During 2014, sea-bound throughput among companies in the Zeeland port areas of Vlissingen and Terneuzen increased by 6.3% to over 35 million tonnes. Zeeland Seaports Commercial Director Dick Gilhuis called it an excellent result compared to the two previous years and to most other ports in the Hamburg-Le Havre range.

Growth in every quarter

After two years of stagnation, the increase in the volume of cargo handled by the companies in the Zeeland port is clearly visible. Growth was noticeable in every quarter. The largest goods flow in the port, liquid bulk, was up by 13%. This rise was largely due to a substantial increase in tank storage capacity and the continuing growth in ship-to-ship handling.

Henk Danielse, Deputy Habourmaster with Zeeland Seaports, explains more about the growth in ship-to-ship transfers on page 30. There was a 5% increase in dry bulk throughput, the second largest flow in the port in terms of scale. This growth is thanks to a marked increase in the handling of solid fuels and ores. Container and RoRo throughput were 13% and 4% up respectively.

Positive outlook

Despite the continuing difficult macro-economic situation and geopolitical uncertainties, Zeeland Seaports expects to see slight growth in throughput among the companies operating in its port area in 2015 too.

The arrival of a number of interesting new players and cargo flows in the port will also contribute towards this.

Why we will never run out of energy Welcome When European policy makers and industrial bosses get together at events like EWEA Offshore, tomorrow’s energy markets are on everyone’s minds. I can’t predict the future energy supply mix, but here on the Dutch North Sea decades of experience have proven one simple truth: The challenges facing the fabrication and logistics supply chain – whether offshore wind, hydrocarbons, solid fuels or bioenergy – will only become more complex and more challenging.

Zeeland’s maritime businesses will be out in force at EWEA Offshore 2015 in Copenhagen. Offshore wind is one of the energy markets driving many businesses in the ports of Vlissingen and Terneuzen.

So far, more than 25 European wind farm projects have made the Zeeland port area their base for construction logistics. Yet despite a wealth of experienced companies and facilities in Zeeland, the industry’s ever developing demands require tireless innovation and investments.

Yet, even as we show leadership in offshore wind, our ports are also key to overcoming major technical and cost-efficiency challenges in oil and gas markets. Nobody passing through Vlissingen recently will have missed the giant Gina Krog jacket under construction for Norway’s Statoil, the world’s third largest net seller of crude oil.

And at the other end of the stream, Statoil has a long-term contract at the state-of-theart Oiltanking storage terminal in Terneuzen.

At EWEA Offshore I’m sure we’ll hear about global energy demand and the challenges of

developing renewables markets. Whatever tomorrow’s energy supply mix looks like and the challenges it brings, I know that markets will continue to rely on Zeeland’s port businesses. When it comes to hard work, innovation and dedication, Zeeland will never run out of energy.

Special design for Terneuzen boatmen vessels Montis 5 is the first of two new customised vessels for Multraship Towage & Salvage’s line handling and boatmen service companies in Terneuzen. Verenigde Bootlieden B.V. and Montis Mooring & Boatservice B.V. use the highly manoeuvrable vessels to support safe and effective port operations.

In December Dutch shipyard Damen Maaskant Shipyards Stellendam delivered the first Stan Launch 804s, Montis 5, and the second vessel, VB 2, was delivered in early February after 16 weeks under construction.

“We had some very specific demands for these vessels,” says Pepijn Nuijten from Multraship Towage & Salvage. “We wanted manoeuvrability and flexibility for working in confined spaces, but with the extra power to work as a tug with pusher bow.”

The company customised the proven 8.62-metre Damen Stan Launch 804 design – increasing the standard bollard pull from 1.4 tonnes to 3.2 tonnes, adding an 11 kW bow thruster, a ø900 mm nozzle propeller and more than doubling the installed power to 182 kW. Additional client specifications include limiting the air draught to a maximum of 2.75 metres so that the vessels can escape under open pier structures if necessary. The mast can be quickly folded to further reduce air draught. The vessels have been customised to handle the size and weight of mooring lines on large seagoing ships and are fitted with Mampaey quick release towing hooks. A capstan with a pull force of 750 kg has been installed to help the crew with heavy mooring ropes, etc. With an anti-slip wooden deck, the Stan Launches can also safely transport cargo up to 450 kg.

