Duelling commentary: Energy analysts go head to head on whether renewable energy is to blame for rising hydro rates

Daren Goodchild is one of many Ontarians struggling with surging hydro rates. He lives on a farm in rural Markham and says the electricity costs of running his small farm have become insanely high. for refurbishment in the near future. “A decline in nuclear production and a sharp increase in cost is about to happen,” Adams said. But he said the government’s reforms make no changes to the supply mix – the amount of power we get from nuclear versus gas versus wind. “… To keep costs low, we need to see more renewables in Ontario’s future,” he wrote in an opinion piece for Metroland Media. “Wind and solar power costs are plummeting, while costs for nuclear power are rising. Renewable energy has created a solid foundation for a clean economy – one that Ontario now needs to

build upon.” Ontario’s PC and NDP energy critics both say halting the sale of public electric companies is priority Number 1. The cost to consumers is being hijacked by the drive for profit. “…Because of the way these new private power contracts are written, we are stuck paying guaranteed profit for power plants whether we need them or not,” said Peter Tabuns, NDP energy critic. “Right now, Ontario generates more power than we can use, about $2 billion a year worth of surplus power that we sell to Quebec and New York at a deep — 75 per cent — discount. In fact, many times we have to pay them to take our power.” Transparency on the government’s current energy contracts is also lacking, said Todd Smith, PC energy critic. “In my own riding of Prince Edward-Hastings, I’ve watched power companies ask for and get

extensions from the government that drag the project out years beyond what was envisioned by the original deal,” he said. “That’s not something you do if you’re on the side of the people paying hydro bills.” Mark Rodger, a lawyer with Borden Ladner Gervais and an expert in the utility sector, meanwhile, said delivery charges are a necessary hit. Simply being hooked up to hydro costs money even when energy is not being used. Those costs could be cut, however, should some of Ontario’s 60-plus utility companies merge. By having different companies running their own distribution systems, he said, it adds $1 billion in costs. “Through consolidation, you can remove those costs through efficiency gains,” he said. – with files from David Nickle

Masking true cost of hydro won’t fix broken system Our hydro bills may be going down this summer, but don’t pop the bubbly just yet. While Ontario residents will see an average 25 per cent reduction on the bottom line, what they won’t see is what it’s going to cost future generations and the current structural inefficiencies and ongoing bad planning that make electricity expensive for us in the first place. Premier Kathleen Wynne announced the savings this month saying it was the fair thing to do. She heard from families struggling with their bills and struggling to understand why rates have skyrocketed. Unfortunately, because the history of hydro and its mismanagement is such a long and complicated one, politicians looking to distract would-be voters benefit from its current complexity. People don’t get it and don’t have the time, the comprehension or the willingness to figure it out. What they do get is how hard it is to pay a huge bill. So Wynne’s Liberals are waving a shiny 25 per cent hydro cut over here, while over there, our expensive hydro system continues to plod along. The lower bills come from refinancing the term of payment the province owes to private power providers - from 20 years to 30. So we’re deferring costs to future generations in order to get some immediate relief. And we’re incurring about $25 billion in extra interest charges over that time. Additional relief will be coming through low-income and rural subsidy programs, but that too comes at a cost of $2.5 billion over the next three years charged to Ontario’s treasury and taxpayers. As tempting as it is to celebrate lower bills, with an election year in 2018, we need to hold all parties to account to do more than float distractions. Ontario generates more power than it knows what to do with and we’re forced to sell it to our neighbours at a discounted rate. Sometimes we have to pay for them to take it. The sale of Hydro One has locked us into guaranteed contracts with private power providers whether we need that power or not. There’s little transparency as to the details of private contracts and that takes accountability right out of the system. We need a comprehensive plan and a system overhaul. Keep that in mind when you’re told to celebrate your June power bill. It’s not nearly enough.

