ITH the equitable share declining in KwaZulu-Natal, two of the province’s major projects will be put on hold for at least two years until the economic situation stabilises. These projects include the construction of a R600 million government office park in the city and a parliamentary precinct worth about R800 million. Speaking at a media briefing prior to the budget speech on Tuesday the general manager of public finance at Provincial Treasury, Tanya Stielau, said increased taxes nationally have impacted negatively on the province’s budget, because for the first time there will be no additional funding from national treasury. She said while a large chunk of the province’s budget will be given to education, it will have to come from the province’s existing funds. HOD of Provincial Treasury Smiso Magagula said with the South African economy growing at a low rate of two percent the province decided to freeze plans for these two projects and focus on paying off debts until the situation becomes better. Hesaid:“Ourbudgetismeasuredbyhowthe economy is performing domestically and nationally. “South Africa incurred debts and it is time that we address our debt portfolio. We have heeded the call from national Finance Minister Nhlanhla Nene to adapt a fiscal consolidation

programme which is a two-year programme whereby we look at cost-cutting measures until the situation becomes better. We are not suffering a depression, but our economy is growing at a lower rate than expected.” Delivering her speech at the provincial legislature MEC for Finance Belinda Scott said while there were significant budget cuts in the 2013/2014financialyear,theyhavehadtotake tough decisions in implementing more cost-cutting measures. Some cost-cutting measures that are to be implemented include: - To cease the strategic cabinet fund of R100 million that is allocated for departments to host events. Departments will have to fund events from their own budgets. - The Royal Household will no longer be a stand-alone entity as it will be incorporated into the office of the Premier. - Posts that have been unfilled for a number of years will be phased out. - No tracksuits, T-shirts and other promotional materials to be handed out at events. - No musicians or performing artists to be used at events as they come at exorbitant fees. - No team-building exercises or year-end Christmas functions unless paid for by the staff themselves. Good news: - Education still gets the largest portion of the provincial budget with an allocation of R46.88 billion in the 2015/16 financial year. - Health gets the second largest portion with R36.874 billion over the 2015/16 financial year.

ONSTABLE Nkululeko Mbanjwa from Loop Street Police Station was released on R1500 bail after he appeared in the magistrate’s court on Monday after allegedly shooting Thulani Mdunge at a traditional ceremony in Willowfontain. The incident took place on Friday afternoon at the traditional ceremony premises. According to Captain Musa Ntombela witnesses heard gun shots being fired from a hand gun and went to investigate. “On arrival, they found the constable holding a gun,” he said. Ntombela said witnesses at the scene said Mdunge and Mbanjwa fought over liquor. The witnesses said Mbanjwa refused to

give Mdunge the liquor and so he started attacking him. They further said that Mdunge attacked Mbanjwawithabeerbottle,hittinghimonthe head. “After that, Mbanjwa allegedly took out a gun and shot at Mdunge,” said Ntombela. The witnesses allegedly then took the gun away from Mbanjwa. “Mdunge was wounded in the head and was taken to hospital. “He is currently in a stable condition in hospital. Mbanjwa will make his second appearance in court on 24 April,” said Ntombela. Some of the witnesses at the scene refused to speak to Echo saying they are scared of being victimised since the matter involve a policeman.

ORTHDALE Hospital is partnering with faith organisations to ease the congestion of patients who fet ch chronic medication from the hospital and neighbouring clinics. Northdale Hospital’s primary health-care manager Sugen Pillay said the hospital currentlysupplieschronicmedicationtomore than 20 000 patients and the hospital and clinics cannot cope with the influx. He said service time at collection points has improved to no longer than 30 minutes per patient. Pillay said the aim is to increase the service points so that they limit the number of patients to only 1 000 per collection point. The hospital currently has six collection points open from 8am to 12pm. The New Birth Ministries at 40 Allendale Drive opens on Mondays, the Ved Dharma Sabha at the Sabha Hall along Bombay Road opens on Tuesdays, the Andhra Sabha in Northdale on Ramlingum Road opens on Wednesdays, the Christian Fellowship, on the corner of Judith Crescent and Olympia Way and the Copesville Mosque, both open on Thursdays and Solid Rock Ministries along Retief Street opens on Fridays. “We are looking at increasing collection points and encourage interested faith-based organisations to contact us,” said Pillay. Northdale Hospital pharmacy manager Matshepo Molefe said: “Due to the decrease in the number of patients at the hospital, nurses now get to spend more time attending to patients.Collectionpointsareonlyforpatients who are well controlled and need repeat medication.” Copesville Muslim Society’s Naeem Hussain said that when the hospital approached them to assist, they were more than willing to help. “We were willing to assist because of elders and the sickly who cannot travel to Northdale Hospital.” Arrangements to fetch medication from collection points should be made at the hospital and clinics he said.

