ROM used sanitary towels strewn across the floor, to the urine and faeces stench and the unavailability of running water for flushingandwashinghands,thestate of female public toilets in Pietermaritzburg leaves much to be desired. This came to light after the Echo visited various public toilets in the city.Thevisitledtoshockingdiscoveries at toilets at the Masukwana taxi rank, Retief Street taxi rank, Publicity House, Mgodini taxi rank, Freedom Square taxi rank and the Imbali taxi rank along Pietermaritz Street. What is common among all these ablution facilities is that most of them are blocked and cannot be used. The

situation is even worse at the Masukwana taxi rank, as the public is only allowed to use the toilets for passing urine but not to defecate. The Masukwana taxi rank handles more than 1 000 commuters a week who travel to Greytown, Howick, Mpolweni, Mooi River and Estcourt. Sadly, only one toilet can be used. The other toilets are out of order andarebeingusedforstorage.Itcosts R2 to use this toilet. When the Echo reporter asked to use the toilet, one of the cleaners handed over a piece of a rolled tissue paper and said: “You can only use the toilet for urinating. When you have finished using the toilet paper, put it in a bucket next to the toilet. We have no water so you cannot wash your hands.” One of the taxi drivers said that

most of the female public transport commuters rely on the ablution facilities at the nearby Brookside Mall. “Other females go behind the bushes because these toilets hardly work. That just strips away their dignity. The municipality should do something about these toilets,” he said. At the Retief Street taxi rank, only two out of more than nine toilets were working. The rest were blocked and faeces stench clogged the air. There wasnochargeforusingthetoiletsand toilet paper was issued upon arrival. With most of the doors vandalised, females had to use the toilets in view of others. The taps had also been vandalised so there was no running water. This taxi rank handles thousands of public transport commuters who travel to the Vulindlela area.

Imbali taxi rank women’s toilets. There are no bins for sanitary towel disposal. One of the employees of the Msunduzi Pietermaritzburg Tourism Association, who preferred to remain anonymous for fear of victimisation, said that the Publicity House ablution facilities have been closed for months because of renovations. As a result, a lot of people from the public ask to use the toilets at their offices, she said. There was no cover charge at the Professor Nyembezi underground taxi rank female toilets. This taxi rank is known as the Mgodini taxi rank. During the visit, toilet paper was issued upon arrival. Only six toilets were working and more than 10 were blocked and could not be used or were used for storage. These are the only public toilets that had running water for washing

hands. There are no bins provided for sanitary towel disposal. The Freedom Square taxi rank female toilets have not had running water for months. There was no charge for using the toilets. Most of the toilets are blocked, toilet paper is sometimes issued upon arrival and there are no bins provided for sanitary towel disposal. At the Imbali taxi rank used sanitary pads had been dumped on the floor. Most of the toilets were blocked and there was no running water for washing hands. The Msunduzi Municipality has remained silent on this matter. More than a week ago, Echo approached the municipality for comment on this public health issue but at the time of going to print had failed to provide answers.

ITH Pietermaritzburg facing more than 70 informal settlements that are growing daily, the Msunduzi Municipality has recommended a number of strategies to help discontinue the emergence of new informal settlements. The recommendations, part of the Msunduzi’s informal settlement and management control strategy, include the formation of a land invasion rapid response team who will patrol land invasion hot spots and quickly attend to land invasions, ring-fencing land parcels and sites vulnerable to land invasion and developing the susceptible and underutilised parcels of land with the aim of projects of community parks of business leases. The need to deal with informal settlements in the Msunduzi area received prominence after a study, conducted by a service provider Kayamandi Development Services, revealed that the Msunduzi Municipality has approximately 70 informal

resolutions should be executed. Each plan will also need to consider whether the informal settlement is on municipal-owned land or privately owned land. The informal settlements upgrading process will be subdivided into five stages. The first stage will deal with the formation of the steering committee, a socio-economic survey will be conducted, community capacity building workshops, the environmental assessment, the geotechnical studyandtheestablishmentofabasic settlement plan. Stage two will look at basic services and development and will tackle the issuing of occupation certificates, provision of basic servicesandfacilitieslikecommunalstand pipes, sanitation and mobile clinics. The third stage will look at town planning and development support and will tackle the formalisation of land occupation rights, relocation assistance, the installation of engineering services and the on-going support for communities. The fourth stage will tackle development consolidation and the township establishment fi-

