INTRODUCTION Chepstow Group of Companies is a privately owned business with over 40 years trading experience within the plant industry, resulting in the company being renowned and highly regarded throughout the international plant world. The company consists of two divisions: plant hire and contracts and used equipment sales.

Within the Hire and Contracts division, equipment is supplied on a national basis, providing it to all sectors of the industry, such as general earthworks, quarrying and material handling. This mechanism for supply with the provided equipment offers flexibility and diversity. These arrangements can be enhanced with the support of the business’s associated company, Chepstow Construction and Maintenance, who provides various forms of civil engineering services.

The used equipment division involves plant sales and purchasing of all types of machinery on a global scale with an international customer base and interaction with leading market brands. In addition to this, machinery is also available by being transferred from the Hire and Contracts division, complete with full service and maintenance history.

Chepstow Plant International can also provide, if required, maintenance support to client’s equipment. Furthermore, the company’s engineers also provide a service within the Used Equipment Sales sector, by ensuring that all of the machines that pass through the company’s head offices leave for purpose and to a very high standard. Through performance measurement, along with the subsequent management control, Chepstow Plant International provides a high standard service which supports some of the UK’s most intense and dependant applications.

This alignment by best practice safe systems, is filtered down through to both employees and supply partners. EARTHWORKS An Overview Chepstow Plant International has been able to develop this sector to a large scale operation with over 60 units of plant currently operating in the United Kingdom.

The majority of the company’s earthmoving teams are employed as a support function to the operations within the quarrying industry, with the company operating on a national basis. The company operates a large range of equipment for these operations from 25 tonne to 70 tonne excavators, with a range of truck sizes from 25 tonne to 50 tonnes and bulldozers are supplied from D61 through to D8 size.

The servicing and maintenance of the fleet is carried out by the company’s mobile fitters or the equipment manufacturers. All maintenance and repair tasks will be Risk Assessed before the work commences and appropriate control measures put in place. Over the last 3 years, Chepstow Plant International have undertaken work for a number of customers ranging from quarrying companies, larger contractors and developers, ranging in scope from 20,000m3 to approaching 1,000,000m3.

Chepstow Plant International’s comprehensive and extensive Health & Safety standards are also applied to these projects and in many cases the company acts as the Principal Contractor under the CDM Regulations. The sites are regularly audited by the experienced Health and Safety Managers who report directly back to the Managing Director on all compliance issues. The large fleet size means that the business has the flexibility to deploy plant either as a small team, comprising of an excavator and 2 trucks, or multiple teams on a single site. This offers large scale earthmoving of up to several tens of thousands of cubic metres per week.

Case Study

ENGINEER WHITE YOUNG GREEN SOIL TESTING EGNIOL CONSULTANTS Chepstow Plant International recently carried out a major earthworks contract in the west midlands working as a sub-contractor on a disused colliery site. The works were promoted and funded by English Partnerships and supervised by White Young Green. When the overall scheme is completed an industrial ‘scar’ from past mining activity will have been removed and a large tract of land made available for housing and amenity areas as well filling in past opencast voids. The site is located close to the existing community of Park Site near Silverdale and was highly sensitive in dealing with noise, dust, visual intrusions during the works as well as having regard to security issues.

In total, the company excavated and filled in, in excess of 800,000m3 over a 10 month period. The majority of the material was transported to fill the disused opencast void, but a large proportion was cut, filled and compacted to provide engineered layers for the future housing developments. Screening bunds and ‘shaped’ profiles were essential elements of the overall works.

MATERIALS HANDLING An Overview Chepstow Plant International has gained a great deal of expertise in handling many differing types of material largely due to the company’s quarrying experience, demonstrated through the following applications:

Within the steelworks environment, the company is responsible for moving the steel making process by-products such as hot slag, granulate and pellite. For the hot slag application Chepstow Plant International have invested in 50 tonne capacity steel bodied trailers which are towed by Mercedes tractor units. These machines operate 24 hours a day 365 days a year, giving the company the capability of hauling in excess of 1 million tonnes per year. Currently, the company have 2 large wheeled loaders at the site which load the material onto the trailers, one on duty and one on standby. Operations are managed by a full-time manager who is responsible for all aspects of the works such as safety, production and maintenance of the high value equipment.

2. Power Station: Chepstow Plant International is the incumbent materials handling contractor at one of the major coal fired power stations in the UK. This is a high dependency operation, as the power station operates 24 hours a day, 365 days of the year. In order to comply with demand, the company have a resident team of maintenance fitters to ensure that our “up-time� is maximised and only take machines out of operation at planned times. At this site the company handle materials such as the coal, biomass and residual ash. Recently, Chepstow Plant International purchased 4 new CAT 657G motor scrapers for the coal handling duties. Further to this, the company continue to make further planned investment into other aspects of the fleet, thus ensuring that the customer has all the advantages of reduced repair and maintenance times. Moreover, customers have the benefits of the latest engine technology, consequently reducing emissions to the atmosphere.

