watermead Way, Station Road, Hale Road, The Hale, and Ashley Road, using robust materials to achieve excellent quality. The phased delivery approach accommodates the surrounding developments and the installation of large diameter pipes for the District Energy Network (DEN), maintaining public access with minimal disruption and few public complaints. The site team deserves special praise for their proactiveness, problem-solving abilities, and efforts in building connections with local residents and businesses, ensuring a smooth and cooperative development process.”

Ashley Road is a 600m long street in the Tottenham Hale district of the London Borough of Haringey, which runs adjacent to Down Lane Park to the west, and parallel to the busy A1055 to the east. Comprising a mix of residential and commercial space, Ashely Road has a complex network of utilities beneath its surface and is close to overground and underground train lines.
Like much of the surrounding area, Ashley Road is undergoing major regeneration, with several new residential developments under construction. In addition to the hundreds of new flats being built, space is being made available for new shops and other services. Marlborough’s programme on Ashley Road centred on creating the infrastructure needed to accommodate the new residents and the expected increase in traffic and pedestrian footfall.
In every edition of Marlborough Highways News, we connect with different Marlborough employees in an interview feature called “Beyond the Road.” In this issue, we speak with the company’s Learning & Development team, exploring the fantastic training initiatives and educational resources available to all Marlborough employees.
Tell us about your role.
Paul Haggerty, Learning & Development Manager
“I joined Marlborough in October 2023 in a newly created role. My first year has been incredibly productive and I feel that I have been able to make a positive impact through the provision of new training and development opportunities that complement our existing offering.
“My role is to oversee personal development and training initiatives across the organisation, from structured programmes including apprenticeships, through to creating bespoke courses, such as Excel classes, or businessspecific process training, alongside our e-learning platform, iHasco.”
“In my time so far, it’s been rewarding to be able to offer something new to the business, whether it’s a 90-minute training session on Microsoft Office, a full day’s workshop on how to carry out HR investigations, or a more informal ‘drop-in’ class for line managers to discuss a new process.
“I am delighted that colleagues have responded enthusiastically to the enhanced training and development programmes on offer, and I look forward to rolling out new initiatives in 2025.”
What’s been your biggest achievement so far?
“For me, seeing that Marlborough now has over 20 apprentices, including the nine newly created operational roles that we recruited for earlier this year, is a fantastic achievement. I hope that the current cohort of apprentices lead the way for recruitment of early-careers opportunities in Marlborough in the years to come.
“Because of this continued investment into apprenticeships, Marlborough is now a
member of the 5% Club, which recognises employers who invest in training and development programmes for their employees. Marlborough recently achieved Silver status, which means we have at least 2.5% of our workforce on apprenticeship schemes. The aim next year is to achieve Gold status, when we will have 5% or more on work-based learning and development schemes.”
How has the team developed?
“Following a restructuring in early 2024, the Training team moved from the Health and Safety department, into the wider HR team, under my management. This allows for a more focused approach on training and development, not just in terms of Health and Safety compliance training, but wider personal development for all employees, not just the operational workforce.
“To support this restructure, we have recruited an apprentice (Clara-Jayne Wicks) into a Training Administrator role, who reports into Mollie Gillingham (Training Co-ordinator). This gives the team greater resilience to manage
wider training requests, while allowing for greater planning and co-ordination of training as we head into 2025 and beyond.
“I am delighted that colleagues have responded enthusiastically to the enhanced training and development programmes on offer.”
What is the Learning & Development team working on now?
“Part of my role includes developing the training department to be able to offer new learning initiatives within the business. I am currently working alongside Marlborough’s Transport division to bring Driver CPC renewal training in-house. Alongside my Trainer colleagues, Chris Wood and Guy Sneddon, I am also in the process of devising a conflict management programme, with a view to rolling it out to our operational workforce in the New Year.”
“Working as a Trainer at Marlborough has been a fantastic opportunity for me for the past couple of years and has really helped broaden my own knowledge of the industry. I really enjoy getting to connect with all the different parts of the business and creating strong relationships with everyone I have the privilege to train.
