Opposition parties have their say

>> Members challenge a number of points in SOC Address NQOBILE MTOLO

>>nqobile@pmbfever.co.za

O

PPOSITION parties came out guns blazing at a recent special full council meeting at the City Hall when they criticized Msunduzi Municipality Mayor Chris Ndlela’s first State of the City Address. Minority Front (MF), Inkatha Freedom Party (IFP), National Freedom Party (NFP) and Democratic Alliance (DA) members voiced their concerns. IFP and MF: Mayor did not address service delivery IFP’s Dolo Zondi said that he was concerned about how the municipality spends money. He said that the municipality needs to revamp sports fields and parks. “We did not hear the mayor addressing issues of service delivery in underprivileged communities. In areas where amakhosi reside, there is a lack of service delivery. These areas have no toilets and no water supply. The mayor did not tell us how youth unemployment will be addressed,” said Zondi. He also urged the mayor to tackle the lack of water service delivery in the Vulindlela areas. MF’s Rhadia Bee Singh said that service delivery has worsened over the years. She said that the call centre phone lines are always busy. NFP: Mayor did not address unemployment issues NFP’sThokozaniMagwazasaidthattheparty’s commentonNdlela’sspeechshouldbetakenas constructive criticism, with no political objectives. “The mayor mentioned that the traffic in the city has been sorted out but if you go to Pietermaritz Street, Berg and Retief Street around 10am everyday, you will find illegal parking and traffic congestion. The mayor mentioned nothing about job opportunities,” said Magwaza. He said that the municipality should stop hiring people on temporary contracts and people should not be hired because they are affiliated to the ANC. “There are many unemployed people who are desperate for jobs. There should be justice in the hiring process,” said Magwaza. DA: How will the municipality tackle the escalating outstanding debt? DA caucus leader Bill Lambert said that Ndlela’s speech was full of political rhetoric and short on the vision and long term plan to take Pietermaritzburg forward. “The mayor failed to mention one of our great weaknesses, and that is the ever escalatingoutstandingdebt.AsIspeak, thiscity is now owed R1.4 billion and we seem totally incapable of taking the necessary steps to recover the money. Meter reading is still

fraught with problems and our meter readers seem to be lacking in the necessary training. “No mention was made of the ongoing problem of illegal street trading. The mayor talks of us being a world class city and tells of stalwarts like Harry Gwala, John Dube, Albert Luthuli and other illustrious predecessors. What would they think of our city with so many power outages and such appalling public toilets, if you can even find them?” said Lambert. He added that the mayor did not mention how the municipality would deal with unauthorized buildings or illegal businesses. “We are great at making bylaws but we are incapable of policing them,” said Lambert. DA councillor Rooksana Ahmed said, “Street lights are either left on during the day or never on at all. It often takes months for the street lights to be repaired and this often leads to crime - one of the biggest issues affecting the city,” she said. ANC: We have a good story to tell ANC’sMikeTarrsaidthatitisimportanttothink of the 2030 big city vision. He said that the population of Msunduzi has tripled over the years but the municipality still tries to fulfil service delivery objectives. Ndlela said that illegal trading between Boshoff and Retief Street is being attended to. He said that it is important for the municipality to acknowledge its setbacks so that it can succeed in meeting its service delivery objectives. “We do have a good story to tell, considering where we come from. We need to make this city a business-friendly city. The new organogram is in the process of being implemented in the hope that the challenges related to shortages of staff, which bring about a lack of service delivery, will be resolves. “There is a problem with government debtors and we will deal with that,” explained Tarr.

Locked properties hinder meter reading

“There is a big challenge in terms of locked properties and those that have dogs,” said Mahlaba. He said that each meter reader has his or her own dedicated area for meter reading, and this has made meter reading a lot more effective because they know where they can locate the meters. The issue of estimated meter readings was previously highlighted by the Auditor-General (AG). This was an item which caused the municipality to obtain a qualified NQOBILE MTOLO report from the AG for the previous >>nqobile@pmbfever.co.za financial year. Since the AG’s report INACCESSIBLE properties are a huge last year, council has made strides to setback for Msunduzi Municipality achieve 100% in its readings. As the meter readers are paid per meter readers. This is one of the reasons why read, the deputy municipal manager some of the meter readings are still for economic development Dr Ray Ngcobo said that council has revised estimated. At the recent Executive Committee the remuneration of the meter (Exco) meeting, executive manager readers, as they are trying to make for the internal audit unit, Petrus sure that meter readers are paid a Mahlaba, said that this is a problem living wage. The report on meter reading in all areas in the Msunduzi statistics for April states that compejurisdiction. tency of meter readers is also another obstacle to achieving 100% correct meter reading. The reports states that SCREEN TESTS council still finds some AWARENESS PROMOTION challenges with some of OPEN MONDAY TO FRIDAY 8:00 TO 17:00 the readings provided as SATURDAY 8:30 TO 12:00 they are not accurate. This costs council financially as they have to send other readers to double check suspicious readings.

