DEATH AT THE DUMPSITE!

Two suspects will appear before the Heidelberg Magistrates Court on Friday, November 30, after being arrested in connection with the horrific discovery of a dead young woman found at a dumping site. Early Monday morning (November 26) the Ratanda were doing their routine visible policing when they were stopped by group of community members who claim that they saw an dead body at dumping site at the Extension 23 park near the R549 Vaal Dam road. “When police arrived at the scene, they noticed that an unknown African female adult killed and wrapped with an duvet. She was dumped in the pile with trash and only her face was swollen. Paramedics were called to declare her death,” said the Ratanda police spokesperson Constable Maluleke. Thanks to the assistance from the Ratanda community, police managed to arrest one African man (27), identified as the victim’s ex-boyfriend, who was last seen with her fighting. “The deceased was later identified as 27 year old Sonto Lebohang, who lives in Villiers Extension 5. The Police Station commander would to thank the Ratanda community for working together wth the police in uncovering details behind this deadly discovery.

LocalNews City gets tougher on Izinyokas! According to information from the City of Ekurhuleni, the metro has lost almost R800 million a year in non-technical electricity losses, caused among other factors by illegal power connections across the City. Close to 30 arrests of perpetrators, or popularly known as ‘Izinyokas’ who illegally tampered with electrical infrastructure have been made in November alone. “The City has undertaken rolling operations of disconnecting illegal connections and arresting suspected syndicates. These arrests were made during raids to disconnect illegal connection led by the City’s Energy Department and Ekurhuleni Metro Police Department to curb unlawful connections,” said Ekurhuleni in a statement. At first, people accused of tampering with electrical equipment could be released on bail by a police officer or a prosecutor as the crime was deemed a minor offence. The City has resorted to use a harsher possible criminal justice process by using the new legislative framework (Criminal Matters Amendment Act No 18 of 2015). “The amended legislation provides that bail for persons accused of crimes related to essential infrastructure, such as water and electricity installations, may only be considered by a court, not police officers or prosecutors. The legislation has also provided

for harsher minimum sentences ranging from 3 years to 7 years for some of essential infrastructure crimes, and regulated theft of ferrous or non-ferrous metal which formed part of essential infrastructure,” confirmed the City. Ekurhuleni has also promised that municipal officials, contractors and companies that connect illegally to the power grid will face the harshest offences created by theis legislation. The Member of the Mayoral Committee (MMC) for Water, Sanitation and Energy Cllr Tiisetso Nketle said the City has adopted a hard-line approach to illegal connection of electricity. “In addition to the use of the criminal justice system to curb illegal connections, customers who are found to have connected illegally will face a back-billing from the day they stopped purchasing electricity,” MMC Nketle said. The back-billing and costs for removing and re-instating a business customer connection range between R14000 and R93000 (excluding VAT, labour and transport). Ekurhuleni urges those who want to avoid the consequences of illegal connections, must visit the nearest Energy Depot to normalise their connections. Residents are encouraged to report any illegal connection or suspicion of illegal connection activities through the municipal Call Centre on 086 054 3000.

Head-on collision claims two in Alberton! Two male patients were instantly killed in a head-on collision accident involving two SUV`s in Swartkoppies road Alberton on Saturday morning, November 17. One vehicle immediately burst into flames after the crash while the driver was still trapped behind the steering wheel. The Disaster and Emergency Management Services (DEMS) rescue team from Alberton fire station swiftly responded to the scene and found one of the vehicle still burning. “After extinguishing the blaze, both drivers from both vehicles were declared dead on scene by paramedics due to multiple trauma injuries and intense burnt wounds respectively. Fortunately, there were no other passengers in both vehicles,” said DEMS spokesperson William Ntladi. According to Ntladi, the driver of BMW X5, made a ‘u-turn’ in the middle of the street and drove against the oncoming traffic in a

very high-speed, crashing head-on with KIA Sportage SUV and subsequently, both drivers died on scene. The rescue team had to use specialised hydraulic rescue equipment “Jaws of Life” to recover both drivers from the wreckages. The actual cause is still undetermined and is under investigations by City of Ekurhuleni traffic officers. “The City of Ekurhuleni Disaster and Emergency Management Services (DEMS) pleads with motorists to be extra cautious on the roads to avoid fatal crashes more over during the festive season. Best reputation will save lives,” emphasized Ntladi.