The new, larger lock at the port of Terneuzen – roughly the size of the new locks on the Panama Canal – will improve accessibility to the port of Ghent on the 32-kilometre Terneuzen to Ghent channel, promoting increased inland shipping between the Netherlands, Belgium and France. Additionally, the smooth passage of maritime traffic will provide an economic impulse to the region. The first ship is expected to enter the new lock in 2021.

Survey ships are already scanning and probing the seabed to determine soil conditions off the coast of Zeeland. The 1,400 MW wind farm will not only be the largest Dutch offshore wind zone so far, but also the first developed under the Dutch government’s brand new approach to awarding permits. Kloosterboer reefer depot: export clients up, emissions down It started with a simple question – why all the empty kilometres? In 2014, the facility doubled its annual throughput since 2011 to 50,000 TEU – its best result so far. But that’s only half the story – most of those containers are now full, and shipped by inland barge instead of truck.

Sluiskil Tunnel makes Just In Time delivery possible

Transport companies have long campaigned for a tunnel under the Ghent-Terneuzen CHaNnEl.

On 23 May the long anticipated Sluiskil Tunnel under the Ghent-Terneuzen Channel will open for road traffic. Long waiting times for the current swing bridge will come to an end. By 2018 the entire route between motorway A58 in the middle of Zeeland and the Dutch-Belgian border in the south will have four traffic lanes and overpasses. This guarantees a fast and safe connection between the port areas on both sides of the Western Scheldt river and to the European hinterland.

His company is located in the east of Zeeuws-Vlaanderen, right between the ports of Zeeland and Antwerp. “We are a family run business,” Tieleman explains. “My grandfather started it in 1922. Nowadays I run the business with my cousins. We have 72 trucks. Our drivers transport general cargo, mainly containers, for customers in Western Europe. In our 30,000 square metre warehouse we can also store goods.”

Ship waste collection with less hassle at Zeeland Seaports From January 2015 ship owners and agents can deliver ship-generated waste and cargo residues more simply, safely and efficiently at the Dutch seaports of Vlissingen and Terneuzen. In a new 3-year contract with Martens Cleaning, port company Zeeland Seaports fully compensates costs, introduces a new standard of environmentally friendly recycling, and further reduces the administrative burden on agents and captains.

“As soon as we receive notification from the port management system, we take over the planning and administration,” says Serge Hendrickx, Director of Martens Cleaning. “For the agent it’s much simpler. We can also collect waste waterside as well as quayside, which further increases safety and efficiency.”

Waste responsibilities The European Union requires ships to notify Member State ports about accumulated ship-generated waste and cargo residues, which must be collected before the ship leaves port. This includes sludge, bilge water and other oil-water mixtures as defined in the IMO’s MARPOL regulations.

Smart Delta Resources (SDR) recently completed the first major milestone since the kick-off of the innovative collaboration of steel, chemicals, food and energy industry in the Delta region last year. The companies are now evaluating the economic viability and environmental benefits of redistributing energy, fuels, raw materials and waste products that other companies can use.

The partners commissioned ECN to conduct a Total Process Technology Assessment – a thorough evaluation and inventory of potential energy and feedstock synergy between the organisations. That report is now complete and the partners are now looking at which initial projects to develop further, says DELTA Energy’s Executive Director Guido Custers. And although some activities may not be relevant for all, the companies all believe in the value of sticking together.

“Since forming Smart Delta Resources, we’ve been regularly updating each other on our companies’ developments. We’ve learned how to do that. If we keep on doing that, we might find new synergies in the future. What we know today might not be what we know in 12 months.”

OVET’s new blending and grinding machine improves the homogeneity of coal blends

In operation since November 2014, OVET’s new blending and grinding machine improves the homogeneity of blends containing steam coal grades with higher moisture content. The machine simplifies and improves the transport process of the resulting cargo, with smooth and rapid train loading in Vlissingen. Together with the investment in a new train loading station in 2013, OVET is now fully equipped to service the European coal market.

OVET Account & Planning Manager Sander van der Veeke says the terminal is one of the first in the world to offer this flexibility. “With our new service, traders can match the coal quality to the requirements of the end user, which is particularly beneficial for smaller clients such as power plants, cement works and sugar refineries.”

