1. INTRODUCTION

The Constitution of the Club empowers the Board of Directors (the Board) to make By-Laws in accordance with Article 51(b) considered necessary or desirable for the proper control, administration and management of the Club's finances, affairs, interests, effects and property and for the convenience, comfort and well-being of the Members of the Club

All Members have a responsibility to be familiar with the By-Laws.

It is the responsibility of the Proposer and Seconder on election to membership of their nominee, to ensure that the new Member is informed of the pertinent rules governing the conduct of the Club and further, that they have a sufficiently advanced knowledge of the Rules of Golf to act as a marker to a fellow competitor.

Any concerns as to the By-Laws should be addressed in writing to the General Manager.

2. COURSE* & BOOKING RIGHTS FOR MEMBERSHIP CATEGORIES

*Note: Use of course incorporates all practice areas.

7 Day Playing Members (incl. Intermediate)

Male Female

- May not use the course on Tuesday until the first available social time after 2:00pm.

Provisional 7 Day Playing Members (incl. Intermediate)

- May not use the course on Wednesday until the first available social time after 2:00pm.

Male Female

- May not use the course on Tuesday until the first available social time after 2:00pm.

- May only book on the Wednesday and Saturday timesheet after 4pm two days prior.

7 Day Junior (12-17yrs of age)

- May not use the course on Wednesday until the first available social time after 2:00pm.

- May only book on the Tuesday and Saturday timesheet after 4pm two days prior

Male Female

- May play each day of the week with the following exceptions:

- May not use course on Tuesday until the first available social time after 2:00pm.

- May participate in Club competitions after obtaining a GA Handicap of 34 or less**

- May only book on competition timesheets two days in advance.

- May play each day of the week with the following exceptions:

- May not use course on Wednesday until the first available social time after 2:00pm.

- May participate in Club competitions after obtaining a GA Handicap of 44 or less**

**The Director of Golf, Captain or Vice-Captain must have confirmed the junior has a sound understanding of the Rules and Etiquette to be eligible for competition play.

5 Day Playing Members (incl. Intermediate)

Male Female

- May not use the course on Saturdays.

- May not use the course on Tuesday until the first available social time after 2:00pm.

- May not use the course on Saturdays.

- May not use the course on Wednesday until the first available social time after 2:00pm.

Provisional 5 Day Playing Members (incl. Intermediate)

Special Senior (2 Day) Playing Members

Male Female

Eligibility:

Open to male members who have attained both 70 years of age and 35 years of membership.

Cap: 30

May play on Monday and Thursday

Open to female members who have attained both 70 years of age and 35 years of membership.

Cap: 30

May play on Tuesday and Thursday

Note: Where an Exclusive Use Group Thursday booking has prevented access, a 2 Day Playing Member may book into the Friday timesheet immediately following the Exclusive Use date.

Non-Amateur Members (Professionals)

Eligibility: Per Constitution

Playing Rights: As per 7 Day Playing Members

Restrictions: Not entitled to win the Monthly Medal, Special Board Events, Club Championship or any scratch trophy.

Country 5 Day Playing Members & Country 7 Day Playing Members

Eligibility: Permanent place of residence is outside a radius of 150 kms from the GPO Sydney

Playing Rights: As per respective 5 Day and 7 Day Playing Members

Restrictions: Limit of 15 games (5 Day) and 20 games (7 Day) each financial year (October to September).

Non-Playing Members

Eligibility: Per Constitution

Playing Rights: May play a total of eight (8) times a financial year (October to September)

May use the Club’s practice areas on days on which they are entitled to play.

May introduce guests on days on which they are entitled to play.

Restrictions: May only play competition rounds Monday, Thursday & Friday and social each day excluding Saturday. Non-Playing members must remain in the category for a minimum of 6 months.

Absentee Members

Eligibility: Per Constitution

Playing Rights: May play a total of eight (8) times a financial year (October to September)

May use the Club’s practice areas on days on which they are entitled to play.

May introduce guests on days on which they are entitled to play.

Restrictions: May only play competition rounds Monday, Thursday & Friday and social each day excluding Saturday. Absentee members are liable for the member introduced guest fee for each round played.

All bookings via golf shop or administration as direct booking access not enabled Absentee members must remain in the category for a minimum of 12 months.

House Members

• House Members who are playing members of another Golf Australia affiliated or overseas golf club may be invited to play golf up to a total of 8 times in competition when guests are allowed, subject to the payment of the members guest fee.

• House Members who are not playing Members of another Golf Australia affiliated or overseas golf club may be invited to play golf as a guest of Playing Member up to a total of 8 times in social play when guests are allowed, subject to the payment of the members guest Fee.

• Former Playing Members who are House & Bowling Members may use the practice putting green excluding Saturdays.

• May use Bowling facilities

Bowling Members (closed)

• Bowling Members rights as per House Members.

Overseas Members

Eligibility: 18 years of age and over, whose permanent place of residence is outside Australia and who is visiting Australia. Playing Rights: As per 7 Day Playing Members

Life Members

Playing rights as per a 7 Day Playing Member.

Corporate Members

Playing rights as per a 7 Day Playing Member.

Talented Golfer Members

Playing rights as per a 7 Day Playing Member.

Cadet Members (Age 8-14)

Unable to play in regular competitions, however, may play on the course within the Cadet competition times on a Saturday afternoon.

