AGING battles at UKZN’s Pietermaritzburg campus between students and riot police intensified on Monday. Theprotestsareoverarumoured registration fee increase. Police were forced to fire rubber bullets after students threw stones at them and members of Risk Management Services. In the process, one student was arrested and three others were injured and rushed to hospital, according to Students Representative Council (SRC) president Lungani Nhlenyama. He insists management told themthattheannualregistrationfee

will rise over 100%, but the institution rubbished those claims last week. Academic programmes were set to resume on Tuesday after being suspended for two days following violent protests on Thursday. Angry students threw stones at a passing car and forced the driver to reverse away. They carried sticks and placards with statements such as; “F**k management, down with R9 000. This means war”. The crowd, consisting of hundreds of students, continued tipping over rubbish bins before proceeding to the library lawn where they started burning tyres. A fierce fight broke out when a student drenched the burning tyres with a fire extinguisher. That fuelled the situation and the group turned on him, but he kept

them at bay by spraying them with the extinguisher. The crowd then ran to the police chanting, “gun free country”. Theyalsothreatenedtostormthe police station, demanding that the arrested student be released. Environmental science student Micaela Keddie said their lecture was disrupted and students in class were forced to get out. “They came in banging the door and shouting at us. Our lecturer had to rescue us through the back door. I support the strike but it’s not properly done. It’s unfair to force us out of the class,” said Keddie. Provincial police spokesperson Thulani Zwane disputed the SRC’s report that a student was arrested. He said no incidents had been reported. Meanwhile, the Higher

Education Department called on the management and student leadership to find a solution. “The ministry condemns in the strongest terms the criminal acts of damaging the university property,” said department spokesperson Khaye Nkwanyana. “No amount of anger and frustration can justify vandalising public property that belongs to the future generations of students.” According to a PHD student, things had gone back to normal by yesterday morning. UKZN spokesperson Convy Baloyi issued a statement saying that the strike had ended following intense discussions between the SRC and management on issues raisedbystudents.Thisincludedthe issue of the registration fee. The outcome would be communicated later.

NEWLY appointed Brigadier Maxwell Mgobhozi was welcomed into the position as the Station Commander for the Pietermaritzburg Station in Loop Street this Monday. The former Kokstad Cluster Commander took over from his predecessor, Brigadier Johan Reynders, who recently returned to his home town and family in Escort. Mgobhozi said that he is here to stay and promises to fight crime with passion, strength and teamwork. Acting Pietermaritzburg Cluster Commander, Brigadier Francis Bantham, was excited to present the PMB police members with their new head Bantham added that she hoped that the new station commander would empower the officers to continue to work hard. “Every station hasitsownchallenges, but what we need to remember is that we are all here to do one thing and that is to fight crime. Brigadier Mgobhozi, you have our full support,” said Bantham. Mgobhozi was warmly welcomed by various members of the Pietermaritzburg station, each of whom offered him their full support “We need to work together as a team. Midlands Medical Centre (MMC) Private Hospital participated in Pharmacy Week which is an awareness campaign celebrated nationally from 1 to 8 September. Mid-Medic Pharmacy (the institutional pharmacy of the Hospital) celebrated by hosting a number of events, including presentations for staff and patients on antibiotics. The week also featured a fun day with a clown at MMC’s Paediatric Ward, bringing cheer to children in the ward. Mid-Medic Pharmacy also hosted blood pressure and blood glucose testing for staff and the general public. This year’s theme is ‘Use Antibiotics Wisely’. XECUTIVE Committee (Exco) members were shocked to learn that there are about 3000 Msunduzi owned land parcels which cannot be accounted for. This information was revealed during a presentation of the Msunduzi land audit by Msunduzi town planner Mthobisi Khumalo. “What have you done about the properties that you couldn’t find because there might be dozens of those?” asked Exco member Bill Lambert. Exco member Thulani Xulu said that the municipality needs to find out what happened to these properties because there are people who are in dire need of decent houses. Exco member, Eunice Majola, proposed that the Msunduzi planning team consult former economic development employees as they might have more information on how to solve the mystery of the unaccounted land parcels. A report compiled by Siyazama Consulting shows that there are 8598 Msunduzi owned municipalities. Of the 8598 properties, 2759 properties were not in the 2011 asset register. Deputy municipal manager for economic development, Dr Ray Ngcobo, said that there are different reasons for the unaccounted property. “The first is that there is a list of properties which have been counted twice. We are clearing those ones so that we can have one property description. There are properties that are missing because previously, there was going to be a housing development where a general layout plan was produced but the development never happened. “Thediagramhasalreadybeencaptured.So now we have to go to court, in some instances, to nullify those general layout plans so that we can revert back to the original plans. Lastly, we