HE National Student Financial Aid (NSFAS) scheme has provided funding of R41,5 billion to more than two million students, but recovered about R338 millioninthelastfinancialyear. With ongoing strikes at various tertiary institutions due to insufficient funding from NSFAS, the scheme says that there is more work to be done, with student debt having accumulated to about R18.6 billion up to last year’s financial year said communication officer at NSFAS, Tshepo Khanye. He said that while the issue of unemployment is on the rise, with a recorded number of more than 322 000 unemployed graduates currently unable to repay the fund, there is a recorded number of about 38 000 graduates who are employed, but who have not made arrangements to repay the fund. “Out of the R18.6 billion that is owed in student debt, we expect to recover about R8 billion because of the rise in the country’s unemployment. There are employed graduates who are paying back the money, but we have a problem because there are more students who owe. We get our funding from various government entities, but we cannot provide

funding to everyone who is needy while there are still more graduates who owe. “We urge those who have not paid to make arrangements so they can create a better future for those behind them.” He said that out of these statistics, there are students whose debts are written off due to death or permanent disability. Speaking to Echo, Wellington Ndlovu, a Bachelor of Social Science graduate, who has been unemployed for the past five years, said the issue of insufficient funding from the fund is cause for concern. “As much as we want to repay the scheme, it is difficult because there are no job opportunities. In the past it was easier for non-deserving students to get financial aid, but it has closed doors for deserving students who are entering tertiary institutions now.” Sbonelo Mdletshe, a Bachelor of Social Science graduate, said: “We often hear the government talking about creating job opportunities for young people, but it is not happening. The unfortunate part is that not all of us can be entrepreneurs. By providing jobs to unemployed graduates, thegovernmentwillbeopeningdoors for financially deserving students to get funding from the scheme.”

Credit Ombud is advising students to pay back study loans as they may cause a negative credit history if they are not paid back.

ACCORDING to an investigation by the credit ombud, it has been confirmed that newly graduated students find themselves being negatively listed with the credit bureau when applying for jobs, credit to purchase cars or, at times, when applying for loans to study further. “Many times, those who have managed to find employment are turned down for credit because they have been listed for not paying back

their student loans,” said credit ombudsman Manie van Schalkwyk. He added that in extreme cases, tracers track the graduates down and they end up unknowingly signing documents which may result in judgments or even have emolument attachment orders being instituted against their new found salaries. “Depending on the loan agreement, students have the obligation to pay for the loan (the capital portion) either upon completion of their studies or once they have graduated. When the student fails to pay as stipulated in their contract with

the credit provider, they will face being listed by the credit provider at the credit bureau, often with a default listing or in extreme cases, with a judgment,” warns Van Schalkwyk. He said that at times, those who manage to find employment risk being handed over for debt collection. When applying for student loans, students must always communicate in writing with the credit providers should their circumstances change. The student must take note of when she or he has tostartpayingforthecapitalamount of the loan,” said Van Schalkwyk.

CHELSEA PIETERSE PIETERMARITZBURG’S Oval Cricket Stadium was transformed into a kaleidoscope of colour on Saturday night when people from around the city celebrated the Holi Colour Festival. Holi is an ancient Hindu festival signifying good triumphing over evil, and is now celebrated all over the world. Families and friends of different races and religions gathered at the stadium to dance, listen to music and throw coloured powder into the air and at each other. Festival organiser Bunny Bhoola said it was a “fabulous, world-class event”. Bhoola added the festival was the first of its kind in Pietermaritzburg and was a step forward in putting KwaZulu-Natal’s capital city “back into focus”.

