SING municipal public toilets will soon cost R2. The Executive Committee (Exco) agreed that the pay-and-use toilet system for public toilets will curb people from abusing municipal ablution facilities, and that this system will be exercised at the Publicity House public toilets. The feasibility study for the pay-and-use toilet system for the whole city will be conducted before the system can be implemented. A report circulated at the Exco meeting,whichhadbeencompiledby the tourism business unit, states that

the public toilets at the back of PublicityHouseareusedbyresidents, road travellers and tourists. “The issue at hand is that these public toilets have been previously misused and vandalised by the public themselves; hence we propose that the management of these ablutionfacilitiesbechangedinorder to enhance and maintain them on regular basis. “A programme of regular servicing, maintenance, upgrading and monitoring of these public toilets should be prioritised, since they are within the commercial, business area, civic and tourist facilities, therefore servicing and maintenance should be of high standard.

‘No justice for victim’

COME next year March, PMB will host the Investment Conference and Business Fair which is aimed at showcasing development opportunities in the city to investors and developers. To prepare for this major event, Msunduzi mayor Chris Ndlela called on officials to prepare the policy on business incentives well in time. A report by acting manager for Investment Attraction, Dr Julie Dyer, to Exco states that the last 2003 local investment conference or business fair was held in 2003. The report furtherstatesthatthefirstinvestment conference or business fair was held 15 years ago, and was soon followed by one in 2003. “The city has now entered a period of stability and administrative improvement, and is benefiting from renewed confidence from the provincial government, with several key projects receiving financial support from both the province and other government departments or entities, which have the potential to re-vitalise the economy. HERE is no justice. This was the outraged cry by family and supporters of murder victim Letisha Naidoo outside the Pietermaritzburg Magistrate’s Court on Monday. Naidoo was stabbed to death on November 20 and her body was flung into a sewer in Northdale. It was also alleged that she was raped. Her family, however, dispelled earlier suggestions that she was pregnant at the time of her murder and said a postmortem has conclusively shown she was not

expecting a baby. Tears flowed and anger erupted when the community heard the prosecution had withdrawn charges against three juveniles accused of Naidoo’s rape and murder. Theywerechargedalongwithher 23-year-old boyfriend, against whom the case is proceeding. His name can’t be published until he has pleaded to the charge of rape. But local attorney Nasen Naicker this week also withdrew as the man’s legal representative, saying he’d given him “too many” conflicting instructions. Naidoo said at the man’s previous

ITH the festive season rapidly approaching, the public is urged to be extra vigilant. Crime inevitably increases during this time as criminals look to take advantage of unsuspecting individuals. Maritzburg Fever spoke to Safe City’s general manager, Lucas Holtzhausen, to find out what their plans are for the festive season. “During the festive period, shoppers unintentionally drop their guard as they are preoccupied with doing their Christmas shopping. They also tend to carry many parcels which make them more vulnerable for pick pocketing and bag-snatching incidents,” said Holtzhausen. Shoppers are advised to use trolleys when going to their parked vehicles. Shopping malls with little or no security guards should be avoided and where possible, do shopping during the day. Responding to a query about safety at Liberty Midlands Mall, centre management said that they have put in place various security measures throughout the centre, however they continue to urge shoppers to be aware of their surroundings. Should a shopper experience an incident or suspicious activity, they are urged to report it immediately to centre management so as to ensure that the correct procedures can be followed and any necessary steps taken. According to Holtzhausen, crimes that will show an increase during this period will be robbery, including bag snatching and pick pocketing, smash and grab incidents at intersections and theft out of motor vehicles. “Regarding theft out of motor vehicles, we would like to warn the public that there are still incidents occurring where jammers are being used to prevent drivers from locking their vehicles remotely. If you use a remote, then make sure that all the doors are locked by testing the door to see if it is indeed locked. “If you feel uncomfortable or are suspicious of persons loitering near your vehicle, then rather lock all the doors manually,” he said. Motorists are also advised to conceal valuables in their vehicles by either placing