have a number of state owned properties, especiallyinEdendale,whichwehaveacquired as the municipality through proactive land acquisition, which have to be moved from the private owners to the state,” explained Ngcobo. Ngcobo said that with the planning team cleaning the system by validating properties, the number of unaccounted land parcels is reducing. Khumalo said that the aim of the land audit is to create a municipality development investment portfolio so that they can create a land release programme to determine which land needs to be released, considering the demands for the city. “Some concerns were that some evaluations were not complete. Some comments were missing while some were delayed from various departments. The delayed and insufficient information caused not only disappointment, but a frustration to us as we were compiling this report. It is important that an office for strategic land release programme and investment development portfolio be established to promptly update, compile and archive all strategic land release related information in a hard copy and in a shelved file, so that we can have power over the city,” said Khumalo. “Land requires a specialised management programe. We want to have a programme within economic development where we would be able to tell an investor on the spot that which land would be required in future for the provision of services in terms of Section 14 of

the Municipal Finance Management Act (MFMA), or tell them that we will be able to dispose of the land. “Land therefore becomes an instrument to secure private investors whilst balancing municipal service delivery,” said Ngcobo. “The land issue is very sensitive. When we do the investigations, we must maintain a high degree of transparency,” said Msunduzi mayor Chris Ndlela. Khumalo said that there is stakeholder engagement where Siyazama Consulting has compiled a report regarding the unaccounted for land parcels. “When we come back, we will release that report. Once we get the full comprehensive audit report, we will be able to see all the links and gaps,” said Khumalo.

TRAFFIC signals at various intersections will be implemented during the 2014/ 2015 financial year. These include the corner of Deccan Road and Olympia Way in ward 28, R103 (main road) and Pope Ellis in ward 37, intersection at Blydon Road,

Traffic studies were conducted by Msunduzi’s transportation planning unit for the analysis of the warranted traffic signals in 2009 and in 2012. On 19 December, 2012, an estimated traffic signal backlog of nine intersections was presented to council and this amounted to R3 540 000, however only R1 million was approved for the implementation of traffic signals in the 2014/2015 financial year. Only four listed intersections were priortised and implemented. A report from the infrastructure services portfolio committee states that traffic signals can only be installed at intersections where traffic counts have been done to determine a suitable traffic signal control. To provide safety for road users and pedestrians,themunicipalitywillalsobeinstallingcalming measures in all wards at different locations. The first priority will be at school zones and public amenities, the second will be at high accident locations and the third will be in residential areas. The total cost of the construction of all speed humps in all wards for 2014/ 2015 amounts to an estimated cost of just over R1, 4 million.