Sheacknowledgedtheturnoutwaspoor,but attributed this to the festival making its first appearance in Pietermaritzburg. “Although the turnout was not too great, I was so happy to see so many different races at the event. “ItwasasignthatPietermaritzburgisslowly becoming more progressive. “It was indicative of a changing mind-set which I consider to be nation-building.” Bhoola said Pietermaritzburg needed more authentic and innovative events to keep tourists from driving past the city and must focus on how to draw them into its precincts. OCAL businesswoman and community activistGethwanaMahlasewillfinallysee her dream of five years materialising on Saturday when she officially opens Gethwana Guest House, a venue for parties and weddings, and which boasts a restaurant, nursery and conference room at her Mandastone farm near Thornville. Echo reporter spoke to her. From being a professional nurse, a community activist and a businesswoman, Mahlase said that everything happens in God’s own time. The businesswoman from Mafakatini quit her job as a professional nurse in 1995 to focus her energies on community development, after having lost many relatives to HIV. “I wanted to play a role in teaching people about the virus, so I combined the medical expertise I had with HIV courses to help rural communities. I started working with women and based on research, I realised that more women do not have choices when it comes to sexual matters because they were relying on their husbands for financial support. “I later worked with men, particularly soccer players, where I was preaching to them about the importance of safe sex. In 2007 I decided to venture into farming, and from the first time I bought the farm, I knew it would host functionsbecauseofitsbeautiful view.” Mahlasesaidshestarted by hosting women’s prayer groups and eventually used it to counsel married couples and also conducted reconciliation processes between families. Prompted by the inconvenience that normally hap-

pens during weddings where guests have to starve while waiting for the bride and groom to take photos at a different venue, Mahlase dreamt of starting a one-stop-shop for couples. “I wanted to start something that would assist couples in planning weddings without having to run around in different areas. I also saw that there is a huge demand for wedding venues, with most places being fully booked. I love gardening and I knew that by having a plant nursery, it would attract guests. I will be working in partnership with people who will assist couples with their wedding gowns, cakes, chefs, décor and wedding cake. Other than being about me, it is also about encouraging partnerships in businesses since I will seek assistance from others.” She said that her wish is that her venue caters for different budgets. She has created job opportunities for eight people who will be working in the garden and guest house. Her long-term goal is to have a boutique with an in-house make-up artist, and also a chapel. Advising aspiring businesswomen she said: “There is nothing as painful as dying having not achieved your goals. There is also nothing as bad as living with guilt and regret. If you want something, leave out the fear and listen to your inner voice. Take risks, and sometimes it doesn’t take a lot of money to follow your vision. Everything happens in God’s own time so don’t be discouraged if it doesn’t work out the first time.” Mahlase attributes her success to God and through interacting with women from all spheres.

THE Tembaletu Trust will implement an eightweek work experience and mentoring programme in April. The programme is aimed at unemployed graduates and offers them the opportunity of acquiring the necessary skills needed for the working world. Graduates will undergo a week-long induction and orientation session with the Tembaletu Trust before being placed on a sixweek block of workplace experiential learning within a business environment. During this time graduates will be mentored by both Tembaletu Trust and their host business. Throughout the programme, graduates

will be encouraged and supported in their efforts to secure an employment opportunity. To conclude the programme, the graduates will spend a final week with Tembaletu Trust, where they will be assisted in fine-tuning their strategies for entering the world of work. The programme will be coordinated by Tembaletu Trust who will forge networks with the public and private sectors of business, as well as the not for profit sector across KwaZuluNatal, for the placement of participants. Minimum requirements for graduates to be considered for the programme include a completed undergraduate degree or higher diploma, commitment to the eight week period and computer literacy. Municipality tightens firearm regulations NQOBILE MTOLO

>>news@myecho.co.za WITH 15 Msunduzi municipal firearms not recovered, a special induction workshop is to take place where all municipal firearm-bearing law enforcement officers will receive a refresher course on new procedures to be adopted. The law enforcement officers will also be introduced to the new issuing register to be implemented. This induction programme will help the municipality to stop spending money on lost or stolen firearms and is expected to reduce the risk to municipal officers not in possession of firearms in a critical situation. The police are still investigating the circumstances surrounding the 15 stolen firearms. A recent report from the community services business unit statesthatthemunicipalityhadno proper firearm rule and that