Chepstow Plant International has additional operational sites such as within a factory situation; whereby the business provides all of the mobile plant required to produce plasterboard at a local facility. The machinery is operated in a full 24 hours shift pattern maintaining this continuous process, from feeding the input hopper to recycling any reject materials.

QUARRYING An Overview The quarrying sector forms a major part of Chepstow Plant International’s business. Presently the company operates in hard stone quarries, sand and gravel applications, brick making clay units and china and ball clay areas.

The operational geographical areas are widespread within the UK, from the South-West to Eastern England, South Wales and the Northern Midlands. Chepstow Plant International’s operational units are supported by locally based managers and satellite infrastructure. The company have operated at some of these sites for approximately 20 years and have developed expertise in the most cost effective methods, plant selection and utilisation at these operations; thus helping to reduce the unit operational cost. The business is flexible in its approach to working with the national contractors, continually demonstrating the company’s ability to modify the targeted output. This is primarily achieved by varying working hours and the capital plant employed at these sites. Many of the company’s employees at the sites have been amalgamated into Chepstow Plant International as a result of taking over the operations from quarry owners or previous contractors, and are amongst the company’s longest serving employees. In the last 10 years Chepstow Plant International has been fortunate enough to develop this sector to the present levels from effectively a start-up situation. The company’s equipment used at these sites range from 35 to 80 tonne excavators, with all the machines equipped with high levels of protection for the operators and safety warning systems. As an established contracting business, Chepstow Plant International’s customers are provided with key information such as fuel burn, load count and loads per hour. This demonstrates that targeted environmental benefits and production targets are being achieved. Where the on-board software is available, it is utilised, acting as a management tool to improve operator performance on fuel management, braking performance and utilisation and minimising “travel empty time”.

As well as operating with a permanent fleet at these units, additional works are undertaken such as quarry development works, including overburden movements, road development and establishing new working areas. These works undertaken follow a tendering process through negotiating with the company’s customers. This means for the customer that they do not need to maintain large fleets of plant on site until it is needed, which assists in reducing operating costs.

Chepstow Plant International understands the standards expected at each unit, therefore ensuring that all of these works are carried out to the high safety standards which are expected within the industry. The works are generally programmed to occur when budgets dictate availability of funds for development works. With the majority of the company’s National Clients, working safety forums have been set up to ensure consistent communication is established to continually challenge hazards. This then provides Chepstow Plant International’s workforce and clients with a zero risk service.

QUARRYING Case Study Quarrying Applications “Developing quarries in line with the customers’ requirements.” Managing Director

Within the brick making industry the selection of materials for the various types of bricks depends on the colours and strength properties of the constituent clays. At the quarries where the business operates in, there are numerous horizons of differing grades and thicknesses of clay, each accessed by benches. Moreover, Chepstow Plant International has developed the knowledge and expertise to enable the company to assist customers in the development of the quarry to match their production requirements. At these sites clay is extracted from several different benches, sometimes concurrently, and transported to stockpiles; either as a single source material or for subsequent blending with clays from different benches. Over the years Chepstow Plant International has developed a flexible approach to the clay extraction to suit the customer’s needs. To this extent the company continues to gain access to the benches safely and, at times, out of sequence so that the customer’s production requirements are always met. The company also operates within both the China Clay and Ball Clay environments, where once more the business has developed expertise in materials selection. The Ball Clay also requires selection based on colour and material particle size; consequently, the expertise gained in the Midlands clay areas have been invaluable within this industry. As in the other operations, Chepstow Plant International assists the quarry company in developing the quarries in the most cost effective extraction methods based on the material selection requirements within the Quarry Development Plans.

The used equipment sales stock consists of the company’s ex hire-fleet, whereby the machines have been owned, serviced and operated from new. In addition to this, used equipment is also purchased from the businesses’ own client base in the hire and contracts division. CHEPSTOW CONSTRUCTION AND MAINTENANCE Chepstow Construction and Maintenance is the construction facility owned, managed and within Chepstow Plant International. Recently, Chepstow Construction and Maintenance undertook an extension project to a large waste management materials recycling facility in Croydon, this was a building the company had previously constructed. The company was appointed as the contractor on a Design and Build basis and undertook the role of Principal Contractor under the CDM 2007 Regulations. A major factor in the operations was to maintain the client’s daily operations. With limited available working space, a close working relationship and constant communication ensure safe, working conditions for all personnel. During the construction process, Chepstow Construction and Maintenance had to undertake site surveys, engage with designers and prepare working drawings. These procedures were coordinated with the Planning Authority, Building Control and Fire departments to comply with building regulations. The foundations were CFA piles, the steel frame was specifically designed to tie-into the existing building and maximise the limited available space at the site. The cladding was required to meet fugitive noise emission targets as well as having an aesthetic appearance to suit the surroundings. A new electrical substation was required to supply power to the recycling plant, which had to be accommodated within the design at a relatively late stage. Chepstow Construction and Maintenance provided the expertise to manage the project as well as carrying out all of the civil and building works required.