The informal settlements were subdivided into four sections - the Greater Imbali area with 27 informal settlements, Northdale areas with 22 informal settlements, the Greater Edendale area has 13 informal settlements while only eight are found in the CBD, Ashburton and Eastern areas. The informal settlement strategy was part of Msunduzi Municipality’s Executive Committee (Exco) agenda and the matter is expected to be part of the next full council meeting for adoption. A report on this strategy states that some informal settlements have been around for years. To deal with these informal settlements, the report states that there should be a detailed plan for each informal settlement which outlines what the intended resolution of its existence and informality are and the time frames which such

YSTERY surrounds the reason why a caring Sweetwaters teacher was shot “execution-style”, according to police, on an abandoned plantation dirt road near Baynesfield on Saturday. The woman, identified as Gugulethu Gwamanda (59), was found by police in her Toyota Verso. She had sustained five bullet wounds. It is believed that nothing was stolen from the vehicle and a file containing divorce papers that were handed to her earlier this month were found in the vehicle’s cubbyhole. There were also school uniforms on the back seat. It is unclear when she was killed or how her car got to the secluded area. Asked if he knew how she came to be in the forest her husband Johnny said: “That’s what we don’t know.” He said she was a loving mother to their three children and a caring teacher at Umthoqotho High. “She took care of people. She paid the school fees and bought uniforms for some of the children who did not have parents. She was a churchgoer and a businesswoman.” He said she was a senior teacher who previ-

He said he did not want to divulge any information about the circumstances of her death until the police finish their investigations, only confirming that police had found his wife’s body. At premises in Boom Street that are believed to belong to Gwamanda, a college student, who rents accommodation from her and who asked not to be named, said: “She was a nice lady who was not strict about the rent. We are all shocked about her death and we don’t know why anybody would do that to her.”

“I thought of her as a mother,” said one tenant. seeks to reduce, is made of up to 2 650 staff. Through these restructuring plans Telkom says it wants to bring services closer to the people by getting rid of unnecessary levels of management, improving customer service and experience. Telkom stated that restructuring will keep the business afloat as it

has failed to meet revenue targets. Telkom’s communications manager Pynee Chetty said in a statement: “Telkom has conducted detailed analysis of the viability of all the Telkom Direct Stores. “The research has shown that it is, unfortunately, no longer viable to continue running some of the company’s 95 stores.”

SUNDUZI deputy mayor Thobani Zuma has been accused of being a dad “who does not care about his children”. So incensed is the mother, a businesswoman, of two of his children that she hauled him before a Pietermaritzburg maintenance officer, claiming outstanding maintenance. According to papers, Zuma was expected to appear before the district’smaintenanceofficeratthemagistrate’s court, but he did not arrive, said the 33-year-old woman. When contacted Zuma laughed saying he would investigate the matter and “then I will call you back”.

But he never did. The mother of Zuma’s six-year-old son and five-year-old daughter, who cannot be named to protect them, filed a suit against him in February afterheallegedlyfailedtopaymaintenance. Zuma and the businesswoman met in Pietermaritzburg in 2002 while she was working for an accounting firm. “He was still a councillor when we started dating,” saying that she fell pregnant in 2008. She said Zuma was very supportive during the pregnancy, but everything changed after the baby was born. “I gave birth to my son in March

2009 and he gave me R800 for rent, the nanny and groceries,” she said. She fell pregnant with their second baby and gave birth to a girl in March 2010. “He was very angry when I told him ... he asked me why I hadn’t bought a morning-after pill.” The woman claimed she then received phone calls from other women claiming that they too were in relationships with Zuma. In May 2010 Zuma - who apparently earns R75 000 a month - gave her R2 100 for both children and she told him it was not enough. “When he became deputy mayor in June 2011, he gave us R1 400 and I complained and he gave us R1 600,”

she said. Zuma eventually paid R3 000 for both children. At the end of October he paid R5 400 and in December it was “a struggle getting money out of him for the children”, she said. “In January, he told me that there was no money for school transport and that he was in a financial crisis. He told me that R3 000 was too much and he’d only be able to pay school fees.” Zuma paid R8 000 towards school fees and after-care but in February “he didn’t give us a cent so that’s why

I took him to court”. She said after approaching the courts for assistance, Zuma unleashed his lawyers, who sent a letter to her saying: “Our instructions are that there are defamatory statements you are making towards him which are endangering his character and reputation … If you do not refrain fromsuchconductwewillhavenooption but to take serious legal steps …” The mother of Zuma’s children said she was not afraid of him. The couple are expected back in court on April 10.