“It’s a real sense of accomplishment when I get feedback stating how well someone enjoyed their training and intend to use it going forward. Helping people to develop and grow is what keeps me coming back every day. I’m hoping to help expand what we can teach inhouse and create training that can really benefit the business and everyone at Marlborough going forward.”
“As a Trainer for Marlborough, I specialise in essential safety and operational skills, including manual handling, vehicle marshalling, abrasive wheel, face fit testing, and the safe operation of drivable plant equipment like excavators, telehandlers, forward tipping dumpers, road rollers, and lorry loaders.
“My role ensures that all personnel are competent and compliant with health and safety regulations, directly supporting Marlborough’s commitment to safe, efficient work environments. Our training team continues to grow, adding new disciplines such as street works and Driver CPC, which brings even greater value to the company by broadening skillsets and improving compliance. What I enjoy most is seeing trainees grow in confidence and competence, knowing that I’m contributing to a safer, more productive workforce.”
Tell us about the importance of staff training at Marlborough.
“Training is important in our sector as we must adhere to and work towards industry standards and internal policies to keep everybody safe. These compliance standards not only keep risk to a minimum, but also ensures our work is delivered to a high quality. At Marlborough we offer several in-house courses with more being added in the future.”
What is your key focus?
“My role supports Marlborough by coordinating all trainings that are delivered internally and externally, liaising with employees from all levels to ensure programmes run smoothly and efficiently. This involves making sure all our workforce has the correct qualifications for their jobs, keeping training records up to date, and identifying any skill gaps within the business.“
What are your plans for the future?
“I am working on a strategy to centralise all operational compliance training within a wider developmental programme, streamlining learning under one umbrella. This is going to make identifying and booking relevant courses a smoother process for managers and their employees, giving everyone in the business the opportunity to better develop their careers.”

Belton Way in Leigh-on-Sea is a road with a distinctive topography that slopes down from Marine Parade towards Leighon-Sea train station and the estuary of the River Thames. The road is positioned on the hillside above the railway line, offering elevated views of the waterfront and surrounding areas. About a mile long, it is split into Belton Way East and Belton Way West and runs through the Belton Hills Nature Reserve. Providing a vital connection for pedestrians and vehicle users, the cliff frontages there are predominantly formed of London Clay and have a history of slope instability.
Following some initial works at the location in 2020, and more recent works along Belton Way West, Marlborough was tasked with replacing the retaining wall at the top of Belton Way East, with the slope there starting to rotate. Identified as an area of risk, and exacerbated by heavy rains, a decision was made to cordon off the area, with priority given to renewed stabilisation works. A shortterm solution was required to ensure the immediate safety of road users, while maintaining continued public access. Furthermore, a long-term strategy was needed that would address the underlying geological issues and prevent future slope failures.
Working in partnership with Southend-on-Sea City Council, Marlborough delivered a major project to stabilise the cliffs at Belton Way East in Leigh-on-Sea. As well as carrying out repairs to a retaining wall, which included replacing a significant volume of material, the expert team reduced the slope gradient and improved the space at the top of the feature. The works have created a safe, attractive, and welcoming location for the Southend-on-Sea community to enjoy.
Working in partnership with an engineering consultancy, an innovative solution was devised to address the slope instability and ensure long-term safety. The project began with the excavation of the site and the removal of existing materials to stabilise the hillside. The slope gradient was reduced to a safer 1:3 ratio, and around 100 metres of gabion baskets were installed to replace the failing retaining wall. These high-quality, durable structures not only reinforce the slope but also allow for better drainage, reducing the risk of future erosion. Specialist machinery, including an 18.5-metre-reach excavator, was used to handle the demanding terrain, and careful traffic management ensured that vehicles could keep moving while the works were completed.
At the slope summit, topsoil was distributed, and footways were repositioned to improve access and safety. The area was further enhanced by reconditioning 10 memorial benches and carrying out minor but essential repairs to the existing steps and handrails. High-quality concrete and timber edging was
installed along the footways, with smooth asphalt finishes applied for a robust, clean surface. These improvements not only enhance safety for pedestrians but also improve the overall aesthetic and functionality of the location.