paved way for the misuse, theft and loss of firearms increasing crime in communities. Municipal manager Mxolisi Nkosi told the Executive Committee that a circular will be sent to all employees, alerting them of the rules regarding the discharge of firearms. The circular states that the employees with council firearms are responsible for immediately reporting stolen or lost firearms to the police. The replacement of ammunition will only be done if shooting reports are accompanied with reports or statements of members involved in a shooting incident. Any law enforcement officer onleaveforaperiodoftwoormore cycles must book their firearms in for safekeeping. “We are not suggesting that peopleshouldcometotheCityHall with firearms, are we? We saw that in Parliament,” said DA caucus leader Bill Lambert. Nkosi said people are not being trained to wander around the City Hall with firearms. He said that in terms of the Firearms Control Act, the induction workshop will only be limited to security officers and traffic officers who are armed. He said that should anything deviate from the Act, the municipality can be sued and the offender can be jailed. “Ordinary citizens are not allowed to bring their firearms inside the City Hall, except law enforcement officers,” said Nkosi. He said that council will reinstate an old rule that City Hall visitors who have a firearm must leave it in a safe at the City Hall and fetch it upon departure.

Her eyes were missing and her throat had been cut,” said an emotional Thabisile Zuma. Thabisile said when her daughter was found with her eyes missing, she immediately suspected her daughter was killed for muthi. Thedevastatedmotheroffoursaid her daughter and two friends had left home to sell second-hand clothing around Mpophomeni in early May. The day she disappeared Nompilo’s friends told Thabisile that her daughter had been approached by a man who asked to walk home with her, and that was the last time she had been seen. Thabisile has made the trip from herhomeinDargletotheMpophomeni police station every month since her daughter’s body was found to ask if there had been any progress in the case. She said she finally decided to speak out about her daughter’s death after The Witness reported last month that two hands, suspected to be those of an infant and a young child, had been found floating in the Umgeni River in Mpophomeni, along with bark and herbs traditionally used for muthi. Police spokesperson Major Thulani Zwane said a case of murder was opened at Mpophomeni after Nompilo’s body was found. but said only one of her eyes were missing. “No arrests have been made. The motive for the killing is unknown,” he said. Khanyisani Khumalo (6) went missing in mid-December in Vryheid last year and was found later that month, decapitated and with his intestines missing. Last July, the remains of Lungisani Ntuli (4) were found in a church in Pongola. Bongani Zulu, a practising inyanga of five years, said the practice of people being killed for muthi is more common than people realise. He said the act of using body parts for muthi was witchcraft and black

University of KwaZulu-Natal criminologist Professor Robert Peacock said witch doctors often require parts from children as they were considered the most “pure”. “A human head will fetch around R1 000 on the muthi market. All of people’s energy is focused on the witch doctor, but as long as there is a buyer, there will be a demand,” said Peacock. People in the Mpophomeni community and surrounding areas said they have heard that taxi bosses use bodypartsasmedicineforprotection. A senior Umngeni official, who would not be named, said he knew two men who had left the taxi business “because of the muthi”. However, Santaco KZN chairperson Boy Zondi said he had never heard of taxi bosses using body parts for medicine, saying they were “just rumours” and people were “lying”.

HEN she chose drama in high school as a way to escape, little did Pietermaritzburg’s Thuso Mbedu know she would one day make a career out of it. Echo reporter spoke to Mbedu recently joined the e.tv soapie Scandal after her role in Saints and Sinners. Born to the late Sibongile Mbedu, the 23-year-old from Pelham completed her matric at Pietermaritzburg Girls’ High and holds an honours degree in dramatic arts from Wits University. She did her first shoot on Scandal in November. She plays the role of Kitso, a junior journalist who is on probation willing to do anything to prove herself. Mbedu attributes her success to her biggest cheerleader, her late grandmother Thokozile Zulu, who died two days before her first appearance on Saints and Sinners. She had to go through three auditions before landing her first role. “Growing up I was good at mathematics and physical science and I wanted to do dermatology. I was also conditioned to think that I would be more suitable in medicine. When I was in Grade 10, “I took drama as a relaxation subject and we were encouraged to do plays. I directed my own plays and realised that acting was what I wanted to do, rather than being stuck behind a desk.” Mbedu says that this is just the beginning of her journey and hopes to learn as much as she can. “One thing I have realised is that in this industry, one can never stop learning in order to be recognised. I did not get where I am through luck. I worked hard and put in a lot of effort. I’m also

grateful for the support I have received from my family and the KZN community. I appreciate it a lot,” she said. Advising other young aspiring actors, she said: “While talent is important, you must study for it. I have realised that there is value inhavingsometraining,aspeople will respect you for it. They will know you never took chances, that you are there because you deserve to be. Lastly, pray and work hard.” Mbedu hopes to do a lot more work as she is busy with a few projects behind the scenes and is also focusing on script-writing.

