Instead, visit your family doctor: if you don’t have one, head to a local urgent care clinic. But hundreds of sickly York Region residents have been packing local ERs over the past three weeks jamming up services and likely causing other patients to get the flu. Susan Kwolek, executive vice president, chief operating officer and chief nursing executive of Mackenzie Health, urges patients to head straight to an urgent care facility if they suspect they have the flu. She has seen Mackenzie Richmond Hill Hospital swamped to the gills lately. Markham’s Pradeep Guruge, who lost wife and small child, speaks out JEREMY GRIMALDI jgrimaldi@yrmg.com It might be hard for anyone to conjure up a response if asked how they feel about the activity police believe was responsible for the death of your wife and young daughter. So one might excuse Markham’s Pradeep Guruge for being short of words when asked what he thinks about the number of York Region drivers being caught drunk driving rising 31 per cent from 1,240 to 1,626 between 2012 and 2016. "Drinking and driving is bad," the soft-spoken father told yorkregion.com after being explained the scale of the problem that faces the towns and communities in the vast region containing more than a million people. "It makes me sad when people don’t think of the consequences." However the number of charges actually dropped 70 from 2015. It was on Aug. 29 that Pradeep lost his wife Inoka Athuraliya Liyana Waduge, 42, and child Savani Guruge, 4, after Markham’s Christopher Singh crossed the centre line near both his and Pradeep’s family home. Now all that’s left are he and his other daughter in the Cornell home, which used to be so full of

which technology, called DADSS Project, in cars will detect a driver’s sobriety or lack thereof by

measuring a motorists’ breath, through the air in the car, or his fingerprint via a new car’s start/stop button. He further noted that a bill is working its way through the House of Commons that might allow police to engage in mandatory testing, meaning they would not have to have a reasonable suspicion before forcing a driver to give a breathalyzer test. "There is no sit-tight piece here," he said. "We’ve been working hard to get these through. Mandatory testing is currently the best deterrent globally."

life. "It’s been terrible because half of my family is gone, it’s impossible to replace them," he added. He’s not the only one suffering. York Regional Police say drinking and driving claimed the lives of nine people in 2016, leaving families from Pefferlaw to Markham mourning the passing of sons, daughters, brothers and sisters. Another frightening aspect, involved two cases in 2016 - the death of Michael Holden and Waduge - the individuals charged with drinking and driving - Tara Gawlik and Singh both had their children in the car, all of whom managed to escape the crash with their lives. "These incredibly disappointing numbers must serve as a wake-up call that something has to change," said York police Chief Eric Jolliffe. "It’s shocking that anyone feels they have the right to risk the lives of innocent people by drinking alcohol or using drugs and getting behind the wheel of a vehicle." With marijuana legalization on the horizon, 2016 also saw 81 drug impaired driving offences a 69 per cent rise from 2015. Board must take action to win trust back For a school board that espouses to its students the importance of demonstrating a slew of positive character traits, it certainly seems to have a difficult time living up to them. The Character Matters page on the York Region District School Board’s website lists a total of 10 character attributes it supposedly holds dear including respect, responsibility, empathy, fairness and integrity - yet how does one begin to reconcile those lofty ideals with the body’s actions of late? Following allegations of racism and Islamophobia, which resulted in complaints to the Ontario Human Rights Commission, Education Minister Mitzie Hunter directed the board to take action to address the concerns raised and gave it a Jan. 13 deadline to respond. A letter penned by new trustee chairperson Loralea Carruthers was tabled at a special school board meeting last Wednesday, but, rather than a clearly laid out plan to resolve the problems, the communique spoke of the need for better communication and understanding and made vague references to more professional development for elected members and staff. Furthermore, the message, the final version of which was published on the board’s website, goes on to say the handling of one alleged Islamophobia incident internally, instead of with input from the community as had been hoped for and expected, was due to a "miscommunication" and that the applicable policies will be reviewed to address the "confusion" and "clarify the complaint process". The board also plans to meet with concerned parents and community members. According to a Jan. 11 Toronto Star story, however, York Region parents are treating the letter with skepticism and see little in terms of solutions for the existing problems or an outline of how future issues will be addressed. "Insulting" was how one parent, Naeem Siddiqi of Markham, described the response. As some parents point out in the Star story, the underlying issue is trust - trust that has been eroded due to the recent issues and the board’s handling of them - and it will take more than a series of platitudes on a page to earn that back. In its letter, the board states its belief that racism is always unacceptable and that systemic racism must always be addressed. True, but actions speak louder than words, and action - genuine, measurable steps with quantifiable results - is what’s required. The board can do better.