The result is a secure and well-maintained area where the community can feel confident in the stability of the landscape, while enjoying the space for recreation and relaxation.
“Southend-on-Sea is blessed with wonderful cliffs across the seafront and into Leigh-onSea. However, managing cliff slip is essential to keep the area safe and it is always taken seriously. Without this work that has taken place in recent years and more recently, any further movement could potentially have had an impact on surrounding homes, roads and Network Rail assets too. It is great to see that it has been finished and delivered to such a high standard by our contractor Marlborough.”
Cllr Lydia Hyde, Cabinet Member for Climate, Environment and Waste, Southend-on-Sea
City Council
Marlborough is committed to utilising the best transport and plant, ensuring the company has the most suitable machinery for every job. Over the next four years, Marlborough will invest £12 million to maintain a cutting-edge, sustainable, and efficient fleet. Working with leading suppliers, the company seeks out new and innovative equipment, allowing the organisation to operate across its contract locations in the safest and most costeffective way possible. The Transport and Plant team are also in the process of transitioning the assets to more sustainable alternatives, opting for electric and biofuel-powered vehicles and machinery, as part of Marlborough’s ambitious journey to go Net Zero.
“It’s an exciting time for the transport and plant sector, with the global drive to reduce emissions inspiring innovation and change. At Marlborough we want to be leaders in this green revolution and are taking bold steps to de-carbonise our operations. For example, we recently expanded our electric van fleet, and our site crews have begun using the JCB 3CX loader come excavator, which offers excellent fuel efficiency, allowing our people to deliver works more sustainably. However, we know that there is still a long road ahead, but through innovation and collaboration, I am confident that we can achieve our Net Zero goals and help to build a greener future.”
Matthew Hoiles Head of Transport & Plant Marlborough Highways
Marlborough’s Transport team has taken delivery of five brand-new, state-of-the-art MAN TGE vehicles in support of Traffic Management operations across London and Essex. The stylish and versatile vehicles have been branded in the organisation’s distinctive company colours, with the deployment forming part of Marlborough’s ongoing fleet investment.
While all five share the same durable MAN TGE cab design, they have been customised with two different types of VFS bodies to meet the needs of clients. Three of the vehicles feature single-cab drop sides with a tail lift, meaning teams can easily load and unload materials and equipment. Meanwhile, the remaining two are equipped with the innovative LP13 Light Arrow, a traffic management tool designed to improve safety and visibility in complex road environments, helping Marlborough to deliver services with the highest standards of operational safety.
Furthermore, the new vehicles are fitted with an innovative split-charging system, ensuring that essential electronic equipment, such as beacons, can be operated even when the engine is switched off. This feature reduces unnecessary idling without depleting the starter battery, helping to lower fuel consumption while reducing emissions.
The MAN TGE acquisition reduces Marlborough’s dependency on lease vehicles, allowing the company to deliver a holistic traffic management service with greater efficiency, sustainability, and reliability.
Marlborough’s new Highways Term Contract in Royal Greenwich has had an excellent start following mobilisation in April 2024. The maintenance and improvements operations in the South London Borough include works to kerbs, footways, and paved areas, as well as road marking services, drainage works, fencing, earthworks, landscaping, and the installation and upkeep of street furniture. Marlborough also attends to emergency call outs, with teams tasked with associated civil engineering works, street cleaning, winter maintenance operations and more.
Marlborough has already received strong feedback from the Council, and crews on the ground have been inundated with positive comments from residents. What’s more, the company has employed several operatives who live in Royal Greenwich, with others joining from the surrounding areas, demonstrating Marlborough’s passionate commitment to local employment, as part of a wider social value programme in the community.
Marlborough’s lining team has introduced Controlled Parking Zones (CPZ) on Rochester Way and Welling Way near Falconwood Station in Eltham. The works took place along several hundred metres of road, making the location safer by limiting dangerous parking and by helping to cut congestion.
