N only a matter of weeks, the Msunduzi Municipality will adopt its disaster management plan to deal with disasters such as floods and shack fires. Last week, fires engulfed 100 Jika Joe shacks. A number of people are currently accommodated in tents. Municipal mayor Mxolisi Nkosi said the disaster management plan will be taken to the full council for noting. “This is one of our unfunded mandates because disaster management is a district issue. This is the document which will assist us in dealing with disasters,” said Nkosi at the Executive Committee (Exco) meeting. IntermsoftheDisasterManagementAct,57 of 2002, each organ of state must have a disaster management plan and this needs to be reviewed regularly. Planning for disastrous events will enable the municipality organisational preparedness and readiness in approaching emergency and disaster cases. The effectiveness of this plan relies upon the integration by all internal and external departments and the active participation at all levels on the disaster management advisory committee. There are social, physical, economic environmental and political/ institutional vulnerability factors which contribute to the increaseindisasterrisks,includingfireshacks, veld fires, floods, severe weather conditions, strong winds, transportation incidents, building collapses and xenophobia attacks, to mention but a few. Excomember,andDemocraticAlliance(DA) caucus leader, Bill Lambert said that disaster management is something which Msunduzi

should always consider. “This is something we should always have at the forefront of our minds. We are coming up to December and somehow in this city, December seems to herald floods on a regular basis. We need to take comfort that there is a proper plan and that we are covered,” he said. Deputy municipal manager for community services, Boniwe Zulu, said “Because we have the services that we are running, like the disaster unit, we need to have a disaster managementplan.Accordingtolegislature,we need to have this plan in place.” Commenting on the Jika Joe fires, Zulu said “It was windy and it is always difficult to get closer to extinguish the flames at an informal settlement. They did manage to contain it. We have provided the victims with food parcels,spongesandtents.AtJikaJoe,wewere in the process of moving them into transit houses while the formal housing project is still being worked on. “At the moment, the residents are housed in tents as a temporary measure. They will be taken to the transit houses on condition that they have submitted their application to be part of the transit houses.” The deputy municipal manager for economic development, Dr Ray Ngcobo, said that the area which was affected by the recent fire is the same area which was burnt down before. “People who are staying there, fortunately, are on the beneficiary list for transit houses. The problem is that the structures are not complete and so people are staying in tents. We have just agreed now with human settlement to devise a strategy on how we accommodate these people,” said Ngcobo. Msunduzi mayor Chris Ndlela said that he is happy with the speed in which municipal workers managed to extinguish the fires under windy weather conditions.

Members allege that there is a specific modus operandi - a silver or grey Toyota sedan has been noticed between 10pm and 4am moving in the Glenwood area, allegedly identifying and targeting specific vehicles. A group of four African males are then dropped off and walk, stealing out of cars, and then allegedly hide the stolen goods in the long grass on Bishopstowe Road. A second vehicle, a white Isuzu bakkie, allegedly picks up the stolen goods and leaves the area. This means that potholes easily develop after just a few drops of rain which should not be the case, reads the report from the infrastructure business unit. For this pilot project to work, teams from the communities will have to be trained first on pothole repairs using cold mix asphalt. The trucks to be arranged by the municipality will supply materials close to work sites to avoid the long haul of materials using wheel barrows. The municipality will also supply safety gear, tools and materials. Theteamswillbepaidbasedon the number of potholes repaired or according to the square metre of repaired road surface.

>>nqobile@pmbfever.co.za MSUNDUZI Municipal manager Mxolisi Nkosi said that there were communication setbacks that caused the KZN Department of Public Works not to pay Sakhumnotho Development Services volunteer stipends for three months.