Construction of the City of Ekurhuleni’s state-of-the-art building, which will house some of the City’s Departments, is taking shape in the CBD of Germiston. The building, which once it is finished will stand as a modern landmark of Germiston, is rising from the corner of Spilsbury and Queen streets, where the old 50 year old SAAME building once stood. It will also house Germiston Customer Care Centre where residents will get all services provided by the City with face-to-face assistance by the officials. The construction of the building was started on 1 March 2018 and it is expected to be completed by 30 June 2019.

SASSA urges beneficiaries to collect their new cards! The South African Social Security Agency (SASSA) is pleased to announce significant progress in migrating beneficiaries of social grants from the old SASSA card to the new gold SASSA card. The old white SASSA card will soon reach its expiry date and it deeply concerns SASSA that some beneficiaries are still holding on to the old card and not swapping it for the new gold SASSA card. The danger of holding on to the old card is that the affected beneficiaries risks losing their benefits. Just over half a million out of a total of about 10.9 million beneficiaries are still in possession of the old SASSA cards. SASSA and SAPO are working tirelessly to migrate these remaining beneficiaries to the new gold SASA card. This is done through the nationwide government communication strategy which uses a variety of communication platforms in order to reach all social grant beneficiaries. SASSA remains concerned, despite the fact that it has fully complied with the Constitutional Court order. Commenting on this latest milestone, the Acting CEO of SASSA, Abraham Mahlangu pointed out that “We are pleased to have complied with the instructions of the Concourt, particularly in ensuring that SASSA gets rid of any contractual ties with CPS”. He added that “We urge all remaining beneficiaries of social grants who are still in possession of the old SASSA card to urgently swap them for the new gold SASSA card. We also wish to warn beneficiaries that soon we will no longer make any social grant payments into these old cards. For this reason, affected beneficiaries have to visit the nearest SASSA or post office to do a card

swap. They simply have to bring along their ID document and the old card so that they can be issued with the new one. The process takes less than five minutes". It cannot be over-emphasised that beneficiaries who haven't swapped their old cards for the new gold SASSA card risk denying themselves a constitutional right to social assistance. Anyone who doesn't swap their old cards for the new ones won’t be able to get their January 2019 Grants. Individual letters have also been sent to beneficiaries as part of government's mass communication campaign.

November 2018 is the deadline for getting the new SASSA card and unfortunately there will be no extension. Beneficiaries are also requested to ignore tempting SMS and WhattsApp messages claiming that SASSA and some retailers are offering vouchers for unemployed people. This is fake news generated by criminals who want to defraud unsuspecting beneficiaries this festive season. Social grants for December 2018 will be made available from as early as 28 November 2018 at post offices, stores and ATM's to avoid the December 2018 rush. Army gets to work on Vaal River! Biometric ‘cleans up’ EPWP! “It is without a doubt that Emfuleni has totally collapsed...” EFF

The South African National Defence Force (SANDF) will from November 26, roll up its sleeves and begin cleaning the Vaal River, which is currently clogged by sewage. This follows a full assessment by the SANDF on the extent of pollution in the Vaal River System caused by sewage flowing into the river. “A full assessment has been done and there is a comprehensive report that points to the challenges in the different areas and what the solutions for those are. “The primary septic tank will be cleaned by engineers from SANDF and they will be working with the municipality,” said Defence and Military Veterans Minister Nosiviwe MapisaNqakula. The Minister was speaking at the Sebokeng wastewater treatment plant in the Vaal where she conducted a site visit of the rehabilitation project. She was accompanied by Cooperative Governance and Traditional Affairs Deputy Minister Obed Bapela and Emfuleni mayor Jacob Khawe. Population growth, aging infrastructure, vandalism and lack of capacity are just some of the reasons given by Mapisa-Nqakula for the water pollution. Communities affected by the sewage are Boipatong, Vereeniging, Sharpeville and Sebokeng in the Emfuleni Local Municipality. SANDF’s intervention and deployment of technical teams