The new CPZs are also reducing pollution by discouraging commuter parking, and they have made it easier for local residents and workers to park near their homes and places of employment.
Intricate works have been carried out to the bridge on Creek Road, where Deptford meets the historic town centre in Royal Greenwich. One of the few remaining lifting bascule bridges in London, it uses the same electric opening system that can be found at Tower Bridge, playing an important role in maintaining the flow of road and river traffic through Deptford Creek.
Marlborough was tasked with refreshing the bridge footways, using a specialist epoxy resin material that is both durable and lightweight, ensuring the lifting mechanism operates smoothly and efficiently.
Marlborough is excited to be collaborating with Metis Consultants in Royal Greenwich. The civil engineering consultancy specialises in sustainable design solutions, helping organisations to deliver pioneering schemes that improve the natural environment. During the contract period, Marlborough will work on several projects with the agency, including an upcoming programme in Oxleas Wood in Eltham.
Likely dating back over 8,000 years, the ancient woodland is one of the oldest forested areas in London and is rich in biodiversity, making it a popular green space for residents and visitors alike. The
Site of Special Scientific Interest is prone to flooding, and has been identified as a location that requires specialists works, as part of a larger initiative led by Greenwich Council to improve natural water management systems in the area.
Drawing on its experience and expertise of managing complex marine schemes on the Essex coast, Marlborough will deliver an innovative project using ‘Nature Based Solutions’, which is the strategy of using natural infrastructure to protect the environment while enhancing existing ecosystems. Skilled operatives will assist with the installation of wooden dams and help
establish wetlands, which will act as natural sponges, absorbing excess water during periods of heavy rainfall. The works will involve careful planning to ensure minimal disruption to the existing woodland and its protected status, with an increase in birds, insects, and plant life expected.
Well-known by the local community, Margaret Anderson has supported Greenwich Council for a decade, assisting market traders. Joining Marlborough in 2024, her duties include opening and closing the vehicle gates at the historic Beresford Square Market in Woolwich, which is currently undergoing major regeneration works. Widely respected for her dedication and warm personality, Margaret’s efforts ensure that vital access is granted, while keeping the location safe and secure for pedestrians.

Marlborough is delighted to announce that it has been awarded the Social Value Quality Mark (SVQM), achieving Bronze Certification. The accreditation reflects the company’s wideranging community efforts and dedication to effecting positive change across London and the South East.
This significant achievement follows a comprehensive application process undertaken by Marlborough’s growing Social Value team, with Nick Reading, Head of Performance, Sustainability & Social Value, and Nula Krawczynski, Social Value Manager, leading the process.
The SVQM is the nationwide benchmark for excellence in Social Value, spanning all industries, recognising organisations that demonstrate a commitment to helping others. This involved making a series of pledges across a variety of themes, including Health and Wellbeing, Education and Skills, Employment and Volunteering, and Environment, and Leadership. As well as identifying actions in support of the public, Marlborough has also made a commitment to maintain and enhance the wellbeing of its own employees and industry partners.

Marlborough is thrilled to confirm that it has secured the coveted Gold Award in the Armed Forces Covenant (AFC) Employer Recognition Scheme. This achievement marks a significant milestone for the company, demonstrating the organisation’s commitment to the Armed Forces Community.
As signatories of the AFC scheme since 2022, and Silver members since 2023, the increase to Gold status follows efforts by Marlborough’s HR and Social Value teams to strengthen its support for Service Personnel and their families. This includes the provision of flexible employment opportunities for Reservists, tailored training programmes for Service Leavers, and the creation of a positive and inclusive working environment for Veterans.
In addition to increasing its internal support for those who serve, Marlborough has actively
promoted the benefits of the Armed Forces Covenant to its supply chain partners, clients, and the broader industry. This advocacy has been instrumental in encouraging other organisations to recognise and adopt the principles of the Covenant, which champion fairness, respect, and opportunity for the Armed Forces community in all areas of society.
