HE recent arson attempt at the City Hall has sparked security concerns. Addressing full council members at the Council Chambers, municipal manager Mxolisi Nkosi said that the incident happened on 20 June at 12.15pm while there was a general staff meeting by the South African Municipal Workers Union (Samwu). “We phoned the fire department and the SAPS and they conducted their preliminary investigation. “A case has been opened with the SAPS and we will await their findings. As management, we are reviewing the policy and the guidelines fortheusageoftheCityHall,andwearemindful of the fact that the council had previously given us the mandate to attend to the security. “We had submitted proposals to Amafa because the City Hall is a heritage building, and that is where the delay took place,” said Nkosi. Afterareportwaslodgedatoneofthepolice stations, two fire engines and a crew were dispatched to the City Hall. According to the report circulated at full council, “a candle was left behind cardboard with the intention of igniting the box…and setting the City Hall alight. This was placed in a void inside the male toilets on the ground floor of the City Hall. The fire was extinguished by City Hall security before the arrival of the fire brigade.” Inkatha Freedom Party (IFP) councillor Dolo Zondi said he was worried that criminal caseshavebe-

This is anarchy. “The municipal manager must deal with these perpetrators,” he said. THE Mountain Rise SAPS have arrested fives males for allegedly raping a school girl in Thayil Road in Northdale last Tuesday afternoon. When police attended to the report of rape , they found only a female scholar sleeping. “The victim was highly under the influence of alcohol,” said Warrant Officer Joshua Maistry, communications officer at the station. Police took the 16­year­old victim to hospital. “The doctor who examined the girl confirmed that she was sexually abused. A case of rape was opened at our station,” said Maistry. Upon further investigations, the Mountain Rise Police Task Team members arrested five males aged between 20 and 16. All of them were charged and appeared in court on 25 June. The case is remanded to a further date as police investigations continue.

TWO men appeared briefly in the magistrate’s court on Monday in connection with a R160 000 jewellery store robbery at Hayfields Mall last Thursday. The accused, Thuthukani Danisa (27) and Sphesihle Mchunu (26) were not asked to plead to any charges. The case was postponed until July 7 for a possible bail application. According to the state’s charge sheet, the men are charged with holding up a staff member at Natal Wholesale Jewellers at gunpoint and making off with seven trays of jewellery collectively worth R160 000. They are also charged with unlawful possession of a .38 special revolver and three live rounds of .38 ammunition. The two suspects were arrested, allegedly whilst fleeing the scene. Auditor General South Africa recently made a contribution of R40 000 towards the building of another crèche in Dambuza. Pastor Jacob Khumalo currently takes care of more than 60 orphaned and vulnerable children in a little basement. Khumalo, together with his organisation Grace International Ministries, was overwhelmed to be the recipients of this donation which will assist to build a crèche called Home Sweet Home which will house the children. local non-profit organisation, Dynamic Youth Development Services, recently donated a wheelchair to an eight-year-old boy from Thamboville, near Glenwood, after his old wheelchair had become a hazard. The chairperson of the organisation, Mthokozisi Mabaso, said that as soon as they heard of a young, disabled boy who was using a broken wheelchair, they knew they had to come to his rescue. “When Lungelo Mkhize was born, his spine was damaged due to alleged negligence from hospital nurses. We cannot mention the hospital’s name because the matter will soon be in court. We received this information from the Msunduzi Municipality’s youth office. “As an organization, we then raised fundsforthelittleboy’swheelchairand recently donated it to his family,” said Mabaso. Dynamic Youth Development Services also donated food vouchers to the Mkhize family on behalf of local church Trinity Ministries. Speaking to the Maritzburg Fever Lungelo’s mother Fikile said the wheelchair has made her life easier now that she no longer has to carry her

son whenever she goes to town or to hospital with him. Both Fikile and her son live in Tamboville, near Glenwood. “This experience has been a blessing from God. Getting inside a mini bus is no longer a hassle as the new wheelchair folds easily and does not take up a lot of space. The old wheelchair could not support his back and we had to carry him most of the time. Lungelo needs a lot of medical attention and we hope that someone will come through to help us,” said Fikile. Dynamic Youth Development Services was formed in 2010 by five members. “We try to work with government whenever we can so that service delivery can be achieved. We offer skills training and have done road safety campaigns with the KZN Department of Transport. “Our mission is to help the needy and we are happy that we have been able to achieve this objective. We want to make a difference in our city,” said Mabaso.