“The first phase of the contract they signed with the department had ended, but there were delays from Sakhumnotho in submitting its new proposal. Everything had to come to a stand still for three months while the department looked at the proposal,” said Nkosi, addressing the Executive Committee (Exco) on Monday. Last week , Maritzburg Fever ran a story on two former Sakhumnotho volunteers who had said that they were allegedly fired from the organization. Sakhumnotho management denied the allegations. A tripartite agreement was signed between the KZN Department of Public Works, the Msunduzi Municipality and Sakhumnotho Development Services to initiate a clean-up campaign which started on 30 May, 2014. For the 2014/ 2015 financial year, the department has secured R225 000 towards the cleanup campaign in the CBD. This money will be used to pay stipends for the volunteers. The cleanup campaign will focus on the demarcated quadrant which is from the Victoria Road to Church Street and Pine Street to Commercial Road. This project ran from 1 July, 2014 and will be concluded in December this year. The municipality will pay R180 000 to Sakhumnotho for the management fee.

ESPITE numerous media reports stating that Liberty Midlands Mall applied to the KwaZuluNatal Gambling Board to approve the installation of Electronic Bingo Terminal’s (EBT’s), the mall will not be engaging in this activity. Speaking to Maritzburg Fever, mall manager Umi Khan has dismissed all reports about the possibility of EBT’s. “Over the last few days, there have been various reports in the media regarding Liberty Midlands Mall granting permission to install electronic bingo terminals on the premises. This is incorrect and in no way has Liberty Midlands Mall’s centre management agreed to this.”

It was reported in some media that KZN Finance MEC Belinda Scott and the KZN Gaming and Betting Board had received applications from 12 malls, including Liberty Midlands Mall. Khan said that the decision to decline the request to secure premises for an entertainment hub, that included a restaurant, bar facility, lounge and bingo playing areas, was based on a variety of factors. “The fact that currently, Liberty Midlands Mall does not have any suitable premises available was one of the reasons; but more importantly, our current leasing strategy for the centre and the fact that the centre the largest in its catchment area - has become so much more to our customers than just a shopping destination. “It is used by families and the wider community and we

do not believe the offering is suitable for our customers,” said Khan. After reports about the possibilityoftheinstallationof EBT’s, a group on Facebook called ‘Stop EBT’ is urging people to support it. Members have also started a petition urging the public to sign it to stop malls from installing this system. “From the coverage that we have seen in the media, the response from the public regarding the fact that certain malls have applied for permission to install electronic bingo terminals has been rather negative. “However, whilst this is something that we are not considering, we are unable to speculate on the responses that other centres may have received or their view on the matter,” said Khan.

N light of the Msunduzi Municipality’s audited outcomes from the Auditor General (AG) earlier this year, the municipality established a transformation committee to tackle all the recommendations from the AG. With over 60% of the Pietermaritzburg population struggling to pay for basic services, in January the auditor general’s report revealed that the municipality had not achieved its objectives of basic service delivery and infrastructure development. The audited report showed that the municipality’s underspent grants were R170 million by 30 June 2013, and in total, the municipality underspent its capital budget to the amount of R33, 557 million. The financial period under review ended on 30 June 2013, and was for the 2012/2013 financial year. The AG’s report also stated major water and electricity losses. Other issues included bad debt amounting to R801, 84 million on consumer debts, the high percentage of estimated meter reading, under expenditure of grants and irregular expenditure, to mention but a few issues. This comes in light of the fact that the municipal manger, Mxolisi Nkosi, told the Executive Committee (Exco) that the deadline for submitting financial reports to the Auditor General

T is almost that time of the year again when young women congregate at the royal palace in Nongoma in an age-old custom of presenting reeds - and themselves - to King Goodwill Zwelithini. We are told that it was once a beautiful tradition that entailed participation by female virgins who were proud of their wholesome ways. They deemed it an honour to acknowledge their chastity . Today it may be safer to simply call the participants…participants. Male virgins are not treated with quite the same celebratory attitude, but that is a subject for another column. Thetraditionwasrevived24yearsagobythe KZN monarch, to instill pride in young virgins, to encourage them to retain their purity in a world where traditional morals have been watered down. For Zulus and Swazis, the occasion is also a chance for the king to select a new wife, or participant. When the custom was reintroduced in the early nineties, I remember that on average, the maidens looked a lot older than those of today. In today’s ceremonies, it is not frowned upon to see 10-year-old girls participating in the festival in the name of culture. This is where the culture divide gets a little fuzzy. Because of the kind of work I do, I often find myself at corporate and government events where semi-clothed schoolgirls form part of the festivities, ostensibly to provide an African authenticity. As the father of a 12-year-old girl, I almost always find myself shuddering at these functions when I see the reactions to the parading of maidens - cameras are whipped out, Tabletsareplacedonrecordandphotosofsemiclothed young girls are able to be sent around the world at the click of a button. Somewhere in the audience, there is also bound to be one of those “creepy uncle”- types

I don’t think so.