BEACON ESTATES Beacon Estates Chepstow Limited is a part of the Chepstow Group of Companies and specialises in construction and renovation projects. The company has over 25 years of experience within the construction industry and has several highly skilled employees working within the business. Beacon Estates Limited works within the commercial and residential sector, undertaking local projects to assist in promoting and stimulating the local economy.

A recent and prominent example of Beacon Estate’s involvement in the commercial sector includes the construction and letting of Beacon Business Park. This modern and sought-after business park within Caldicot offers new warehousing, in a modern and attractive setting. Beacon Estates have demonstrated their understanding of tenant’s requirements by fitting out many of the units with offices, specific showrooms, laboratories and production rooms. As a result of this, Beacon Business Park is a thriving sector of Caldicot Town. Beacon Estates through their expertise and skill have also completed work on several other business parks over the last 25 years. The company have also constructed Chepstow Plant International head offices, whilst assisting in the newly built extension. Aside from commercial construction projects, Beacon Estates Limited have undertaken renovations in many local housing developments, the most prominent being the construction of Home Farm Court in Shirenewton. After the purchase of a local golf course, extensive restoration projects were undertaken on the club house and surrounding buildings to transform the area into several desirable residential houses, situated amidst the surrounding countryside. Other residential schemes include the renovation and refurbishment of several local properties. Chepstow Plant International has established a comprehensive Health and Safety management system across the company and is externally certified to the OHSAS18001:1999 specification in addition to ISO14001:2004 (environment) and ISO9001:2000 (quality). Having adopted an integrated approach to health, safety, quality and the environment, Chepstow Plant International assess and monitor all activities in relation to the companies potential impact on people, the environment and customer quality. In line with the company’s core values, the Directors and Managers consider Health and Safety as promoting importance in all business activities, and are fully committed to continual improvement of the business’s Health and Safety performance. This concept is reiterated through Chepstow Plant International’s Managing Director, John Corcoran, who won an award at the MPA 2012. Further to this award, Chepstow Plant International, in the Contractors Safety Partnership (2012), was also runner up in the overall company contribution to Health and Safety, through the Tarmac Western Supply Partnership. The Forum was applauded for its outstanding achievements within the contractor's safety section. As a company, Chepstow Plant International recognises that accidents can be eliminated in the workplace. Moreover, the business engages with the workforce through personal interaction. This encourages a universal approach to Health and Safety: including directors, senior managers and middle managers to engage employees. The simplicity and effectiveness of this system enables a member of staff to remove themself from the immediate environment and become more critical, searching for any potential hazard in any given situation; thus enabling more stringent control measures to be implemented ahead of any potential risk. Chepstow Plant International provides training for all employees to help ensure that they are able to achieve their maximum potential. Furthermore, in order to give employees the best possible start in their career with the company, employees undergo an extensive induction and a continuing training program.

The introduction of Chepstow Plant International’s Drugs and Alcohol policy enables the company to carry out random drug tests on employees; with this the employees will be more proactive and safe in the workplace. Managers are trained to IOSH safety standards, supervisors are trained to the construction skills SSSTS standards, whilst apprentices are engaged to achieve National Vocational Qualifications (NVQ). The comitments above ensure that Chepstow Plant International is at the forefront of driving down the impact this critical industry has on the environment and embraces the potential for sustainability in all possible areas. Chepstow Plant International promote awareness and ethical responsibility with both the workforce and customers, whilst enhancing both the company’s understanding and the customer’s knowledge by keeping abreast of industrial and legal requirements. This is fundamentally accomplished through the company’s on-going certification to the international standard ISO 14001:2004.

Recycling and Waste Handling Chepstow Plant International currently provide a material handling mechanical capability for one of the largest recycling and waste management companies within Europe. This covers two sites for hired equipment and a further two sites for plant maintenance utilising Chepstow Plant International’s experienced field service engineers. The company utilises its Volvo wheeled loaders with a maximum capacity of 21 tonne and JCB excavators with a variety of attachments including grabs. Chepstow Plant International also run 16 tonne Volvo wheeled excavators within the waste handling sector.