vigilant with their children because their offices are always busy. She said that there have been signs put up in the offices appealing for vigilance. Lucas Holtzhausen, director of Safe City, said that visiting Home Affairs was an eye opener. “It’s quite a shock to see how many mothers come there to register their babies. They are normally alone and in many instances, you can see that they are from rural areas. This is part of the problem. In the rural areas, everyone knows each other in a specific area and there is a strong trust factor amongst the inhabitants. When these mothers then come to the city, they are unaware of the dangers that lurk in areas such as Home Affairs and also near ATM’s,” he said. Holtzhausen said that there are a number of security officers on duty at the entrance to Home Affairs and they need to sensitize mothers not to let their babies out of their sight. “We also find that mothers will handtheirtoddlerstototalstrangers outsideashopandthengoshopping. Other mothers will leave their children unattended outside shops only to find them wandering off. One of our staff members who saw such an incident rushed from the Control Room into the street to get the child to safety whilst the police were informed,” he said.

>>nqobile@pmbfever.co.za THE Msunduzi Municipality is adamant that it is going to root out fraud and corruption within its business units. The municipality is expected to launch the much-anticipated anti-fraud, anti-corruption, whistleblowing policy and corruption strategy by 8 August. At the recent Executive Commit-

That is why we have stipulated that it (fraud and corruption) should be R100 000 or more for it to go to the Hawks,” he said. Economic development portfolio

WE are all looking for solutions to delay the signs of ageing and to have a wonderful glowing skin that is free from any kind of blemishes. In ancient times, the Romans used lactic and tartaric acid from milk and wine to perfect their complexions. These days, we have newer technologies that deliver more promising results. Hyperpigmentationreferstoalltheuneventones ofourskin.Itoccursinallracesbutismorelikelyfound in caucasian, olive and Black skin. The causes: >> Exposure to sunlight. We may not be aware of it, but even a few minutes a day in the sun can cause harm. >> Hormones play a relatively big role in pigmentation. >> Certain medications can also do damage. >> Neglect and usage of improper skin care can leave your skin scarred. >> Acne scarring. But don’t despair, there is a solution. >> The most important long term solution is to use a sun protection factor (SPF) of at least 15. >> If you are swimming or are spending a day at the beach, you need to reapply sunblock every two hours, regardless of the strength of the sun protection factor. >> The best way to treat pigmentation is to exfoliate the epidermal cells as this inhibits melanin and stops the transfer of existing melanin from spreading to other cells. >> A proper skin care routine is vital as what we do daily has long term effects. Using products

which have ingredients like Vitamin C, Aurbutin, Ascorbic Acid, Glykolic Acid and cerolides are important. Also the higher the ingredients are in the products, the quicker the results. >> Salon treatments like microdermabrasion, skin peeling and soft laser treat specific problems like acne, wrinkles, pigmentation, scarring and pitted skin with a more achievable, quick result. Also remember that the longer you have the problem, the long it will take to treat. >> Glykolic skin peeling is a dermatological peel which visibly improves the appearance of your skin without any side effects. It is specially adapted to treat wrinkles, loss of elasticity, lack of radiance, hyper pigmentation, microcystic acne and skin irregularities. There are different strengths of superficial peels. Peels can also be performed on anyone from the age of 13 at anytime. For more information, contact Asheena Larkin at Glamourous at 074 197 0991.