follows an announcement by Finance Minister Tito Mboweni during his Medium-Term Budget Policy Statement in October that the defence force had been called in to assist in efforts to urgently rehabilitate the Vaal River system. Although the military has only been deployed to the Vaal, 57 municipalities have been identified for intervention, with R5 billion set aside for this purpose. With the Vaal River supplying 50% of Gauteng’s water, Mapisa-Nqakula urged that long-term solutions be identified to avoid future occurrences. “We don’t want a situation where two to three years down the line, we find ourselves back here. We need to do something that will provide a permanent solution,” she said. The Economic Freedom Fighters (EFF) in Sedibeng welcomes with open arms members of the SANDF who are deployed. “It is without a doubt that Emfuleni has totally collapsed and has reached a cul de sac. There is no other option but that the municipality must dissolve so that credible leadership must emerge. The deployment of the army will also give some level of security for local residents who are affected by crime in the area,” said Isaac Khithika, EFF Sedibeng spokesperson. The office of the EFF in Sedibeng has also delcared their doors open for any assistance which might be required by the army.

“Quantum rapist” gets 13 life sentences + 340 years in jail! On Thursday, November 22, the Government welcomed the 13 life sentences and 340 years in prison handed down by the South Gauteng High Court in Palm Ridge, Ekurhuleni on Lebogang Gift Mokoena aka ‘The Quantum Rapist’. Mokoena is one of two taxi drivers behind abductions, rapes and the robbing of female taxi commuters in Gauteng. Social Development MEC Nandi Mayathula-Khoza said the harsh sentence given to Mokoena will serve as a deterrent and was welcome message to start the 16 Days of Activism Against Women and Children. “As Government (GPG), we have zero-

tolerance for the abuse of women and children. We welcome the sentencing of Mokoena and it is a victory for all Gauteng women. Gender based violence has no place in society and we celebrate every time when a perpetrator faces the full might of the law. We applaud the police, the judiciary and everyone who worked so hard to ensure that we arrived at this sentencing. It is a great way to start the 16 Days of Activism for No Violence Against Women and Children. We celebrate with those who survived the brutal attacks,” said MEC MayathulaKhoza.

The Gauteng Department of Infrastructure Development (GDID) has unveiled a new biometric and facial recognition system that will overhaul the management of the Extended Public Works Programme (EPWP) in the Province. The ground breaking new “Identification Validation System” uses facial recognition and fingerprint readers to verify the identity of every EPWP beneficiary, record their attendance on site, the hours worked and ultimately generate payment reports. Speaking at Lutsinga Infrastructure House, the Department of Infrastructure’s state-of-the-art electronic monitoring hub in Johannesburg on Tuesday (November 20), MEC Jacob Mamabolo said the system addresses a range of weaknesses that have plagued EPWP in the past. “The Auditor General has consistently highlighted concerns that the EPWP system was not secure enough and that there were too many loopholes allowing the system to be manipulated. There are many crooks who are benefiting from this system, and we need to put an end to this. “We have worked for a long time to come up with a solution, and we have now we been able to add another level of technological innovation to our work here at GDID. “The facial recognition platform, coupled with the fingerprint data, ensures that we are able to authenticate the identity of every person working in EPWP and detect and prevent duplicates eliminating the chance of ghost beneficiaries being created. You can’t beat this system. It is going to clean up EPWP,” the MEC said.

In a live demonstration with EPWP beneficiaries, it was shown how beneficiaries will clock in and out at biometric kiosks on all 658 GDID sites across the development corridors of the province. The new system is able to enrol a person’s biometric data in less than five minutes and authenticates identity in less than a five seconds. The system automatically links approved and contracted beneficiaries to a specific site and locks them out of sites where they are not approved to work. The data feeds into the monitoring hub at Lutsinga Infrastructure House, where it will automatically detect if a device is being tampered with, thereby ensuring that the system cannot be compromised. “Not only does the system allow us to ensure that this critical poverty alleviation programme is not misused, it will also address many of the concerns our beneficiaries have raised. The right people will be paid, they will be paid on time, and disputes about hours worked will be eliminated,” Mamabolo said. The system is not only about time and attendance management, but will also enable GDID to generate more opportunities for beneficiaries. The MEC said the EPWP clean-up is meant to ensure that those who are intended to benefit from this programme are able to do so with dignity. “They will no longer be at the mercy of those who have been able to hijack the programme for their own corrupt purposes. We are bringing the bright light of transparency, efficiency and accountability to shine into this programme that is all about empowering our people with opportunity,” Mamabolo said.