May play within social times accompanied by another adult Club member

Bowling Green Use

• Use of the bowling green is an entitlement of all membership

• Members wishing to have a roll-up are requested to contact the Bowling Club coordinator.

3. CHANGES OF MEMBERSHIP CATEGORIES

• Members subject to Board approval may apply to transfer category where a vacancy exists.

• In accordance with Article 29(a) of the Club's Constitution,the Member will be required to pay the difference between the entrance fee and/or annual subscription applicable to the category to which the Member desires to be transferred.

• In accordance with Article 29 of the Club's Constitution,changes for all categories are only permitted on application made prior to the end of the Clubs financial year (30 Sept) and any approval will apply to the following financial year (OctoberSeptember).

Note: Persons who are elected as House, Bowling or Overseas Members who wish to transfer to a playing category are subject to application to the Board and payment of the applicable entrance fee. (Article 29(b)).

Note: In accordance with Article 29(a) the Board may apply at its discretion the difference between the entrance fee and/or annual subscription to any Members having transferred or elected to House, Bowling or Overseas wishing to return to a Playing Category

4. VISITORS & GUESTS PLAYING RIGHTS

• Guests playing in competitions must be a full financial playing member of a Golf Australia affiliated or overseas golf club.

• Members are responsible for their guests compliance with the By-Laws.

• The time sheet is to show the name of any Visitor or Members Guest and their home club. Fees

• A Guest or Visitor’s Fee (as determined by the Board from time to time) is to be paid for each guest or visitor introduced to play on the course or use the practice facilities.

• Guests using the Clubhouse must be signed into the Club by the member

• Visitors and Member guests must register Guest/s into the Golf Shop prior to accessing the course, where the guest details are to be entered into the guest and visitor register with payment to be made at the Golf Shop before play commences.

• A bag tag for the day of play will be provided which is to be affixed to the visitor or Guests golf bag and must be clearly visible at all times.

• The 9 hole Guest Fee may be applied for two weeks following any major greens renovation period.

Maximum Rounds – Guests or Visitors

A visitor or Guest may play up to eight (8) occasions in each financial year (October to September), any subsequent rounds require General Manager or delegated authority approval.

Monday

Competitions: Members may host 1 guest, additional guests (3) may be accommodated with approval from the General Manager or delegated representative.

Social: Members may host up to 3 guests

Tuesday

Competitions: Members must obtain approval from the Club Captain or General Manager to invite a (1) guest to play within the competition.

Social: Members may host up to 3 guests

Wednesday

Competitions: Members must obtain approval from the Club Captain or General Manager to invite a (1) guest to play within the competition.

Social: Members may host up to 3 guests

Thursday

Competitions: Members must obtain approval from the Club Captain or General Manager to invite a (1) guest to play within the competition.

Social: Members may host up to 3 guests

Friday

Competitions: Members may host 1 guest with approval from the General Manager or delegated representative.

Social: Members may host 1 guest, or up to 3 guests with approval from the General Manager or delegated representative.

Note: Guests are not permitted in competition times on days when the Club is hosting a major Club event, Inter Club matches or Club Championship matches.

Saturday

Competitions: Members must obtain approval from the Club Captain or General Manager to invite a (1) guest to play within the competition.

Social: Members may host 1 guest, or up to 3 guests with approval from the General Manager or delegated representative.

Sunday

Competitions: Members may host 1 guest with approval from the General Manager or delegated representative.

Social: Members may host 1 guest, or up to 3 guests with approval from the General Manager or delegated representative.

Note: Guests are not permitted in competition times on days when the Club is hosting a major Club event, Inter Club matches or Club Championship matches.

Public Holidays

Competitions: Members may host 1 guest with approval from the General Manager or delegated representative.

Social: Members may host 1 guest, or up to 3 guests with approval from the General Manager or delegated representative.

Twilight Competitions

Members are generally limited to one playing guest unless variation promoted or with approval from the General Manager or delegated representative.

Visitor & Guests Maximum Handicaps

The maximum handicap for visitors & guests in male competitions is 36 and in female competitions, 45. Application may be made to the General Manager who may allow variations to this By-Law.

Children of Members (Non-Members from 7 years of age to 17)

• Children and grandchildren under 18 years of age of Playing Members may play on the course during non-competition time in the company of their grandparent(s), parent(s) or Member upon payment of the applicable fee.

• They must have their own set of clubs, be dressed according to the Club's regulations and must not drive a motorised golf cart.

• The attention of Members is drawn to the Registered Clubs Act, which provides that children under 18 years of age are not permitted in areas of the Clubhouse where liquor may be served unless the Licensing Court specially approves those areas.

6. DAILY TIME SHEETS | GENERAL INFORMATION

• A time sheet applies for every day of the week.

• Before booking for golf, Members are advised to view the Club’s website or contact the Golf Shop for any changes to programmed events.

• All Visitors and Member Guests must first check into the Golf Shop before using the golf course or practice facilities.

• All Members should first check into the Golf Shop before using the golf course or practice facilities.

• No Member is to place another Member’s name on a timesheet without his/her prior permission.

• A Member must not book more than 4 players during each attendance at the kiosk or logged session.

• A maximum of four players per group applies to social and competition rounds. In special circumstances, but not as a regular arrangement, the General Manager or Captain/Vice Captain may approve in excess of this number.

• The ‘course’ comprises the golf links and the practice areas.

