KIM ZARZOUR kzarzour@yrmg.com Richmond Hill is the latest riding where PC party members are crying foul over how their party is handling the process for nominating candidates. In ridings across the province, including KingVaughan, Mississauga-Erin-Mills, Burlington and Carleton, there are accusations of ballot-stuffing, falsified membership forms, fake and paid-for memberships and other "irregularities". Three other ridings Aurora-Newmarket, Ottawa-Nepean and Hamilton West-Ancaster-Dundas have filed notices of appeal for alleged rule-breaking. Now the results in Richmond Hill are being disputed. PC party members in Richmond Hill have raised concerns about cheating, and phone calls to people on a local membership list reveal many residents appear to have been contacted by candidate Lara Coombs and registered as members without their knowledge, payment or permission. Coombs would not comment on the allegations. She said she has appealed the results herself, based on inaccessibility of the voting venue - TMS School to the disabled, along with other undisclosed issues. "I’d rather not go into detail. It’s in the hands of the party," she said. Rick Dykstra, Ontario PC Party president, wouldn’t comment on the appeals, but said, "It is against party rules to sign up anyone against their will." When Patrick Brown

ran for the PC leadership two years ago, he promised a transparent nomination process. But allegations about rigged elections and charges of systemic breaking of the rules have led some to question the transparency. With hopes rising that the party may have a chance at defeating the provincial Liberals, observers say the race for nominations has become a "feeding frenzy". In Richmond Hill, four candidates - Coombs, Ted Leider, Scott Sun and Daisy Wai - ran for the nomination and, in a crowded vote held Mother’s Day, results came down to a tie between Wai and Coombs. That tie was broken by riding president Al Itwar, who cast his vote for Wai. Now, as in other ridings across the province, there are allegations of wrongdoing. Only PC party members can vote for nominees - and that requires payment of a $10 annual fee along with the filling out of an application form with signature certifying the membership fee was paid using their own funds or those of an immediate family member. Coombs, a resident of Markham, quickly gathered a huge number of new Richmond Hill members about 1,200 names. Joe DiPaola, her campaign assistant (and husband of Charity McGrath, winner of another disputed race in Aurora-Newmarket), called Coombs "truly the best canvasser in the PC Party". But some disagree. "It’s not canvassing, it’s deceiving," said Wai, "A lot of people are really angry. People showed up [at the

"They were pushed into it, feeling threatened because they might lose their

status as Canadians. It’s a shame when we are in Canada that this could happen.. Something bad in our community is going on and it’s taking away opportunities for people who have a real passion for their community." Richmond Hill Coun. Tom Muench, who attended the vote in support of another candidate, reported similar concerns. "We have lots of questions about who signed their papers for them, where they live, how membership numbers could have grown so drastically." Yorkregion.com contacted 31 names on a list of local PC party members. All but one said they were unaware they were on the list, did not want to belong to the party, did not pay $10 and did not fill out the membership application or sign it.

Most were elderly or spoke English as a second language and recalled that Coombs, or someone representing her, knocked on their doors. Vince Walter remembered Coombs as a "pleasant lady" who asked him to come to the vote. He was disturbed to receive a phone call later from someone informing him he was now a voting member of the Richmond Hill riding. "But I did not pay any money or sign anything and I don’t know who did," said the widower, who is in his 80s. "I’m not going to lay charges - I’m too old for that stuff - but, in my opinion, that’s fraudulent." Avelino DeSousa was also surprised to find her name on the membership list. "No one said anything

about membership and no one asked for any money. I just assumed anyone from the public could vote and I thought it was my civic duty, so I did." Anna Drobakha said she is a friend of Coombs and does not want the Liberals to be re-elected, so she volunteered as a scrutineer on voting day and voted for Coombs, although she never paid or signed on as a member. "Nobody was asked for money," she said. Allegations of similar tactics in Aurora-Newmarket by McGrath have led to protests from the local riding association and appeals for the party executive to order a professional audit. DiPaola said some names on the membership list may have been entered in error. "To my knowledge, every member she got had paid $10 and signed their form. Lara was pretty particular about that," he said. "She did have some partially filled out forms that were merely leads that she was going to go back to, to see if they would pay, and they may have been inadvertently added." Brown called in privatesector auditors PwC earlier this month to oversee the nomination process going forward and they were present to validate the Richmond Hill vote. But Les Kobli, former regional vice-president of the Ontario PC Party, said auditors are there to ensure the ballot count is accurate, "nothing to do with checking whether they are actually a member or not, and whether they have paid for membership themselves."