In the interest of fairness, lawmakers should resign before pursuing new post The election fever is on the horizon again byelections, provincial elections and the municipal election are coming. Any elected official, or what we called the lawmakers who hold an elected position, should resign the seat if they want to test the waters. At present, the law allows them to take leave of absence to try their luck in any election they choose. They can get back to their old job if they lose. As a citizen and a voter, I feel this is not right to allow this for their ad-

Once a year we pay an ode to the Maritime Provinces by featuring a bevy of East Canadian fare. Though my family is not from out that way, Evan lived there for a time in his early 20's and I have several aunts and uncles around Halifax who I've visited many times. It holds a special place in my heart for its stark beauty and its quirky folk. Several years ago, I got invited by one of our seafood salesmen to accompany him to Jail Island, New Brunswick, just east of St. Andrews in the Bay of Fundy. It was a phenomenal experience, as I got to fish for salmon during spawning season and ate as much of the freshest, most incredible seafood I could ever have hoped for. Most importantly, the trip to the salmon farm where we source our product from quelled a lot of the preconceived notions I had about aquaculture. It’s a relatively small operation that produces a flavourful fish without the use of hormones and all that junk. A fire broke out at Miller Waste Systems on 14th Avenue in Markham on Saturday.

Fire breaks out at Miller Waste Systems TIM KELLY tkelly@yrmg.com Garbage was the culprit for a smoky Saturday afternoon fire at Miller Waste Systems at Rodick Road and 14th Avenue in Markham. "It was just garbage, no structural damage at all," said Markham Fire and Emergency Services platoon chief Jeff LeFaive. "It was very time-consuming," he added and said they’re not sure how the fire started. He said garbage at the plant just caught fire and caused a heavy buildup of smoke that required plenty of manpower to contain it and put it out on Saturday. Nine fire trucks were called to the large plant just after 5 p.m. There were no injuries but firefighters had to deal with chemicals and heavy smoke.

They’re the Vienna Boys Choir and you can see and hear them this Saturday night at the Flato Markham Theatre. Founded officially in 1498 in the city that calls Mozart, Beethoven, Schubert and Brahms home, the choir is currently on a 32-city North American tour and will perform a classical and popular music repertoire in Markham. Comprising some two dozen boys aged 10-14 and the choir is led by six-year conductor Oliver Stech. He said they have, "a very special sound. Vienna, with its tradition of music, creates a very pure sound."

The Vienna Boys Choir will be at the Flato Markham Theatre at 8 p.m. on Saturday. Stech said each boy must pass an audition to get into the choir. One of the members who did just that is 13-year-old Henry from New Jersey, who joined about a year ago. He has so far been part of tours that travelled through Japan, South Korea and the U.S. and now Canada.

Massive Markham York Downs development riles up neighbours on first look TIM KELLY tkelly@yrmg.com More than a hundred curious residents overflowed a Markham Pan Am Centre conference room Monday night to see what a future York Downs community will look like. And some weren’t very happy with what they saw. "I think it’s a sham," said Christiane Bergauer-Free of the proposed massive development on the current York Downs Golf Club along 16th Avenue, between Kennedy Road and Warden Avenue. "I think it’s terrible that they’re bringing in all these people without proper planning for the environment, for these people ... and for the people around them," said the longtime Unionville resident.

For nearby residents Sue and Norm Smitko, it will be a sad day to see the nearly 50-year golf course go, but they realize it’s an inevitability. "We’ve been here for 35 years and we’ll be sorry to

see the golf course go but we’re pleased that (the developers) appear to be respecting the environment," said Sue Smitko. She added, however, "We are concerned about the mid-rise development along

16th Avenue where all of a sudden you will see six storeys." Norm Smitko was concerned about the added traffic the increased residents will generate. "The congestion on 16th Avenue at 5:30 is already deadlocked and this is going to add to it. I would also like to have seen larger lots but they’re trying to get more people into a smaller area," he said. The proposal is still in its initial stages with a preliminary application submitted to City staff in October. Staff will report back to Markham’s development services committee at its March 20 meeting and there will be a full public meeting hosted by the City and the proponent on April 4 at Markham Civic Centre. Racism not to blame for permit denial: Mayor TIM KELLY tkelly@yrmg.com Markham’s mayor defended the city against charges of racism after a homeowner said her seven-year-old daughter wondered whether the colour of their skin prevented the family from demolishing their home and rebuilding. Felicite Dibi, a widow and mother of three who lives on Church Street and is desperate to tear down her small heritagedesignated two-bedroom bungalow to build a fourbedroom home in its place, tearfully pleaded with council last Monday. The Ivory Coast immigrant, whose husband George died of cancer in November, struggled to tell council about the dilapidated condition of 27 Church St., and her desire to provide decent lodging for herself and her three