Social Play

• Permitted on the golf course each day of the week within designated times as described on the booking sheets. Social play is permitted for Members after the daily competitions.

• For social golf, bookings open one week in advance, either in person or via the Members’ section of the Club’s website or by telephone.

Member, Guests and Visitor Tags

All players using the course must display either a current membership tag or a visitor's tag.

7. DAILY COMPETITIONS & BOOKINGS

• All Members should report to the Golf Shop at least 20 minutes before their scheduled hit-off time.

• Members must cancel their tee time as soon as possible if they are unable to play.

• Members cancelling on the day of play (outside of exceptional situations) will be charged the competition fee. Failure to cancel a tee time, at least 2 hours prior to tee-off or repeatedly, may lead to disciplinary action.

• Members booked in timeslots allocated for competition must play in the event of the day unless an optional Social play is available.

• Social play is permitted within the designated social tee times.

• Members are required to book or register with the golf shop prior to any play on the course. Bookings for daily competitions are to be made as follows:

MONDAY

PUBLIC HOLIDAY

Mid-week: Adopts Sunday 1 tee timesheet format

Courtesy

• No-one should move, talk or stand close to or directly behind the ball or a hole when a player is preparing to play or making a stroke.

• At all times players are to play without delay.

• No player is to play until the players in front are out of range.

• It is each player's responsibility to be ready to play.

• As soon as it becomes apparent that a ball will not easily be found, players searching for the ball are to signal the players behind them to play through. Play may not continue until the players who have played through are out of range.

• When the play of a hole has been completed, players are to leave the putting green before marking their score cards.

• All groups in the Competition of the Day must maintain their position in the field (see By-Law 9).

Alcohol – On Course

• Open packaged alcohol purchased from Manly GC unless restricted by an event terms of competition or other by-law may be consumed on the Course, but not practice areas.

• For external non-member events, unless approved prior to an event by the General Manager the consumption of alcohol on the course is not permitted.

Mobile Phones

• Mobile phones and mobile devices must be on silent while Members and guests are on the Club’s premises.

• Calls may be taken or made only in the business area (western end of the Champions Bar), locker rooms or the Club’s car park unless in the case of a medical emergency.

• Members may use mobile phones and mobile devices to check emails, texting or for scoring purposes or source information.

• The General Manager may grant approval for on-course use in other circumstances.

• Breach of this By-Law will lead to disqualification from the Competition of the Day.

• Additionally, the General Manager may enforce an automatic 14-day suspension of playing rights penalty to any Member found to be in breach of this By-Law.

Electronic Equipment

With the exception of distance measuring devices (refer Golf Australia definition) other such electronic equipment such as radios, smart phones, iPods and the like, must not be used on the golf links or practice fairway except for scoring purposes or in compliance with other by-laws. Video cameras may be used on practice areas.

Priority on the Course

Course staff have right-of-way at all times and play is not to continue when any staff may be endangered. Members should not play a shot without first drawing the attention of the staff and wait to be signalled to hit up.

a. Players not participating in competitions must give way to competition players.

b. A single player has no standing and must give way to a match or group of any kind.

c. Knock-out matches have no priority over other players, but may be invited to play through.

d. Knock-out matches played during competition must maintain their position in the field.

e. Knock-out matches scheduled on a Wednesday or Saturday must only play within designated times for matches.

f. Other two-ball matches or groups have precedence over, and are entitled to pass, any three or four-ball matches or groups.

g. Any match or group playing a complete round is entitled to pass a match or group playing a shorter round.

h. Championship matches have right-of-way.

Motorised Transport

Notices on the course regulating the movement of golf carts and other motorised transport are to be strictly observed.

• The Board reserves the right to restrict the competitions in which golf carts may be used.

• Members may book the use of a golf cart one week in advance, either personally or by telephoning the Golf Shop.

• Golf carts must be driven only on Manly Golf Club property.

• Golf carts must not be driven onto tees, greens, between bunkers and greens,

• or within five metres of any green, bunker or water hazard. They must be parked in the areas provided where appropriate.

• No more than two persons may ride in a golf cart

• Persons in golf carts must not pull hand buggies.

• Under no circumstances may children under the age of 18 years be allowed to drive a golf cart.

• The hirer must observe and comply with the operating instructions printed on the hire agreement and displayed on the cart.

• Golf carts must be returned to the Golf Shop before closing time on the day of use.

• Care must be exercised when driving golf carts along the Clubhouse level and paths which are shared by other vehicles to avoid the risk of injury to other Members.

• The Board may require a medical capability certificate for any member to verify medically capable to operate motorised on course machinery (i.e. carts)

Other Forms of Transport Used to Play Golf

The use of a personal motorbike or other forms of motorised transport for playing golf is a concession and is subject to the approval of the Board. The current Board’s policy is that existing vehicles will be phased out and no new forms of privately owned motorised transport will be permitted on the course. On approval to use motorised transport the Member must complete and sign the special agreement form.

Note: Management reserves the right to restrict the use of golf carts and other forms of motorised transport on the course at any time.

Green Surrounds

• Pull buggies and electric buggies may traverse the green

• Golf carts must adhere to the warning signals and directives of the GPS system.

• Failure to do so may result in restrictions on use of golf carts and or a suspension of playing rights.

Care of Bunkers

• Before leaving a bunker, a player must carefully fill up and rake over all holes and footprints.