At a bold, first-ever State of the City Address, guests walked down a red carpet in the Royal Showgrounds into a specially decorated

Illegal connections and copper theft frustrations for Msunduzi residents

OPPER and cable theft is becoming an increasingly big problem in the city. Not only is the theft causing an inconvenience to those who are victims of the crime, but also in some instances are resulting in death. According to Colonel Jay Naicker of KwaZulu­ Natal SAPS communications, police have attended to many complaints of illegal connections, including at Masukwane(Jika Joe) Informal Settlement and Manor flats. On numerous occasions, members of the community are reporting illegal connections from their homes to houses in informal settlements. For the most part, these connectionsaredealtwithbymunicipalauthori­ ties. “During the period January 2014 to date, there have been two instances where the police were called and inquest dockets registered and on many occasions, police were called to open theft and burglary cases,” said Naicker. According to members, the Mountain Rise policingareaisfacedwithaseriousproblemwith regard to illegal electricity connections in the informal settlements. This area has the largest number of informal settlements.

The illegal connections have resulted in four deaths since January 2014. “Despite knowing the dangerous consequences, residents of these settlements continue to connect electricity The most affect­ ed area is the Swapo B Informal Settlement in Copesville,” said Warrant Officer Joshua Maistry, communications at Mountain Rise Station. He said that the police are in the process of addressing this with local councillors, the municipal manager and the mayor in order to eradicate this problem so that no further lives arelost.Withregardtocoppertheft,Naickersaid that things have been stable over the past three months. He said that the stolen copper is mostly sold to local scrap yards. “It is a criminal offence to connect electricity illegally and it poses a danger to children and the elderly,” he added. The community is hereby informed that illegal connections of electricity, and the theft of copper wire, is a crime and in accordance with the laws of South Africa, it is a punishable offence. The community is urged to report such incidence to the electricity department at 033 392 3000 or the Police Emergency Centre at 10111. Thobeka Mafumbatha, media and commu­ nications manager of the Municipality was unable to comment on the issue at the time of going to print.

The influx of foreigners entering SouthAfricacanbecomearecipefor disaster if left unchecked. Many do not have proper documentation, casting doubt on their presence in South Africa. Not so long ago, a suspect in the Nigerian mall attack, Mrs Braitwaithe code name the “white widow”, was alleged to have been instrumental in planning the attack from South African soil. It is also alleged that she is an al­Qaeda operative. She was in possession of a false identity document which once again highlights the issue of fraud and corruption. This country can very easily be used as a springboard for terrorist groups. Recently, 12 pupils in a northern KwaZulu­Natal school were found to be at school without the consent of their parents. The instructor and five other men were taken into custody. What were the intention of these men? Were they trying to indoctrinate or brainwash these pupils to

ETIRED staff member and dear friend of the KwaZuluNatal Museum, Mabongi Mtshali, spends many Saturday afternoons with a group of children teaching them how to crochet and sew. The group of about seven children are between the ages of 10 and 12, and live nearby Mtshali’s home in Caluza near Edendale. They meet on Saturday afternoons when they are available and spend time together crocheting. Mtshali said that she began

teaching them how to sew when she started making dolls which she got from Australia. “When it got to making the hair for the dolls, we had to knit and crochet.” Together, the group has crocheted a blanket and are in the final stages of completing it now that exams are over. This is all as a result of the hype surrounding the 67 Blankets for Madiba campaign which has captured global attention. Maritzburg Fever met the group at the KwaZulu-Natal Museum recently. They were excited to show off their blanket, dolls and also brought along their needles and wool to crochet at

N South Africa, there is an Act, namely the Intestate Succession Act 81 of 1987, which regulates how the estate of a person who dies without a will is dealt with. Your marital regime also makesadifferenceastohowyour estate will devolve upon your death. If you are married out of community of property, your assets and liabilities are your own. However if you are married in community of property, you have a joint estate with your surviving spouse, and you share all your assets and liabilities. When you are married in community of property, your surviving spouse, by operation of law, receives an undivided half share of the joint estate before your estate is divided amongst your heirs, either in terms of your will, or in terms of the laws of intestate succession where you have died without a will.