daughters, aged seven, 14 and 16. Dibi said the nearly 70year-old home’s basement is falling apart, has a leaky roof and has mould issues. "This house is not livable for a family of four people," she told council. A daycare worker for the City of Toronto who has lived in the home for the past four years, Dibi said she’s received bank approval and conditional financing to rebuild and has spent nearly $40,000 on fees for site plan work as well as architectural drawings for her ideal home to replace her current dwelling. But she hasn’t been able to get council approval to tear down her home, in spite of evidence she has shown that owners of other homes in Markham that have a heritage designation have had demolition permits

approved and have either had new homes built on site or major renovations made to the original home. Mayor Frank Scarpitti said Heritage Markham and city staff did not support demolition of 27 Church St., but took pains to assure Dibi racism played no part in any decision to deny her a permit. "I want to reassure you and especially your kids, that anyone’s background ... anyone’s colour of their skin ... has nothing to do with the way we administer our policy," Scarpitti said. The mayor suggested Dibi get some advice on heritage properties and what options she might have with her property, including renovation work, and also asked that she meet with him prior to coming back to council for a decision April 25. Dibi agreed.

Steeles Avenue East Bridge Environmental Assessment Notice of Completion The City ofToronto has completed a study that evaluated options for a grade separated crossing of Steeles Avenue East and the Stouffville GOTransit Rail Corridor (east of Kennedy Road). The recommended design for the grade separation, as documented in the Environmental Study Report (ESR), includes: • Replacing the level crossing of Steeles Avenue East and the railway tracks with an underpass (road under rail) • Widening Steeles Avenue East from four to six lanes between Redlea Avenue and Midland Avenue • Incorporating separated cycling facilities on Steeles Avenue East from Kelvin Grove Avenue to Midland Avenue • Improving pedestrian facilities Subject to comments received as a result of this study, implementation of the project will be carried out by Metrolinx, with design commencing in 2017 and construction anticipated to be complete by 2020. Opportunities for Review The study was carried out following the requirements for “Schedule C” projects under the Municipal Class EA process. Mary Ng, 47, who until Feb. 13 was Trudeau’s appointments secretary, defeated Markham businessman Nadeem Quereshi Saturday afternoon, earning a majority of the 186 ballots cast by local Liberal party members in a nomination meeting held at the Markham Event Centre. Wu, who is listed as the owner of 47/51 Gainsville Ave., in Unionville, had asked for and was given a one-month adjournment at her first appearance in court on Feb. 9. She is due back in Rich-

mond Hill court on March 9. The Gainsville Avenue property spurred an outcry from neighbours after three mature trees were cut down on the property. Residents have called on the city to hasten a planned review of the 2008 tree preservation bylaw in the hopes of strengthening it and preventing property owners from cutting down trees, paying small fines and reaping profits after redeveloping the properties for much higher values.

Richmond Hill’s Salwa Husseini claimed for about $1,200 for bogus massages JEREMY GRIMALDI jgrimaldi@yrmg.com The York police union plans to seek a judicial review after a female police officer was fired for benefits fraud soon after two colleagues accused of the same offence were allowed to keep their jobs. Former Const. Salwa Husseini, a Richmond Hill officer, was fired from her job after she falsely claimed to have received 15 massage therapy treatments totalling $1,224. In her professional services hearing, she cited a series of personal issues, including the breakup of her marriage, her ex-husband’s bankruptcy and a subsequent relationship

that turned abusive. She further explained that she was not spending the money on luxury items, rather using it as spending cash as she continued to pay off her debt, which she said ranged from $70,000 to $100,000. Colleagues who spoke on her behalf at the hearing said that during this time Husseini worked more paid duty than anyone in the officer, earning her the nickname "pay duty queen." She said she was paying off items including a $14,000 student loan and a $48,000 loan to pay for her wedding. However the panel also found that during this time she went on vacations to Jamaica and the Bahamas. It was also said that she was spending money on alcohol and cigarettes, although these habits were a way for her to deal with the stress of her debt. Hearing officer and York police Supt. Graeme

