Trends in port development have been evolving since the introduction of the standardised container in 1956 when port and terminal operators began to understand the benefits of engineering solutions to improve efficiencies within the supply chains. In addition, as ports became more competitive in their bid to attract trade, investment trends necessarily favoured the adoption of strategies and equipment that would make ports as attractive as possible to shipping lines. A significant portion of maritimerelated procurement on the continent is undertaken by African port authorities and terminal operators. Vessel acquisitions, port infrastructure, maintenance, training and port development form the backbone of their spend, but there is also a need for consultants as well as transaction advisors. Analysing the tender alerts published weekly by Maritime Review over 2019 and 2020, provides us with a picture of trends in port procurement over the last two years.

On the Frontline

As the pandemic continues to impact world trade with many countries experiencing second waves of infection, ports have remained on the frontline to ensure critical imports and exports including medical supplies, food, raw materials as well as manufactured good are delivered to all parts of the globe. These are essential for addressing people’s basic needs, preserving jobs, maintaining international trade and sustaining the global economy. UNCTAD urged governments to facilitate the movement of not only relief goods, but goods in general to minimise the negative impacts of the COVID-19 outbreak.

Ports were faced with managing outbreaks amongst their workers with the understanding that if a critical mass of workers became sick, they would face closure at worst or significantly decreased efficiencies at best. Many ports have been affected and, according to UNCTAD in hard-hit regions such as Europe, goods in transit became held up. In a statement in March, UNCTAD warned that “all available technological trade and transport facilitation solutions should be used to reduce the burden posed by COVID-19 on maritime and cross-border trade”.

Ports across the world have risen to the challenge and UNCTAD, together with the United Nations Development Account, have engaged in the development of a Train-For-Trade training and capacity building package called “Building Port Resilience Against Pandemics” (BPR) to be made available to port communities around the world. The structure of this BPR course was defined during eBrainstorming sessions in May and June 2020 with port experts from the Dominican Republic, Ghana, Nigeria, Malaysia, Indonesia, Ireland, Spain, Brazil, Greece and the IAPH Secretariat. While it may be a cliché to say it’s been a tough year – it is certainly the truth. No single company has not been impacted in some way. From us at Maritime Review we wish all well as we cross over into 2021. The crisis is not over and the industry will necessarily maintain its position at the frontline of response to keep essential trade moving that continues to save lives and livelihoods.

FIRST BEEF EXPORTS

The first beef exports from Namibia to the United States of America went through the Port of Walvis Bay. This makes Namibia the first eligible African country to receive necessary qualifications. Meatco sent 860 tonnes with the aim to increase this to 5,700 tonnes per annum.

MANGANESE SHIPMENTS

The staff of the Port of Cabinda participated in a 15-day virtual course on port law including the concessioning regime, port legal framework and ships’ legal status. The course was run in partnership with Enap.

The import of manganese through the Port of Luderitz has increased from 30,000 tonnes a month to 60,000 tonnes a month. This increase will double the annual throughput from this commodity to 720,000 tonnes.

Similarly, ports have needed to adapt to the advancement of commercial shipping as well as the size of vessels undertaking international trade.

oday trends in port development are being shaped by more than the need for efficiencies and competitive advantage, but also by demo-

graphical, technological, and sustainability drivers. According to Deloitte Global Port Advisory released in 2020, ports around the world are changing and these drivers are critical components

that will dictate how a port authority, port operator or policy developer should react to changes that will affect the maritime sector. “Although the exact future of the global ports and shipping industry is still uncertain, it is important for the industry’s stakeholders to consider these trends and to prepare with appropriate policies and strategies,� they write. Apart from the three drivers mentioned above, the report identified eight individual trends as well as three broader trends that will jointly influence the outlook of the port industry in 2030.

Deloitte highlights the growing constraints of land use where synergies need to be found between ports and adjacent cities. “The space scarcity at times requires ports to move their activities from their historical centre location towards locations further outside the city. In addition, due to technological developments (containerisation) certain traditional, smaller terminals often located near or even in the city (centre) have lost their value as a traditional port terminal. Both developments result in an opportunity to develop the land with historically maritime land use to a more mixed type of land use. “It is expected that waterfront redevelopment will increasingly be used to create ecosystems that combine social and economic aspects, which will create regional added value and employment, benefiting both city and port.”