Reflecting on democracy FROM 16 to 20 March, St Anne’s College will showcase its production, Love, Crime and Johannesburg by the Junction Avenue Theatre Company, at 7.30pm at The Theatre. The play is regarded as highly relevant and topical investigation of South Africa’s democracy. Created through workshopping at the Market Theatre in 1999, the cast worked with the real stories of three high profile South Africans the people’s poet Mzwakhe Mbuli, who was arrested in 1997 and accused of robbing a bank, a controversial soldier of the struggle and death row prisoner Robert McBride and Colin Chauke, who was a former Umkhonto We Sizwe commander. Chauke was arrested and accusedofmastermindingbankheists that were plaguing Johannesburg. Speculation was that members of MK, the former guerrilla army of the struggle, were now putting their skills to work robbing banks and organising crime. Chauke, a high profile prisoner, managed to escape a high security prison and while on the run, lived a glamorous lifestyle partying with cabinet ministers and

THE death of South African rapper Nkululeko “Flabba” Habedi has hit musician Nkanyezi Cele hard. Cele is currently preparing for his tour that will be taking place after the release of his album in three weeks time. The Sobantu singer features Habedi in a song called Mr Pocket from his 12-track album titled Dig Deep. “The song is about a guy who excels when playing drums and Habedi is featured as a rapper on it.” Speaking to Echo Cele said that it was his dream that the two tour together, as Habedi raps on the number two track on his album. “It’s a pity that what we were planning as friends and as musicians is no longer going to happen. His death came as a shock and for me it happened at a time when I was sure about my dreams and goals. It was a great experienceworkingwithhim.Hewas a very talented person and as a musician I learnt a lot from him. “His creativity was the outstandingfactorinhispersonality.Iam saddened by his passing. We were about to start a journey together,” said Cele. TherelationshipbetweenCeleand Habedi started four years ago when Celewassearchingforarappertofeature in his song. “We met through Native Rhythms’ Sipho Sithole and that was four years ago. Since then we grew closer working together. We phoned each other and he would joke about things. I was shocked to hear the allegations that his girlfriend is involved in his murder. He loved his family and that is what he always talked about.” The Skwatta Kamp member died on Monday morning after an alleged stabbing in his room. He has won several awards with Skwatta Kamp and for his solo projects, including Best Rap Album at the 2007 Sama awardsforhisalbumNkulivsFlabba.

The sanctuary is an educational facility that houses multiple non­releasa­ ble rehab birds such as eagles, owls, falcons, vultures and the Egyptian Vul­ ture that is extinct in the South African wilds. The girls observed a group of vultures they described as ‘moving around violently in their enclosure all in the name of food’. The guide explained that some cultures believe that if you eat a vulture's brain, you are able to predict the future, which has led to a decline in vulture numbers. Rhino poaching has also had a knock­on effect because of the use of poison and vultures feeding off the infected carcasses. The girls were given the opportunity to feed a Marabou Stork and enjoy a bird show featuring many of the centre’s birds of prey. PHOTO: SUPPLIED

Any football match between these three clubs reflects the standards and quality of South African football. The Soweto derby last week reflected everything thatisgoodorbadaboutSouthAfricanfootball.Sta­ tisticsdonotliei.e.thenumbersshowthetruequality of our technical play. The number of balls lost without any time, opponent and space pressure is embarrassing. The view that other football clubs have improved in this country is nonsense in my view. These three clubs have access to the best talent in thecountry.Everygiftedfootballerinthiscountryhas ambitions to play for one of these clubs. They also have the finances to acquire the best talent in South Africa. How a striker for a team in the relegation zone finds himself in the senior national teambecomesmind­boggling.Aplayerinthesecond tier playing for a team that is battling at that level cannot push into the senior national team. Bayern Munich and Dortmund serve as a barometer of German football. The same thing can be said about Barcelona and Real Madrid in Spain. In fact, even in South Africa, where teams like Orlando Pirates are doing well, the chances of the national team dominating on this continent improves. The case in point is 1995 success of Orlando Pirates which led to the 1996 Bafana Bafana success. The bottom line is that players are developed at club lev­ el. South Africans need to learn that football needs all available human resources. Currently, we hold a naive view that those who do not agree with us are enemies. We have leadership that focuses more on playing the man rather than the ball. It is impossible tobuildsomethingsubstantialwithyourfriendsonly. Wedonotneedtolikeeachothertoservethisnation.