Turl found Husseini should be fired. One of the reasons, on top of her dishonesty, was her lack of service at the force. "In this case, we have an officer who was with us for 1 3/4 quarter years before starting to steal from the organization," he wrote. "Thus there is no significant mitigating facture of tenure nor is there a significant risk-management tool in relation to investment. This is a considerable difference between this case and Macdonald even though Macdonald took more and may have altered more documents." In two other recent fraud cases, Const. Stuart Coleman, who has worked for the service since 2005, defrauded the insurance firm for $21,547 and Const. Eric MacDonald, who has worked for the service since 1999, took $6,373. In all, the service has been defrauded by six employees, the document noted.

York police union president Todd Sepkowski helped negotiate a new contract that was ratified after a six-month delay. After appealing that decision to the Ontario Civilian Police Commission

(OCPC), two members of the panel upheld the decision.

However, in possibly the first nonunanimous OCPC decision, a panellist dissented, noting that if Coleman and MacDonald were allowed to stay with the police, Husseini should also be given this right. He also suggested Turl’s decision to dismiss the appellant is "unreasonable" as well as "harsh and excessive." "The hearing officer’s failure to set out . logically in his reasons why the appellant was to be dismissed when other officers in similar factual circumstances were demoted, seriously undermines the concept of consistency," wrote lawyer Roy Conacher. Union president Todd Sepkowski said he would like to see a more uniform approach. "We were a surprised and disappointed seeing that the consistency across the province has not been this," he said.

SPRING Spring is a season of renewal when plants and trees will begin to look fresh and green once more. Spring maintenance includes applying fertilizer to lawns, replenishing mulch in planting beds, creating more pronounced edges around the lawn and garden beds, and

Seeding and fertilizing can ensure a stronger lawn come next spring. Perennials should be pruned and cut back. Raking leaves will help keep the property looking presentable.

Summer landscaping is all about maintaining what was established in the spring. Regular mowing, weeding and trimming can keep a landscape manicured. One of the ways to maintain an attractive landscape throughout winter is to install plants that can survive the colder temperatures. Winterberry is a cousin of holly, but loses its leaves in the fall. The bright red berries can be a stark contrast to the white of winter snowfall. Camellia is an evergreen that blooms from fall to early spring and looks like pink roses. Heather is a popular plant in the United Kingdom, but is growing in popularity on this side of the Atlantic as well. The Home Depot says this plant blooms all year and offers beautiful flowers in summer and fall. In winter, the thick foliage makes for an appealing contrast to the more delicate blooms of other winter plants. Maintaining a landscape through the seasons makes a home attractive all year long.

"One of the great things is that you can be able-bodied or not but when you are side-by-side on the ice everyone is on a par," said the coach. "Obviously, some people are better than others skill-wise but it puts everyone at the same level. "When you look at the GTA and its population, it’s unfortunate and disappointing because there are so many people and it’s such a hard time putting teams together." This Markham Islanders hockey team doesn’t play coy with the injury report. There is no real need to mask lower and upper body injuries from opponents. What would be the point? Goalie Ilan Sivapathasundaram lost his leg due to shrapnel when he was a five-year-old in his native Sri Lanka. Now he’s a member of Team Ontario. Defenceman Anthony Didier, whose father, Rick, is a player/coach on the team, has mild scoliosis, although he is officially considered an able-bodied athlete. Rookie forward Marcus Augusto, a former minor hockey player, underwent off-season surgery in June to amputate a cancerous leg. Subsequently, he underwent a rotationplasty, an autograft procedure which replaced his knee joint with his rotated ankle to fit his prosthetic. The 16year-old was back on the ice by October. Forward Maggie O’Hearne, a former Ontario player, brings some balance between the genders. Meet the lone sledge hockey team in York Region.

