ROVINCIAL police have quite literally had the wheels taken away from underneath them, with nearly half of all stations’ vehicles in for repairs. And police officers, instead of patrolling the streets, have been relegated to be “desk jockeys” having to beg, borrow or use their own cars to carry out their duties. And it appears that the problem is not going to go away soon, with chronic shortages of artisans and a multimillion-rand high court battle over who has the right to supply parts to the SAPS. Officers revealed repairs can take anything from two weeks for a simple battery swop to a month for a service and up to four months for something more serious. The South African Police Union KZN chairperson, Bongani Mncwango, believes unless the problem is rectified, police at the province’s 184 stations cannot execute their mandate to protect communities. “Out of every 10 vehicles at a given station across the province, between three and five are lying in the garage. This is completely unacceptable. Some vehicles are so poorly repaired they are back in the workshop within a week.” He said a chronic shortage of artisans was a key issue as well as stations not being allowed to repair and source parts locally, instead having to use designated police garages and source parts from central hubs such as Durban. “The police are unable to carry out

their duties. This leads to a vicious circle of the community reporting slow response to management, management complaining to the station, the station informing management their vehicles are in for repair and then management’s argumentthattherepairsaredelayed because they are waiting for financial

duty, in for repairs or seconded to other units. Pietermaritzburg CPF chairperson Claire Crawley said the problem goes beyond Alexandra Road and is affecting every police station in the region. “At the SAPS garage in Oribi vehicles are piling up. The

turnaround time of repairing police vehicles is shocking and this is affecting various stations ability to respond to crime,” said Crawley. Crawley said police officers are frustrated that they are immobile. “It is a mess with officers having to share vehicles for a variety of tasks. This is a serious issue.” AseniorofficeratAlexandraRoad, not authorised to talk to the media, said they have to work via “phone and e-mail”. “Police officers are having to work from their desks rather than getting into the community. This is hampering service delivery,” said the officer. The officer said vehicle repairs are further delayed when the repair is outsourced. “If a vehicle is outsourced one can add a further three weeks until it is released. This is because one needs to wait for the funds to be requisitioned and then released by the procurement department. If the repair costs are more than anticipated there is a further delay while more funds are requisitioned. The mechanics only start work once they are paid,” said the officer. He said police officers sometimes have no choice but to use their own vehicles. The DA’s spokesperson for police, Diane Kohler-Barnard, called the lack of operational vehicles “a catastrophe”. “The high volume of repairs and slow turnaround time is the case all over the country and there is no sign of it changing any time soon.” Attempts to get comment from the provincial police were unsuccessful.

HE Msunduzi Municipality has suspended 19 employees. This came to light at a recent Msunduzi full council meeting. The suspensions were part of the municipal manager, Mxolisi Nkosi’s report. Presenting the report, Nkosi said that at the time when the report was compiled in February, only 17 employees had been suspended. “As of today, the number of municipal employees who are on

suspensions given to the 19 municipal employees vary. “They vary in terms of the time that people have been suspended. We have got a 90-day period on which we have to suspend and bring people back or charge them,” said Nkosi.

However, Msunduzi Municipality spokesperson Nqobile Madonda said that their legal department is looking into matching the current by-laws for billboards with the municipality’s new processes. The municipality is also looking at sorting issues surrounding the large steel billboards along Town Bush Road. For almost six years, Town Bush Road residents have complained that these billboards were erected without authorisation from the municipality. “This matter is currently being resolved through the relevant proper channels,” said Madonda.

that when Eaglefield arrived to see Brinklow, she called Brinklow to inform him he was there. Brinklow told her to send him in and a few seconds later there was a scuffle and Brinklowgrabbedthefirearmandshot himself. “It is suspected that he invited him to the office deliberately to get his firearm. We understand he was depressed and was on medication,” said the source. Brinklow was rushed to hospital in a critical condition and died an hour later. Police spokesperson Lieutenant Joey Jeevan said: “We understand that there was a scuffle and Brinklow disarmed the traffic officer and a shot was fired. The police are investigating an inquest docket and there is no foul play suspected.” Acting municipal spokesperson Nqobile Madonda said: “Circumstances surrounding the shooting incident are being investigated and as such we do not have any information as to what led to this action.Weascouncilwouldliketosend our deepest condolences to his wife, family, relatives and friends,” she said.

This phase would cost about R150 million. The second phase would increase the size of the airport, the size of the taxiway and again increase the size of the terminal building to cater for more people during peak hours. This phase would cost about R40 million. The third phase would improve the infrastructure around the airport and would include the access road and car park area. This would cost around R240 million. Dr Ray Ngcobo, of the municipality’s Economic Development Services, said one of the innovations that had come up was the creation of a technology hub. “We have been chosen as a pilot site for a technology hub in the province.The land will be divided to create a business area for all the businesses that are involved in the aviation industry. We will invite all the businesses that are part of aviation to be based there.” Speaking on the possibility of adding other flight routes, he said it depended on demand. “Previously, we thought of establishing the flight to Cape Town, but there is not enough demand. Even SAA is scaling down on flights to Cape Town.” He said another idea was to consolidate flights between Ulundi, Richards Bay and PMB. “We thought of feeder flights … there is already a flight from Ulundi to PMB, and we thought of creating a feeder flight that will create one long-haul flight to Cape Town.” IFP caucus leader Dolo Zondi said they were in full support of the development. “We are the capital city and it is surprising our airport is so small. We just want the funding of this project to be managed properly.” DA councillor Rodger Ashe said they were also in full support of the proposal. “We hope it will bring many positive aspects to the city.”

