SOUTH Coast based debt collection company has threatened to take the Msunduzi Municipality to court over an unpaid sex phone call bill. C.B Dobson Sole proprietor Camelot Administration Services represents an adult chat line company and is looking for settlement of an unpaid bill worth R1 920. In the letter sent to the municipality, the company recorded two sex calls which were made last year on Saturday, 23 December, from the Executive Committee (Exco) suite reception landline. The Maritzburg Fever has the nameofthepersonwhowasrecorded to have made the sex phone call. C.B Dobson Sole proprietor Camelot Administration Services told Maritzburg Fever that they approached the municipality to supply them with a Telkom phone record but to date, this has not happened the company said. “I previously raised the issue of protection in the executive suite because I came to work one Saturday and I found a lady sitting at the front desk using the telephone. He continued, “…But listen, it [telephone line] has been used as an adult chat line. Now you know what adult chat lines are for. We should know even if we haven’t used them, and R1 920 has been used from the

On Friday night, from 4pm till midnight, the Pietermaritzburg SAPS conducted a crime prevention operation which targeted illegal drugs, illegal shebeens and the reduction of contact crimes within the Pietermaritzburg police patrol area. The three members of the Pietermaritzburg CBD Robbery Project Team (from left) Sgt Bradley Gregory, Sgt Nithia Peter and W/O Mahendren Subiah received information about the dealing of illegal drugs and they conducted observations. The team followed information to the corner of West and Greyling Street, where a male suspect (22) was arrested. The police seized 10 bags of cocaine, around 10 grams in total, and also seized cash amount ing to R4900 from the suspect. The operation was conducted from downtown and 15 suspects were arrested for crimes related to prostitution. Prostitution is rife downtown and it has contributed to the significant increase of contact crimes like rapes and robberies.

being used for adults chats? This is something so extraordinary it is beyond speech. It brings back what I raised about unauthorized people at executive suites.” The manager at the municipal manager’soffice,MadeleineJackson, disputed the issue, saying that it was nothing but a scam. “It has happened to us before. About five years ago it happened in my office where they sent a notification to me. They used the extension line of my secretary. I asked them for a recording and the recording was inaudible. When I asked them for the times of the phone calls, I compared that with our print out at the municipality and there was no such thing. When threatened with legal action, I never heard from them again. “Icangoonrecordandsaythatthis was a scam and they might even do it with other government departments who could be too scared to object to it when they see adult chat line,” she said. Lambert said that he was concerned about security at the executivesuitebecausehiswalletand bag were once stolen from there. Pietermaritzburg RAF claimants walk away with R50 million settlement offers ECHO REPORTER MANY people from Pietermaritzburg and surrounding areas came out in numbers to attend the two-day Road Accident Fund (RAF) campaign, RAF ontheRoad, whichwasheldinthecity over the weekend. The event was attended by over 2200 claimants, who lined up at the City Hall to lodge claims, sign settlement offers on their existing

claims and make inquiries. The claimants eventually walked away with settlement offers worth R50 million. The deputy minister of Transport, Sindisiwe Chikunga, said that it is important for the general public to be well informed about road safety. “The scourge of over 40 people dying on our roads daily cannot be a norm. There is a need to intensify

the culture of safer roads and model our efforts around a 365 day campaign to reduce road accidents and fatalities. “Driving while using your phone is a criminal offence; if you behave like a criminal on our roads, we will treat you like a criminal,” said Chikunga. She urged motor manufactures to investigate the possibility of a cutting edge technology that cuts

one’s cellphone network reception when a vehicle is in motion. Chikunga said that road crashes impact negatively on families, healthcare and the economy, as they rob the country of future leaders. relevant to the context of genderbased violence,” said Brigadier Francis Bantham, acting cluster commander in PMB. Among these is the right to freedom from violence which states: “every person has the right to freedom from all forms of violence from either public or private sources”. The Constitution highlights the duty to protect people from all forms of violence, both public orprivate.Althoughsignificantlegislativereformsanddevelopmen tal policies and programmes have been adopted by South Africa, violence against women and children continues to be widespread. This year, the theme for the campaign is ‘Count Me In: together we move a nonviolent South Africa forward’. “We have realized as the South African Police that the past 16 years we have been observing this campaign but not everybody was in, or counted in. For many years, it was women who were in the forefront, campaigning against this crime. To this end, to count everybodyinmeanstoquestionourselvesastowhowemustprotect and how that protection must be provided. “The human security we are talking about refers to a holistic view of human security that includes the redress of structural and traditional inequalities,” said Bantham. A change to the traditional ways boys and men are socialized in society is needed. Women and girls should no longer be viewed as subservient, and the perpetuation of male power and control must be stopped and the gender myth broken. “The South African Police calls on every citizen to join in and make this year’s 16 days of Activism campaign a great success. We must stand united in the fight against crime,” said Bantham. She added that every police station within the cluster will be engaging in various programmes and projects and the community is encouraged to call their local police stations and join them as they implement it in the community.