If possible, get someone to house sit whilst you are away or ask a neighbour, friend or family member to feed the dogs and to switch some lights on or off during the evening. “A house with fully drawn curtains is also a dead giveaway that there is nobody at home. If your house is monitored by an alarm company, then it will be best to inform them to attend to any burglar alarms immediately for the period that you are going to be away, or give them the numberofacontactpersonwithwhichtheycan liaise within your absence,” said Holtzhausen. The Maritzburg Fever, Parklane Centre, Minuteman Press and Just Boutique have sponsored the ‘Colour you way to Christmas’ calendar to create awareness about the work that CHOC Childhood Cancer Founda­ tion does for families with children with cancer. The picture, drawn by local art teacher Jackie Cook, depicts both the nativity and the journey of a family to CHOC House in Pietermaritzburg. The non­profit organization’s chief function is to provide support, and a place to stay for families who have children with cancer. The families come from out of town to receive treatment for their child at Grey’s Hospital. The calendar is also part of the ‘Countdown to Christmas with CHOC’, a 12 day community lucky draw. CHOC invites members of the public to embrace the campaign by purchasing the R10 tickets and participate in the lucky draw which will take place each day at Parklane Centre in December. IBAHLE Sonke, the Peter Pan Special School outreach programme, recently visited one of Pietermaritzburg’s Mental Health Society’s residential homes, ML Sultan Frail Care Centre. The visit was to celebrate the festive season and spoil the residents with Christmas gifts. Sibahle Sonke, which means “we are all beautiful in our own way”, is a programme that is aimed at acknowledging the strengths of the Peter Pan Special School pupils, and to create opportunities for the pupils to use their strengths to give back to their community. This is also to make a difference in other people’s lives. “The community has always been supportive and generous towards Peter Pan Special School pupils, providing them with resources and opportunities to further develop their learning,” said the coordinator for Sibahle Sonke Outreach Programme Phumelele Khumalo Shesaidthattheprojectcreatedan opportunity for the pupils to not only receive, but also to learn and experience giving to others in need.

Laddsworth pupils remember Madiba Grade six pupils from Laddsworth Primary School visited the Nelson Mandela Capture Site as part of their social science theme on democ­ racy. Pupils walked through the museum and answered questions in their booklets which would aid their under­ standing of the time period and of the life story of Nelson Mandela. Easy Christmas roast duck with crispy potatoes and port gravy

This whole roast duck stuffed with festive spices makes a gorgeous change to Christmas turkey Ingredients •a few sprigs of fresh rosemary •½ nutmeg, grated •sea salt •freshly ground black pepper •2 oranges or blood oranges, zested and halved •2 x 2kg whole ducks, necks and giblets reserved and roughly chopped •8 cloves garlic, unpeeled •3 red onions, peeled and quartered •a few stalks celery, trimmed and chopped into chunks •3 carrots, scrubbed and chopped into

chunks •½ stick cinnamon •1 thumb­sized piece fresh ginger, peeled and roughly chopped •a few bay leaves •2kg potatoes, peeled and cut into large chunks •1 litre water or organic chicken stock •2 tablespoons plain flour •200ml red port Method Pick the leaves off one of the rosemary sprigs and place on a board with the nutmeg, orange zest, thyme and one tablespoon of sea salt. Chop everything together and rub the mixture all over the ducks, inside and out. Cover and leave in the fridge for a few hours or overnight to let the flavours penetrate. Preheat the oven to 180°C/350°F/gas 4 and place the shelves on the middle and bottom levels. Stuff the ducks with the remaining rosemary sprigs and orange halves, and the garlic cloves, then place thembreast­sideup,straightontothebars of the middle shelf. Scatter the onion, celery and carrot in the bottom of a large, deep­sided roasting tray with the cinnamon,ginger,bayleaves,andchopped duck neck and giblets. Place on the bottom shelf beneath the ducks so it will catch all the fat that drips out of them. Meanwhile, place the potatoes in a pan. Cover with cold, salted water, bring to a simmer and parboil for five to 10 minutes, then tip into a colander and chuff them up a little.

After the duck has roasted for an hour, take the bottom tray out of the oven, replacing it immediately with an empty tray. Spoon the fat from the veggie tray into a bowl. Put all the veg, duck bits and juices into a large saucepan, then add a little boiling water to the tray to get all the sticky brown bits off the bottom ­ this is what you’re going to make your gravy with. Tip the water and brown bits into the pan with the veg, top up with one litre of water or chicken stock and place on a medium heat, skimming off any of the fat that rises to the top. Put your parboiled potatoes into the empty tray in the oven. Add a few more tablespoons of duck fat from the bowl, season, and place back underneath the ducks to cook for an hour. Meanwhile, heat a saucepan and add two tablespoons of duck fat. When it’s hot and melted, add the flour and stir with a wood­ en spoon until you have a paste. Stir in the contents of the saucepan and the port. Bring the gravy to the boil and simmer gen­ tly for half an hour, stirring occasionally. By now the ducks will have had two hours in the oven and will be done. Lift them on to a plate, cover loosely with tin foil and leave to rest for about 15 minutes. Pour the gravy through a sieve into a clean saucepan,pressingdownonallthevegand other bits to extract as many flavours and juices as you can. Keep the gravy warm in the saucepan, again skimming off any fat on the surface. Don’t carve the ducks ­ the best thing to do is to pull the meat away from the bones

with your potatoes and port gravy.