That means, that where the deceased was married, the surviving spouse is entitled to R125 000.00 or a child’s share, whichever is the greater. So for example, if you die without a will and you are married out of community of property with two children and anestateworthR900000.00your estate will devolve as follows:>> your spouse will receive R300 000.00 (as this is a child’s share and is greater that R125 000.00) >> each of your children will receive R300 00.00. If on the same facts you die without a will, but you are married in community of property, your estate will devolve as follows:­ >> your spouse will receive an undivided half share of the estate by virtue of your spouse’s marriage in community of property to you, namely R450 000.00 >> the remaining R450 000.00 will devolve as follows:• your spouse will receive R150 000.00 (as this is a child’s share and is greater than R125 000) • each of your children will receive

R150 000.00 If you are married according to African customary laws and you have more than one spouse, each spouse is entitled to a R125 000.00 or a child’ share of your estate, whichever is the greater, upon your death. As can be seen from the above examples, dying without a will means that the law dictates how your estate must devolve. Whilst there are certain basic principles which apply even if you have a will, you can ensure that your intentions are made clear in your will as to how you require your estate to devolve upon your death. When you die without a will you also lose the opportunity of appointing an executor, (an executor is the person who administers your estate), a trustee (if a testamentary trust is created in terms of your will), and a guardian for your children. Owner, Richard Sherwood, said that the aim was to prepare clients for the maintenance and other knowledge one requires to keep the pumps, valves and generators operating in good order. This kind of specialised knowledge is often hard to access by municipal or local government staff, or small farmers, who may have bought pumps or equipment from the company, said Sherwood. The new training room is also used to train the firm’s staff - Sherwood employs 17 people in all. The driver assistance and infotain­ ment systems as well as the new TSI engines and the award winning DSG gearbox, have taken the new Polo toanotherlevel.ThankstotheseTSIengines,thenew Polo’s fuel economy has been improved by as much as 20%. Visually, the new Polo can be identified by a sharper front and rear design. In addition, the new modelintroducesfreshcolours,newinteriormaterials and new specifications. The new Polo now comes in three equipment levels: Trendline, Comfortline and Highline. Customers who want a Polo with rugged but sporty looks can opt for the CrossPolo. Assistance systems that are traditionally associ­ ated with cars found in upper segments have found their way into the new Polo. For example, the Polo is the first vehicle in its class to include an automatic post­collision braking system, which automatically initiates braking once it has been in an accident, in order to prevent a subsequent collision. The radio has been upgraded to a modular infotainment system. Depending on the equipment level,thisincludefunctionssuchasbluetoothconnec­ tivity and a proximity sensor.

This sophisticated design of the Polo has now been made even more precise, and the newly de­ signed headlights and tail lights have their very own charisma. The new Polo has been launched with fuel­ efficient TSI engines. Initially only the four­cylinder 1.2 TSI engines are available, with power outputs of 66kW and 81kW. The entry­level derivative’s TSI engine delivers an output of 66kW at 4 800rpm. The claimed combined fuel consumption of this engine is as low as 4.9l/100km. This engine is mated to a five­speed manual transmission, and is available with the Trendline and Comfortline derivatives. The higher specification model is the 1.2 TSI, which delivers an output of 81kW at 5 000rpm, and attains a fuel consumption value of 5.1 l/100km. The 81kW engine is available in the Highline derivatives as well as the CrossPolo. An extra safety feature, known as the Driver Alert system, is standard in Highline derivatives. It detects when a driver’s concentration begins to wane, and emits an acoustic sound, while a message appears in the instrument cluster recommending a break from driving. The new Polo comes standard with a 3 year/45 000kmServicePlan,3year/120000kmwarrantyand a 12 year anti­corrosion warranty. Service interval is 15 000km.

Lexus has come out tops in recent vehicle quality awards. LEXUS has once again proven its reputation for high quality and reliability with the luxury marque dominating the 2014 J.D. Power vehicle dependability study. Lexus had the lowest number of faults of the 32 vehicle brands involved, recording only almost half the industry average. The brand took honours in all four vehicle segments of the study, conducted by US information services company McGraw Hill. Lexus ES 350, GS, LS and RX all received the highest scores for dependability and quality in the survey. The J.D. Power Vehicle Dependability Study measures problems experienced during the past 12 months by the original owners of threeyear-oldvehicles(carsbuiltin2011)across202 different areas of the vehicle.

A vehicle’s overall reliability is determined by the number of problems experienced per 100 vehicles, with the lowest score indicating the greatest reliability. J.D. Power global automotive vice president Dave Sargent said Lexus is leading the industry in reliability by a substantial margin. “Vehicle dependability has been a strength of Lexus since it came on to the market, and this year is no exception,” Mr Sargent said. In 2014, Lexus had 34% less issues than its nearest rival, and scored over 48% better than the industry average. J.D. Power claims that the Vehicle Dependability Study is used extensively by manufacturers to help produce better vehicles, which often translates to higher resale values and customer loyalty.