HE Msunduzi Municipality is working on policy plans to help local residents get permanent employment under service providers who are awarded contracts from the municipality. The Msunduzi mayor Chris Ndlela mentioned this while the Executive Committee (Exco) reviewed the state of the city address monitoring template.

This template looks at challenges faced by the municipality. These challenges were highlighted in Ndlela’s state of the city address in June this year. The templatealsodisplaysactionplans and deadlines on meeting these challenges. The identified challenges include the electrification of non-electrified areas, high mast lights in Vulindlela, operation and maintenance of the Vulindlela water scheme, the huge repairs and maintenance backlog,

indigents, the Pietermaritzburg informal economy, the transformation of the public transport system, learnerships and bursaries and the training of municipal employees. Ndlela said that the municipality needs to look at the amendment of policies to help grow local economicdevelopmentbyoffering employment to vulnerable groups, attracting investments and the innovation wherein the municipality enforces the employment of local labour on a

permanent basis. “You have people who are digging all over the place and contractors bring employment from wherever they come from. When they finish off their work, they leave local temporary employees jobless. “Let us develop our own policy that will state that a particular percentage should be permanently employed from within the city in compensation for the work offered. “There are many contractors we give jobs to. Whether they are local or come from the outside, a certain percentage of local workers should be employed on a permanent basis. “Once you address unemployment, you address the issue of poverty and inequality,” said Ndlela. Msunduzi CFO Nelisiwe Ngcobo said that a draft on policy changes will be presented in a month or two months’ time.

ITH the recent Oscar Pistorius case still fresh in our minds, many will still question the manner in which the crime scene was contaminated. How can a state investigator with many years of experience pick up a firearm used to shoot Reeva without gloves. ThefiveyearoldboyinReigerParkwhodied when hijackers drove off with the vehicle with the boy hanging out the vehicle. A suspect was taken into custody. Fingerprints of the suspect were the same as that found on the hijacked vehicle. That is evidence linking him to the crime scene. However at the police identity parade, he could not be positively identified and was set free. It must be taken into account that the wheels of justice turn very slowly and by the time the case reaches court, the memory of witnesses have faded. In the high profile Senzo Myiwa case, a suspect was taken into custody and then released because of lack of evidence. Time to reverse the crime rate

WHAT is happening to our schooling system? Asonedrivesthroughthecitytowardsthenorthern and eastern suburbs, one sees hordes of pupils loitering, many of them in full uniform, in many cases well into the evening. Some years ago when Ina Cronjé was Education MEC, a similar problem occurred and she is on record as saying “200 days are 200 days”, meaning pupils must be at school for the full number of days for that year. Sadly, the African National Congressled Education Department once again demonstrates its inability to implement its own policies, and so suffer the innocent future generations. I worked out that the actual number of learning days this year in KwaZulu Natal is 143, excluding the exam days. Is it any wonder then that South Africa is ranked 144 out of 150 in the quality of education we provide? The ANCled government with its cadredeploy ment policies will not ever improve the quality of education of the masses, yet will congratulate itself after matric results are announced to deceive and pacify its voting masses. I pray that sooner rather than later the masses will realise the idiocy of voting for a party that has been misleading us for the past 20 years. DALEEP SAN Mountain Rise

to be taken of the roll. Integral aspects of the states evidence was dismissedbythejudge.Incertaininstances, the judge reprimanded the state because they werenotreadytoproceedwithrelevantaspects of the case in spite of having four years to do so. The police force needs a major shake up, with people with the requisite skills being promoted to senior positions. Rhiya Phiga, as the police commissioner, does not have the necessary experience and expertise to efficiently run the police service. Her background is dubious coming from a banking background. Why can’t dedicated police officers who have dedicated their lives for the security of our citizens be appointed to the top positions. Why must everything be about cadre deployment to the detriment of the citizens who are being raped, hijacked and murdered everyday. Its time to reverse the crime rate in South Africa. If this does not happen soon, our already downward trajectory will be speeded up to an unstoppable pace. VIJAY SURUJPAL Via email

