An eight-hour armed standoff between officers and an assault suspect ended in Pearsall on Monday, February 11, when the gunman tripped and fell in the front yard of a home on Nora Street. The gunman, identified as Juan Nicanor Garcia, 56, who police believe is responsible for shooting his estranged
wife’s new boyfriend early Monday, was taken into custody at 1 p.m. by Pearsall officers and a DPS task force. Police had been called to a residence on Ash Street at 4:45 a.m. in response to a call regarding a dispute between Garcia and the Arrested: two occupants of the house. The Juan Nicanor Garcia man was later hospitalized and
reported to officers that Garcia had shot at him. According to a report on the case, Garcia had a restraining order and was not to be on the premises. When confronted by the victim, Garcia shot at him with a shotgun. The bullet struck a television set and peppered the man in his lower torso.
“He fired two rounds through the window,” Police Chief Peter Salinas said. “He hit the man in the mid to lower back.” After shooting the man, Garcia barricaded himself inside his home on Nora Street, subsequently causing the lengthy standoff. Several attempts were made by DPS (See STANDOFF, Page 6)

Frio jail to close after repeated failed inspections BREYANA SEGURA

The Texas Commission of Jail Standards voted Thursday to issue a remedial order for closure of the Frio County Jail for repeatedly failing to adhere to minimal jail standards. The facility has failed four inspections since 2017. The unanimous decision to close the facility came during a hearing in Austin on Thursday, February 7. According to TCJS Executive Director Brandon Wood, inadequate jail management and the failure to provide resolutions for on-going problems led to the Commission’s
decision to issue a remedial order for closure of the facility. “There are multiple areas of continued non-compliance that continue to occur,” Brandon Wood said in a phone interview Tuesday morning. “The concern that they are operating as a lock-up facility and not a full facility was indicative of management problems.” A May 2017 failed inspection outlined four deficiencies; a May 2018 inspection noted eight areas of non-compliance; and a recent January 2019 inspection noted correction of three previous deficiencies, however, the inspector cited the (See FRIO JAIL, Page 6)
Frigid temperatures may have played a factor in the death of an 82-year-old Pearsall man who wandered from his home on Saturday, February 9. According to a social media post by the Frio County Sheriff’s department, Juan Siller, who suffered from Alzheimer’s, wandered from his home with his dog along FM 1582 in the early evening hours on Saturday. The department

Three weeks after a Frio County jury ruled that Robert Tobias was unjustly fired in 2013, a district judge has ordered the city of Pearsall to pay the former city manager nearly
$200,000. District Court Judge Lynn Ellison handed down the decision on Thursday, February 7 citing the jury’s January 16 verdict would stand. “The plaintiff did not repudiate his employment
contract with the city of Pearsall,” the final judgement noted. According to the judgement, Tobias was at all times willing and able to perform the duties of his job; the six-month waiver of residency was reasonable;
and the city would pay all of Tobias’ accrued attorney fees. Tobias served as the city’s top administrator from April 16 to September 10 and was let go on a split council vote of 4-3. The decision to fire Tobias marked the fifth
administrative turnover in two years. The final judgement awards Tobias a yearly salary of $80,400 plus interest. Tobias is set to receive a check for $98,498.61. Reid Meyers, legal counsel for Tobias, is set to receive a