The traditional Saturday night fireworks at Toogood Pond, a highlight looked forward to by thousands of festival-goers, is a no-go this year due to "construction delays," according to organizers. It’s a big disappointment, according to Unionville Festival committee member Shanta Sundarason, who was upset the construction around the pond wasn’t done in time for the festival. "We get 20,000 guests ev-

ery year, people come from everywhere," said Sundarason, a Unionville resident. "The work they’re doing around Toogood Pond was supposed to have been finished by February, they fenced around the pond to redo a path. We heard they would then start in the spring, in April. Nothing’s been done, the work’s not going to be finished, we’ve advertised all the way up to Quebec," she said. "We sent out 10,000 brochures, we now have to cancel the fireworks," Sundarason added. John Cabrelli, president of the festival, said it might have been better to put off the work until September 2017, when it was clear it

couldn’t be accomplished this year so that the fireworks could take place. He said the fireworks take months of planning by volunteers for safety and security reasons and that moving them to Carlton Park, as suggested by Unionville-area Coun. Don Hamilton wasn’t feasible. However, other traditional events will go on, such as the Saturday morning parade, the Krazy Kraft boat race, the Fun Zone for kids, the annual Funky 5K race, the York-Durham heritage train and the Family Fun Day in the park Sunday. Water theft must be taken seriously While it may not garner the same attention as other crimes, water theft is on the rise in the GTA. Last week, we reported how thieves in trucks in Markham have been targeting municipal fire hydrants, taking their fill - often in broad daylight - and driving away. Close to $30,000 worth of water was stolen in 2016 - or nearly enough to fill three Olympic-sized pools. Even so, just five thefts were reported to the municipality. Last month, a hydrant on Reginald Crescent, not far from Markham-Stouffville Hospital, was stolen from twice within the span of a week, and the theft would have gone unnoticed had it not been reported by a vigilant citizen. Residents aren’t pleased given that municipal water isn’t getting cheaper. The average Markham household, for example, spent about $806 on water last year. The current water/wastewater rate is $3.8555 per cubic metre, and residents there have been soaked for increases of more than seven per cent each year since 2012. Water theft isn’t strictly a Markham problem, either. A Queensville company was convicted and fined $1,000 for taking water illegally from a hydrant in King Township In 2016, and a Stouffville firm was fined $500 after pleading guilty to taking water from a King hydrant in 2015. Fines range from $100 to $50,000. Those thefts pale in comparison to what’s occurred in Durham Region, however, where 672,170 cubic metres of water was illegally pumped from municipal hydrants in 2016, according to a CBC report. That represents enough water to fill approximately 270 Olympic-sized pools and equates to $60,000 in lost fees. Aside from the cost of illegal water taking, which results in higher rates, such thefts can pose a safety hazard given the potential for hydrant failure in a fire emergency due to damage from illegal hook-ups, and there also exists a heightened risk of drinking water contamination. Unfortunately, the response from municipalities has been pretty wishy-washy. The fines imposed have been small and Markham’s response to recent thefts has been to install locking mechanisms in a limited number of high-risk areas only out of concern they could slow down fire response. That may be, but water theft is a serious problem and it should not be solely up to residents to report it. Municipalities must be proactive in preventing thefts, work with police to monitor for illegal hook-ups, and be prepared to prosecute those caught stealing water. Hopefully, we can take a bite, or a gulp, out of this crime.