• Sand should be raked towards the middle of the bunker and not towards its edge.

• Bunker rakes must be left inside the bunker on the line of play.

• Players must always avoid walking up or down the face of bunkers.

Divots and Ball Marks

• A sand bucket must be carried and used at all times. A player failing to carry and use a sand bucket may be asked to leave the golf course.

• ‘In the general area’, a player must ensure that turf cut or displaced in the playing or practising of a shot is repaired by cutting in the sides and filling the area with sand.

• Damage to a green made by a ball is to be carefully repaired by bringing the sides of the ball mark into the centre and then tapping down the repaired area so that, as far as possible, no evidence of the damage is apparent.

• In taking practice swings, players should avoid causing damage to the course, particularly to the tees.

• Players must use due care to avoid any damage to any part of the course.

Avoidance of Damage to Greens by Flagsticks, Bags, etc.

• Players should ensure that when putting down bags or the flagstick no damage is done to a green.

• Care must be taken to ensure that there is no damage to the hole when standing close to it, when handling the flagstick or in removing the ball from the hole.

• The flagstick should be properly replaced before leaving the green.

• Players should be careful not to damage the surface of the green by leaning on their putters, particularly when removing the ball from the hole.

• The club head of a putter must not be used to remove a ball from the hole.

Course Closure

The course may be declared closed by the Match Committee or the General Manager in consequence of adverse weather conditions, and Members are not permitted to use the course during any period of closure.

9. PACE OF PLAY

The “lowest marker” in each group is to ensure the group maintains pace with the group directly in front. However, every Member of the group is responsible for the whole group’s speed of play.

If the Match Committee appoints a Marshall, as such, he/she is the representative of the Match Committee and any direction from the Marshall is to be followed.

Players are referred to Rule 6-7 of the Rules of Golf. The following specific By-Laws apply: The Match Committee is authorised to prescribe:

• Maximum playing times for rounds under particular circumstances.

• Maximum gaps between the finishing time of a group and the group in front.

• Penalties for failing to meet these requirements may include stroke penalties and disqualification from competitions.

• The deployment of a nominated Course Marshall. Please note the Course Marshall has the Match Committee’s authorisation to warn players of slow play, and if required, impose penalties.

• The variation to playing times, gaps and penalties to take account of particular events, abnormal playing conditions and other circumstances beyond the reasonable control of players.

• Members are to use all reasonable endeavours to complete their rounds in four hours inclusive of any stop at the Halfway House.

• On course concerns with pace of play should be communicated firstly to the Golf Shop

The Match Committee’s prescriptions will be outlined in the Club’s Pace of Play Guidelines. A copy of these guidelines is available on the Club’s website.

In accordance with Rule of Golf 6 - Players’ Responsibilities and Rule 33-7 - Disqualification Penalty, Committee Discretion; any issues as to abnormal conditions and other mitigating circumstances should be settled with the Match Committee.

The terms of this By-Law do not in any way diminish the obligation of all Members to play their golf in compliance with the Rules of Golf at a good pace and to maintain their position in the field.

At halfway, to ensure an acceptable pace of play, a group may not stop for refreshment where the group in front has already played shots to the 1st or 11th greens.

In the interest of maintaining the correct pace of play, "play when ready" is to be employed wherever possible when playing in fours. If pace of play is not being maintained two players of the group must putt out, proceed to the next tee and hit off.

10. USE OF PRACTICE AREAS

Members are limited to using the Practice Areas to the days that they are permitted to use the course contained within the playing rights.

The use of sand buckets is compulsory on all practice areas. Those practising must give way to those playing the course. Defined Practice Areas’ are:

• The practice nets.

• The Clubhouse practice area.

• The practice fairway.

Other than access rights contained in By-Law 2, Practice areas are reserved until 12 noon AEST & 1pm Daylight Savings on:

• Tuesdays – for 5 Day and 7 Day Playing Women

• Wednesdays – for 5 Day and 7 Day Playing Men

Practice Regulations

Note 1 – The Practice Fairway Northern Tee to Northern Green

• Shots permitted using only yellow range balls purchased from the Golf Shop.

• Players are restricted to strictly irons only, hit up to 150m or not beyond the black and white poles located towards the northern end of practice fairway.

• Practise shots onto the range must cease when a player on the 10th hole is crosses the boundary of the western tree line of the practice range.

• The General Manager may at discretion enforce an automatic 14 day suspension of playing rights penalty to any Member found to be in breach of this By-Law (9).

• Balls are not to be collected from northern portion of the fairway.

• Limit of one 30-ball basket to 1:00pm on Wednesdays and Saturdays.

• Divots must be sanded before leaving the tee.

• Range balls are to be left on practice fairway.

• Range balls may not be taken from practice areas or used on the golf course.

• Members must be booked or register attendance via the Golf Shop (insurance purposes)

Note 2 – The Practice Fairway from Southern Tee to Southern Green

• Chipping to green permitted using Members’ own golf balls

• A 20-ball limit to 1.00pm on Wednesdays & Saturdays.

• Divots must be sanded, pitchmarks repaired and balls collected on completion of practice.

Note 3 – Clubhouse Practice Area

• Putting on western end of green.

• Chipping to eastern end of green from course proper side.

• Both chipping and putting restricted to 5 balls.

• Bunker shots and chipping played to couch green restricted to a maximum of 20 balls.