AFE City has received a clean audit from the Auditor-General (AG). They are also being recognised as among the best entities in the country. To celebrate this milestone, Msunduzi mayor Chris Ndlela presented the trophy to Safe City on behalf of the AG. Safe City was one of eight municipal entities in the country to receive a clean audit, and one of three in the KZN province to receive the accolade. SafeCitychairpersonanddirector, Zinhle Sokhela, thanked the municipality and the office of the AG. “It is good to hear that we can see the light considering where we come from. We have accepted the fact that the amount of work that we do at this stage is more than the funding we get. The funding we are receiving is far less than what we are expected to do. There is some money that we can generate to extend our CCTV footprint. “InSeptemberof2010,wehanded over an automatic number plate recognition system to the council so thatweareabletocatchtrafficoffenders and issue warrants of arrests to get the money sitting out there,” said Sokhela. She said that from September 2010 to June 2011, Safe City was able to generate R1,5 million from traffic offenders. “From 2011 to 2012 we were able to generate another R1,5 million. In 2010, we were able to make 2362 arrests and issue 3032 warrants of arrest. From July 2011 to June 2012, we were able to generate R1,5 million with 1682 arrests and 2155 warrants of arrest. We saw a decline from 2012 to 2013. I think this was due to the challenge of manpower. We saw the money that was generated sitting at only R757 000,” said Sokhela. She said that the 2014 collections were very poor, with only R169 000 generated for council. “I have no doubt that there is about R11 to R12 million sitting out there that we should still be able to collect,” she added. Sokhela said that there are critical areas in Pietermaritzburg which need CCTV cameras. “We have submitted a number of proposals to the municipal manager’s office. There are critical areas we need to look at, particularly targeted substations. We still need funding to make sure that there are CCTV cameras installed around substations. “We still need to make sure that we get funding to install camerasinareaslike EdendaleandNorthdale. There is quite a list of areas that need CCTV cameras. Besides that, within the city there has been reduced crime in areas where there are cameras. However, we have identified hotspots in areaswhereweneed to install more cameras. All we requireismorefunding,” said Sokhela. “We believe that if we work together, there is a possibility thatwecanreachout to all the corners of the city because crime is all over. It is not just confined to the CBD; however the face of the city is the CBD,” said Ndlela.

HE inaugural Duzi2Sani 4X4 Expedition was recently launched at Land Rover Pietermaritzburg during tourism month. In partnership with the Msunduzi Pietermaritzburg Tourism Association and African Link Tours, the expedition is designed to take tourists on an adventure experience from Msunduzi Municipality to Kwa Sani Municipality. “In order for us to create new opportunities in tourism, we realised that linkages and partnership opportunities between various tourism industry role players and indirect trade partners can only strengthen our position in tourism. We stand here united in growing Msunduzi and Kwa Sani Municipalities as well-known tourism destinations,” said Dumisani Mhlongo from MPTA. The first expedition will take place this weekend, where Msunduzi Municipality Mayor Chris Ndlela, along with various other role players, will leave from the city hall and stop at the inaugural Underberg Food and Culture Festival, before moving on to the top of Sani Pass. The highlights include cooking lunch using the engines of the 4x4 Land Rover vehicles, a charitable event at Moretsa Forest where the membersoftheexpeditionwilldonatetoysand have a tree planting ceremony at the crèche in Moretsa Forest. The delegation will have a final stop at the Mandela capture site in Howick. Speaking at the launch, Ndlela said that it is important to remember that tourism starts at home. Ndela added that this expedition tour is ground-breaking, and history in the making. “In the history of our municipalities, it will be recorded that during our term in office this tour was launched. We will leave behind a legacy,” he said.

Phillips and Van Vuuren have been dancing since the ages of eight and 17 respectively and have been great friends for a number of years which made for an easy partnership. The couple form part of the Mark WilsonStudio’sformationteamperforming a Jive and upbeat Cha Cha and share the stage with dancers from various dancing schools. BothPhillipsandVanVuurensaidthat they are “extremely excited and happy to be dancing together”. This is Phillips’ third appearance at Shall We Dance, having previously partnered Ben Brandon of Ben’s Dance Studio. This is Van Vuuren’s debut performance. The pair have practised daily for many

As representatives of the Howick High School Eco-Club, two pupils recently joined the Duzi Umgeni Conservation Trust (DUCT) on a field trip to the Umgeni River. Nosipho (L) and Zinhle Gwala helped with the assessment of the water quality, identifying water organisms and using a scoring system. The state of the Umgeni River is of great concern and it takes pupils like these to make a difference.

The Grade three classes at St Nicholas have been studying germination, have combined this with recycling of plastic bottles and put these to good use. Speaking to Maritzburg Fever, Idensohn said that he hated the water when he was younger and did not enjoy swimming. It was only after competing with his father in a triathlon that he began to enjoy swimming and slowly began to realise his potential. He said that he has been in club swimming for about nine years now and is currently in the Seals squad under the guidance of Wayne Ridden. “Competing in the Junior Olympics was the highlight for me. It was such an amazing experience,” he said. Although Idensohn is passionate about pursuing his swimming, he is determined to obtain a degree in the academic field. “Swimming is not going to last forever so I want to have a good degree behind me as well,” he said.
