ITH the Msunduzi Municipality debt increasing by 2,6% from last year June to last year December, pushing the debt up to R1,69 billion, the municipality is targeting municipal consumers who can afford to pay municipal services, but are reluctant to do so. Msunduzi Municipality Chief Financial Officer Nelisiwe Ngcobo told Exco said that the high-earning municipal consumers are low-hanging fruit, and they are the main priority. She presented the 2014/ 2015 mid-year budget performance review, saying that the collection rate is a challenge. “As management we have appointed service providers who will assist us with collections. Before December last year, we appointed TransUnion to analyse our debtors’ book. They gave us a report in December and what they picked up was that we have people who are earning well, who can afford to pay the municipal services, but they are not paying. “We also have creditors who we pay on a monthly basis but they are not paying us. We have employees that are earning very well, including our contract employees, but they

owe the municipality. “They [TransUnion] have reconstructed the ID numbers that were on the system and their addresses. In our debtors book, we will not have a problem contacting

By last year December, Msunduzi households contributed 62,57% towards the billion rand-debt while government departments and businesses contributed 7,39% and

21,68% respectively. Ngcobo said that the municipality is intending to clear the other debtors who contribute 8,35% towards the total debt. Ngcobo said that another major worry is unspent grants. “We are concerned that we are not spending as much as we want to spend but the municipal manager has since started meetings every Monday, where all the project champions report on their cash-flow and on what those departments are doing to correct the situation,” added Ngcobo. The challenges the municipality face include revenue collections which are not enough, fluctuating debtors and the inability to spend grants. “Slowly we are eating into the debt, if our consumers pay more than what they are billed,” said Msunduzi mayor Chris Ndlela. Ngcobo said that they will investigate factors which may have caused under-collection. “The collection rate for December was very low and it should not have been like that, taking into account that people get bonuses in December. We are going full-swing with disconnections. We even disconnect people who are in high places, but I am not mentioning names,” she said with a laugh.

Hilton water crisis is finally over THE water crisis that has plagued Hilton, Winterskloof and Mount Michael for the past two weeks is finally over. uMgungundlovu District Municipality manager Sbu Khuzwayo is cautiously optimistic. He said their system is back on track. “Thereappearstobelightatthe end of a long tunnel towards the restoration of normal water supply in Winterskloof and Mount Michael. “While some residents in these areas started receiving water from midnight [Friday], it is still early days as engineers are still conducting some extensive assessment on the fragile pipeline,” he said. Dealing with unemployed graduates University of KwaZulu­Natal (UKZN) graduate Slindile Bhengu is one of many graduates in South Africa who are unemployed. After finishing her studies at one of the high schools in the Mkhambathini area, she enrolled for a teaching diploma. She matriculated in 2000. “At high school we never received career guidance and we were never exposed to a variety of careers. By the time we matriculated, we never really knew what we wanted to study at a tertiary level. “In 2001 and 2002, I enrolled for a teaching diploma at one of the teaching colleges. I was always discouraged by a lot of people who told me that the teaching profession was fading and that by the time I finished my diploma, I would not get employment,” said Bhengu. Without any proper guidance, Bhengu dropped out of college and changed to what she viewed as a ‘sophisticated course’. “I studied psychology but due to financial restrictions, I dropped out. I

received credit for the modules I had passed and in 2004, I managed to obtain a human resources diploma from UKZN,” said Bhengu. Bhengu spent most of her time applying for internships but she never received any feedback. “I was unemployed until I passed the age limit for internships,” said Bhengu. She only got employed seven years ago by a retail company as a cashier. “I have given up looking for another job. Maybe it was just not meant to be. Maybe I need to focus on the job I have and make it work for me,” said Bhengu. Bhengu is not alone. It has been reported that last year, the number of discouraged job seekers increased by more than 200 000. The South African unemployment rate decreased to 25,40% in the third quarter of last year from 25,50% in the second quarter of 2014. Hilton One-Hour Warriors CHELSEA PIETERSE