Public washrooms not worth price tag The Dec. 8 Economist and Sun indicated the city is seriously considering spending $432,000 to $594,000 for public washrooms on Main Street Unionville? Oh, add another $100,000 if you want them located in a discrete location. Are you flipping kidding? Let’s put this in perspective: For $500-700,000, you can buy two or three condos at Hwy. 7 and Village Parkway, $500-700,000 is about half to threequarters the average price of a single detached home in the GTA. to use the city-owned facilities that already exist. It’s only a five-minute walk from one end to the other (maybe faster if you really have to "go"), so a restroom is only about 2.5 minutes away -- that’s pretty good. The estimated price tag does not include longterm operational and maintenance costs. Who is going to maintain them (and pay to maintain them)? The BIA, city, users (i.e. pay to play)? Who is going to pay to refurbish them 10 and 20 years from now? Add an average of about $2,000 to 3,000 a month (or about $1 million over the next 40 years) to

keep them running. When are the restrooms going to be open, 24/7, during day and early evening, just weekends or just weekends in the summer? Who is going to pay for the increased law enforcement that all public washrooms warrant? If common reason somehow remains elusive and a midpoint washroom is still desired, then repurpose existing vacant commercial space instead of building something new. Let’s make use of what we already have and live with it. We do not need any more poor-value projects in this city. David Wilson Unionville

Our theme this week is Scottish fare in commemoration of the fabled Scotsman who was probably their most prolific writer of verse and song. Basically a farmer, Robbie Burns followed his heart, at first unsteadily, but eventually to immortal fame as the national poet of Scotland. You can’t attain these heights on an empty stomach, so we’ll be serving traditional Scottish fare in his memory. We have forgone the traditional haggis and have used a bit of licence where it was necessary to do so, but we should make a Scotsman feel at home - right down to the Cullen Skink and potato scones. Markham-Thornhill MP John McCallum has been named the new ambassador to China.

In the coming weeks, the outgoing immigration, citizenship and refugee minister will be stepping down from his federal post to become the new Ambassador to China. "It is no secret Canada is the greatest country in the world in which to live, learn and grow," he said. "I look forward to representing our nation’s interests as best I can on the global stage. McCallum, who also served as defence minister and veterans affairs minister, released a statement on his Facebook page thanking Markham residents for their continued support. "This is a bittersweet moment for me as the last 16 years have been an

incredible experience," he said. McCallum was first elected in 2000. "I have come to know this riding intimately its neighbourhoods, businesses, remarkable people, unique personality and culture," reads his Facebook post. "MarkhamThornhill is a great representation of what we seek in our nation strength through diversity; a sense of community and social cohesion; entrepreneurship and economic dynamism. It is all there in Markham." During his tenure as immigration minister, Canada welcomed close to 40,000 Syrian refugees, something he claims is a highlight in his political career. McCallum did not respond to request for comment from the Markham Economist and Sun.

Similarly, we will now look at the manner in which a power of attorney for personal care can be of assistance to you, in the event you lose your ability to make decisions regarding your health and personal care matters. I would like to examine some of the issues you should be aware of as they relate to a power of attorney for personal care.

3. The power of attorney for personal care is a separate and distinct document from the continuing power of attorney for property. You are allowed to appoint the same person to represent you on both your continuing power of attorney for property and on your power of attorney for personal care.

