According to the Travis County Comptroller’s Office there are two sets of revenue. One for the City of Manor and another sales tax collected and distributed to the Emergency Services Districts (ESD), ESD 12 and ESD 4 in our Precinct 1. Sales tax disbursed to the City of Manor by the Comptroller has risen 54% for the months of April through June of this year as compared to the same 3 months in 2013. Total sales tax for April, May, and June of 2014 equals $188,440.84 as opposed to a total of $121,807 for the same period last year. Money collected by a business doesn’t appear for two months. The business collects the money one month, the following month sends it to the Comptroller and the second month the money is disbursed. Therefore, sales tax charged on purchases in Wal-Mart weren’t tabulated until April. The first months a significant rise in tax collected was noted in April, May, and June with the largest rise in the month of May at $24,666.13 more than the previous year. ESD Sales Tax
Emergency Services Department (ESD) sales taxes are called Special Purpose Districts and are a little different for several reasons. Manor, Precinct 1, has ESD 12 which covers 63,610 acres including the City of Manor and surrounding areas, the Village of Webberville and surrounding areas. While ESD 4 covers the Manor area around 973, roughly south of 969, and almost to Highway 71 totaling 22,645 acres. The surrounding areas are significant because sales tax paid to ESD’s are not collected from within the city limits of a municipality, including the City of Manor or the Village of Webberville, but only from the sur-

City of Manor Website Improvements The City of Manor launched their new website recently. It was constructed by Kevin Unger, of the City’s IT Department, and Frances M. Aguilar, Manor’s City Secretary using software from Easy Task. Every department in the City of Manor now has its own page and a description of that department. The Human Resources,
Development Services and Financial are more easily accessible with volumes more information available to the public than ever before. For instance, the webpage for Finance now shows the budget history for the City of Manor, City Council Finance Reports, the Expense Register and any information you may need regarding the

Utilities Department. Ms. Aguilar states “The city is working towards complete financial transparency”. Using guidelines set forth by the Travis County Comptroller’s Office, Manor hopes to receive the Texas Comptroller Leadership Circle Gold Member Award for financial transparency in local government. Although the transition is still in progress, Ms. Aguilar is confident the data is being uploaded onto the new site in a timely manner. “There had been a few months were a choice had to be made to continue updating the old City site or focus on getting the information onto the new site.” she says. Now that the new site is up and running they may focus all of their attention into getting the historical information and data into the new pages. Contributed Story Manor ISD names Dr. Debra Cantu Hester as chief academic officer Manor,TX—The Manor ISD Board of Trustees appointed Dr. Debra Cantu Hester as the District’s academic chief officer on Monday, June 16, 2014. Hester currently works as the professional services regional director for Agile Mind, which provides programs, tools and instructional improvement systems to transform student achievement. In her current role, she provides district leadership professional development and supports consulting professionals in secondary mathematics and science. Prior to Agile Mind, Hester was the director of PK-8 in Austin ISD, where she led and supported 29 elementary and middle school principals in academics and operations. Hester has over 18 years of educational experience in central Texas, including positions as area super-