• LETTERS TO THE EDITOR • March to complete urbanization continues Re: Massive Markham meeting deals with mammoth York Downs development, April 11. Markham’s path to full urbanization continues with its North Markham Future Urban Area, poised to convert 2,400+ of its few remaining rural acres into urban residential and employment lands. Facing similar prospects, nearby municipalities such as Richmond Hill and Mississauga have preserved large centrally-located blocks of green space. In the heart of Richmond Hill, the majority of the 188acre Dunlap Observatory lands will now become a public park. A "settlement plan" providing for park-

lands and the preservation of most of the site’s natural features was called "good planning" and "in the public interest" by the Ontario Municipal Board. Mississauga raised the bar higher. In the middle of a city twice the size of Markham, three months ago their council voted to establish a new 168-acre "central park" out of a 200 acre parcel. It will include agricultural and environmental aspects, an educational urban farm, trails, wetlands, forest areas, and a sugar bush. Markham’s last chance to establish its own large midcity legacy is the York Downs property, 400+ acres of mature trees and woodlands spanning two key Rouge River tributaries. Markham would demonstrate tremendous leadership and vision by working with its federal

Environmental coverage most appreciated Re: Climate change: It’s here and not going away, so we must adapt, says expert, May 18. I was both surprised and delighted to see the coverage and editorial regarding the environment! Bravo you for championing a sustainable future for the next generations! In my opinion - and others, I may add - this is the greatest challenge of our age and in regard to what it asks of

our citizens, it can only be compared to the world wars. We all have to do our bit to ensure that the transition happens sooner rather than later, which will mean far less damage to our planet. To this end, I wonder if I might propose that the paper create space for a small weekly interactive column which would invite positive suggestions from people as to small (or big) ways we could help in one way or another, and a look at how people in other countries are contributing to the great turnaround (and they are, in the most surprising, dynamic, and effective ways). meet. Not a bad strategy as it turned out. The Markham resident and member of Tristar Gymnastics rode a firstplace finish in the vault to

a bronze medal in the allaround standings in her category at the 2017 national artistic gymnastics championships which concluded May 28 in Montreal. Competing at Level 10 in

the over-16 category, Tong qualified for the final day of competition after finishing 11th overall in Saturday’s qualifying round. "The first day I was really nervous," confirmed the 17-year-old who was making her national championships debut. "The second day I was able to fix my mistakes. I just wanted to have fun and didn’t think of it as a na-

tional meet." The Grade 12 student at Bill Crothers Secondary School then went out and turned in a far better performance across the board, finishing with a 37.21 total score. "My coach kept telling me you never know your real placing until you perform and do your best," she said. "I knew I could do better and I did."

Tong opened the day by finishing fourth in the floor program before winning the vault with a 9.733 score on vault. She also placed fifth on beam. Tristar clubmate Alana Ricketts also qualified for the meet which saw the top-six athletes from each province compete. Ricketts did not advance to the final round of 20 competitors.

Jack and his late wife Lois (Spence) (2016) were long time residents of Markham and late of Wheatley. Loving father to Colleen and her husband Larry Gibbons of Wheatley, Tim and his wife Lisa of Port Perry, and Chris and his wife Mary Jane of Barrie. Special Grandpa to Lesley (Pete), Lindsay (Scott), Tori, Jeff (Laura), Jennifer (Mikey), Jake and Ryan. Great-grandpa to Kristyn, Anna, and Blake. Brother to the late June and her husband Bob Felstead of Toronto. Brother-in-law to the late Doug and his wife Evelyn Spence of Toronto, and Rosemary Craig of Lindsay. Also survived by many nieces and nephews. Jack was a proud Veteran of WWII serving overseas with the RCAF. The family would like to thank the doctors, nurses and staff at the Meadows in Wheatley for the special care Dad received, the CCAC for their guidance and support, and most recently the staff of Chatham-Kent Hospice. Cremation has taken place and a private memorial will be held for the family at a later date.