4. As is the case with a continuing power of attorney for property, it is important to appoint someone you trust to make these very important decisions for you. In many cases, spouses appoint each other and as an alternative, one or more of their children. 5. You may feel it is unfair to appoint one out of three children as attorney for personal care, but would you want all three of your children potentially fighting in front of a doctor? You should pick someone who you feel is the most dedicated to you, and will be the most likely to carry out your wishes. It is not an easy job, so do not think that you are hurting someone’s feelings by not appointing him or her. You should speak with your children and find out whether indeed they want to be appointed as attorney for personal care. 6. You should also consider logistics. If you appoint all of your children, are they all able to look after you? You should know that, if there is more than one person you want to appoint, you can appoint them jointly which means that they have to act together, or jointly and severally, which means any one of them can act alone. If you have three people you want to appoint, you may consider including a majority clause. 7. The person or persons you appoint cannot be compelled to act for you, so you should make sure that whoever it is that you appoint will want to act for you. This is why it is important to appoint an alternate, in case your first attorney is unable or unwilling to act for you. Your attorney for personal care will have various powers, including the ability to have access to your medical records, to deal with doctors, to deal with the possibility of your admission to a nursing home, etc. Having a power of attorney for personal care in place can help reduce family friction and fighting because in that document, you will be setting out in advance who you want to deal with these matters and what you want them to do. Salvation Army sees dip in local kettle donations Debit and credit options could help boost Salvation Army kettle campaigns. AMANDA PERSICO apersico@yrmg.com The Richmond Hill and Vaughan Salvation Army had hopes of expanding its programs to meet the growing needs of the community. But with a decrease in donations, those dreams may be dashed. "We’re going to have to evaluate our programs, look at those that are financially viable," said Danny Pinksen, with the Richmond Hill and Vaughan Salvation Army division. "We may have to cut." Based on preliminary numbers, donations are down about 35 per cent

compared with 2015, which raised about $165,000. And the need for assistance is up by about 20 per cent, Pinksen said. There are a number of reasons for the decrease, Pinksen said, including retaining volunteers, maintaining kettle locations and failing to spread the word earlier in the year. Pinksen plans to dissect all aspects of the 2016 kettle campaign, as well as take a careful look at programs. While Richmond Hill and Vaughan numbers decreased, donations in Central York have increased. Early counts brings the 2016 donations to about $225,000, compared to about $201,000 raised in 2015, Brian Bishop of the Salvation Army Central York. That does not include donor support, walk-in, mail-in or online donations. While volunteers are critical to the campaign, Bishop also lends the suc-

This season, the Markham district raised more than $82,000, beating 2015 by a mere $100, Harney added. "That might not sound like much but 2015 was a terrific year for us," Harney said. "That’s not to say $82,000 is still tight but we’ll manage. We did last year." Maintaining volunteers is a challenge, but the Markham district teamed up with several ESL classes to help man the kettles, many of which have signed up again.

While the number of families seeking assistance is about the same, there is a large proportion of newcomers and families new to the Markham area, Harney said. The lack of accessible cash is a challenge for the Salvation Army kettle campaign across the board. This past holiday season, the Salvation Army in the United States started a pilot project where debit and credit machines were attached to the kettles testing whether donations increased with the option of debit or credit. There are discussions of bringing this technology north of the border - something the local agencies anxiously await. "I can’t count how many times I’ve heard, ’I’d love to give, but I have no cash’," Pinksen said. "We live in a card-carrying society. People walk by, don’t have cash, so they don’t support."

And the Flato Markham Theatre is one of the stops. Sloan performs at Flato Markham Theatre Jan. 27 at 8 p.m. "This is not a reunion tour; I want to make that clear," band guitarist Chris Murphy told the Markham Economist and Sun. "We’re still together." The life cycle of a band isn’t supposed to be more than five years, Murphy admits. So to go on the road again and tour an album released 20 years ago is something of a novelty. "There’s novelty in playing songs we haven’t

played in a while or songs we retired," he said. Reissuing an album is like publishing a concert set list, Murphy said. "It’s a guarantee for fans, they will know the next song coming up," he said. But that doesn’t mean band members tire of playing their classic hits. "I’ll smile through anything," Murphy said. "For me, playing our music never gets old. We’re one of the few lucky ones who own our own content." Sloan sold more than 80,000 copies of the album One Chord to Another and the album remains the band’s bestselling album. One Chord to Another, released in 1996, also won the band a Juno Award for best alternative album of the year. "Nostalgia is powerful," said the father of two.