Marlborough’s Gold status exemplifies the company’s specially tailored recruitment processes for Veterans and Service Leavers, including the company’s engagement with the Career Transition Partnership, which provides guidance and assistance to those in the military as they transition back into civilian life. Furthermore, Marlborough’s enhanced support for the Army Cadet Force underscores Marlborough’s commitment to young people, helping to equip Cadets with the knowledge and skills they need to grow and thrive.
“At Marlborough we value the contribution of the Armed Forces Community and are grateful for the sacrifices they make on behalf of all of us. So, we are immensely proud to receive the Armed Forces Covenant Gold Award, with the recognition a testament to our team’s unwavering commitment to supporting Veterans and those who continue to serve. Our dedication extends beyond our own employees; we are passionate about championing the AFC to our friends and partners across the industry, with the scheme’s amazing benefits contributing to a stronger, more inclusive society for all.”

During engaging presentations from Marlborough’s Managing Director, Matthew Revell, the company’s HR Director, Kate Chambers (pictured), and the Health & Safety team, the hosts spoke about the organisation’s commitment to excellence, continued expansion, and the bold and exciting plans for the future of the business. There were also insights about Marlborough’s progressive vision, mission, and recently refreshed corporate values.
There was a series of outdoor team building activities, including archery, shooting, axe and knife throwing, and bush craft and survival skills. There was also an ‘old skool sports day’, with running races and a tug of war competition amongst the events to take place. Each point won represented a mile of newly built road, serving as a metaphor for Marlborough’s ambitions and aspirations for the years ahead. The games made for an incredible afternoon of fun and laughter, with the ‘Lethal Weapons’ (pictured) topping the 24-team leaderboard.
“It was inspiring to see our entire team come together for the One Marlborough event, with a huge amount of energy and enthusiasm on display. It allowed us to celebrate in individual and shared success, and there was a real sense of togetherness throughout the morning and afternoon sessions. The day reminded us that Marlborough has achieved a huge amount, and we can all be proud of our accomplishments. I am incredibly excited for the future of the company, knowing that with this exceptional team, anything is possible.”

Marlborough has formally achieved PAS 2080 certification from the British Standards Institution (BSI). The award for ‘Carbon Management in Infrastructure’ follows an extensive auditing process, in which Marlborough’s people needed to demonstrate compliance across a broad range of environmental and sustainability practices.
PAS 2080 is a nationally recognised standard demonstrating a commitment to reducing emissions throughout infrastructure project lifecycles. In Marlborough’s case, this includes everything from the initial design and construction of highways and public realm schemes, through to the maintenance and updating of roads, footways, and green spaces. By following the PAS 2080 framework, the company can better achieve its sustainability goals and reduce its carbon footprint.
Marlborough’s Head of Performance, Sustainability & Social Value, Nick Reading, and the company’s Environment and Sustainability Officer, Fiona Cummings, led the PAS 2080 two-phased audit. Members of the organisation’s Operations, Procurement, Bids, and Sustainability teams assisted the process, providing supporting evidence and taking part in in-depth interviews about the roles they play in carbon management strategy.
As the industry benchmark for quality, the BSI auditor confirmed that Marlborough has no non-conformances, while identifying several areas of excellence. In particular, the company was praised for its supply chain processes, environmental tender responses, and for the way in which it is delivering ever more sustainable schemes on the ground.
“We are incredibly proud to have achieved the BSI PAS 2080 certification, with this significant milestone underscoring our commitment to the environment. The accreditation is a testament to the hard work of not just our Sustainability team, but all those colleagues who are helping Marlborough to work in a greener, cleaner and more innovative way. By adhering to the PAS 2080 framework, we can better deliver for the communities we serve, and create positive and lasting change”.

Marlborough’s Poppy Kennedy was named Apprentice of the Year at the 2024 Highways Awards in October. It is an outstanding achievement, and the company could not be prouder of Poppy for her hard work and dedication as their Social Value and Sustainability Apprentice.