‘It's not okay for babies to be separated from their mothers. Every baby needs to be with their mother during developmental sta­ ges. Somehow this is pro­ moting teen mothers to have more children be­ cause they will not feel the pain and the stress that goes with raising a child.’

‘I think it's a good idea be­ cause most of the time teen mothers are very young to be able to take care of their children. There are others from disadvan­ taged homes who are forced to drop out from school and seek for employ­ ment in order to raise their children. I think it will moti­ vate them even more to fo­ cus on their studies because they know there is someone waiting to be taken of them after completing their studies.’

HERE is hardly any parking for Msunduzi Tourism Hub visitors. Thehubparkingspaceatthesouth end of the building is marked “reserved” for tenants. At the recent Executive Committee (Exco) council meeting, councillor Judith Lawrence said that branding outside the tourism hub, the lack of public or visitors’ parking and space allocation for a restaurant within the building should be addressed. “Any parking is reserved and it is rumoured that the space allocated for a restaurant is too small. There is nothing that says tourism on the outside of the building. “I don’t know if we have a white elephant in the room as far as the tourism hub is concerned,” she said. Exco member Bill Lambert also raised concerns about the space reserved for the restaurant. “Rumour has it that the space reserved for a restaurant will be used as an executive suite,” said Lambert. Deputy municipal manager for economic development Dr Ray Ngcobo said that currently the tourism hub’s occupancy rate is at 80%. “We would have loved to sit at 100% occupancy. Parking is an issue

not only for the public - it is a problem in general. Tenants and users of the facility have parking bays. “Wedohavestructuralconstraints for the restaurant. We are looking for people who must occupy the space within the structural constraints. We do have someone signed up for a restaurant. The only restaurant not occupied is the one on the top floor,” said Ngcobo. The tourism hub is at the corner of Pietermaritzburg’s busiest street, Langalibalele Street (Longmarket), and Henrietta Street. The building has 22 offices, a restaurant, an underground parking garage and a piazza. The five shops which will be accommodated will face Langalibalele Street. The building reportedly costs more than R25 million due to glitches which previously put construction plans on hold. The hub is expected to boost local tourism. The hub was launched in 2011 at the City Hall and was funded by the KwaZulu-Natal Department of Cooperative Governance and Traditional Affairs (Cogta).

THE Msunduzi Municipality plans to takeovertherunningofPietermaritzburg (Oribi) airport next year. The airport’s contract with Indiza Airport management ends in March 2016. Addressing Executive Committee members, municipal manager Mxolisi Nkosi said they were in the processofappointinganairportmanager to take over the running of the airport in April. Indiza were appointed to manage the airport on a judge’s order. In 2012, newspaper reports indicated that the municipality was criticised for the way it handled a tender to appoint a service provider. Judge Rishi Seegobin set aside a decisiontakenbythemunicipalitynot to award the contract to Indiza Airport Management, accusing the municipality of dishonesty. Judge Seegobin found that the

From feeling hopeless to KZN’s third­best crèche CHELSEA PIETERSE

W

HAT started as a small crèche in the hills of Mpophomeni is now a bright, award-winning pre-school with a passionate principal heading its success. Never Never Land principal Zandile Khoza started the crèche in her parent’s back yard in Mpophomeni, but never thought she would be winning awards for her teaching and for her modest preschool. After failing to complete her year attheFernHillHotelSchoolduetoher severe epilepsy and heart palpitations, Khoza made her way back home to rest and decide what to do with her life. “It was a depressing time. I had no medication to control my epilepsy and heart condition and I could not cope at school so I had to come back home.” After months of sitting at home, Khoza approached her parents and asked to use the back room on their property as a crèche after seeing small children wandering through Mpophomeni during the day.

“I went door-to-door telling the community about my crèche, but not many people were keen. “I didn’t have any training, and I wasn’t really sure what I would be teaching the children, but I knew I would figure it out. “One woman agreed to send her daughter to me and for six months I sat with my one pupil and taught her nursery rhymes, poems and how to colour in.” As her only pupil showed off her new skills to the community, 30 parents approached her to enrol their children over one weekend. As the school grew, the Cedara community approached her and said they had an abandoned RDP house for her to use as a classroom and she immediately accepted. Khoza attended church meetings and asked people to spread the word and soon she received donations of classroom supplies and was able to build a second classroom and an outside toilet. Upon an inspection by a social worker from the Social Development Department, Khoza was told to apply for the Early Child Development awards.