HE Pietermaritzburg Airport (Oribi) is getting a massive cash injection for a much-needed facelift. The Msunduzi Municipality revealed that it plans to invest more than R400 million over the next 30 years. The money will be invested in the structure, infrastructure and other aviation businesses that will create “life” in the airport. Municipal manager Mxolisi Nkosi said they wanted the airport to capitalise on the possible market opportunities presented by its strategic positioning. The expansion will be carried outinthreephases.Thefirstphase started last year. “We do not want the airport to be just a place where people come to take flights and go home; we want it to be a lifestyle area,” he said. “We want to capitalise on areas like the Harry Gwala district, Newcastle and others. If someone from Newcastle was going to fly from Durban, they would spend about three hours driving and then one flying. “A drive from Newcastle to Johannesburg is actually about three hours, so, for someone from Newcastle it’s better for them to drivetoJohannesburg.Wearejust twohoursfromNewcastlesothose people can use this airport,” he said. Nkosi said over the years the traffic at the airport had grown significantly, justifying the millions being invested. Among the activities that are planned, he said, were aviation businesses and pilot academies. The proposal said the first phase, which would last until 2025, had already started. By then, it estimates, the airport should be used by more than 250 000 people per year. Phase two would be triggered when the demand exceeds 250 000, and phase three would be triggered when the numbers exceed 500 000. HREE Msunduzi municipal employees were recently arrested for copper-cable

theft. Msunduzi municipal manager Mxolisi Nkosi said the employees were meant to appear in court last week. Nkosi said that with copper-cable theft, some cases do involve

About three of our employees were arrested for the same offences and were meant to appear in court unfortunately, I do not have the latest on that.

“Once you are arrested by the police, we allow that process to precede without us getting involved, with the view that once that has been completed there will be disciplinary processes,” said Nkosi. Last year Nkosi wrote a letter to the magistrate court’s chief magistrate to investigate what the municipality saw as a lenient sentence for two people, Thembelani

Ngina and Buyiseni Mayapha, who appeared before court last year for copper-cable theft. In the letter Nkosi said it was disappointing to learn that the sentence was either 12 months imprisonment or a R2 500 fine. Nkosi requested the sentence be looked into, bearing in mind that cable theft and illegal electricity connection losses exceed a billion rand. He also said that since 2013, more than 12 lives have been lost due to copper-cable theft and illegal

electricity connections and a number of people have been seriously injured as a result. “In light of the above, we appeal to you as the chief magistrate to investigate the sentencing of Ngina and Mayapha, as this lenient sentence surely does not send out a deterrent to thieves within the Msunduzi Municipality … so it is the responsibility of our courts to impose harsh sentences on criminals who have been found and/ or pleaded guilty,” stated Nkosi in the letter.

Chelsea Wewege was recently awarded a full scholarship to the American Academy of Ballet (AAB), Summer School of Excellence in New York in July. Chelsea was a pupil of Susan Cleary from the Midlands Dance Theatre Centre (previously Harlequin Dance Studio) for the first nine years of her dancing career.

Underwater hockey grows in PMB NQOBILE MTOLO

HEnumberofpeoplefromPMB participating in underwater hockey is gaining momentum year after year. Underwater hockey co-ordinator Dirk Calitz said there are 45 active players in the PMB area who play on Tuesday and Thursday evenings at the Voortrekker High swimming pool during the summer season. “Overthepasttwoyears,thejunior division in Pietermaritzburg has developed and grown in numbers. This year Pietermaritzburg has a big and strong junior section. “Underwater hockey is a sport played internationally by more than 22 countries in the world. In PMB we have a very active and steadily growing group of underwater hockey

players representing different ages. “Every year there is a national underwater hockey championship tournament for juniors and for seniors at different venues in the country. “We had a strong group of juniors playing in the PMB area this year with a number of them making the KZN boys’ and girls’ U19 teams. The boys’ U19 team played in the men’s U19 B league and won a bronze medal. The KZN girls’ U19 team played in the ladies U19 A league and although they played well, did not make it through to the medals,” said Calitz. He said there has been success for PMB underwater hockey players. “Chrizanne Smit of Voortrekker High was named the most promising junior underwater hockey player in the U15 and younger age group. She also won a bronze medal in the

50-metre surface fin swimming and a silver medal in the 50-metre Apnea Fin swimming competition during this tournament. “The national underwater hockey championships for seniors took place recently in Grahamstown. We had one lady from Pietermaritzburg, Jeanie Fogwell, who played for the KZN ladies elite team. The KZN ladies elite team also won the ladies league at this tournament. Jeanie has also been selected as part of the SA ladies elite team training squad and if selected, will represent South Africa at the World Underwater Hockey Championships in August in Spain,” he said.

In order to excel at the sport Calitz said a passion for the sport is the number-one priority. “If you enjoy it, it is much easier to do the hard work. Put in lots of training if you want to compete at top level. A top athlete in this sport will have good personal underwater hockey skills such as stick skills, underwater agility, fin technique, fitness, speed and endurance. The person must also be a good team player.Gooddefensiveskillswilloften be the difference in a player between

good and excellent,” he said. Calitz said he sees underwater hockey growing in PMB and plans to expand the sport into schools. “It is a growing sport worldwide and it is also growing locally. Not only is it an awesome sport, but it is so healthy. “The Sport Science Institute of University of Stellenbosch has found ittobeoneofthebestsportstodevelop your cardiorespiratory system. It really gives you a good workout. “I have been playing underwater hockey since 1982 and ever since then I have loved the sport. We would like to develop it, especially at school level, and introduce underwater hockey to schools that are interested in it. “I invite anyone interested in the game to contact me or to attend one ofourtrainingsessionsonaThursday evening in season,” said Calitz.