• Divots and pitch marks are to be repaired on completion of practice.

Note 4–Practice on the GolfCourse priortoCompetition

Practice on the golf course on competition days will mean disqualification except when match play is involved and the rules of the competition allow for prior play on the course.

Note 5–Maximum ballson course duringpractise

A limit of two balls per player from tee to green applies for practise rounds on the course however players must, at all times, maintain their position in the field. Pace of play rule 8 applies.

Note 6 – Visitors & Guest access to practice areas

• Visitors who are not playing on the course, may use the practice facilities when accompanied by a Member. Visitors must be signed in, in the normal manner.

• A fee applies for each visitor for the use of the practice facilities only.

• Visitors playing on the course will have free access to practice facilities.

11. HANDICAPS

Handicaps are as per the Australian Handicap System. Details of this system can be viewed at: www.golflink.com.au

Rules & Handicapping

• The golfer's handicap that shows on Golf Link will be known as his/her GA handicap and this will be the base figure used and adjusted to gain the player's Daily Handicap.

• As per the Rules of Golf, it will be the player's responsibility to ensure his/her handicap is on his/her scorecard. The daily handicap is the necessary handicap to meet this requirement.

• Men- Maximum daily handicap for competition, including matchplay events, is 36.

• Women- Maximum daily handicap for competition, including matchplay events, is 45.

Board Discretion

• The Board of Directors may from time to time approve the alteration of a Member’s handicap, if, in its absolute discretion, and having regard to all of the circumstances including the Member’s results in any form of competition, it considers that the change is warranted under the handicap system which the Club follows. The Member shall have no right to make any representation to the Handicapper or to the Board of Directors in relation to any proposed alteration of the Member’s handicap.

Women play on full handicap and on par 74 rated red course

Four person 1/8, three person 1/6, two person 1/4 of aggregate handicaps (except when otherwise indicated for the listed fixture).

The grades for competition play will be determined by the Match Committee and are subject to variation dependent on field composition. Generally, unless otherwise determined the Grades are as follows:

Multi-day Competitions

In handicap events played over two or more days, a player’s handicap on each day shall apply in respect of that day’s play, unless otherwise specified.

12. COMPETITION GOLF

Any terms of competition applying to the Club's golf competitions and events will be determined by the Match Committee and advised to Members by way of a notice on the Board or website.

The Match Committee or its delegate has the right to determine when the golf course is unplayable and will, if necessary, suspend or cancel competition play as appropriate in the circumstances. Members will be advised at the time. The Match Committee may publish guidelines dealing with these procedures.

Order of Play

All competition play must commence on the tee stipulated on the timesheet booking. Holes must be played in the correct sequence.

Match Play

Match play must generally commence at the 1st tee and the holes played in correct sequence unless otherwise authorised by the Match Committee. (Note:11th teestartonThursdays)

Players playing a match are not entitled to simultaneously participate in a Club competition.

Matches booked within competition tee times may only use tee times designated for matches as follows:

• Monday: Anytime

• Tuesday: During social times

• Wednesday: 8:30am and 12:30pm

• Thursday: Anytime (Note: All play from 11th tee)

• Friday: Anytime

• Saturday: 8:30am and 12:30pm

• Sunday: Between 11:30am – 12:30pm

Matches may be booked in advance of time sheets opening and must be done through the Golf Shop.

Any match booking outside of these times must gain prior approval from the Captain, Vice-Captain or approved delegate.

Return of Scores / Cards

All scores or cards must be submitted or returned immediately after the completion of a competition round.

Electronic Card Return

The Match Committee is authorised to impose a term of competition in any competition requiring players to record their scores using the Club’s computer network, and to prescribe penalties for non-compliance.

Use of Tees

Play will be from the nominated tees of the day.

Practice from the Blue plates is only permitted with the approval of the Club Captain or General Manager.

Ties:- Match Play Competitions

Unless otherwise stated in the terms of the competition, a match which is all square at the 18th or 36th hole shall be continued from the 1st tee on a sudden death basis until one competitor or team wins a hole. In handicap match play, strokes shall continue to be taken in accordance with the appropriate index.

Ties:- Stroke Play Competitions

A stroke competition which ends in a tie shall be decided by a count back unless otherwise stipulated in the terms of competition of a particular event.

Special Events

Where qualification for a match play competition is to be determined in a Saturday competition or event, including a Monthly Medal & Club Championships, a count back will be used to determine qualifiers where necessary.

Variation of Terms of Competition

The Match Committee shall stipulate playing rules in the terms of competition for all competitions and events, and in so doing may vary any of the above provisions.

Use of Motorised Transport in Club Events

Men’s Events

• Motorised transport may generally be used in all events other than the Club Championship.

• Use of motorised transport may be granted for the Club Championship by the Match Committee representative upon written application prior to the commencement of the qualifying rounds.

• Approval is discretionary and will only be given where such machines are normally used by a player and/or use is supported by a current year medical certificate.

Women’s Events

• Motorised transport may generally be used in all events other than the Club Championship and Foursomes Championship

• Use of motorised transport may be granted for the Club Championship and Foursomes Championship by the Match Committee representative upon written application prior to the commencement of the qualifying rounds.

• Approval is discretionary and will only be given where such machines are normally used by a player and/or use is supported by a current year medical certificate.