In celebration of Youth Day, St Anne’s Form V girls organised a family fete day as part of their social responsibility programme. Food stalls, face painting, balance­beam pillow fights, a sponge board and jumping castles filled the front lawn of the College grounds. Saturday morning classes were cut short so the girls could enjoy a break from routine and many Hilton residents joined in a fun, family morning. The Fete Day Project, initiated and facilitated by STEPP (St Anne’s Education in Partnership Programme), encourages the girls to learn about business plans, making money to fund a social enterprise and to fund the Form V STEPP partnerships. Microsoft or Apple? These two companies have been competitors in the industry for a very long time. The leader of the two, Microsoft, has been ahead of Apple from the start, yet we are still sporadically faced with the decision between the two. Let’s clear up, in short, why Microsoft and PC’s are the way forward in today’s industry. I will be touching on points regarding Microsoft Windows vs the various versions of Mac OS. First of all, Windows provides an unmatched flexibility between hardware and software requirements. With the latest software always being built to match high industry standards and to support the latest cutting edge hardware releases, Windows has become the standard of most businesses. Whilst we touch on the subject of flexibility, Windows has the best support for older hardware and software by far. With built-in features like Compatibility Mode, and the built-in .NET frameworks, older applications can run without a hitch. One of the most common things I hear is regarding the look of Apple Mac computers vs the look of Windows based PC’s. For those who have exceptionally high standards regarding the look and feel of your equipment, do yourself a favour and take a look at the Intel based Ultrabooks. The last point I would like to quickly make, is regarding the support. A GROUP of 300 gifted young cricketers from KZN, Gauteng, Border, Griqualand West and Western Province have taken to the fields of Hilton College for the 2014 Sunfoil Township Tournament, now in its seventh year. Thetournamentisakeyelementof a successful development programme run by the KwazuluNatal Cricket Union (KZNCU) and Willowton Group, manufacturers of Sunfoil cooking oil, to give disadvantaged youngsters the opportunity to competeagainstotherqualityplayers in match conditions to boost their skills and confidence. The ultimate goal of all players is to be selected for the elite Sunfoil development team which will be announced at the end of the tournament. “This year’s tournament promises a higher standard of play than ever before,” said Linda Zondi, the KZNCU’s Township Development Manager. The format remains the same. Twenty-four teams made up of 12 Under-19 and 12 Under-15 sides will

Griqualand West will be joining Gauteng, Border and Western Province in bringing one Under-15 and one Under-19 team each to the tournament,” said Zondi. Moosa and Zondi believe that the annual Sunfoil Township Tournament has been a major factor in the success of the 55 township teams playing in the Durban and District Cricket Union league in the 2013/14 season. “We were delighted to see five of

the teams win their league. “Our kids are scoring runs and taking wickets. Now, when they play league games, they play to win. Before, they went out to play with the attitude that they would be beaten,” said Zondi. Two of the township players have also been accepted into the Suncoast Cricket Academy which is the training ground for the Dolphins B team. “Itisalsorewardingtoseethatfour township girls were chosen to represent KZN provincial Under-19 team last year,” Zondi said. Apart from the 300 players taking part in the Sunfoil Township Tournament, there is a working committee of almost 150 people who score and coach, selectors, umpires all of whom will be staying at Hilton College’s world class facilities this week. The tournament is an excellent opportunity for players to gain match awareness and enhance their performance. But it also gives coaches the opportunity to improve their skills, Zondi believes.

T’S official. Maritzburg United is here to stay. Msunduzi Mayor Chris Ndlela said that the local football club will not leavetheHarryGwalaStadiumandthe city for Port Elizabeth as its home base. Although he did not have the figures on him, Ndlela said that the deal is better than the three-year sponsorship of R36 million which had been put on the table by the Nelson Mandela Bay Municipality. Ndlela said that there are a number of stakeholders involved in the new deal. The youngsters begin to aspire to be professional football players because they watch professional football week in and week out. Also, sport fans take time to watch football. “The offer is better than what was being offered in the Eastern Cape. But obviouslywehaveputotherconditions which will see the city and the people of the province as well as the people of the district of uMgungundlovu deriving some benefits out of it,” said Ndlela. The sponsorship is reportedly worth R12 million a year. “Coming in as a guarantor, we are

mindful that if we don’t succeed in raising what we have guaranteed, we will foot the bill as the council. But we believe it is worth doing that in the interest of the citizens of the city. We are hoping that we will get the guarantee we have made to them from the private sector. If we don’t, full council endorsed that we serve as the guarantor,” said Ndlela. Maritzburg United’s marketing and communications manager Brian Zuma also released a media statement confirming the news. “The chairman and the board were appreciative of the gesture by the Nelson Mandela Bay Metropolitan Municipality for a very good and tempting offer they had made to the club, but believed that remaining in Pietermaritzburg was the more reasonable option in the long run,” he stated.
