It is my privilege to welcome you to Mexico, which is set to host the OIV’s World Congress and General Assembly for the second time.
Following on from the Congress and General Assembly in Tijuana in 1980, Ensenada city in Baja California will be at the centre of the vine and wine world, bringing together hundreds of experts, scientists and managers to attend the 43rd World Congress Vine and Wine on 31 October to 4 November 2022.
Thanks to the warm invitation of Mexico’s Secretariat for Agriculture and the inestimable work done by the Organising Committee, the best conditions will be available to all participants for presenting communication and making proposals on this year’s topic: “Current challenges: sustainability, COVID and climate change”.
We know how these challenges are impacting the world as a whole and our vine and wine world in particular. After 2 years, it will be so good to meet again and I am convinced that the traditional Mexican Day of the Dead, declared an Intangible Cultural Heritage of Humanity by UNESCO, will also be a re-birth for our collective activities.
Mexico, an OIV member since 1969, is both a North American and a Latin American country, and as such, is perfectly placed to facilitate discussion and cultural exchange, and the sharing of experiences in the field of viticulture, vine and wine.
A very warm welcome to you all, Viva OIV and Viva México!

International Organisation of Vine and Wine
Dear friends and colleagues, Mexico is the first country with a winemaking tradition in the Americas, with more than four centuries of history. It is distinguished by its natural, cultural and historical wealth, diverse gastronomy and the hospitality of its people.
Its vast natural resources and climatic conditions are ideal for the development of this important industry. Our country has 39 thousand hectares planted with grapes, of which more than 60 percent are destined to the production of table grapes, 11 percent to raisins and nearly 23 percent to wine production. This activity is present in 14 states of the country, which has allowed the consolidation of six wine tourism routes that strengthen regional development.
Making sustainable use of our resources is one of the most important objectives of this government, with the purpose of moving towards a more sustainable, inclusive and resilient viticulture, which is reflected in the well-being of its people and the national economy.
Aware of the importance of sustainable agriculture and favoring the exchange of experiences and knowledge, Mexico is pleased to host the 43rd World Congress of Vine and Wine and the 20th General Assembly of the International Organization of Vine and Wine (OIV).
Our country will be honored to receive scientists, specialists and leading experts from the international community in the fields of viticulture, health, safety, economics and law, who will share their knowledge and best practices in the industry under the guiding theme “Current challenges: sustainability, COVID and climate change”.
This great event will begin with a Plenary Session entitled “Establishing guidelines to address climate change and the efficient use of limited resources in a digital wine sector”.
We are honored to extend the most cordial invitation to participate in this important forum that will allow us to analyze current challenges, share advances and best practices in the grapevine and wine production chain, as well as update scientific research and technological innovations to generate value in this economic activity that is a source of employment, investment, trade and tourism.
We look forward to welcoming to the”43rd World Congress of Vine and Wine”, to be held from October 31 to November 4, 2022, in Ensenada, Baja California, Mexico.
¡Bienvenue, Grüezi, Benvenuti, Welcome, Добро пожаловать, Bienvenidos!
Dr. Víctor Manuel Villalobos Arámbula Secretary of Agriculture and Rural DevelopmentWelcome to Baja California! As Governor, I am honored to have you as a guest in our beautiful state for the 43rd World Congress of Wine And Vine, one of the most prestigious wine industry events in the world.
From October 31 to November 4, Baja California will be the world capital of winemaking, hosting the International Organization of Vine and Wine members from 48 countries. We will reflect on climate change, sustainablity, agribusiness, and market conditions, among other important issues.
I thank the World Organization of Viña del Mundo for trusting Baja California to host this great event, the Mexican Wine Council for its important contributions, and the Government of Mexico, headed by our President Andrés Manuel López Obrador, for promoting the development of the wine industry in our country.
Baja California is Mexico’s undisputed capital of wine. We are the main producer in the country, growing a great variety of grapes including Cabernet Sauvignon, Merlot, Tempranillo, Nebbiolo and Chenin Blanc, Malbec, Syrah, Grenache, Barbera, Palomino and Chardonnay, among others. Our valleys receive over a million tourists a year and export to 25 countries. The bottles produced here encompass the ancestral traditions of our land, and we are looking forward to learning more about the cultures represented by the delegates who have joined us from around the world.
Today we celebrate and share our cultures, our wines and our friendship