Making time PARENTS with children of all ages should relish any time that they can spend with their kids. With lives as busy as they are now days, even a few hours an be valuable. Sometimes life gets so busy that parents don’t always get the chance to really spend time with their children as a family. Theschoolyeariscomingtoanendandduring this period, learners plan and prepare to close the year with a party. It is a big worry to find that out children could be at a party where they are exposed to alcohol, drugs and sexual activity. Or they could be at a rave club enjoying the thunder of loud music, or they could be at a friends house enjoying a braai. On occasion, cocaine and other hard drugs might be introduced, or they could be a victim of rape. It has happened to so many already. They could be involved in drag racing. An acci dent may claim lives or leave permanent injury. Know where your child is going and what she or he is doing. Be awake. Be alert. Be vigilant. Remember, your child is a trust, so protect this trust. The home is the real centre of education and training for the family members. When this child is loved by his parents and he learns to reciprocate this love, he will be capable when he is independent to display empathy. The parent can only claim to be successful in his or her role if they impart religious teachings on to their children in its pristine purity, untainted by their own likings and whims. A day to remember little lives lost This November, to commemorate the young lives lost, why not light a candle? THIS November 30, join in to remember those children who have lost their lives after valiantly battling against the scourge of childhood cancer. While up to 80% of young ones affected by childhood cancer can be cured, especially if diagnosed early, there are those souls who are taken. Frequently, before a child passes, there are see-sawing months of hope alternating with despair. Witnessing

the bravery of a child who knows that death could be close has a mental agony of its own. The CHOC Childhood Cancer Foundation has designated the last Sunday of every November to be a day of remembrance. AMA Ntombi’s Community Project (MNCP), in partnership with Joint Aid Management (JAM), have started a breakfast club which provides under privileged children with nutritious CSS+ porridge which gives them 75% of their daily micro-nutrient requirements. “Ourcommunitycareworkerpreparestheporridgefor thechildren,whostartarrivingfrom6.30amonwards,for their breakfast before going to school,” said Sandra Pillay, MNCP fundraiser. The programme started a few weeks ago and there are already 130 children in the daily Breakfast Club, with the numbers increasing as children get used to the porridge and inform others. AccordingtoUNICEF’sfactsonchildren, approximately 70% of children in the province live in poverty and 30% of the children experience hunger on a regular basis. A further 14% are at risk of hunger. “These are the realities we face in the two informal settlements where we work with the poorest of the poor. We find children going to school without having breakfast because there is no food at home. Many children survive on one meal a day and some go without meals for days, especially over weekends or when schools are closed for the holidays,” said Pillay. N a bid to encourage local residents, businesses and organisations to start their own community garden projects, the Msunduzi Municipality will soon identify areas in the CBD suitable for a community garden project. In September, the integrated development plan business unit attended a workshop on hunger hosted by the Pietermaritzburg Agency For Community Social Action (Pacsa). This workshophighlightedhowdifficultitisforpoor households to afford a balanced meal and pointed out that there are many people in Pietermaritzburg who go to bed hungry on a daily basis. At the workshop, it was proposed that a community garden be planted on a visible space around the CBD to raise awareness on

hunger. This is seen as a short term solution to feeding the poor as they will be getting vegetables from the garden. Deputy municipal manager for economic development Dr Ray Ngcobo said, “Pacsa identified poverty as one of the characteristics of our city and they agreed that there is a need to raise awareness in fighting poverty. “One mechanism to do that is the use of open spaces for community gardens, and to deal with issues of food security.” ExcomemberJudithLawrencesaidthatshe will look around her community to see if there are potential areas for a community garden project. Mayor Chris Ndlela said that each household, church, councillor’s office and workplaces should have community gardens. “It will answer many prayers and questions,” said Ndlela.