The report notes that, as states continue to protect their markets, they will relocate the supply-side insider their borders. “This would result in reshoring and nearshoring of industries, increasing the demand for raw materials, and similar to the “search for low-cost production” trend affecting ship sizes and sailing frequencies. Protectionism will therefore affect global trade, as well as the goods traded. “If states increase the required administration, tariffs and other requirements of goods, ports will have to deal with an increased complex situation, and delivery time and costs are expected to increase. To prepare for this situation, ports will need to make investments, and develop plans how they well facilitate this new situation.”

Highlighting the impact of a growing middle class in Asia and the search for cheaper labour, Deloitte predicts that different trade routes will emerge. “Production processes in general are expected to be less labor intensive and more technological driven (for example 3D printing). This could result in more local production of goods and change in products towards more semi-fabricates that will be finalised on (or near) the place of destination. “Criteria such as efficiency, speed to market, visibility and control, gain in importance. Therefore, supply chains are expected to become shorter, affecting the current trade routes. “Asian ports are becoming increasingly important for both the import and export of products. European ports are expected to react by strengthening their clusters, e.g. by improving their digital supply chains.”

As global temperature increases due to greenhouse gas emissions, ports will face more environmental pressures. A global transition to a cleaner and greener maritime sector is underway. Multiple fossil fuel terminals, both inland and in ports are seeking funding and strategies for green projects like HVO plants, hydrogen and ammonia conversions, waste to chemicals and others.”

Highlighting the emergence of new trade routes, Deloittes notes that the development of new ports will become more likely and that regions located directly on these routes will experience the biggest gains. “ITF transport expects that by using the Northern Sea Route for maritime freight between Northern Europe and Asia could reduce voyage distances relative to routing through the Suez Canal by 37% for Japan, 31% for South Korea, 23% for China and 17% for Taiwan. This would result in less traffic through the Cape of Good Hope route. “Baltic and Russian ports are expecting a growth in traffic and are therefore investing in additional capacity in the region. “New resources will lead to new business opportunities and therefore to additional trade.”

Namport New CEO Appointment Having served on the Board of the Nambian Ports Authority (Namport) for nine years, the newly appointed Chief Executive Officer officially took up position at the beginning of November and brings extensive corporate and leadership experience to the seat.

ndrew Kanime has been appointed for a five-year term and holds a Master’s in Business Administration (MBA), an Honours degree in Accounting and Finance as well as three undergraduate qualifications in the fields of Business Management, Human Resources and Public Administration. His broad set of experience has been gathered over the years in the banking, telecommunications, broadcasting, energy, transport and logistics sectors, places him in a very strong stead to steer the Namport ship over the coming years. Kanime moves from the FirstRand Namibia Group where he was appointed as the Chief Human Capital Officer. He has operated at Executive Manage-

ment level over the past 17 years and also held several senior management positions and directorship, which inter alia, include being the Acting Director General at the Namibian Broadcasting Corporation. He presently serves as a non-Executive Director for NamPower and just retired from the NBC Board. Kanime takes over from Kavin Harry, who has been acting in the position of CEO from 1 May 2019. Harry took on the role with determination and demonstrated exemplary leadership in the face of some of the most exciting developments and challenges in the recent history of Namport. Harry will reassume his substantive role of Executive Finance from 1 November 2020.

Port of Cabinda creates autonomous ethics committee

n an effort improve corporate governance, the Port of Cabinda has created an ethics committee that will collaborate with the public ministry to improve Angola’s image at an international level. The team is chaired by university professor Flaviano Capita, with Marcos Mossungo as vice president, while Elvira Capita is secretary. Additional members of the committee include Jorge Lando Jeck and Elisangela Paciência. During the ceremony, the Chairman of the Board of Directors of the Port of Cabinda said that the signing of the term of commitment by the committee demonstrates the firm will of the company to improve corporate governance. In his first speech, the chairman of the ethics committee of Porto de Cabinda, Flaviano Capita, emphasised the need to consolidate and maintain the seeds of good governance in the largest public company based in Cabinda.