2: Christmas vegetables Herby roast potatoes, honeyed parsnips and orange carrots

These simple roasted vegetables are a no­brainer for Christmas dinner Ingredients •1.5kg potatoes, peeled and halved •½ bulb garlic, separated into cloves and crushed with the back of a knife •1smallbunchoffreshrosemary,separated into sprigs •salt •freshly ground black pepper •Six tablespoons good­quality olive oil •50g butter •2 kg parsnips

•2 tablespoons runny honey •1 small bunch fresh thyme, leaves picked •1kg Chantenay carrots, if you can’t find any, use normal carrots cut at an angle into two inch pieces •zest of one orange Method Preheat your oven to 220°C/425°F/gas 7. Parboil your potatoes for 10 minutes. Drain in a colander and toss around to scruff up the outside of the spuds. Toss with the garlic cloves, half of the rosemary, salt and pepper to taste, four tablespoons of the olive oil, and 30g of the butter in a large bowl. Arrange in one layer in a roasting tin and roast for 45 minutes until golden. For the parsnips, cut them in half length­ ways,parboilfor10minutesanddrain.Toss with the honey, thyme, salt and pepper to taste, 10g of the butter and two tablespoonsoftheoil.Laytheparsnipsflat in a roasting tin in one layer, and roast for about 40 minutes until golden. Put your carrots in a pan, cover with cold waterandaddapinchofsalt.Boilforabout 15 minutes or until cooked. Meanwhile, finely chop the remaining rosemary and the orange zest together to mix. Drain the cooked carrots and toss with the remaining butter. Season to taste and sprinklewiththeorangezestandrosemary before serving.

Glaze Method

Method to Prepare Gammon

Gammon must be thawed completely before cooking. Peel and cut 2 onions into quarters and place into a large pot together with gammon, 4 bay leaves and 6 peppercorns. Cover with water and bring to the boil. Do not remove the lid. Simmer for 40 minutes per kilogram. Allow to cool in the liquid, then remove and drain. Remove the rind very carefully with a sharp knife, leaving a layer of fat on the gammon. Cut a diamond pattern into the fat, being careful not to piece the meat. Place in a roasting pan. Pre-heat over to 180oC.

Mix all the glaze ingredients together, except the cherries (tip - mix a small amount of honey with the dry mustard before adding into the mixture, this prevents lumps). Brush glaze generously over the gammon. Place in pre-heated oven for about 45 minutes, or until brown, brushing with glaze every 10 minutes. Once ready, place halved cherries on each diamond and serve.

NC national Chairperson Baleka Mbete has cited moral decay among political leaders as undermining what Nelson Mandela stood for. Delivering a memorial lecture at the Edendale Lay Ecunemical Centre on Friday, to mark a year since he passed on, Mbete said: “The moral decay in our ranks is a threat to what ‘Tata’ fought for. “The core-values of the organisation seem to be decaying and little by little, we are losing respect. “The state is instrumental, therefore a chaotic legislature cannot achieve this historic task.” Mbete further encouraged cadres to live up to the principles of Mandela, saying that he was an epitome of forgiveness. “Mandela was able to show us the best way to do things in the new South Africa. He taught us to steer away from hatred and to rise above anger and emotions, even if someone has wronged you. “He taught us that if you are a leader, you do not have the luxury of

being emotional, as you have to think and make decisions. “Tata taught us that when you are a leader, you have to be informed in order to be able to explain to others. “As we remember his life, we also pay tribute to all the cadres who sacrificed their lives for all of us.” Mbete further said that while the triple challenge is to fight poverty, unemployment and inequality, moral decay is a threat to the movement and there is a dire need for political education schools. Already on sale, the new “raised body” version of the Hilux Xtra Cab replaces the previous low-body version. In response to customers’ requests, the automaker says: “it addresses the need for increased ride height and ground clearance, as well as improved approach and departure angles, to tackle challenging terrain”. OT long ago, there were a host of junior tennis tournaments at Kershaw Park that used to draw keen youngsters from the capital and throughout KZN. While schools’ tennis is still busy, nowadays there appears to be less junior events organised outside the educational institutions, but one tournament still holding the flag high is the McDonalds Pietermaritzburg junior tennis tournament, now in its fifth year. Kershaw was back to its glory days and it was great to see the young boys’ and girls’ tennis rackets in full swing. Under the caring eye of coaches and parents, the quality of play might have varied, but there was no mistakingtheenthusiasmwithwhich each participant took to the court. The annual McDonalds tournament is the brainchild of Chris Folker, a professional coach who spends manyhourswithlocalschoolchildren in his nine-to-five job, showing them the basics and then ultimately the finer points of the game, as they develop.

Real anglers fishing competition REAL Anglers Angling Club will be hosting their annual fishing competition at Kaylami Bay, Albert Falls Dam on 14 December. Target species are bass and carp from shore only. Experience the adrenaline of catching monster carp and the explosion of bass as they surface out of the water when you strike your rod. This is where it all will happen. There are different prize categories to ensure that competitive angling is rewarded with a medley of cash (R3500) and prizes. The event will be held on 14 December from 6am to 3pm. Tickets are R50 and are available at most tackle shops in PMB and will also be sold at the gate. Limited tickets available. Toilets will be provided. The fundraising competition will assist the club in meeting and achieving its primary goal which is to promote, foster and protect the sport of both amateur and competitive angling. Five medals for Laddsworth swimming star Caitlyn Slabberts participated in the ‘Spring Challenge Gala’ at the Seals Swimming Pool recently.