THE second annual Young Lady with Heartcampaignhasbeenlaunchedin various schools across the city. The campaign searches for a Grade 11 school girl who embraces the qualities of compassion, kindness, sincerity, loyalty and generosity. The organizers of the campaign are currently visiting schools to encourage peers and teachers to nominate their young ladies who are mentors, and who have a “servant heart.” “While the belle of the ball prize package is every girls’ dream come true, the schools need to know that this is not a beauty contest or competition, but rather a quest to reward young ladies who are sincere and passionate about community

service,” said coordinator Lara Edmonds of Just Boutique. Last year, the campaign drew over 300 entries. Organizers discovered that girls felt honoured to be nominated, and the 20 semi-finalists enjoyed a workshop and treats and loved meeting other girls with similar passions and values. “The five finalists were all winners in our minds and so that is why the ultimate ‘Young Lady with Heart’ is the one who receives the most public sms votes,” said Ursuhla Govender of Layout Events. Teachers and peers are encouraged to nominate a young lady they feel has heart. Each entry costs R50. This year, The Sunflower Fund is themainbeneficiaryofthecampaign. Nomination forms and flyers are available and must be handed in at Solé Salons and Spa and Lady Di Exclusive Boutique by 22 August. Nomination forms can be downloaded from www.justboutique.net and from sponsors Facebook Pages. Organizers can be contacted via email at info@justboutique.net.

HE new reinvented, remodelled and reborn Sutherlands Home Furnishers (SHF) recently opened its showroom doors to the public during an event held at their new premises at The Square in Pietermaritzburg. The new SHF fuses vintage taste with a modern twist, creating a handcrafted space of new colours, textures, designs and styles. Founder and owner of SHF, Craig Steel, said that for him, opening a store in Pietermaritzburg is more

like a homecoming because he grew up in the city. “I have always been passionate about the city. There is no better place to live and I am passionate about the future of PMB,” he said. From its humble beginnings in Chapel Street, SHF has five showrooms around the country, with the flagship store in Pretoria and a sixth store set to open in Sandton later this year. “This is the greatest store that I have ever opened. It’s not about the price, I aim to inspire people with the items I stock in the showroom,” said Steel. The Square, where Hirsch’s was

formerly based, is now owned by Matland Holdings, the umbrella company of SHF. The property is being developed to include various other stores and will be the new home of Essence coffee shop which was previously located in Victoria Road. The existing SHF store in Howick will now be a clearance outlet and will house end of range items. Councillor Bill Lambert was present at the event to officially cut the showroom ribbon. “On behalf of the city, I would like to take this opportunity to wish SHF lots of luck in this new venture,” he said.

Remembering the two World Wars NICOLE JOHN

>>nicole@pmbfever.co.za IN commemoration of the first and second World Wars, the Msunduzi Voortrekker Museum Complex held talks, celebrating 20 years of democracy as well. Ganes Pillay, member of the Military History Association, spoke on the role that Indians played in World War I. The second speaker, Patrick Voorma, spoke about his discoveries while scuba diving. A diving teacher by day and hobbyist underwater explorer by night, Voorma spends as much free time as he can looking for wrecked ships. He said that the average depth for recreational divers is up to 30 metres. Voorma is a technical diver whose depth ranges from 40 to 150 metres. He said that according to his records there are 141 ships wrecked in the Durban Harbour. The first ship wreck that Voorma discovered was the Namaqua Wreck in October 2012. The ship was commanded by the South African government and housed Sir Winston Churchill for a certain period. During a Calypso Dive at Uskaha, Voorma and his team discovered the HM Submarine Otus on 20 March last year. That was the first time anyone had seen the submarine since it went down in 1946. The latest wreckage found is the Isthar, whichwasaluxuryyachtbeforeitwasdonated for service and used as a shark fishing boat

PROUDLY SOUTH AFRICAN BOYS

To wrap up the Grade 4 Proudly South African theme at Cordwalles Preparatory School, the boys were involved in researching many products and activities that are truly South African. These included the history of rooibos tea, Ouma rusks, the braai, gumboot dancing, koeksusters and melktert to name a few. With all this head knowledge, they then spent a whole day celebrating being proudly South African. The boys kicked off the morning by listening to the old anthem, Die Stem, discussing the apartheid era and stood to sing Nkosi sikelel’ iAfrika which was a real ‘goose bump’ moment as the boys sang with pride and a deep appreciation for the unity and freedom that Nelson Mandela fought for. The rest of the day was spent beading a South African flag, learning to gumboot dance, playing soccer and touch rugby and of course, eating unique South African foods (from left) Connor Walker, Wade Pillay and Ntando Khumalo. DataPrivacy.FollowingthewakeofEdwardSnowdenandtheleaked information regarding the PRISM project, data privacy has become a hot topic, and it is because of this growing topic that companies like Microsofthavevowedtoencryptandprotectyourpersonalinformation. Integrated Graphics Chips. Although this has been out for some time, the integrated graphics chip has seen rapid growth over the last year. With the AMD APU’s and Intel’s Iris Pro chips, it has become more and more and more viable to run certain desktop setups without a separate graphics card.
