Buckinghamshire Healthcare Projects Limited (BHPL) is the wholly owned subsidiary of Buckinghamshire Healthcare NHS Trust and is also a Social Enterprise.

We were set up in 2018 to create social value through an enterprise that delivers financial returns that can be reinvested in NHS services. We are a profitable company, and we have ambitious plans to develop our business with services that support our customer base.

Buckinghamshire Private Healthcare (BPHC) is the operating subsidiary that provides certain non-NHS patient services for the Trust.

The Medical Advisory Committee (MAC) provides the formal organisational structure through which the views of clinical staff and independent advice will be formulated and communicated towards the effective running of the organisation’s services.

Role and Scope

To consider and advise Buckinghamshire Private Healthcare on clinical matters to promote the highest standards of professional practice. The Medical Advisory Committee is one of the Standing Committees of BPHC.

Inform and advise the Private Patient  Management team on:

(i) medical policy and matters affecting patient care and organisational operational activities

(ii) medical workforce issues other than credentialing matters and medical requirements of the organisation

(iii) efficient and equitable use of resources; and

(iv) other matters referred to it by the Private Patient Manager.

Actively encourage and advance quality improvement and other activities aimed at better patient care and better use of resources.

Consider medical/patient care issues raised by Medical Practitioners or the organisation and monitor Medical Practitioners performance.

The composition of a Medical Advisory Committee should reflect the main clinical services provided by organisation at any point in time. After each meeting of the Medical Advisory Committee, the minutes and recommendations will be forwarded to the organisations Medical Practitioners. The organisation should ensure adequate information is provided to Medical Advisory Committees to enable them to function and take account of the advice when making decisions.

The Medical Advisory Committee will report annually on its activities to the Directors and the Medical Practitioners at the organisation. The Committee’s report may include an assessment of its contribution to the effective operation.

Provide advice, guidance and/or endorsement to other Organisation committees as requested, as well as external partners in healthcare with regards to clinical care standards; patient safety; quality improvement; audit and KPIs. The Private Patient Manager may request a report on particular matters as required.

Medical Advisory Committee members shall exercise due diligence when providing advice and to consult with appropriate experts when dealing with matters related to their own expertise or the expertise recognised within their nominating organisation.

Chairperson of the Medical Advisory Committee

The Chairperson of the Medical Advisory Committee will:

check Liaise between management and Medical Practitioners to ensure each is informed on significant issues

check Serve at the invitation of the organisation as the medical representative on the Governance Committee. Including participation in relevant management meetings as required

check In conjunction with the Private Patient Manager review the adequacy of the service provision at the organisation in particular, endeavour to reconcile the organisations requirements having regard to relevant factors including, but not limited to the availability of Medical Practitioners and occupational health and safety considerations

check At the invitation of the Private Patient Manager attend as an ex-officio member of the executive committee of the organisation.

check A deputy Chairperson will be nominated and this representative will come from a different medical discipline to that which is represented by the Chairperson.

Elections

Elections for the Medical Advisory Committee will generally be held in June of each year. Elections to fill casual vacancies will be held at such time as the Medical Advisory Committee may determine. Nominations for election to a Medical Advisory Committee must be in writing.

Election of Chairperson and Voting

The Chairperson  of the Medical Advisory Committee will be appointed in the first instance and subsequently elected by the elected members of the Medical Advisory Committee for a one-year term and will be eligible for re-election.

The Chairperson will have a deliberative as well as a casting vote.

The Chairperson of the Medical Advisory Committee must be a registered Medical Practitioner.

Membership

The Medical Advisory Committee will generally comprise of:

• A minimum of 4 elected members

• At least one representative from each medical speciality undertaking clinical activity with the organisation

• Representation from Anaesthesiology, Radiology, Allied Health Services and wherever possible Primary Care Services or General Practise

• The Director of Private Care

• The Quality, Risk and Governance Lead

• Director of Nursing or equivalents appointed by Buckinghamshire Healthcare NHS Trust

• Members co-opted by the Medical Advisory Committee from Medical Practitioners at Health Care Facilities not otherwise represented on the Medical Advisory Committee or which are, in the opinion of the Medial Advisory Committee, inadequately represented. This may include, where appropriate, Mental Health, Community Health

• Anyone co-opted by the Medical Advisory Committee to provide specialist advice, as required.

Frequency of Meetings

The committee should meet quarterly and conduct one annual general meeting.
