Chairman, Shipowners Claims Bureau, Inc. (SCB), Manager of the American P&I Club
Joe Hughes has been Chairman of Shipowners Claims Bureau, Inc. (SCB), the New York-based manager of the American P&I Club, for nearly 28 years. He joined SCB in 1995 from London where he was chairman of global marine at Jardine Insurance Brokers, a major Lloyd’s intermediary.

A Liverpool-born Welshman – and now a US citizen – Joe graduated in law from Balliol College, Oxford and was thereafter called to the Bar of England and Wales, serving his pupillage in a leading barristers’ chambers specializing in maritime law. Joe began his marine insurance career at the Steamship Mutual P&I club in 1977, and subsequently worked for the Gard club in both Norway and London before joining Jardine’s.
Since Joe’s arrival at SCB, the American Club has emerged as a full-service insurance provider, offering P&I, and related lines of cover, with a presence throughout the world. SCB affiliates are also active across a broad range of other management and service sectors in the maritime domain.
The current president of the Maritime Association of the Port of New York and New Jersey, Joe is also the chairman of the North American Marine Environment Protection Association (NAMEPA) and chairman of its international coordinating body, INTERMEPA. A former chairman of the Association of Average Adjusters of the United States, Joe also serves on the board of both the American Club and its Cyprus-based subsidiary, the American Club (Europe). He is also a member of committees of the American Bureau of Shipping and of Lloyd’s Register of Shipping.

Joe was himself an inductee of the International Maritime Hall of Fame in 2011, and was designated by Lloyd’s List as one of the top ten global marine insurance personalities of 2015.