The Highways Awards are the national benchmark for excellence in the industry, and Poppy’s win is a testament to her character and the support of her colleagues. The annual ceremony and dinner took place at the Westminster Park Plaza in the heart of London,
with broadcaster and journalist Clive Myrie presenting. Marlborough hosted a dedicated company table, with members of Hackney Council joining as honoured guests.
Marlborough was also delighted to be nominated in three other categories. Nick Reading, Head of Performance, Sustainability & Social Value, was shortlisted in the Michael Conway MBE Community Leaders award for his exceptional commitment to community values, while the company was a finalist in both the Active Travel and Street Design categories for a transformative project at
Ridley Road Market in partnership with Hackney Council.
It was a wonderful evening that brought people together from across an amazing industry to celebrate in shared success.

Collaborative SuDS & utilities street works on Parliament Hill
A joint SuDS and Utilities scheme on Parliament Hill in Hampstead that was delivered in partnership with Marlborough, Cadent Gas, the Greater London Authority, and Camden Council, has won the Best Collaborative Works award at the 2024 Street Works UK Awards pictured left). The scheme, which involved installing improved subterranean gas piping while simultaneously creating two new rain gardens, was praised for its expert coordination and delivery. The win follows high praise for the same scheme at the 2024 CIHT Awards (pictured right), when the London Borough of Camden project was Highly Commended in the Collaboration category.
Following the launch of an operational apprenticeships programme, which complements Marlborough’s existing office-based apprenticeships scheme, nine new recruits have joined the business. The new starters impressed the company’s recruitment team during a group interview day, with the men and women displaying a huge amount of energy and enthusiasm. The new Street Lighting, Highways Maintenance, and Traffic Management apprentices have begun working across sites in London and Essex, with each receiving structured learning, on-the-job training, and expert guidance from managers and peers.
In September, Marlborough hosted its largest Apprenticeship Forum to date, with 19 Marlborough apprentices taking part in an insightful session at the company’s head office in Chelmsford. The day began with an informal discussion, in which Marlborough’s leadership team spoke with the company’s new cohort of operational apprentices, discussing key areas of the business. The office-based apprentices then joined the group, with participants competing in a networking game, requiring them to use creative problem-solving skills and collaborative teamwork. Presentations from some of the apprentices followed, before the forum concluded with a lunch in the conference room, with managers from across the business joining the group for the meal.
Marlborough is reinforcing its commitment to Equality, Diversity, and Inclusion (EDI) through innovative workshops designed to foster understanding and promote inclusive practices. Recently, the company’s apprentices participated in a series of hands-on sessions aimed at enhancing awareness of the challenges faced by disabled individuals in navigating construction sites. These sessions reflect Marlborough’s dedication to ensuring its work not only meets the highest standards of accessibility, but also supports its wider commitment to building a workforce that represents and serves the diverse communities in which it operates.
The first workshop took place at Marlborough’s head office in Chelmsford, where Michael Barratt MBE from Transport for London delivered an engaging session on accessibility in street works. Participants explored key issues such as safety, legislation, and the importance of designing construction environments that prioritise inclusivity. Activities included an audit of the office premises to identify potential obstacles for disabled visitors, and a practical exercise in which a mock traffic management setup was created, focusing on accessible footways for individuals with mobility challenges.
Building on this foundation, the apprentices then attended a second workshop in the London Borough of Camden, hosted at the Queen’s Crescent Library. This session included an expert panel featuring Alan Farrell, who is visually impaired, and Yragael Drouet, a wheelchair user. Their firsthand experiences shed light on the difficulties disabled people can encounter around construction sites, as well as the subtle biases they often face. The day concluded with an outdoor walk-and-talk exercise, where apprentices accompanied the panellists in navigating a Marlborough works site, observing the real-world impact of accessibility barriers.
These workshops highlight Marlborough’s proactive approach to embedding EDI principles into its everyday practices. By equipping its apprentices with the skills and awareness needed to create accessible environments, the company ensures that inclusivity remains a key focus of its operations.