"Playing a recognizable song live gets a better reaction. The power of nostalgia can’t compete with the weight of music." The elaborate 20 anniversary of One Chord to Another boxset includes other fun items, such as demo recordings, unreleased songs and a history of each song. "We are the stewards of our own legacy," he said en route to pick up his kids. "We’re responsible for preserving and keeping it." On the notion of being a father and a rock star, Murphy said he has it all. "My Sloan world is small, maybe 50 to 60 shows a year," he said. Massive utility consolidation finalized Feb. 27 Continent’s second largest municipal electric company ROGER BELGRAVE rbelgrave@thebramptonguardian.com The corporate merger and acquisition that will create North America’s second largest municipally owned electric utility company should be finalized by the end of February. Monday morning, Ontario’s energy minister and the mayors from six Greater Toronto and Hamilton area cities unveiled the name of the giant utility that will be formed when Enersource, PowerStream and Horizon merge to purchase Hydro One Brampton. The final amalgamation will be called Alectra, which is a Greek name that means brilliant, explained current PowerStream President and CEO Brian Bentz, who was appointed president and CEO (designate) of the new consolidat-

ed utility company. Mississauga is the majority shareholder of Enersource, Markham, Barrie and Vaughan control PowerStream and Hamilton and St. Catharines are the principle shareholders of Horizon. The merger and purchase of Hydro One Brampton - which was acquired by the provincial government from the City of Brampton in 2001 - has been some two years in the making. Last month, the Ontario Energy Board approved the amalgamation and subsequent acquisition of Hydro One Brampton. As of Feb. 1 the merger will become official and the Hydro One Brampton purchase effective as of Feb. 27. The resulting utility will be second only to Los Angeles Water and Power in size. The newly formed electricity distributor is expected to serve almost one mil-

lion customers in the Greater Toronto and Hamilton area. "We’re on the cusp of building something very different and very great," said Bentz during a news conference held at Enersource’s Derry Road offices, now set to become the corporate headquarters for Alectra. Those behind the massive merger and acquisition believe it will be transformational for Ontario’s electricity sector. "I hope more municipal leaders across Ontario follow your lead," said Energy Minister Glenn Thibeault. The resulting efficiencies and economies of scale will not only translate into lower costs for consumers, he insisted, the municipalities involved will also see increased dividends. Mississauga expects to see more than $600 million in dividend payments over

And the flu epidemic currently sweeping the GTA didn’t spare Mackenzie Health’s urgent care clinic either. On New Year’s Day it saw 90 patients, when 60 to 70 is par for the course. Dr. David Rauchwerger, chief and medical director, emergency medicine program at Mackenzie Health said, "We’ve seen an even greater stress on the system than in even previous years." Southlake Regional Health Centre’s emergency department also saw 25 per cent more patients per day in December compared to the average for

the rest of the year. And at MarkhamStouffville Hospital, the emergency department also saw an increased numbers of patients. There was a 30 per cent increase in the MarkhamStouffville ER, or 100 more patients than normal on the busiest days. Kwolek said the spike in holiday-period visits to the ER isn’t all related to the flu. Part of it is because primary care physicians and other health-care providers either close their offices or go on reduced hours for the holidays leaving the ER an option for patients. The concern now that the holidays are over is the associate medical officer of health’s prediction we’re just at the beginning of a six-week surge of flu activity in the GTA. Properly applied weatherstripping should adequately seal windows when they are closed without making it difficult to open or close them later on. t *OTUBMM XJOEPXT ÜMNT Plastic window films are another option for homeowners looking to improve the energy efficiency of their windows. Heat shrink film can be cut to fit each individual leaky window in a home and then attached to windows using double-sided tape. A hair dryer can then be used to shrink the film and remove any wrinkles. Low-emissivity, or LowE, coatings are a more expensive alternative to heat shrink film, and they can be equally effective at improving energy efficiency. Installation of LowE coatings can be more difficult, as they do not provide as much leeway for mistakes during application as heat shrink film. Drafty, leaky windows are bad for homeowners’ energy bills and the environment. But homeowners have options other than full window replacements to fix leaks and improve efficiency.