intendent’s assistant, principal and assistant principal. She began her career as a middle school and elementary music teacher in Dallas, Texas. Hester earned a bachelor’s degree in music education at The University of Texas at Austin. Tax Revenue on the Rise (From Page 1)
rounding areas. Additionally, both ESD 12 and ESD 4 have two separate tax rates which make it appear on the Comptroller’s website that sales tax revenues are decreasing. This is not correct. There were two separate propositions because the City of Pflugerville owns a piece of property at the end of Gregg Lane within ESD 12’s jurisdiction. This limited the amount of tax liability to ½ cent for the Pflugerville property. For the rest of the ESD 12 jurisdiction a ½ sales tax was approved by voters in 2012 and a 1 ½ cent proposition in 2013. The taxes collected are shown as ESD 12 and ESD 12-A. Same holds true for ESD 4. There are two separate propositions shown as ESD 4 and ESD 4-A. With that information we look at the revenues as follows total sales tax collected for April, May, and June in 2014 for ESD 12 which equals $5,484.05. Collected in the same months in 2013 was $27,837.07. Total sales tax collected for ESD 12-A in April, May and June of 2014 was $315,540.03. Sales tax revenue for ESD 12-A began in December of 2013 and totaled about $48,000 for that month. In the same token sales tax revenue for ESD 4 for the previous three months equaled $216,474.67 and April, May, June in 2013 totaled
$252,072.49. Taxes for ESD 4-A only began in May of this year and equals $56,855.17 so far. Fire Chief for both ESD 12 and ESD 4 Flo Soliz states” Yes, it doesn’t quite add up as a simple multiplier of percentage, does it. We don’t believe there is a mistake. However, you have now gone into the complicated world of sales tax collection process which many people like myself do not fully comprehend.” He continues “The great news is that the ESD 12 board had similar inquiries of sales tax collections so they recently contracted with a state recognized sales tax firm which is highly adept at researching, categorizing, and ensuring all ESD 12 sales tax revenues are actually garnered by the district. Each quarter, this firm will detail exactly where all of the 12 and 12A sales tax amounts are being derived from.” Sales Tax revenues for the City of Manor and our Emergency Services Districts are complicated. Rising revenues are expected to continue to rise with the growth of our City, surrounding communities and businesses in the area. Planning and Zoning Report By Denise LoSchiavo News Editor
Wednesday’s Planning & Zoning Meeting Notes: Commissioners present at the meeting were Chair Mary Ann Parker, Jeffrey Lewis, Bess Beliveaux, and Denise LoSchiavo. Mr. Tom Bolt, the Assistant City Manager, and his intern were also there. Guests consisted of Juan Brizuela, representing LGI Homes of Presidential Glen, and George N. Miller, Jr., M.H.S.A. Chief Executive Officer for CommUnity Care. The meeting began shortly after 6:30 PM. Minutes from the previous meeting of June 1th 2014 were approved by a motion from Commissioner Beliveaux, seconded by Commissioner Lewis. There were only three items on the agenda: one for ShadowGlen, and two for Presidential Glen, regarding discussion and possible approval of final plats or preliminary plans. The first item for ShadowGlen was a Final Plat, Subdivision Phase 1, Section 11, 57 Single Family Lot on 15.43 acres. This section is located on the north side of Lexington Boulevard, between ShadowGlen Trace Boulevard and U. S. Highway 290 East. Commissioner LoSchiavo made a motion to approve the Final Plat and it was seconded by Commissioner Lewis. The motion passed unanimously. The entirety of ShadowGlen’s expected build out will include 3,500 homes. However, only 769
permits have been issued by the City of Manor Development Department. The second item on the agenda was a possible action to approve a Preliminary Plan for Presidential Glen Phase 4A and 4B, including 190 homes on 46 acres on the north side of 290 East, near Bois D’ Arc Road. Representative Mr. Juan Brizuela from LGI homes was present. Mr. Brizuela was asked about the location of the pipeline, setbacks from the pipeline, and communication with the pipeline owner Sunoco before any dirt was moved or roads built over the pipeline. Mr. Brizuela assured the Commissioners everything was in order with regard to the pipeline. Commissioner Beliveaux made a motion to pass the preliminary plan, seconded by Lewis, motion passed unanimously. Presidential Glen sold 150 acres to LGI Homes and LGI has another 33 acres that they will purchase in the coming months. This will comprise about 650 future single family lots (subject to change due to LGI land planning and future submittals). In total, at build out, Presidential Glen will have about 1,600 homes. Agenda item number four was a Final Plat for Presidential Glen, phase 3, 77 homes on 14.5 acres. This is on the north side of US 290 near Bois D'Arc Lane. A motion was made by Commissioner LoSchiavo to approve the final plat, and seconded by Commissioner Beliveaux. Motion was passed unanimously. The meeting adjourned shortly after 8pm.
Kaylie’s Korner Hey y’all! My name is Kaylie and this will be my little Korner of the paper. I will regularly provide recipes, quick tips, and DIY projects that I find online. Most of my tips and tricks are not my own; I use websites like pinterest.com and allrecipes.com. I will provide the direct link to the website that I reference. This week I wanted to share with you a recipe I found on pinterest. It’s called Atomic Buffalo Turd Jalapeno Poppers. Aka ABT or jalapeno poppers. I love making these on the weekend when I’m having a cook-out with friends. You can make the poppers as spicy or a mild as you like. If you have a sensitive stomach or don’t like spicy food you can easily substitute bell peppers for the jalapeno peppers, and the snack is just as tasty. Sometimes the cream cheese will overflow and make a big mess. To make clean up easier, I like to grill the poppers on a piece of foil. You can find the recipe below. Atomic Buffalo Turd Jalapeno Poppers (aka – A.B.T.) Print Prep time 20 mins Cook time 3 hours Total time 3 hours 20 mins Author: Steve Cylka Recipe type: Appetizer Cuisine: Smoked Serves: 20 ABTs Ingredients 10 jalapeno peppers 10 bacon slices, cut in half 10 mini sausages or smokies (or 20 if they are very small) 1 cup cream cheese 1 cup grated monterey jack 1 tsp chipotle powder 2 shallots, minced Instructions 1.Slice the jalapenos lengthwise. Using a spoon, remove the seeds and membrane. If using bell peppers, quarter them after they are seeded. 2.Mix the cream cheese, monterey jack, chipotle powder and minced shallots. Fill the hollowed out portion of the peppers with the cheese mixture. 3.Place the smokie on top of the cream cheese. Wrap the half slice of bacon around the jalapeno. If the bacon is not staying tightly wrapped, it may be necessary to use a toothpick to hold it in place. 4.Smoke the ABTs in the smoker, set at 225F, for 2-3 hours, or until the bacon is browned Notes To cook on the grill: Cook on a medium heat grill until the jalapeno is tender and the bacon is browned. Keep the lid covered while cooking. All in all the City of Manor is becoming more and more open to the citizens of Manor providing easy access to the Manor City Government and opening doors of communication. If you would like to view the new City of Manor website but don’t have access, the Manor Volunteer Library located at 600 West Carrie Manor Street has computers with internet access. The prerequisites are: Cards are issued on a family basis for $5.00. Cards are good for checking out books and videos as well as allowing computer privileges. Patrons need only show proof of identification at the time of issue. Patrons need to reside in the East Rural Travis County area.