Marlborough is committed to supporting the residents it serves through community outreach, which includes a comprehensive youth engagement programme. Marlborough works directly with schools and colleges to promote the variety of careers available within highways, aiming to inspire, inform, and support students as they transition into the world of work. In addition to providing careers advice and nurturing employability skills, their people also deliver fun and educational workshops to younger children, helping them to stay safe on the roads.
Marlborough recently delivered a road safety workshop for two classes at the Morning Star Nursery in the London Borough of Haringey, which is right next to where the company has been conducting footway work on Forster Road. During the session, the 30 children, who are aged between three and five, were reminded about the importance of holding an adult’s hand when crossing the road. They were also taught the STOP, LOOK, LISTEN THINK rule, encouraging them to look both ways to make sure it is safe to cross before doing so. Wearing mini hi-vis vests, the children then had the opportunity to practice their road crossing skills by using a mock crossing that was created for them in the playground.
“Thank you so much for today’s road safety day, the children absolutely loved it! We really appreciate you delivering the session for us and would love to work together in the future.”

He and several operatives from his team gave a demonstration to the children, showing them different types of machinery used in highways construction and explained the importance of staying safe on the roads. The children also had an opportunity to operate toy diggers and dumpers themselves, which brought a huge amount of joy to the youngsters and nursery staff.
Marlborough’s Social Value team attended a careers fair for Year 9,10 and 11 students at Sacred Heart of Mary Girls Secondary School in the London Borough of Havering. They had the opportunity to speak to students and their families about the wide range of careers available in the highways industry, and the different options for those turning 16. This included discussing the rewarding roles on offer at Marlborough as well as highlighting the company’s fantastic apprenticeships programme and work experience placements. There was a great atmosphere throughout the day, with the young people expressing a huge amount of interest and enthusiasm.
Marlborough had the pleasure of welcoming 13 work experience students to its Tottenham office. There were attendees from a variety of locations in which the company operates, including residents of the London boroughs of Barnet, Camden, Hackney, Haringey, and Islington. During the first week, Year 12 students Isiah, Nicola, Nile, Nina, Jesse, Denis, Aldis, and Trey joined, and in the second week, Year 10 students Abdullahi, Max, Kea, Elliot, and Makai attended.
The participants learned about the services Marlborough provides and the contracts it operates for local authority clients, with the students having the chance to meet colleagues from across the business. Marlborough’s Commercial, Quantity Surveying, Learning & Development, Recruitment, Health & Safety, Street Lighting, and Marketing & Communications teams each delivered an insightful workshop, which included a tour of the building and a site visit.
Marlborough staff delivered an employability skills workshop to 30 Year 12 students at Mulberry Academy Woodside Secondary School in the London Borough of Haringey. The day began with a short presentation detailing the different careers within the construction industry and the educational pathways that students can take to get there. Marlborough then hosted a Q&A session before providing practical tips to help the class develop their interview skills. The day concluded with a writing task, helping participants to create their own CV. The session was incredibly valuable, equipping students with skills that will assist them as they go on to the world of work.
Marlborough’s Poppy Kennedy, Ellie Knox, and Mathew Nebu (pictured) attended Plashet Secondary School in the London Borough of Newham, to take part in a careers insight day for 150 students. They spoke about highways infrastructure and the importance of delivering projects sustainably.
Pupils were then tasked with designing their own road and asked to consider how they could make it more environmentally friendly, with prizes presented for the winning designs.

Marlborough is proud to be an accredited National Plant Operators Registration Scheme (NPORS) organisation, offering the best training in the industry with a fantastic in-house team. As a member of the leading accreditation and registration body since 2019, Marlborough can offer expert training and testing across a variety of disciplines relevant to plant within the highways sector.
In October 2024, Marlborough had the pleasure of welcoming NPORS to the company’s head office in Chelmsford, Essex, to carry out a member audit of the facilities, equipment, systems, and practices. NPORS also assessed Marlborough’s Trainer, Chris Wood, testing his knowledge and expertise as part of the five-year renewal process for his individual NPORS instructor qualification. As well as conducting a classroom session, there was an outdoor practical demonstration, in which Chris showed the auditor how to operate a tracked one tonne high-tip dumper in a safe and efficient manner.