1. SITE ESTABLISHEMENT

Fencing [Reference number VTL-Fence-002]: Approximately 250 – 300 meters of 1.8 meter high standard diamond mesh fencing with a number of 8 meters, 6 meters and pedestrian gates. Office and Facilities [Reference number VTL-STE-001]: Supply, deliver, position and rental for 10 months of the following: • 2 x 12m open plan offices; • 1 x 4m kitchen complete with sink and geyser; • 1 x 12 meter container divided into 2 offices (1 x 4m, 1 x 8m room with connecting door between 2 offices); • All 3 12m units are to be fitted with 2 air-conditioners per unit; • All containers are to have burglar proofing on windows and safety gate on all doors; • COC to be supplied for all containers including the kitchen unit; • 2 executive toilet trailers, i.e. each trailer to have 2 toilers. Toilers must be able to flush and be serviced at least once a week.

Connections [Reference number VTL-STEC-001]: Connection of 3-phase 380V power and the distribution thereof to all buildings and users within the site facilities. Disconnection, removal and restoration of the same on the conclusion of the construction period. Connection and distribution of potable water to all users within the site facility. Disconnection, removal and restoration of same on the conclusion of construction activities. Furniture rental [Reference number VTL-FURN-001]: Supply, deliver, rental over a 10-month period and collection of the following items: • 9 x office 3-drawer desks 1200mm x 750mm • 9 high back swivel/tilt chairs (max weight 120kg) • 1 x boardroom table 5000mm x 1500mm • 12 x boardroom table chairs • 5 steel table with wooden tops 1200mm x 750mm • 5 stackable upholstered chairs

Please note: Delivery, construction and other related activities are all the conducted within the TPL boundary, all interested suppliers must be cleared for access to and permitted to conduct with within the TPL areas. Activities which require physical work within the TPL boundaries will be subject to TPL and legislative health, safety and environmental control and interested parties are required to demonstrate their ability to meet such criteria.

2. CONSTRUCTION CONTRACTS Structure, Mechanical and Piping [Reference number VTL-SMP-001]: Mechanical equipment and piping material will be free-issued, The successful contractor will undertake detailed design, shop design, procurement, fabrication, delivery and erecting on site of all structural steel. Installation of all mechanical equipment and the fabrication, delivery and site erecting of all piping, including the installation of free-issued in-line or instrument equipment is also within the scope of this contract. This is not a small contract and is constrained by a tight schedule. Interest parties will be required to demonstrate abnormal capabilities before they are considered for tender.

Electrical, Control and Instrumentation [Reference number VTL-ECI-001]: The supply of bulk items such as cable, cable racks and similar are included in the scope of this contract. Additionally the contractor will install, terminate and test all electrical and control/instrumentation requirements. Testing, certifying and handover of the installation in accordance with TPL and legislative requirements is included in this contract’s scope of work. This is not a small contact and is constrained by a tight schedule. Interested parties will be required to demonstrate abnormal capabilities before they are considered for tender.

Please note: Interested parties applying for consideration in the two above-mentioned construction contracts must: 1.Note and accept that other national construction companies will be approached with an identical request to tender as will be issued to any local qualifying company; 2.Final adjudication of all offers will be undertaken by an independent third party; 3.All work will be undertaken within TPL boundaries and strict TPL and legislative requirements will be enforced; 4.Companies wishing to express interest in tendering for these construction contracts must be cleared to undertake similar work for TPL; 5.Companies will need to demonstrate sufficient financial security to undertake scope and further will be required to provide performance bonds and defect retention bonds of the region of 25% of the contract value. The defects period will be 24 months.

Pres. Ramaphosa New Houses In Time For Christmas! shuffles Cabinet!