Manor ISD Board Names Two New Elementary School Principals Contributed Story Manor, TX— The Manor ISD Board of Trustees named Ms. Deborah Ewald as the principal at Bluebonnet Trail Elementary (BTE) School and Ms. Kerry Gray as the principal at Decker Elementary School (DES) during a special called board meeting on Wednesday, June 25, 2014. Ewald brings her 26 years of educational experience back to BTE where she served as principal from 2003 to 2009. In addition to serving as principal in two Texas school districts, Ewald has many years of experience as an assistant principal and teacher in grades one, three and five. While at BTE, Ewald actively reviewed student data, monitored student
achievement, oversaw campus intervention activities, and facilitated changes that led to yearly improvement in most tested subgroups. While under her leadership the campus earned the state rating of “recognized” two years in a row. Ewald earned a bachelors of science in elementary education, a master’s degree in education, and a midmanagement certification all from Southwest Texas State University in San Marcos, Texas. Additionally, she took courses toward a doctorate in education at the College of Notre Dame of Maryland earning her a certificate of advanced studies in education. Gray brings over 20 years of diverse educational experience with her to central Texas, eager to promote rigor-
ous academic programs to prepare students at DES for a global future. Prior to spending the last six years as a principal at Sapulpa Public Schools in Sapulpa, OK, Gray worked with students in grades PreK through 9th grade in a variety of positions including assistant principal, counselor, literacy coach, middle school teacher and elementary school teacher. Gray earned a bachelors degree in early childhood education and a masters in school counseling from Northeastern State University in Tahlequah, OK and is currently working on her PhD in literacy at Oklahoma State University. Free Mulch in Manor

Manor City Maintenance Yard has free mulch for anybody to pick up. They will also take your brush and branches to be made into mulch. Mulch is used by most of the vegetable farmers here in Manor for three reasons: · Mulch protects the roots from heat- The extra layer of insulation keeps the soil from being over heated by the Central Texas summer sun. · Retains Moisture-Rain and watering seep through the mulch without being evaporated quickly by sun and wind allowing the water to get to the roots of the plant. · Weed barrier-Mulch provides a weed retardant layer. Used with or without such amenities as card board, newspaper or store bought weed barriers underneath the lack of sunlight on soil helps prevent the sprout of weeds in your garden. We suggest an underlying layer for weed control. Please call Mike Tulley Director of City Maintenance at City Hall. You may need to leave a message. Mulch pick up is by appointment only on Fridays as is drop off of woody materials for mulching. Please call in advance to make arrangements. The phone number to Manor City Hall is 512/ 272-5555. The next city wide curbside pick up-clean up will be this fall. Mr. Tulley will start planning this in September. A list of what will, and will not, be picked up will be made available on Manor Community News. City wide curbside pick will include Old Town Manor and ShadowGlen.