A successful reunion THE Woodlands Secondary Class of 1984 had a 30th reunion celebration recently at the Golden Horse Casino. Most of the 1984 class members were contacted by committee members over the past six months. The function was well attended by 75 odd pupils from the grade. The invitation was extended to the current acting principal, the Form teachers of the eight classes as well as other teachers who taught the Class of 1984. Bringing back memories JONATHAN Cook’s article ‘A priceless childhood’ (Maritzburg Fever, 27 August) certainly brought back memories. However Ravi Shastri was a legendary Indian test cricketer. I think he was referring to the solid Maritzburg United centreback Ravi Pillay. Also, Bomber Chamane represented Moses Allie’s championship winning Maritzburg City in the Federation league. I also sat on the open stand at the then Jan Smuts Stadium and joined in the roar of “up the Burg”. I particularly remember the invincible Highlands Park team that graced the stadium. Some of my MFC favourites were goalkeeper Len Wilkinson, rightback Chicken Price, defender Dave Forsyth, Robbie Davidson and, of course, Robbie Geils whose surname became my nickname. The rights of unmarried fathers WHYONA SITHAPERSAD

T

HE rights of unmarried fathers in respect of their children were,untilJuly2007,regulated by the Natural Fathers of Children born out of Wedlock Act of 1997. This entire Act has now been repealed by the Children’s Act 38 of 2005. In terms of the Children’s Act, an unmarried father can acquire parental rights and responsibilities automatically (without needing to go to court) if he complies with conditions set out in section 21. Previously, it was not

possible for an unmarried father to acquire automatic rights in respect of his child. He will also be able to acquire such responsibilities and rights through a parental responsibilities and rights agreement with a person already having such rights and responsibilities (usually the mother of the child) in terms of section 22 of the Children’s Act. How can an unmarried father acquire automatic rights in terms of Section 21 of the Childrens Act? In order for an unmarried father to automatically acquire parental rights and responsibilities under section 21 the following requirements must be met: 1.He must be or have been living in a permanent life partnership with the child’s mother at the time the child is born; or 2.If he is not living or has never lived with the mother in a life partnership then in orderforhimtoacquireautomaticparental

rights and responsibilities; (a) he must consent to being identified as thechild’sfatherorapplytobesoidentified or he must pay damages in terms of customary law; and (b) he must contribute or must have attempted to contribute to the child’s upbringing for a reasonable period; and (c) he must contribute or must have attempted to contribute to expenses in connection with the maintenance of the child for a reasonable period. If there is no dispute that the father complies with the conditions set out in section 21, then he and the mother will be co-holders of parental rights and responsibilities. In such a case, the father would be able to exercise his parental rights and responsibilities sufficiently if he and the mother draw up a parenting plan in terms of section 33, setting out how they would exercise their respective responsibilities and rights in respect of the child.

What happens where there is a dispute? If the child’s mother disputes allegations that the requirements have been satisfied by the father, then the matter must be referred to one of the following service providers for mediation, namely, the family advocate, social worker, social service professional or other suitably qualified person. The courts cannot be approached before such mediation has taken place. If mediation fails or is not possible, then one of the parties can approach the High Court for an appropriate order. The best interests of the child would require a proper assessment of the circumstances before arrangements are made. For example, if the unmarried father has never previously had contact with the child, it would be necessary to phase in the contact.

F the 18 Howick High School science projects entered at the regional Science Expo in Durban held recently, 16 received awards as well as two of the three special awards presented. Jamie Loader and Michael Geldart received third class awards whilst Kiash Kalipersad, Joshua de Wet, Irfaan Ismail, Marianne Mentz, Tariro Maphosa, Jaydon Jansen van Rensburg, Timothy Probert and Megan Rencken each received a second class award.