H

ILTON residents armed with brooms, lawn mowers and gardening gear descended upon World’s View on Saturday as part of the One-Hour Warrior clean-up group. The project, aimed at beautifying Hilton, has taken the community by storm. What started as a discussion over coffee between husband and wife has grown into a fully-fledged project that has rallied the Hilton community to clean up the village. World’s View Conservation vice chairperson Pat Wilkinson, along with the community, was outraged when they saw graffiti lining the walls of the provincial heritage site. The community’s reaction was so strong that Wilkinson decided to take the wellbeing ofthecommunityintoherown hands by starting a Facebook group. Children, parents and

grandparents gathered at World’s View at 8.30 am to attack overgrown bushes and weeds with their herbicides and weed whackers. Others were tasked with painting fences and cleaning off the infamous graffiti that was sprayed onto the World’s View site wall last December. Hilton local Colin Scott brought along his highpressure hose and scoured the silver graffiti off all four walls at the site. World’s View committee member Ellie Hamilton said she was impressed with the number of people who had showed up to help beautify the area. “Wehavehadanincredible turnout from the locals,” said Hamilton. Wilkinson said more than 20 Hilton residents arrived to help with the cleanup on Saturday morning. “I was very happy with the turnout and it was all great fun,” she said. Wilkinson said the

World’s View Committee member Howard Richardson said he had arrived at the site an hour early, at 7.30 am to start hacking away at weeds and alien plants. “We are cleaning up all the bug weed and all the invasive alien plants so you can see the old Voortrekker road,” he said. As the community worked tirelessly to clean the area, a table with coffee, tea, juice and cupcakes was set up in the shade for a sweet treat during a shady break.

That does not mean moral leaders do not exist, they do, but we are not prepared to bring in new blood to lead the change. Due to hierarchies, seniority and a profound fear of change, we are not prepared to bring in skilled people to lead and transform. I find that in some organisations, especially

community-based organisations, some members have long outgrown their stay, but are still hanging on to their positions to the detriment of the organisation and communities they serve. There are no special privileges or entitlement in life. We must grow out of that. People must earn their positions, titles and jobs. Life is a challenge - carry on moving forward MANY matric pupils with excellent results in maths and physics wanting to pursue medicine as a career are finding it difficult to find universities to study locally. Many who are financially blessed are opting to study medicine in China or Mauritius, while those who are financially challenged have no option but to choose other courses to study. StudentswithAaggregates with 94% in maths and 96% in physics have had their applications to study medicine declined. Some are told that their English mark of 90% was low and had to be at

least 95%. Its all about correcting the legacy of apartheid together with the inequalities and injustices perpetuated by this destructive ideology. Most of the places, according to a stipulated ratio, go to previously disadvantaged individuals (PDI’s). This is a highly contentious and debatable issue which gets tongues wagging, especially at this time of the year. The National Student Financial Aid Scheme (NFSAS) has been introduced by the government to assist students who are poor and want to study. Any student,

irrespective of race, can apply for this funding. There is a perception that these funds are only allocated to African students, which is a fallacy. Do not rely on unfounded rumours. Go to the NFSAS offices and put in your application. Students cannot afford to be disillusioned. They need to remain positive. Remember lifeisachallengeandyouhave to meet your challenges head on. AM a happy person by nature. My resolve is: there is no point in being unhappy. It weighs me down, makes me vulnerable to all kinds of things that I don't want to be vulnerable to and is crappy for the universe, with all the already bad karma being put out there by...oh yeah, everybody. So instead of sulking and gaping, which I'm not saying I don't do - I'd be inhuman if I didn't ever do those things I quickly deal with it, put it behind me and move on. I'm of the belief that every problem can be solved with a bit of thought and diligence and if after thought and diligence there is no solution...then maybe your problem is wrong or doesn’t exist. We so readily complain about everything and the kitchen sink that we forget the actual problems there are in the world. I mean can we really compare the flat tyre on the way to work that made you all of 20 minutes late to the starvation of a child in a war-torn country? Now don't get me wrong, I am in no way trying to belittle your flat tyres and the heaps of yelling you had to take from your boss, but really, can it compare to the true pain and suffering of that child or of that country? Can it compare to a man once living an average life being thrown to the streets losing his family and being