Marlborough is delighted to announce that all elements of the audit were passed, with no non-conformities identified. As such, the company’s status as both an accredited NPORS Centre and NPORS Training Provider has been certified for another year. Furthermore, Chris retains his coveted NPORS professional qualification, with his name on the NPORS register of approved instructors.

Marlborough has been accredited under the National Electricity Registration Scheme (NERS), following a thorough audit by Lloyd’s Register Quality Assurance (LRQA). This accreditation marks a significant achievement for the company, granting it official status as an Independent Connection Provider (ICP), authorised to connect, transfer, and disconnect live low-voltage cables. Building on its existing expertise, Marlborough can now offer an even more integrated service for essential infrastructure projects, including street lighting, CCTV installation, and electric vehicle (EV) charging works.
The rigorous LRQA audit process, conducted on behalf of UK Power Networks, was led by Marlborough’s Street Lighting Manager, George Marks (pictured). Conducted in two stages, the audit began with a review of Marlborough’s systems and procedures, examining method statements, risk assessments, health and safety policies, and employee training programmes to ensure compliance with industry standards for safety, quality, and operational excellence. The second stage of the audit involved a site visit to a Marlborough project on Milton Road
in the London Borough of Haringey, where auditors observed live electrical works on street lighting infrastructure. The assessment included a thorough review of project documentation, team interviews, and an evaluation of the technical skills of the on-site team. The successful completion of this process demonstrated Marlborough’s readiness to handle low-voltage electrical connections, with a high standard of safety and proficiency shown.
As a newly accredited ICP, Marlborough joins a select group of organisations with the capability to connect clients’ assets directly to the UK’s electricity networks, ensuring a streamlined approach to project delivery. The NERS certification covers key areas such as Civil Works, Cable Jointing, and Highway Electrical Equipment, allowing the company to manage electrical schemes entirely in-house, adding further efficiency and flexibility to Marlborough’s service offering.
Marlborough partnered with Thermal Road Repairs to trial an innovative recycling method for road maintenance in Islington. Using heat to reform and reuse existing tarmac, the process cut fresh asphalt use by 90%, reduced CO2 emissions by 86%, and produced zero waste. The quieter, efficient method minimised disruption while delivering high-quality results. This trial highlights the environmental and operational benefits of sustainable road repair techniques, reinforcing Marlborough’s commitment to innovation.

As well as works to the footways, the carriageway, and to the lighting, more greenery is being created, with the planting of trees and strategically placed rain gardens.
Marlborough donated £20,000 to support Havering Council’s 2024 public Christmas displays, funding Christmas trees for every town centre in the borough. The company also provided free traffic management services for local festive events, ensuring celebrations ran smoothly and safely.
In addition, Marlborough donated £1,000 to the Kids Bank HQ charity to buy Christmas presents for underprivileged children in Havering and neighbouring areas.
In summer 2024, Marlborough proudly supported the Big Fun Art Adventure, a public art trail raising funds for North London Hospice. The trail featured 30 giant owl sculptures, created by professional artists, alongside smaller owlets designed by schools and community groups.
Marlborough sponsored the vibrant ‘Park Life’ owl (pictured), which highlighted the biodiversity of North London’s parks, while promoting the importance of urban green spaces.
Marlborough is nearing completion of phase two of a major improvement scheme at Clerkenwell Green in North London. The project has created a greener, safer, and more accessible space for pedestrians, cyclists, and wheelchair users. Recent works include widened footways, new crossing points, and junction enhancements. Additional planting, and seating have transformed the area into a welcoming space, encouraging people to spend more time enjoying the Green while enhancing the setting for its historic surroundings.
Marlborough has announced significant steps to further enhance its Safe Delivery commitment, with greater departmental integration. This includes a refreshed organisational structure and the launch of the Safe Delivery Model, a four-point framework which prioritises safety, quality, time, and budget on every project. These changes reaffirm the company’s Zero Harm policy, while delivering operational excellence and greater value to the client, with key leadership appointments driving health, safety, and sustainability.