OVET’s terminal in Vlissingen’s Kaloothaven can simultaneously unload two Capesize bulk carriers with a deep draught of up to 16.5 metres. OVET can achieve a total unloading capacity of 70,000 tonnes per day using its four floating cranes.

Interest heating up for greenhouse horticulture In January representatives from Greenport Holland, the industry body for greenhouse horticulture in the Netherlands, visited Zeeuws-Vlaanderen to witness developments at the 300-hectare sustainable greenhouse project.

Located in Westdorpe, next to the Kanaalzone (the channel zone between Ghent and Terneuzen), the Biopark Terneuzen project Glastuinbouw Zeeuws-Vlaanderen highlights the potential cost benefits of establishing businesses in the area. The first companies arrived in 2008. Following a few difficult years, the industry is enjoying a more favourable investment climate.

As a result, during the last year, a number of new businesses established new greenhouse projects in the area.

Why is Zeeuws-Vlaanderen the new hot spot for greenhouse horticulture?

• Supplier WarmCO2, a cooperation of Zeeland Seaports and Yara, uses waste heat and CO2 from the nearby Yara industrial site, saving millions of cubic metres of natural gas and making the project one of the most sustainable greenhouse locations in Europe.

Bioasphalt in Zeeland – better roads without the bitumen?

A new type of bioasphalt promises quieter roads without the use of fossil bitumen, which is currently made from petroleum in a process that releases a great amount of CO2. The biobased adhesive lignin in this innovative bioasphalt has been developed by the company H4A in Sluiskil, Wageningen UR Food & Biobased Research, the Asfalt Kennis Centrum (Asphalt Knowledge Centre, AKC). Zeeland Seaports is a project partner with interest in potential applications for the asphalt, while governments and companies have also expressed interest in this promising development.

Lignin is a natural adhesive material which gives structure to all kinds of plants and trees and is, for example, an important component of straw. This product is the result of the Biobased Infra project, facilitated by NV Economische Impuls Zeeland together with Grontmij and Wageningen UR Food & Biobased Research. The project comprises various forms of cooperation on applying biobased (green) materials in infrastructure.

It is also expected to improve functional properties of the asphalt, such as rolling resistance, and to make roads quieter. This year the partners expect to realise a road or parking space with lignin asphalt to test the functional

properties of the bioasphalt in practice. In addition to the use of lignin in asphalt, Zeeland Seaports, Cargill and Wageningen UR Food & Biobased Research also wish to chart possible sources of lignin-rich biomass streams in Zeeland and beyond.

Giving new life to old wood Zeeland Seaports is believed to be the first port company in Europe to introduce a new innovation that provides a sustainable alternative to hardwood timber fenders. In January the first of these 10 fenders made from recycled wood entered service at Verbrugge Terminals in the port of Vlissingen, part of an upgrade of almost 300 metres of the firm’s project cargo quay.

“We haven’t found anybody else doing this,” says Technical Manager Wouter Dert from De Klerk, the infrastructure contractor behind the innovative new recycled timber fenders. “It was an experiment and with the backing of Zeeland Seaports we had a unique chance to develop our idea.”

Destructive testing of the recycled timber fenders – made of strips of recycled wood bonded with epoxy resin and weighing up to 1 tonne per unit – indicates very high durability. The fenders are not only a more sustainable solution, but they can also be delivered much more quickly than the typical 12-week wait when ordering FSC-certified hardwood from Cameroon. A number of other ports have expressed interest in the new solution.

De Klerk completed Zeeland Seaports’ 17-week quay maintenance project without disruption to Verbrugge Terminal’s busy schedule of offshore wind and other projects. During the project, the team removed 47 cubic metres of timber for recycling.

Global oil and gas companies have increasingly adopted ship-to-ship transfers as a means to reach markets more quickly and efficiently. Although not a new activity for Zeeland Seaports, the port company has been actively boosting its capacity and strengthening its reputation for safety and reliability. As a result, ship- toship transfers at the Dutch ports grew over 50% in the first three quarters of 2014 compared to the same period the year before. Henk Daniëlse, Deputy Harbourmaster with Zeeland Seaports, believes in focusing not only on ship-to-shore transfer, but improving facilities for ship-to-ship transfer as well.