reduced to a beggar because job loss in our country is a very real truth? It's really disappointing that we have so much yet appreciate it so little. Obviously if you are reading thisyouhaveaccesstoanewspaper in a functional area and are not totally bad off. We live lives that could be spectacular simply because we live freely in a place where the worst natural disaster is heavy rain. THIS year, Rabi ul awwal coincided with the month of January marking the celebration of Eid Meelad un nabi. Locally, the festivities continued on through to this weekend. This past Sunday, around 700 people assembled at the Raisethorpe High School Ground and then walked just over 1,5 kilometres to the Chetty Road Musjid. UpontheirarrivalattheChettyRoadMusjid, participants enjoyed recitals performed by the youth and prizes were awarded to quiz winners. Thereafter, lunch was served. This year marked the second procession hosted in celebration of the Birth of Prophet Muhammad Peace Be Upon Him. One of the organizers of the event, Aalia Syed, said that this event brings people together. “Muslims globally celebrate this day with enthusiasm, adorning their streets, homes and

musjids with lights, hoisting flags in symbolic colours emitting admirable phrases of the character of Prophet Muhammad Peace Be Upon Him - and lingering in the air is the melody of the continuous recitation of praise for the noble Prophet Muhammad Peace Be Upon Him. “The community has shown a remarkable bout of support and this hasn’t been limited to Muslims.Thisyear’seventhadaturnoutofover 700 people, which was phenomenal considering the scorching day we had - so we’re hoping to carry on with this momentum for years to come. The support we’ve received from non-Muslim individuals and companies has truly been moving. “It is symbolic of the character of Prophet Muhammad Peace Be Upon Him, who really was a humanitarian. He saw beyond the external disposition of people maintaining a rapport of trust and respect all round, aspiring to bring people together. This is what we hope to inspire within our youth which this procession is mainly targeted at,” said Syed

RIAN Khoza, famously known in the entertainment circles as Brian dot Khoza, has established a platform that will enable local hip hop, rap and poetry artists to market their talents. The Brian dot Khoza’s Rhythm And Poetry Session events will be held every last Saturday of the month at The Red Door in Quarry Road. The upcoming music and poetry session will be on 31 January and will run from 1pm to 4pm, with an entry fee of R50. “I love music. I love hip hop and poetry. Without a doubt, we have a lot of hidden talent in Pietermaritzburg but what we lack is the platform. Most local artists relocate to Gauteng to establish their careers because they do not know how to get to the next level. This platform will introduce artists to the local crowd and will give them exposure to other opportunities,” said Khoza. He also added that the rhythm and poetry sessions will allow artists to sell their music to crowds in attendance. “We welcome anyone who likes hip hop music and poetry from any race group, because music is universal,” said Khoza. The artist lineup for 31 January event include the likes of Sboniso ‘Mic G’ Ngubane, Ndumiso Zondi and Zama‘Deekay’Madlala.MicG is a solo hip hop artist from Durbanandiscurrentlybased in Pietermaritzburg. He has worked with Liquid K-ZN, Golden Shovel, Skye Wanda,