Kimberly Clark remembers skating in the parking lot of her local park and her husband, Steve, grew up with his parents building a rink in his backyard. The Markham couple, together with some neighbours, maintains one of the 13 outdoor volunteer ice rinks across the city. "Even if there are only a few kids skating on it, it’s great to see them out there and not at home watching TV," said the mother of two. "Seeing other kids on it, my husband smiles from ear to ear." The city provides signage, flags, winter water hookup, hoses and benches around the rink as well as up to $500 per outdoor rink for materials such as boards. Since the Alma Walker Park is on grass, the couple purchased a liner to contain the ice surface costing about $700. Cost aside, it takes hard work, time and energy to get a rink ready. It takes about two hours to flood the ice, which includes shovelling the rink

It took about a month to get the rink skate ready, Kimberley said, having started the process in December and the first good skating day was Jan. 6. Outdoor rinks across the city run on a flag system: yellow skate at your own risk; red stay off the ice or dangerous ice conditions. The trouble is local resi-

dents are not obeying the flags, which can ruin the ice surface, creating deep divots that are hard to fill. "We don’t have a Zamboni," Kimberly said. "We have to flood the ice and wait for it to freeze, flood then freeze layer by layer. Otherwise, it’s like skating on rocks." And that means, more time spent flooding and fixing the ice than skating on it. "Kids stop by and are excited. They’re itching to get out there," she said. "The more people pay attention to the sign, the faster we can get it up and running."

Markham’s newest high school will be named after longtime educator and public school board director, Bill Hogarth. Bill Hogarth Secondary School, located at Bur Oak and Almira avenues, is set to open this fall and will serve

for the English track and French immersion program. Hogarth was an educator for more than 40 years, as a history and gifted students teacher, consultant, principal, superintendent and finally director of the York Region District School Board. The number of schools and the number of students

almost doubled under Hogarth’s 16-year tenure - the longest serving director of education. "Naming a new school is an important responsibility and it is fitting that this new school is named for Bill Hogarth, who is known for leadership in education," said Markham school board trustee Allan Tam.

LISA QUEEN lqueen@yrmg.com While it may create a few headaches with staff scheduling, a new York Region food-handler bylaw is being welcomed at Newmarket’s Leslie Street Daycare, director Tammy Cho says.

"I think it’s nice that everyone is going to be on the same page, everyone is going to know the proper way to handle food, especially when serving it to vulnerable people, especially children," she said. Of the 10 staff at the centre, four employees including Cho have their food

handler’s certificate. Because the bylaw requires a certified food handler in the kitchen at all times plus a supervisor who does not always have to be on location, Cho has to juggle staff shifts to comply, but says it’s worth it. In 2015, the region adopted a mandatory food

handler certification bylaw, said Becky Hester, manager of health protection. The region’s 971 highrisk premises, such as daycares, long-term care centres, banquet halls and some restaurants, were given a year to comply. Enforcement began Jan. 1, with fines ranging from $100 to $250. The region’s 2,831 medium-risk premises have to comply beginning January 2019. Low-risk establishments selling only prepackaged foods are not included. "The goal of the bylaw we put through in 2015 is to help prevent food-borne illness or food poisoning in York Region. It’s one of our mandates under the Ministry of Health, so it’s to help assist with that mandate," Hester said. "It’s to make sure that the food that is going out to the public is safe to eat."

But owner Sebastian Zucca welcomes the new requirements and said his establishment already complies. About 88 per cent of York residents support a mandatory food handler bylaw, Hester said. The cost of obtaining the certificate ranges from $15 to take the test to $55 for a workshop or online course, including the cost of the exam. The region offers free courses, available in several languages, for low-income residents and newcomers to Canada within the last three years. There is also a half-price student rate. "We have 160 long-term care residents. We serve them three meals and two snacks for 160 people a day. All very specialized diets.