“My crèche came third for the best crèche in KwaZulu-Natal and I was awarded the third-best early child development teacher in KwaZuluNatal in January. “I was just so amazed. For such a humble school from such a poor area to win this award is just wonderful, and I am honoured.” With 54 children - of whom the

parents of only 18 are able to afford the R110 school fees a month - the crèche has very little funding and relies strongly on donations, volunteers and the Department of Social Development. Khoza said the majority of the children who come from “granny-headed households” are HIV positive. She said she cannot stand to see

Four regional rounds will be held in March and May ahead of the final which will take place at Clifton School on Thurs­ day 21 May. They will be held on 19 March at Westville Boys’ High, 5 May at Hilton College, 7 May at Crawford College La Lu­ cia and 12 May at Glenwood High. ELEVEN-YEAR-OLD Nokwanda from SOS Children’s village is hoping to make it big in dance. She achieved first prize in ballroom dancing for two consecutive years. LOCAL female group Avodah will bless gospel fans with praise and worship songs as they release their second CD this Easter. The CD, titled Praise and Worship Experience, is a double disc with 20 tracks and a DVD. Speaking to Echo album producer Thabani Rade­ be said they decided to release the album over Easter season because it is a time when many people want to be closer to God. “This new album is much nicer than our first one as it has many songs. It’s fresh and contemporary and is the first of its kind as we add

a new touch to historically praise and worship songs. “This is a time where almost everybody who is a Christian wants to be closer to God, and the album is aimed at doing just that. Through the album we want people to be blessed and to find some form of direction in life. It is also aimed at inspiring and teach­ ing those in the music industry something about pro­ duction and song writing. NEARLY 500 000 professional drivers are operating on South African roads without proper documentation, prompting a severe warning from the Road Traffic Management Corporation (RTMC), and meaning they have no vehicle insurance. The RTMC says freight and public transport operators (owners) will be held liable for the failure of their drivers to renew their professional driving permits. Information from the corporation indicates that 433 973 expired professional driving permits existed on the National Traffic Information System on December 31, 2014. This is 43.35% of all PrDPs issued. The provinces with the most expired permits are Gauteng (50%), followed by KwaZuluNatal and Northern Cape with 44% and 43%, respectively. Drivers are required to produce a medical fitness certificate and maintain a clean criminal record to obtain a professional driving permit and the chief executive officer of the RTMC, Advocate Makhosini Msibi, warned transport operators that the Road Traffic Act placed a duty on them to exercise proper control of their drivers and ensure compliance with all provisions of the law - including requirements in respect of professional driving permits.

Msibi emphasised: “It is the duty of the operator to ensure that the vehicle and its driver are fit to operate on a public road.” Section 50 of the National Traffic Act imposes a responsibility on traffic authorities to suspendorcancelthelicenceofanyoperatorifthat operator has failed to exercise his or her duties in terms of the Act. To improve compliance and improve safety on the roads the RTMC and other traffic enforcement agencies have stepped up vigilance and will investigate all major crashes to establish the compliance level of operators. This collaboration will be rolled out throughout the year and unannounced inspections will be undertaken on operators’ premises to establish compliance levels. Habitual overloading offenders will be identified and stringent measures taken against those found to be unwilling to comply with the law. Operators are being warned to adhere to roadtrafficregulationsandobeytherulesofthe road. Msibi said: “The national traffic police together with other law enforcement agencies will be increasing their vigilance on the roads throughout the year and offenders will be prosecuted.” - Wheels24.

HE Umgeni Water Marathon, hosted by Collegians Harriers and Howick Athletics clubs around Midmar Dam, again proved to be one of the best local marathons. As expected the race on Sunday attracted a lot of athletes from all over KwaZulu-Natal, the Eastern Cape, Gauteng and Mpumalanga. The heat affected the pace and

times of the athletes but they displayed a lot of fitness and well-organised water tables came in handy. The winner of the 42,2km event was Mlondi Zuma from Elandskop of Maxed Elite in 2:36:07. “It was not easy at all and it was hot out there, but I am just glad that I was able to hang in and managed to win,” said Zuma. In second place was Muzi Madik-