people are escaping to their gardens for a reprieve, and apartment dwellers shouldn’t have to miss out. You can easily create your own balcony garden to suit your tastes and wallet. There is no reason why you can’t convert your balcony into a luscious, beautiful garden. Even if you’re not the most dedicated gardener, you can’t deny the tranquillity plants seem to radiate, and by following our advice, you will barely get your hands dirty. AccordingtoJeanSleigh,TheGardenGenie, it is important that you know what kinds of plants will thrive on your balcony, and which won’t. It is very easy to determine this. “You need to watch your balcony over a 24hour period to see where the sun travels, making a note of the range from gentler morning sun through to scorching afternoon rays.” She says the cooler your balcony, the lower the temperature, which will affect the type of plants you buy. This will also affect how much watering you do. If your balcony is mostly shaded, Sleigh suggests Fushias, Falling Stars, Delicious Monster and a collection of the Coleus variety, including the Freckles, Prince and Flamingo coleus. Mostly sunny balconies are suitable for roses, lilies, aloes, sweet garlic and starry wild jasmine, to name but a few. You can always ask foradviceonappropriateplantsfromyourlocal nursery. After selecting the plants you want, be sure to ask for advice on the kind of soil your plants prefer. Rustic chic is timeless, and allows you to use a variety of plants. You can mix it up with different pots, or even create your own from wood or old earthenware. It is easy to convert pots to suit the theme with a coat of paint, or simply accenting pots with a brush to create that ‘lived-in’ feel. Once you have determined what plants can work on your balcony, it’s time to start planning the style and feel of your balcony garden. Nurseries, building ware shops and craft markets offer varieties of pots and containers for plants. Or you can get creative and make your own pots from wood, buckets or old earthenware. Old teapots and metal pots make beautiful containers for plants, and with the right drill points, you can easily ensure adequate drainage for your plants. It is important that the pots you use provide drainage for the plants, so keep this in mind when shopping around. Once you have your pots and plants, all that remains to be done is arrange your garden the way you want it. - Property24

For your walls, pick a colour from one of your accent pieces, then find a more toned down version of it in thepaintfandeck.Ifyoudecidetogoforamoreneutral palette, be sure to add texture to create interest. This could be the patina of a wellloved leather sofa, the warmth of a knitted throw, raw silk curtains, or a smooth glass vase set on a rustic wooden coffee table. 3. Lighting A living room plays many roles entertaining, relaxing, and even working. So it’s important that there are various light sources to adapt to these different activities. Group a large mass of likeflowers in a vase for that finishing touch. 4. Scale She says it may seem counterintuitive, but fewer large pieces of furniture look much better in a small spacethanlotsoflittlepiecesoffurniture.Largepieces own the space with such confidence in a way that smaller, spindly pieces don’t. If chosen and placed correctly, larger pieces somehow have the ability to make the space feel grander. 5. Details Add that designer touch to your living space without having to call in the professionals. “Take a look through any interior design magazine, and there’s always one thing in common flowers. Almost every shot has them, so take a quick lesson from the experts and add a few blooms to your space,”

O you want a professionally designed interior, but you can’t afford the decorator’s fee? A living room plays many roles entertaining, relaxing, and even working. So it’s important that there are various light sources to adapt to these different activities. Sue Scott from Grafton Everest shares some tips on how you can add that designer touch to your living space without having to call in the professionals. “Making a home both functional and beautiful is no easy task, and often requires a skilled eye. That’s where interior designers come in they have a knack for taking a home from boring to stunning using a few clever design tricks. There are certain rules that most interior designers use when making an ordinary place extraordinary. With these guidelines, your interiors can look like you hired a designer,” said Scott. 1. Layout Scott says use the biggest seat in your living room as the starting point for the rest of your design. Position your sofa in such a way that it doesn’t obstruct the flow of the space, that it makes the most of the view outside, and that one can easily see the focal point of the room from it, whether that’s the television or the fireplace. Include a few bright scatter cushions on your sofas. Another designer solution is to pull your sofa away from the wall to make your space feel more intimate. If your room is big enough, place a server behind your sofa with two lamps, a stack of coffee table books, and a little statuette underneath a dome, for example. 2. Palette Scott says a good interior decorator generally uses at least three colours when putting together a colour palette for a space. This could be completely different,

The “Rats Nest” was a project initiated by the Grade four boys of 2013. It is used as an outdoor classroom, where the boys are given the opportunity to build relationships, explore, create, design, plant and learn from, and in, nature. One project involves each boy being given an indigenous tree seed to plant and take care of for the entire year. Each tree is pruned and manicured into a bonsai, that they eventually take home at the end of their Grade seven year. Pictured in the garden classroom are Thandazani Sithole (L) and Jordan Curtis.