Achieving record ship movements Marine Pilot Ziggy (Siegfried) Duwe in the Port of Ngqura has achieved 4,000 ship movement over the last 12 years of working in Algoa Bay. “I guess the sea is in my veins. I really enjoy piloting – I am grateful for good health and a measure of fitness,” says the 62-year-old pilot. “You need this, especially if the ship’s elevator is not working you have to climb the equivalent of 13 stories on some ships!” “I regard this achievement as significant as we don’t have the high volumes of the ports of Durban and Cape Town in the Nelson Mandela Bay ports. My best practice experience has also contributed meaningfully to the young Port of Ngqura, which opened for operations partially in 2009 and fully in 2012. As the port is susceptible to prevailing winds, my seafaring and surveyor experience was used to develop Standard Operating Procedures to

address some of these problems.” Duwe believes that the strengths of his type D personality according to the DISC analysis - being a driver and not easily side-lined - stand him in good stead as a Marine Pilot. “I am a team player who is clear about my plan. The bridge team, tugs, pilot boat and berthing crew all work together to accomplish each job. I enjoy working towards excellence, where I have control.” Elaborating on challenges he faced since 2008 as he moved 10 percent of the vessels in the Port of Port Elizabeth and 90 percent of those in the Port of Ngqura, Duwe notes that each vessel movement is unique to ship and prevailing weather conditions. “Sometimes there are issues with tugs, such as a line parting. Ngqura is 5°C colder than Port Elizabeth in winter – add rain and an open bridge wing, which dampens piloting. I have moved a number of oil rigs without propulsion early

ith no initial plans to pursue a maritime-related career, Ellen Moletsane responded to and was awarded a Transnet bursary advert when she was 20 to study at the then Cape Technikon. “I was 20 and had just done computer studies. I really didn’t know much about the maritime industry or what I would be getting myself into, but I saw it as an amazing opportunity and applied,” she said. “After the theoretical training I went to do my sea time training with Safmarine for a year. I then completed tug master training and worked as a tug master for five years,” she said. Her next goal was to undertake the piloting programme. “Every year tug masters are nominated for the piloting programme, but I always turned down the opportunity. My friend and I decided to do it and the rest is history,” she said. After 12 months of classroom theory and on-the-job training, Moletsane obtained her 15000 GRT license. She continued with the training in order to achieve her Open Pilot License. As a

female in the industry, Moletsane has had her fair share of trials. “It is very challenging to be the only woman on a ship full of men every day, but you find yourself and the person you can be through difficult experiences,” she said. “I run my own race. I don’t have to be fast; I just have to keep going.” She says the language barrier can be a challenge with foreign crew. “Sometimes you might tell them to do “a” and they start doing “b” and there’s a lot of sign language going on. It’s very important to get the handover from the captain and all radio communications are recorded so there’s back-up. Some captains, though, are very friendly and good communicators.” Highlights, she said, would be the unpredictable nature of the job, and the satisfaction of doing something well. Her advice to youngsters is “find your passion, set goals and commit to them”. “The most important thing is to find a career that will give you a reason to wake up in the morning, regardless of the industry or job title you choose. Take risks, don’t be afraid to say yes. You don’t know where you might end up,” says Moletsane.

We eventually had to tow the vessel to East London. I have also had to manoeuvre a number of ‘dead ships’ with engine problems into the harbour.” “Some vessels don’t have English speaking officers and some don’t follow pilot’s instructions – if unchecked this can negatively impact a movement,” he adds. In a nutshell, his responsibility is to navigate ships safely in and out of the port. He is the master of the harbour tug when it travels to East London and back for dry docking. Ziggy also mentors understudy pilots. A typical day for Duwe starts by touching base with Port Control to determine shipping movements before handling emails and correspondence. Raised in Vereeniging and Middelburg (Mpumalanga) Ziggy obtained a Class I (Master Certificate of Competency) and a Diploma in Theology. After Matric, he joined Safmarine as a deck cadet, working and studying intermittently. He answered a call to ministry in The Salvation Army and was later a Pastor for the Bikers Church in PE too. In 2005 he worked as a marine surveyor to supplement his income and in 2007 he joined the Port of PE as a tug master trainee. He completed his open license in 2009 – the year that shipping commenced in the Port of Ngqura. He worked for both ports until the Port of Ngqura received its own tugs.