Park Springs Neighborhood Association Keeps Residents Informed

Park Springs Neighborhood Association Keeps Residents Informed The Park Springs Neighborhood Association (PSNA) was founded in May, 1998 by a group of neighbors who were concerned about projects that were detrimental to the neighborhood. Officers were elected, by-laws were created and boundary lines were determined. Later, boundary lines were extended to residents living in a larger area of Northeast Travis County. Current boundaries are US 290 on the north, FM 973 on the west, FM 969 on the south, and the Travis-Bastrop county line on the east. PSNA is not affiliated with any home owners
group or association. Everyone residing in this area is welcome to join and attend meetings. Dues are $20 per year Since its inception, the Association has been an active force in protecting the neighborhood and monitoring environmental and governmental concerns. PSNA members benefit from participating in an on-line “forum” where they can exchange information, concerns, and ideas with other neighborhood residents. Committees are formed as needed to address membership, hospitality, and environmental issues. Attendance at meetings gives residents of the area the opportunity to meet their neighbors and learn about issues of common interest and
concerns. Members of the Parks Springs Neighborhood Association have provided input and monitored such projects as salvage yard, lobbied Travis County to change speed limits on area roads, monitored/reported illegal dumping, implemented a Neighborhood Watch Program, negotiated for an end to sludge dumping on property located on Taylor Lane, successfully opposed application of septage on land near Littig Road, monitored road upgrade projects, and provided input into the design of the East Metro Park located on Blake Manor Road. Current officers include President John Williams, Vice President Maura Phelan, Secretary Vicki McFarland, Treasurer Rod
Castilleja, Webmaster Sharon Bramblett and Past President Tom West. The officers meet monthly to plan meetings. PSNA membership meetings are held quarterly and are held at Crowe’s Nest Farm located at 13000 Taylor Lane. Meetings begin at 7pm and include a guest speaker and a brief business meeting. Refreshments are also provided. The next PSNA membership meeting will be held on Tuesday, August 5. There will be a presentation on the history of Manor and information about its founder and early inhabitants. The Power of Christianity

As our world changes daily, socially, politically, economically and naturally, Christians may begin to feel powerless to have an effect on their immediate environment. Christians may also feel hopeless to impact the world on a larger scale. However, the truth is, Christians can absolutely change the world! The apostle Paul relates an incident to us in Acts 6, “. . . “they dragged Jason and some brethren to the rulers of the city, crying out, “These who have turned the world upside down have come here too.” Were the accusers exaggerating? No. The effect believers had on their environment so radically changed situations that it truly felt as though the world was being completely altered. Our Lord told us that we could be salt and light in the world. Matthew 5:13 “Ye are the salt of the earth: but if the salt have lost his savor, wherewith shall it be salted? It is thenceforth good for nothing, but to be cast out, and to be trodden under foot of men.” Matthew 5:14, “Ye are the light of the world. A city that is set on a hill [that] cannot be hid.” These two passages about salt and light indicate a need for quality and clarity. If we allow our thinking to become hopeless and futile, our salt has lost its saltiness and is ineffective. Salt purifies and preserves. Our world certainly could use some purification and preservation. Light illuminates IF it is allowed to do so. If we hide our light, (remember Jesus is the Light of the World, John 1:7) hidden things are not illuminated. While wickedness seem very overt, know that much more wickedness is hidden in darkness until the time it is meant to be brought fourth. The beauty of illumination is this; once we see the problem, the problem can be corrected. Be encouraged to let your light shine and spread a little ‘salt’ around. Turn your world upside down for Christ.

Cameron Road Realignment
A public forum was held on July 9th at Bluebonnet Trail Elementary School regarding the straightening of Cameron Road from about 2.1 miles from where it intersects with SH 130 to where it will be terminating at Gregg Lane 0.18 miles south of Killingsworth Lane. Displays showing the three alternatives were available for public view. The cost will be approximately $17M. Alternative number three takes the most land for right of way, shows a low “ease of construction” and will displace one residence. This one is also cost the least. Q&A with Coach Jackson
Saturday June 28 The Mustangs competed in a 7 on 7 invitational tournament, which they hosted. Even though the Mustangs had a limited group, due to other athletic activities overlapping, they still fared second overall in the tournament, behind Hendrickson. After the tournament I had a quick Q and A with Coach Jackson.
of being that close. We have a lot to prove. The kids have to understand every year is a new year. We won a lot of games last year. After that game with Magnolia West the staff and kids went back to ground zero. We’re going back to basics.
What do you see different coming into this season?
Coach Jackson: We were a little thin but we did good with what we had. We were proud to be at the first invitational Tournament in Manor. You know, summer is a busy time. Lots of families are on vacation. Some of our athletes run track in summer. They had a meet down in San Antonio. Some of our kids play basketball in the summer and they’re playing in tournaments all over the state. We had a skeleton team but they played well and we’re proud of that.
Coach Jackson: I see our team as being more physically tough. To challenge our kids to not get caught up in the fast pace, fast break, finesse game trend of football today At the end of the day it’s all about blocking and tackles. The two games we lost last year were due to physicality, in my opinion. Those two teams dominated us physically. In the off season the emphasis is back to the roots of football. It actually is playing tough, hard nose football.
How did you do in the 7 on 7 Scrimmage?
What do you see as new and exciting this year? Coach Jackson: We had a lot of young kids last year. We had freshmen and sophomores playing on varsity. Now they’ve had some experience we can take it to a whole new level around here. We’ve always got to have some good athletes and players for a chance to win. And a bunch of other intangibles have to fall into place, need a little luck, hope the ball bounces your way from time to time. We’ll see what happens. We’re real excited about going into this season. The kids are working really hard. We were one game away from winning the state championship last year. There was a sting