Ismail, Mentz and Rencken were acknowledged as “Most Promising Scientist” in their respective categories. First class awards were made to Kerrin Twigg and Taine Pollard. Rebecca Webb and Lisa Wade received first class bronze medals, Tyron Gibbs received a first class silvermedalaswellasaspecialaward for best engineering project using limited resources and Daniel Whitwell was awarded a first class gold medal and the special

award for best project based on a hobby. Webb, Wade, Gibbs and Whitwell have been invited to participate in a four-day sponsored tour to Johannesburg and Pretoria on the first weekend of the October holidays to visit the Planetarium, the Drakensberg Pump Station, The Tswaing Meteorite Crater, The Pretoria Zoo, the Sterkfontein Caves, the Sci-Bono Discovery Centre and a ride on the Gautrain.

Carla Geyser from Project Rhino was the guest speaker in assembly at Laddsworth Primary School recently. She reminded everyone that Africa is facing a wildlife crisis, with poaching completely out of control, and shared the positive news of a new rhino orphanage being developed. Her presentation included details of the ‘One in a million’ campaign which aims to get one million people worldwide to show they care by donating R10 towards conservation, and thereby becoming ‘One in a Million’. Gavin Lambooy, headmaster at Laddsworth Primary School announced that the next Laddsworth civvies day will be held in aid of the ‘One in a Million’ campaign and encouraged all pupils to contribute R10 to help this very worthy cause. TECH TALK WEARABLE technology is a topic we have previously touched on, however there are still a few unexplored devices. In today’s article, we are going to have a quick look at how some of the devices and their respective developers are opening a whole new world of technological possibilities. The first device we can look at is the Oculus Rift DK2. The Oculus Rift is a headset that fits over your eyes and allows you to step into a virtual world. It comes complete with head tracking technology, which creates an almost-total realistic reality to play in. Combining the Oculus Rift technology with the Myo armband (developed by Thalmic Labs) puts us even farther into the virtual reality world. The Myo armband gives you full gesture input. By simply having the band on your forearm, the device can pick up how many degrees it has twisted, which fingers you are holding up and how tight your fist is. A few developers have already been working on software that is built on the principle of these two. There are a couple of YouTube videos available showing some of this work - most definitely worth a look! A few years back, the idea of full virtual reality seemed like an unattainable paradise, but today we are feeling the first tremors of the new world being born.

Chevrolet is committed to buildingproductsinthemarketstheyare sold, and the Cruze is built in 11 countries on five continents. GM design teams in South Korea and Germany had the global

consumer in mind when developing the car in just 27 months in the late 2000s before debuting in South Korea in November of 2008. “Medium to small-car sales around the world have been growing exponentially as emerging markets, in Asia and South America, increase car ownership while mature markets, like the U.S., downsize for fuel economy,” says Michelle Krebs, senior analyst for AutoTrader.com. “Smaller cars, like the Cruze, are driving sales globally and will continue to do so.”

Benz adds new ‘dream’ models

The Cruze also endured intensive durability testing, includingextremeweathertestsandmore than 210 crash tests tailored to the regulatory demands of the countries where it is sold. To appeal to different market tastes, the Cruze is available in three body styles, including a fourdoor sedan, five-door hatchback and station wagon. Cruze is powered by five different engines globally - 1.4, 1.6, and 1.8-litre petrolengines,and1.7and2.0-litre diesel engines. Chevrolet recently also