President Cyril Ramaphosa has added Stella Ndabeni-Abrahams to his Cabinet as the Minister of Communications. The President announced changes to the National Executive on Thursday at the Union Buildings, with two serving Ministers being moved to new ministries and a new one being added. The President has appointed Nomvula Mokonyane as the Minister of Environmental Affairs (previously Minister of Communications) and Dr Siyabonga Cwele was appointed as the Minister of Home Affairs (previously Telecommunications and Postal Services). The changes to the National Executive have been occasioned by the passing away Minister of Environmental Affairs, Edna Molewa and the recent resignation of the Minister of Home Affairs, Malusi Gigaba. vPresident Ramaphosa has also decided to merge the ministries of Communications and of Telecommunications and Postal Services into a single Ministry of Communications under new Minister NdabeniAbrahams, who served as Deputy Minister of Telecommunications and Postal Services. “This move is going to ensure that we have better alignment and coordination on matters that are critical to the future of our economy in the context of the Fourth Industrial Revolution. “The two departments that will report to the new ministry – namely, the Department of Communications and the Department of Telecommunications and Postal Services – will remain as separate departments until the end of the fifth administration,” the President said. He said the decision to merge the two ministries is in line with the work that government has undertaken and in line with the announcement that he made during the State of the Nation Address about realigning government. “In anticipation of the sixth democratic administration, we will have completed this work and when we have completed it… we will make a more comprehensive announcement on how we will realign government. “The merging of Communications and Telecommunications and Postal Services is the first wave but it is also to help with the realignment process, which we need right now in order to put into effect the transformation that we are effecting with regards to economic management,” Ramaphosa said. He said in making the changes to the national executive he was determined that the cabinet should have an appropriate mix of members with experience, capabilities as well as a gender and a generational mix. He also announced the resignation from the National Executive of the Deputy Minister of Energy Thembi Majola, with effect from 1 January 2019, to attend to family commitments.

Thousands of worshippers from various denominations packed FNB Stadium in Johannesburg for the 2018 National Day of Prayer for all South Africans on Sunday, November 25. Hosted by the Motsepe Foundation in collaboration with 33 religious and faith-based organisations, the gathering brought more than 100 000 worshippers to pray for divine guidance, leadership and blessings for a bright future for all South Africans. Each one of us has a personal calling, that is as unique as our fingerprints. So to succeed in life, Just discover what you love and then find a way to offer it to others. Please always remember that all things are possible. Look back and thank God. Look around and serve God. Face your past without any regrets. Handle your present with confidence and prepare for the future without fear. Never give up. Always have faith. Life has no short cuts, Just believe in yourself and trust you are going to make it. Just have patience and your dreams will come true. Know that all things are possible with God! Don't ever give up in life. You don't have to worry about little difficulties, the end there is usually success. It doesn't matter what you do in life, even if you are selling goods in a stall in town, success will eventually come. You don't have to quit. Hang in there and everything will be fine. Chase your dream until you finally realise it. I'm here to encourage you to go your dreams. You must always remember that you are not alone in your battles. Our loving God is always with you. For the first time in Mzansi’s football history, the womens national team, Banyana Banyana, will play in next year’s FIFA Women’s World Cup in France after storming into the final of the ongoing 2018 AWCON tournament in Ghana on Tuesday night, November 27. South Africa will meet Nigeria, a side they beat in the opening game of the tournament in a final which promises all the thrills on Saturday (December 1). Goals by Thembi Kgatlana and defender Lebogang Ramalepe sealed South Africa’s spot in this prestigious competition. Desiree Ellis’ side has been the team of the tournament so far and their World Cup qualification comes as no surprise as they have played the most enterprising football in the competition so far. Whatever happens in the final, Banyana Banyana are set to receive a hero’s welcome when they return home. There was only one team which wanted a slot in the final in this second semi-final – and it was South Africa. Captain Janine van Wyk was the first to threaten the Mali goal with a long range free kick but her powerful effort just went wide as

South Africa started the match on the front foot. Jermaine Seoposenwe was then blatantly brought down in the box on the 26th minute but the Tanzanian official waved play on much to the chagrin of the Banyana Banyana bench. South Africa then took the lead in the 31st minute through Thembi Kgatlana who gladly accepted a miscued clearance by the Mali defender to score her fifth goal of the tournament. It was a deserved lead after Banyana Banyana had spent most of the first half in the West African area. South Africa dominated this semi-final encounter for long periods with their famous possession football but could not add to the 1-0 advantage in the first half. Desiree Ellis’ side were never put under pressure and maintained composure even under pressure although captain van Wyk was booked for a professional foul in Mali’s rare attack. South African then made the game safe in the 81st minute when overlapping Lebogang Ramalepe’s pile driver beat the Mali keeper hands down. After the goal, Mali’s heads dropped as South Africa easily saw they game out.