Shon G, Deep Soweto and Siyamatic. He has worked on compilations and mix tapes like The Given Mixtape, Graveyard Mixtape, Chain of Command Mixtape, Timezone Mixtape and Fresh book, Zondi is a local muso and in 2012, he was crowned F.E.T’s slam poet of the year in Richards Bay. He also co-hosts a radio programme on UMgungundlovu107.6FMcalledArtist Corner. He is a provocative spoken word artist who uses his poetic license accordingly, said Khoza. The last act of the day will be DeeKay, who will be representing the female hip hop artists in PMB. Her career highlights include releasing theGushesheremixandgetting co-signs from Cassper Nyovest, Sizwe Dlomo and Scoop Makhathini. “In a male dominated genre, I’m not just trying to break barriers and be the best female rapper out there, that doesn’t mean a thing to me. I’m a rapper beforeIamanythingelseso I want to be one of the best rappers in the continent period,” she stated. UZUKI has launched a budget hatchback, the Celerio, in South Africa at the expense of its Alto range. Suzuki now has two sub-R130 000 cars – theCelerioandtheSplash,thelatterlaunched in 2014. The Hatchback is available in two specifications (GA and GL), two transmission options (five-speed manual and new automated manual transmission), each with the same one-litre, three-cylinder, petrol engine. The Celerio is 3.6m long, 1.6m wide and 1.5m high - that’s 100mm longer and 70mm higher than the outgoing Alto though it’s the same width. FORD has launched it’s hot new sedan in Cape Town and it’s a looker of note, packed with safety features and loads of technology. The new Ford Fusion, says the automaker, has refinement and craftsmanship, technologiesincludingFord’sadaptivediodeheadlights and multi-contour seats, and sophisticated design. Mark Kaufman, Ford SA’s vice-president for marketing, sales and service, told Wheels24: “The Fusion is the most technologically advanced Ford vehicle yet to South Africa. From convenience technologies such as Sync 2 and a new active park assist to safety technologies including pre-collision alert with a head-up display, the Fusion adds a range of safety and security features for city drivers.” The car has a choice of three petrol engines - a 1.5 and two two-litre EcoBoost engines - and a high-powered two-litre TDCi diesel engine that delivers 132kW/400Nm. The Fusion has a sports-coupe profile with a low roof and a lean profile sculpted to convey ‘visual lightness’, says Ford. “The sophisticated and technical front-end design has a more prominent trapezoidal grille, a power-dome bonnet and adaptive slim-line, laser-cut, headlights.”

The cabin has a digital-analogue instrument cluster and a sleek wraparound centre console design that delivers a sporty, cockpit-like feel. Ford’s new pre-collision teach with a head-updisplaydetectsaloomingcollisionand automatically applies brakes if the driver does not respond to warnings. It can also apply automatic braking to mitigate or avoid a collision with a vehicle ahead. Active city stop operates at up to 40km/h. Radar technology further enables the new Distance Indication feature and adaptive cruise control technology. Distance Indication tells the driver the time gap to the vehicle ahead. Adaptive cruise control maintains a driver-selected distance from the vehicle ahead. So, it seems the Fusion delivers quality and craftsmanship to the refined, elegant, sporty and highly expressive exterior, and an interior that has optimised ergonomics and comfort, with premium finishes and equipment. ATES and venues have been confirmed for the fifth year of the SPAR KZN Regional Hockey Tournament. Thetournamentkicksoffin the northern regions of KwaZulu-Natal, with Pionier hosting the Northern KZN regional on 21 February. Defending champions Ferrum will be back in the hope of securing their fifth regional win. March will be a bustling hockey month with six tournaments all around Durban and PMB. The Durban South, hosted by Amanzimtoti, will be taking place at 3 Schools Trust on 7 March, followed by the Durban North regional at Crawford La Lucia on 8 March. The next weekend sees Durban Central regional being played, with the overall defendingchampionsDurban Girls’ College playing host to this regional.

A double header up in Pietermaritzburg on 21 March will have both the Pietermaritzburg Central at Epworth and Pietermaritzburg North regionals at UKZN being played. Host schools are Treverton College and Howick High. Concluding the March games will be the Highway Regional with Westville Girls hosting this on 22 March. Moving south, the South Coast and Kokstad areas will be played on 18 April in the Sisonke and Ugu Regional with Southcity High hosting the tournament at their grounds. The Zululand Regional will be played on 25 April with Grant Leigh hosting. Finally, the Umvoti, uThukela and Umzinyathi takes place at Hermansburg on 9 May. “Weareextremelyproudof this tournament. In such a quick period of time it has become a much talked about

fixture on school calendars. Schools take this tournament incredibly seriously as it gives their girls an opportunity to play teams they wouldn’t ordinarily get to meet,” said MD for SPAR KZN, Rob Philipson. After a bit of a break, the grand finals will be played over the weekend of 25 and 26 July. The tournament rolls out at Thomas More College and St Mary’s DSG for the pool games on the Saturday. On Sunday, the cross pools and podiumpositiongameswillbe played at St Mary’s DSG. “It is great to see how much the teams enjoy these SPAR KZN Regional Hockey Tournaments and certainly look forward to some exciting hockey,” said tournament director Les Galloway.