Celebrating the Class 1999 and transformation in the port sector Marking 20 years of maritime transformation this year, Transnet National Ports Authority (TNPA), paid tribute to the Class of 1999 during heritage month this year.

welve black candidates, now known as the “Class of 1999,” embarked on the inaugural training programme in Rotterdam that would deliver the marine pilots, port control and aids to navigation specialists, as well as the harbour masters of the future. Today, after years of ongoing training, development, hard work and dedication, many of that first group from the Class of 1999 have progressed to senior leadership positions in the South African port system. TNPA has also taken a lead globally with women ascending to leadership positions, as Port Managers, Harbour Masters, Deputy Harbour Masters and across all areas of the business. TNPA Acting Chief Operating Officer, Captain Rufus Lekala, said, “As we look back on 20 years with TNPA as an operating division of Transnet, it is with great pride that we reflect on our achievements to transform our maritime resources. TNPA has replaced and built new infrastructure, replaced and grown its fleet and developed its mariners and personnel to ensure we’re able to handle new generation vessels and to compete effectively in an increasingly competitive global market.” TNPA’s transformation efforts were led by Commander Tsietsi Mokhele, who had returned to South Africa to head up the naval integration stream tasked with

the transformation and repositioning of the South African navy as part of the Convention for a Democratic South Africa (CODESA) process. He was subsequently appointed as Transformation Manager at Transnet in 1999, with the mandate of positioning the country’s maritime sector as part of the global maritime space. Commander Mokhele’s initiatives to reposition Transnet’s waterside business for commercial success included development of a talent pool for the future through a fast-tracked marine pilot training programme designed to address the skills shortage in South Africa, which was also a massive problem worldwide. Twelve candidates, now known as the “Class of 1999,” embarked on the inaugural training programme in Rotterdam that would deliver the marine pilots, port control and aids to navigation specialists, as well as the harbour masters of the future. “Despite initial resistance from an industry reluctant to change, TNPA has been steadfast in its efforts to foster transformation,” he said. “We are thankful to count among our maritime leadership many men and women who were the first of their kind and have worked tirelessly, often against the tide, to prepare our ports for a sustainable future,” said Captain Lekala. Committed to gender equality

To combat the lack of female representation in its own maritime environment, TNPA implemented a deliberate marine transformation strategy spearheaded by the Chief Harbour Master, Captain Rufus Lekala, who is currently serving as Acting Chief Operating Officer. “Today we have many women tug masters, marine pilots and harbour masters within our port system and women can also be found in technical, engineering and operational roles that were previously the domain of men only,” says Captain Lekala. TNPA Acting General Manager: Human Resources, Nandi Tyamzashe, added: “TNPA has taken a number of steps to develop women in the industry through a combination of employment processes and initiatives such as the development of female maritime students at TNPA adopted schools, as well as a drive to ensure that the intake of trainees and bursary recipients for marine and engineering programmes includes women,” she notes. At present, women make up 39.4% of mission critical jobs within TNPA’s port system. Their roles range from port managers, harbour masters and deputy harbour masters, to chief marine engineers and marine engineers, marine pilots, dredge masters, coxswains, tug masters, aviation technicians and helicopter pilots. Of the eight commercial ports managed by TNPA, three have female port managers. Four of TNPA’s harbour masters are women (50 percent) as are six of the eight deputy harbour masters (75 percent). The Marine Cadet programme that commenced in 2009, currently has 69 female cadets out of a total of 164 trainees (42 percent). Of eight Marine Operations Managers, four are women (50 percent), of 83 Tug Masters, 26 are women (31 percent) and of 88 marine pilots, 32 are women (36 percent). “Our goal isn’t simply to make the odd space for women across our business. We want to ensure that representation and skills are increased at all levels and that an equal amount of mission critical positions is created for women and girls to thrive,” adds Tyamzashe.