General

The right to use motorised transport as set out above is a concession. Inclement weather or course conditions may result in this mode of transport not being allowed on the course. Any use of motorised transport in Championship events by nonapproved users means forfeiting the right of qualifying or any other prizes on offer on the day.

13. CHAMPIONSHIP EVENTS

Men

Eligibility

• Open to 7 Day Playing Members, unless otherwise specified.

• A player must not nominate for a championship event involving match play rounds unless he will be available for all match play rounds (except for a player who is selected to represent his State or Country).

• For events limited by handicap or age, eligibility is determined by the player's handicap or age as at the date of the first day's play of the event.

Entry

• Entry for championship events will be by nomination, with the nomination process to be determined by the Match Committee.

• All eligible members may nominate for the Club Championship. Eligible members may nominate for the A Reserve, B Grade and C Grade Championships, but if they qualify for the Club Championship they must play in that event and are not eligible to play in any other event.

Club Championship

• Qualifying over two rounds of stroke play on a date to be determined by the Match Committee.

• Sixteen to qualify into 36-holes match play to determine the Club Champion.

• The Match Committee will publish a detailed terms of competition.

Juniors Championship

• Eligibility: Open to all eligible male and female Junior members under 18 years of age.

• Format: 18 Holes of stroke play.

• Ties: In the event of a tie after 18 holes, the tied players shall play the 1st and 18th holes on a sudden death basis until a winner has been determined.

Colts’ Championship

• Eligibility: Male playing members between 18 to 23 years of age, inclusive.

• Format: 36 holes of stroke play in conjunction with Club Championship qualifying.

• Ties: In the event of a tie after 36 holes, the tied players shall continue play from the 1st tee on a sudden death basis until a winner has been determined.

A Reserve Championship

• For players on Blue Course Daily Handicaps of 8-13, qualifying over two rounds of stroke play played in conjunction with the Club Championships

• Top eight best gross scores going on to match play over 18 holes.

• Ties after the qualifying rounds will be decided on a count back.

B Grade Club Championship

For players on Blue Course Daily Handicaps of 14-19

Qualifying: Two rounds of stroke play as programmed by the Match Committee, best eight gross scores going on to 18 holes match play.

Ties for qualifying positions will be decided on a countback.

C Grade Club Championship

For players on Blue Course Daily Handicaps 20-27 qualifying over 18 holes of stroke play as programmed by the match committee, with the best eight gross scores going on to 18 hole match play.

Ties for qualifying will be decided on a count back.

C Reserve Club Championship

For players on Blue Course Daily Handicaps 28-36 qualifying over 18 holes of stroke play as programmed by the match committee, with the best eight gross scores going on to 18 hole match play.

Ties for qualifying will be decided on a count back.

Foursomes Championship

36 holes of stroke play as programmed by the Match Committee.

Ties: In the event of a tie play shall continue play from the 1st tee on a sudden death basis until a winner has been determined.

Fourball Championship

• Qualifying over 18 holes in normal Saturday competition as programmed.

• Eight best-ball scratch scores going on to 18 hole match play.

• Ties for qualifying positions to be decided on a count back

Seniors’ Championship (55 Years and over on the day of the qualifier)

• Qualifying: 18 holes stroke play in Saturday competition as programmed

• Eight best gross scores going on to 18 hole match play as programmed.

• Ties determined on a count back.

Veterans’ Championship (65 Years and over on the day of the qualifier)

• Qualifying: 18 holes stroke play in Saturday competition as programmed

• Eight best gross scores going on to 18 hole match play as programmed.

• Ties determined on a count back.

Senior Veterans’ Championship (75 Years and over on the day of the qualifier)

• Qualifying: 18 holes stroke play in Saturday competition as programmed

(Open to 5-Day and 7-Day Playing Members)

Women

Eligibility

Open to all 5 and 7 Day women playing members with a current Golf Australia handicap.

Entry

A nomination times sheet will be placed online at least 3 weeks prior to the event. A draw will be published after the close of entries. Late entries will be placed at end of their division. The Match Committee will publish detailed terms of competition.

Club Championships

Open to all eligible players. Two qualifying rounds followed by match play.

Bronze I Championships

Open to all eligible players within the handicap ranges stated in the terms of competition. Two qualifying rounds followed by match play.

Bronze II Championships

Open to all eligible players within the handicap ranges stated in the terms of competition. One qualifying round followed by match play.

Club Foursomes Championships

Open to all eligible players. A 36 holes stroke event.

Bronze Foursomes Championships

Open to all eligible players. A 36 holes stroke event

NB: Please refer to terms of competition for each individual competition and handicapping limit.

Championship Events

A player may not enter the match play section in any event unless they are available for all rounds as set down in the programme book (with the exception of a player who is selected to represent state or country).

The Match Committee in an effort to avoid a bye or forfeit in the first round of a Championship event due to the withdrawal of a qualified player, may, prior to the play of the first round, replace the player in the draw up until 5.00pm on the preceding Thursday.

Other Events

Draws will be posted on the Website and relevant Notice Boards. Rounds must be played by the dates stipulated. If weather results in course closures the Match Committee reserves the right to review the play by dates.

The Match Committee may grant a time extension (prior to the stipulated play by date) if players are unable to fulfil their commitments due to unforeseen circumstances and the granting of said extension does not affect the orderly completion of the event.