Lee Coulter was an active University of Toronto student when he suffered a devastating spinal injury in the aftermath of a roller blading accident 20 years ago. The accident, which knocked four vertebrae out of place, left him paraplegic but with full use of his arms. They were all in the lineup Saturday when the Islanders defeated the Northumberland Predators 2-0 in a key Ontario Sledge Hockey Association contest at R.J. Clatworthy Arena in Thornhill. The Islanders play a 10game OSHA schedule against teams in centres such as Barrie, Mississauga, North Bay, Buffalo, Durham, Buffalo and Elmvale, in addition to tournaments and playoffs. Coulter pursued other interests aside from sports following his accident, including music. The six-footfive player is now in his third season with the team which welcomes able-bodied athletes. "I have regrets I didn’t try this sooner and get out earlier," said Coulter, a centre on the team. "It’s a lot of fun. I lost that part of my life when I stepped away from sports. Experiences Canada is hosting four regional Canada 150 & Me Youth Forums in Halifax, Montreal, Winnipeg and Vancouver this spring and youth aged 14 to 19 are invited to join the festivities either inperson or online. As part of a national competition, designed to engage young people in a discussion about the future of Canada, 150 youth were chosen to travel to one of the four forums happening April 5 in Vancouver, April 11 in Montreal, May 16 in Halifax and May 25 in Winnipeg. Now, Experience Canada is encouraging schools

and students to take part by registering for free. "This is a perfect way for teachers to celebrate Canada 150 - bringing their class or a group of students from their school to hear from prominent keynote speakers and emerging youth leaders and activists, and to talk to each other about the subjects and issues they are passionate about," Deborah Morrison, president and CEO of Experiences Canada, said in a news release. ". We are widening the dialogue to invite youth to be a part of the conversation by attending the Youth Forums either on site or online, for free. Canada in the world, the Halifax forum is on immigration and diversity while the Winnipeg forum will focus on human rights. Pflag supporters celebrate LGBTQ rights at York gala TIM KELLY tkelly@yrmg.com A boisterous crowd of 350 parents and friends of lesbians and gays (Pflag) came out Friday night to support the fourth annual Stand Proud York Region Charity Gala at Crystal Fountain in Markham. Benefiting the LGBTQ community, this year’s gala was a tribute to the 49

victims of the largest mass shooting in American history that targeted Orlando’s Pulse nightclub in an attack on the LGBTQ community last June. Max Denley received PFLAG’s OUTstanding Achievement People’s Choice Award for his work with the Get Real Movement that recognized his "perseverance and self-discovery

through mental illness and transition for the purpose of energizing LGBTQ youth and their allies to embrace their stories." Guest of honour and 2017 Inspiration Award winner Aydian Dowling, a female-to-male transgender activist, voiced his thoughts, fears and successes, as well as his support to others looking to transition. He said, "first,

you find your passion, then, you find your purpose. And always remember, you are enough." Pflag York Region president Amanda Knegje thanked everyone for coming to the event. "The positive energy, love and pride that radiated from our community at the Stand Proud York Region Gala celebration was simply overwhelming," she said.

Charge your cellphone in another room, not next to your bed. Don’t read before bed or surf the Internet or have heavy conversations because this will impair your ability to initiate sleep, he said. 5) As for the impact on children, the same principles of good sleep hygiene apply as they do for adults. They need a predictable sleep-wake cycle. So make sure they go to sleep and wake up at the same time every day.

SIMONE JOSEPH sjoseph@yrmg.com The negative impact of daylight saving time can be lessened, according to Dr. Paul Cantarutti, chief of Family and Community Medicine at Southlake Regional Health Centre. Dr. Cantarutti points out that in the three days after the transition to daylight saving, there is a documented increase in heart attacks. He has seen this phenomenon most while working on the emergency ward. "The reason is not clear. It is thought it has an impact on circadian rhythms. It alters cortisol levels, a hormone secreted by adrenal glands," he said. Daylight saving time begins Sunday March 12. The day after the change to daylight saving, the number of car accidents increases, he said. The reason for this is not

known but it is thought the change triggers increase in fatigue and sleep disorders. It is also thought to impact childhood behaviour, he said. Children sometimes become tired and cranky the day or two after the switch, he said. Dr. Cantarutti points out that by springing forward, we lose an hour of sleep. Here is what Dr. Cantarutti recommends: 1) Make a gradual transition. Go to bed each night 15 minutes earlier for a few days or a week leading up to the change. 2) Practice good sleep