AZDA Motor Corporation revealed the new Mazda CX-3 to the world at the 2014 Los Angeles Auto Show. ThenewcompactcrossoverSUVis the fifth model in Mazda’s line-up of new-generation vehicles that feature the full range of Skyactiv technology

and Kodo-Soul of Motion design. Withgloballaunchesstartingfrom Japan in the spring of 2015, the CX-3 is set to hit South African shores in the latter part of 2015 to become a staple modelinSouthAfrica’sMazdavehicle line-up. The compact crossover SUV offers

all the essentials individuals look for in a car; a design of overwhelming quality and style, packaging developed solely with the customer’s ease-of-use in mind and the responsive driving feel that Mazda strives for in every model. The CX-3 was developed to suit

customer’s creative life style in any scene, from inner-city driving to enjoying the great outdoors. “The powertrain line-up delivers powerful and linear driving performance and outstanding environmental performance. The Mazda CX-3’s wide range of

latest technologies and advanced safety features will positively enhance the customer’s driving pleasure. We are looking forward to introducing this Compact Crossover SUV to the South African market,”says David Hughes, MD of Mazda South Africa.

Start of a new design era at Audi AUDI is launching into a new design era at the Los Angeles auto show. The automaker’s head of design, Marc Lichte, is presenting the Audi prologue concept car and giving the brand a new styling direction in the large coupe. Ulrich Hackenberg, board member for develop ment, said: “When Lichte moved to Audi, he had launched a design offensive. His clear philosophy and precise understanding of Audi DNA let him develop a design strategy that is opening up new perspectives.” “It is progressive and highly emotional; it express es the technological competence and quality claim of the brand perfectly. The Audi prologue is its first proponent – it is a ‘signature car’ for Audi.” Lichte described the character of the show car: “Audi stands for sportiness, lightweight design and the quattro permanent allwheel drive. In the Audi prologue, we are expressing this knowhow in a new form – we have put the sportiest car in the luxury segment on wheels. Our team took new approaches in both exterior and interior design.” Audi says the twodoor coupe has a flowing, elegant shape and taut design. Its forms and lines are unmistakable and introduce many new ideas. The architecture melds with the display and operating concept to create a new type of unit inside the car. The front of the instrument panel is a large touch display, and a portion of the user interface operates with a new type of organic light emitting diodes (OLEDs) display made of organic LEDs. The 4.0 TFSI produces up to 445kW/750Nm; it reaches 100km/h in 3.7 seconds. Its dynamic allwheel steering, in which the rear wheels can turn up to five degrees, makes the large coupe extremely responsive and stable while driving. The Audi prologue, says Audi, is somewhat shorter and flatter than today’s production A8, with 5.10m length, 2.94m wheelbase, 1.95m width and 1.39m height. A dominant feature at its low front end is a singleframe grille displaying the four rings that is integrated into the automobile architecture. The large radiator grille has been widened, and positioned lower than on current production models. The headlights shaped like wide, flat wedges arelocatedwiththeirtipsabovethesingleframe,Audi says. Another new item is the sculptural form of the air intakes below the headlights the distinctive air intakes have diamond pattern screens in their interiors. A dynamically contoured blade, which is clearly separated from the bumper by a gap, elicits associa

tions to motor sport. Mounted to it are two additional spoilers in glossy black, which give the show car an even stronger and wider stance on the road. Powerful 22”wheelsaresetinwidelyflaredwheelarches,fitted with 285/30 sized tyres. The flared shoulders above the wheels, front and rear are a characteristic feature of the Audi prologue. The spacious interior of the Audi prologue is like a luxurious lounge, the automaker believes. It is based on Gran Turismo design, and it enables focused driving and relaxed touring. Theinteriorseesthearchitecturemergingwiththe operating concept to form one unit. The surfaces for displays and controls are innovatively integrated into the instrument panel and console of the centre tun nel. Inside the Audi prologue, every detail clearly illustrates its exclusive character. A finely crafted perforated panel covers the air vents. If the driver sets the blower to a higher stage, the panel retracts downwards. Supplied

T

HE first of, hopefully, many elimination sprints recently took place at Camps Drift. Capitol Caterers are a major sponsor of schools canoeing and put their money where their mouth is when they sponsored this event, allowing sprint paddlers to receive prize-money.

They are called elimination sprints because the paddlers race against each otherandthelasttwooverthefinishlineare knocked out, or eliminated. The rest of the paddlers return to the start and race again immediately, with no rest. The advantage of this type of racing is that it tires the body as the paddler gets very

little rest. This pushes their energy systems and with continued training, they will eventually push their lactic threshold, meaning that they can paddle for longer before feeling tired. The race was open to all but was particularly well supported by the youngsters.