MARKET FORCES 14.5 metre draught “We had a floating gas terminal in the port of Vlissingen for a very long time,” Daniëlse explains. “Smaller vessels loaded alongside a large gas carrier and from there distributed their cargo to the rest of Western Europe. As gas storage capacity grew on shore, the floating terminal was no longer used. Some years ago we noticed a need for ship-to-ship transfer capacity in the port of Vlissingen, mainly for liquids such as bunker fuel, naphtha and petrol – not surprisingly, as this port has the deepest draught along the Western Scheldt river. Ships passing by from Ghent, for example, load up to their maximum at our port before going out to sea. But as ships grow larger, the 12.5 metre draught we had available at the spot for ship-to-ship transfer was no longer sufficient. We dredged to 14.5 metre LAT and placed new state-of-the-art buoys so we can safely accommodate larger tankers up to 275 metres.”

Safety and reliability with flying colours The four new large buoys are definitely special. They are not only the first buoys certified by Lloyd’s Register, but the innovative design also makes fastening of the ship’s ropes easier thus safer for crew and boatmen. The buoys have a 150-tonne tractive force. “Investing in this buoy span has not been without result. Large companies such as Shell and Exxon make use of it. Recently representatives of BP checked whether this berth meets their strict safety requirements. We passed with flying colours. We can expect their ships in our port as well. The fact that these companies are calling us to learn about our services shows the strengths of our ports.”

Even though the largest companies find the buoys in line with their rules and regulations, Zeeland Seaports will conduct a safety inspection in the near future.

“It is safe, but improvements are always possible and next to that, this world changes constantly and so does the maritime industry. We must stay up-to-date.”

Room for growth Daniëlse believes the growth in ship-to-ship transfers will continue over the coming years. “There simply is room to grow in this segment, we excel in availability, ships can always call upon us. We have space available at the buoy span and along the quay in our Scaldia port. Ships can use this quay as long as

Sharp planning behind semi-submersible operation It took less than two weeks, but the arrival, mobilisation, loading and departure of a project cargo transport involved hundreds of people and directly contributed more than half a million Euros to the local Zeeland economy, says project superintendent Juul van der Meer from Dutch Offshore Contractors (DOC). For a port infrastructure project on the island of La Réunion off the east coast of Africa, DOC loaded seven dredging vessels/units onto COSCO Heavy Transport’s semi-submersible vessel Xia Zhi Yuan 6 in the port of Vlissingen.

Semi-submersible lift operations require ports with deep draught, flexibility and room to manoeuvre. But more importantly, Mr van der Meer explains, the operations depend on contracting experienced and highly qualified subcontractors.

During 2014, sea-bound throughput among companies in the Zeeland port areas of Vlissingen and Terneuzen increased by 6.3% to over 35 million tonnes. Zeeland Seaports Commercial Director Dick Gilhuis called it an excellent result compared to the two previous years and to most other ports in the Hamburg-Le Havre range.

Growth in every quarter

After two years of stagnation, the increase in the volume of cargo handled by the companies in the Zeeland port is clearly visible. Growth was noticeable in every quarter. The largest goods flow in the port, liquid bulk, was up by 13%. This rise was largely due to a substantial increase in tank storage capacity and the continuing growth in ship-to-ship handling.

Henk Danielse, Deputy Habourmaster with Zeeland Seaports, explains more about the growth in ship-to-ship transfers on page 30. There was a 5% increase in dry bulk throughput, the second largest flow in the port in terms of scale. This growth is thanks to a marked increase in the handling of solid fuels and ores. Container and RoRo throughput were 13% and 4% up respectively.

Zeeland’s enterprising spirit

CEO of Zeeland Seaports, Jan Lagasse, is obviously impressed with the performance of the companies in the port: “These positive figures illustrate how strong and flexible the companies in the Zeeland port are at developing and adapting to new economic conditions. This is possible thanks to the enterprising spirit that is so characteristic of businesses in this region. They are working with the port authority to achieve further growth.”

Positive outlook

Despite the continuing difficult macro-economic situation and geopolitical uncertainties, Zeeland Seaports expects to see slight growth in throughput among the companies operating in its port area in 2015 too.

The arrival of a number of interesting new players and cargo flows in the port will also contribute towards this.