Players are equally responsible for contacting opponents to arrange a match. Should opponents fail to agree on a play by date, opponents can decide the match by coin toss or the Match Committee will determine (given circumstances) which player/team shall proceed.

15. BOWLING GREEN

Attendance or advice of intention to play by 12.45pm, commencing 1.00pm.

Dress: Similar to dress requirements on the golf course with the addition of a pair of non-spiked, flat-soled shoes.

Luncheon

Third Thursday of every month 12.00pm for 12.30pm. At the Clubhouse regardless of weather. All Members welcome. Dress: Normal MGC Clubhouse attire.

Lunch will be preceded by bowls with attendance or advice of intention to play by 9.15am, commencing at 9.30am.

All Members are reminded that their golf club membership includes use of the bowling green. Golfers are welcome to join the bowlers.

GENERAL MEMBERSHIP BY-LAWS

16. GENERAL REGULATIONS

General Manager and Staff

The General Manager, or in that person's absence, such other person appointed by the Board from time to time, shall be responsible for the control, direction and instruction of the Club’s staff and the administration of the Club’s affairs. A Member must not give direction to or reprimand any employee of the Club.

Members’ Addresses

It is a Member’s responsibility to ensure the Club has their current contact address (electronic or postal) for the delivery of notices.

Complaints

Generally, all complaints must be made in writing to the General Manager, however, any issue pertaining to play on the course can be addressed to the Captain or his / her representative and discussed in private.

Mobile Phones & Mobile Devices

• Mobile phones and mobile devices must be on silent while Members and guests are on the Club’s premises.

• Calls may only be taken or made in the business area (western end of the Champions Bar), locker rooms or the Club’s car park unless in the case of a medical emergency.

• Members may use mobile phones and mobile devices to check emails or source information whilst in the clubhouse.

Members’ Personal Golf Insurance

• Golf Australia maintains a Player’s Personal Liability Insurance Policy for all members of affiliated golf clubs.

• Broadly this policy covers the legal liability of members to pay compensation for personal injury or property damage which occurs while playing or practising golf or attending a golf event or venue as a player, guest or spectator, exceptions do apply.

• Personal liability arising from the use of a motorised or non-motorised golf buggy in the act of playing golf is also included, whether the golf buggy is owned by the club or the member.

• Golf Equipment insurance subject to policy issuer approval provides cover for physical loss or damage to your personal golf equipment. The standard limits under this insurance are:

• Physical loss or damage – Up to $5,000

• Please note that an excess applies to all claims for physical loss or damage.

Care of Property

A Member wilfully damaging any property belonging to the Club may be required to pay for the cost of repairing or replacing that property or otherwise to make good such damage.

Dogs on Course and Property

Dogs are not permitted on the Club Property unless a guide dog for visual assistance.

Club Motif

The Club motif or badge may not be used by any person without the prior written consent of the Board.

Sale of Golf Balls and Equipment

A Member shall not purchase nor sell golf balls or equipment on or in the precincts of the Club's property from persons other than the staff of the Golf Shop.

Advertisements, Notices, etc

Advertisements or advertising matter of any kind, notices, publications, pictures or documents shall not be displayed or exhibited on or in the precincts of the Club's property without the permission of the General Manager.

Collection for Charities, Raffles, etc

Collections for charitable or other purposes, or the sale of tickets in lotteries, raffles or for any non-club function shall not be made on or in the precincts of the Club's property without the permission of the General Manager.

17. DRESS CODE

Introduction

Minimum standards of dress and general appearance will, at all times determine the access of members, guests and visitors to the course, clubhouse and facilities of Manly Golf Club.

Consideration for other members is vital for harmony in a successful club and a style of dress, which may give offence to others, should be avoided.

The General Manager, Duty Manager, Course Marshall and Pro Shop Staff are authorised to ensure members and visitors observe the Club dress code. Their judgement as to the suitability of attire shall be respectfully accepted and considered final.

Guests

Members are at all times responsible for the attire of their guests. Guests and Visitors must be informed of the dress code policy in advance to avoid any embarrassment.

Men’s Dress Code

Golf course and practice facilities

• All attire must be golf specific, neat and well maintained.

• Trousers and shorts (knee length) must be tailored and worn with a belt.

• Shirts must have collars or mock collars, have sleeves and be worn tucked in.

• Turtleneck jumpers may be worn if they are specifically designed for golf.

• Sports socks or sockettes with or without golf club logo. If long socks are worn, they must be kept at full length at all times.

• Shoes must be clean, soft spiked and golf specific.

• Hats, caps, visors or beanies must be plain or display golfing brand or golf club logo only.

• Sun UV sleeves in plain colours may be worn. -

Clubhouse

• Clean, dry golf attire and smart casual wear are suitable after golf.

• Tailored dress jeans are permitted.

• Collared dress shirt (worn outside or tucked in), dress shoes and trousers for evening functions and meetings.

• Jackets are encouraged for all events but are optional unless specified.

• Closed shoes with socks at all times, except boat shoes which may be worn without socks.

• Hats or caps in the clubhouse.

• Clothing displaying large motif, brand, advertising or sport team.

• High top golf shoes or golf shoes with metal or ceramic spikes.

Billiard Room

The Billiard Room is generally open when the Champions Bar is open to Members but may be closed at any time at the discretion of management. Members should check the availability of the room by contacting the office. Rules and regulations as laid down on the Notice Board in the Billiard Room must be followed at all times. No food is allowed in the room. Visitors must be accompanied by a Member.