Through working closely with supply partners, the company is proud to be able to offer the most environmentally efficient equipment in the UK, supplying predominantly tier 3b and 4 standard engines. This is supported by Chepstow Plant International’s first class service and maintenance department, helping to ensure that equipment in the field is providing optimal performance for the company’s customers whilst minimising clients’ emissions and subsequent carbon footprint. This is primarily achieved through the use of fuel additives such as Addblue and careful monitoring of fuel used against hours run. At the core Chepstow Plant International’s environmental ethos, especially within the company’s head offices, standards have been set to match those expected on sites around the country of the company’s national clients. This includes such measures as the use of water-based paint to reduce VOC emissions; recycling of metal and wooden waste, and reducing the requirement for packaging through the use of lubricant storage tanks. Furthermore, Chepstow Plant International are committed as a company to reduce our environmental impact, thus a programme has been instigated to replace company cars with fuel efficient and low emission vehicles.

TRANSPORT Chepstow Plant International operates a large fleet of low and semi-low loaders across the UK and Europe, carrying out over two thousand moves a year. Whether out of gauge, heavy or standard, Chepstow Plant International has the experience and contacts to complete the necessary transport moves, in an efficient cost-effective manner.

Heavy Equipment Movers With over 40 years of trading within the heavy plant industry, the company have acquired the capability and expertise to move the specialised equipment. Through this knowledge, Chepstow Plant International can offer assistance from small dumpers to heavy excavators. Further to this, transport can be provided for single or multiple pieces, whether it is for delivery or collection. The company can also offer assistance on shipping machinery abroad, having built up strong connections with several world-wide shipping agencies.

Flatbed Trucking Chepstow Plant International provides an expert flatbed trucking service in the UK for a wide variety of industries. The company provides the specific equipment required to meet the needs of various projects.

Abnormal & Oversized Loads The Company will always ensure the safest route is chosen, and if required, can arrange the relevant escort vehicles and drivers. REPAIRS An Overview In order to ensure Chepstow Plant International’s equipment, both within its Hire Fleet and the Used Equipment stock, are of the highest standard, the organisation has a highly trained set of engineers both operating within the head offices and at the company’s other national regional offices.

At the head offices, Chepstow Plant International has an impressive six bays for work to be carried out in. This includes a separate fabrication and welding bay and a high specification spray and paint shop. These facilities ensure each machine that arrives on site can go through the rigorous checking in and checking out procedure and consequently enables the company to assure clients and customers that machines supplied by Chepstow Plant International are of the highest quality. The workshops undertake a variety of jobs on the machines such as engine refurbishment and transmission overhauls, as well as fitting various extras to machines, such as tailgates and various radar systems. These additional components bring certain machines up to the Hire and Contract standards that many clients request, thus enabling the machines to work at the highest levels on various contract sites around the country. With Chepstow Plant International employing several highly trained engineers, welders and Spray Paint Specialists, it is possible to maintain and progress the benchmarked standards set by the company. Chepstow Plant International prides itself on its involvement not only in local community activities but also in donating time and money through the sponsorship of charities. The company is particularly affiliated with the Noah’s Ark Children’s Hospital Charity, where Eddie Hayward OBE, Chairman of Chepstow Plant International, is Vice-Chairman.

Primarily, Chepstow Group of Companies have aided the local community through the commitment of hiring local employees and in some cases having generations within families passing through the Chepstow Plant business. Further to employing local people, Chepstow Plant International recognises the importance that a community can place around sporting activities and has therefore played a large part in the sponsorship of the local youth rugby team: Caldicot Rugby Club. In addition to providing kit to the aspiring rugby players, Chepstow Plant International has supplied the funds and equipment to help improve the existing facilities at the club. Similarly, Chepstow Plant International holds strong connections with Bath Rugby, in particular their Academy. Comparable to donations to Caldicot Rugby Club, Chepstow Plant International has also sponsored players from the Bath Rugby Academy whilst also assisting in the development of their facilities.

The Noah's Ark Children’s Hospital Charity is the only charity exclusively fundraising for the Noah’s Ark Children's Hospital for Wales and has already raised many millions of pounds thanks to tremendous public support. Prior to the Charity’s launch in 2000, Wales was the only country within Europe not to have a hospital dedicated for children. However, due to the work carried out by the charity, and Vice-Chairman Eddie Hayward, this project will be achieved over two phases by late 2014.

Phase Two, which is now underway, will see the expansion of the hospital to offer dedicated paediatric operating theatres, MRI scanner, a new critical care unit and a new hydrotherapy unit and it is the Noah’s Ark Children’s Hospital Charity that will fund these vital projects expected to cost £8m.

Once Phase Two is completed the charity will continue its work, ensuring that the 100,000 vulnerable children in need of specialist care treated at the Noah’s Ark Children’s Hospital each year have access to the best facilities and care from a world-class medical team.