launchedanewversionoftheCruze catering to the styling and packaging demands of Chinese customers. Cruze sales in China lead all countries with 1.13 million sold since its launch in 2009. In South Africa, the Chevrolet Cruze is sold as a seven-model range comprising two hatchbacks and five sedans, powered by either 1.6-litre or 1.4-litre turbocharged petrol engines or the 2.0-litre diesel motor. Now in its sixth generation, the iconic Mercedes-Benz SL sports car continues to be as popular as ever. The SL’s history dates back more than 60 years to the 300 SL racing sports car of 1952. “As with the SLK, for the SL model range all series derivatives come standard with the AMG Sport Line. This offering is proving to be extremely popular with our customers who by their very nature look for a perfect blend of light-footed sportiness with stylish comfort,” added Govender. The SL 400 AMG Line’s V6 Biturbo engine with a displacement of 2 996 cc, produces 245 kW of power and delivers 480 Nm of torque. The new SL 400 AMG Line also works with a direct injection system with spray-guided combustion, which Mercedes-Benz was the first car manufacturer to offer in series production. The flagship models in the “dream car” range are the SLS Coupé and SLS AMG Roadster super sports cars. “Needless to say all “Mercedes-Benz Dream Cars” feature the unique assistance systems which are helping to bring the vision of accident-free motoring closer to reality. HE Comrades Marathon Association (CMA) recently launched its campaign for the 90th Comrades Marathon The 2015 campaign is centred on the CMA’s vision of an all-inclusive Comrades Marathon, with the slogan: ‘Be Part of It - Bamba Iqhaza’. “We invite every Comrades runner, stakeholder, volunteer and supporter to be a part of this iconic race in one way or another. There are numerous ways to get involved and participate in the camaraderie while uniting the nation through this iconic event. JONATHAN COOK PEDALLING around Pietermaritzburg, stopping off at the Oval in Alexandra Park (home of Old Collegians), Collegians Club (Zingari), Dalry Park (Varsity) and Jan Smuts (Harry Gwala) Stadium, formed a major part of this child’s sporting life. Yes,itwassafetocyclewhereverthe whim took you, whether age eight or more, parents were secure that the worst collateral damage might be a scraped knee. Zingari, Natal and SA cricketer Vincent Adriaan Pieter van der Bijl, whose remarkable height could conjure up vicious rising deliveries off a good length at the picturesque Oval in Park Lane Drive, was one of the personalities that captured the admiration of a little boy. Standing six foot seven inches (the

metric system is nowhere near as descriptive) in his slops, “Big Vince” was hugely popular and had a unique bowling style that hordes of kids tried to copy in the tennis ball tussles during the lunch break at Natal matches. To my unbridled delight, Big Vince was appointed a geography teacher at Maritzburg College and lo and behold, in his first year - and my second - at College, he was the man assigned to teach a disinterested bunch about air currents and the like. We soon learnt that the gentle giant was not to be messed with. Soon-to-be College first XV captain, and later the Natal Currie Cup flyhalf Henry Coxwell, was one of the few brave enough to test the boundaries of behaviour that was the last time any of us did. I remember my mortification at U14 net practice in Pape’s nets (now Pape’s hockey Astro) when Big Vince

ambled over - he could not coach a specific team, he had his own cricket on Saturdays - and said, “Cook, think you’re [legendary cricketer and Old Hiltonian] Mike Procter? Don’t even try hitting sixes over extra cover.” Pedalling furiously to watch my King of Kingsmead, Barry Anderson Richards - one of the world’s greatest ever wielders of the willow - play a rare match at the Oval for his club, DHS Old Boys. A technically flawless opening batsman, Barry would make a ton in no time and then, bored, pop a catch to a grateful fielder so he could go shower and put his feet up in the pav. Helping Dad wash the car Saturday morning, listening to the dulcet tones of Neil Adcock on radio, my pater dropping the bucket, spraying me with the hose when “Proccie” had Transvaal captain Dave Dyer pouched at second slip by fellow Michaelhouse Old Boy Henry “Fothers” Fotheringham first ball of the match at the Oval. “Jon, we’re going to the Oval, now!” And off we sped at breakneck speed, possibly the most spontaneous thing my cautious Dad did in his whole life! The invitation matches: Neil Adcock’s Magpies versus Wilf Isaacs’ XI in wonderful annual battles before big crowds at Collegians Club. Wilf’s team was essentially Transvaal’s “mean machine” while legendary fast bowler Adcock had the virtual Natal side. It was tradition for Adcock to bowl and, despite his age, it was immediately apparent - seeing that long run-up, beautiful gather and deliver - why top batsmen the world over quivered when they spotted the whites of his eyes.TherewasverylittlecricketonTV then, television only arrived in SA when I was 12, so kids had to get out there and see their heroes in the flesh. Andthat’swhatmadeitsomemorable. Part 3 will appear in Fever next week.