Champions Bar

Open from 10:00am on all days, closing at 7:00pm during daylight saving hours and 6.00pm other times, except for Friday nights when closing may be extended dependent on demand. Trading hours for special functions will be notified.

Closes at 4:00pm when the Course is closed.

Golf Shop

Open from 6:00am (Tue-Sun), Mondays from 8:30am.

Closes at 7:00pm in daylight saving time, otherwise at 6:00pm.

Closes at 2:00pm when the Course is closed. Closed when Course Closed for renovations.

Locker Rooms

Generally open to Members at the same time as the Golf Shop, and closing times will generally coincide with the cessation of daily bar trading.

48 hours’ notice of cancellation is required for Club functions and 24 hours for regular dining including Twilight Golf bookings otherwise a cancellation fee will apply.

Front Door

For the purpose of security the front doors will only be open during office hours or when a function is being held. Outside of these times access will be via the course side of the clubhouse.

19. MANLY GOLF CLUB PRIVACY POLICY

This Club is subject to the provisions of the Privacy Act 1988 and is committed to safeguarding personal information provided by Members, Visitors and Staff. We will not disclose your personal information unless there is a threat to life, health or safety. The Club may with your permission, use your personal information for marketing purposes. You also have the right to access the personal information we hold about you.

20. ADVERSE WEATHER (HEAT, FLOOD, WINDS & LIGHTNING – RISK WARNING)

Adverse weather on a golf course is generally considered a risk and below is a risk warning to members and guests. Any time there is high winds, flooding, extreme heat, extreme cold or lightning activity, there is a significant risk on a golf course.

It is the responsibility of members and guests to check weather forecasts and to ensure their own safety with regard to adverse weather before using the course or bowling green. It is a condition of entry to these areas that members and guests acknowledge that they do not rely on the Club to ensure their safety from adverse weather.

Members and guests are advised that if caught in adverse weather the Club’s designated safe areas are the Main Clubhouse, the Course Maintenance Facility (located beside the 2nd green and behind the 9th green) and the Bowler’s Pavilion (located beside the practice fairway). Members and guests will need to assess for themselves whether the route to these areas is comparatively safe from the adverse weather.

21. MEMBER CODE OF CONDUCT

We seek to provide a safe, fair and inclusive environment for everyone involved in our Club. To achieve this, we require certain standards of behaviour of members, guests, parents/guardians (of child participants) and employees.

Our codes of behaviour are underpinned by the following core values.

• To act within the rules and spirit of our Club.

• To display respect and courtesy towards everyone involved in our Club and prevent discrimination and harassment.

Code of Conduct Rules

Only members and guests in good standing are entitled to use the clubhouse, golf course, practice areas or bowling green. The rights of any member to the privileges of the Club shall coexist with the period of his or her membership. The Club deems that all members upon election to the Club have given their consent to be bound by the By-Laws and rules of the Club; both to the restrictions and the penalties imposed.

The Board of Directors and the GM may deal with matters pertaining to the conduct of members, guests and employees in accordance with the Constitution or the Club’s adopted Code of Conduct.

The Board of Manly Golf Club may give a reprimand, suspend or terminate the membership of or seek the resignation of a member, if it is determined that the member has:

1. Submitted false information on the nomination for membership;

2. Failed to abide by the rules & regulations, as set forth for the use of the Club’s facilities;

3. Treated the Club’s personnel or representatives in an unacceptable or abusive manner;

4. Displayed conduct unbecoming of a member;

5. Conducted him or herself in a un-sportsmanlike manner and knowingly cheat, throw clubs, disrespect volunteers, the course, or fellow competitors;

6. Bullied or harassed another member, guest or employee of the Club;

7. Used or has had an association with illegal drugs anywhere on the Club premises;

8. Physically threatened, slandered or verbally abused others;

9. Placed a comment or image on one of the Club’s social media platforms which is not respectful to all members, and or staff, or relevant to the Club; or

10. Found to be in breach of the Club’s By-Laws

Should you be involved in or should you observe any breaches of the above, the following procedure will/ should be followed:

• All official complaints should be made in writing and addressed to the Club GM

• The Board will consider the complaint and follow the Club’s Constitution relating to the process for disciplinary matters

22. MEMBER PROTECTION POLICY

Manly Golf Club (MGC) is committed to participation in all aspects of the sport of golf in an environment that respects the worth, dignity and equality of opportunity of all people.

MGC is committed to the advancement of participation in playing, coaching, administering and working at MGC, based on merit and equal opportunity. MGC intends, by this Policy, to ensure that in all their dealings members shall be treated fairly, with respect, and in a manner appropriate to their innate worth and dignity as human beings, and that members shall advance in their chosen field on the basis of merit and achievement, fairly recognised.

MGC is committed to providing an environment in which all members feel free to participate and considers that it is sometimes proper to make special provision for disadvantaged groups, and to establish special programs designed to enable their members to overcome any disadvantage and participate in the community on conditions of equality.

f) May 2023: Formatting, Playing rights, medical carts, irons on range and group of 4 bookings.

g) July 2023: Practice range access no change in rule but change in wording

h) August 2023: Teesheet structures, playing rights, practice range clarification, guest clarification

i) July/August 2024: 2 Day Friday access, Carts, Dress, Trading hours for 2024/25, Dogs, clerical.
