COUNCILS WANT PARTNERSHIP IN ‘25

In an article written by LGNZ President Sam Broughton, he says councils around the country have had some of their most challenging conversations around the council table this last year, as they balance the need to protect ratepayer’s long-term interests with the financial sustainabilityofcouncils.

The best thing that Government could give councils in 2025, he says, is thegiftofpartnership.

“We all know the long list of actions that central government is asking of local government, so you may not be surprised to hear local governmenthasgotalisttoo.

If we want 2025 to be a better year for our communities, this

is what we need from Government:

• Unlockothersourcesof fundingandsupportfor localgovernment,likethe RatepayerAssistance Scheme,tohelpcouncils keepratesaffordable.

• Simplifyprocurement processesandbusinesscase coststolowerthecostof buildingroads,pipesand otherinfrastructure–so councilscangrowlocal economiesinthewaythe Governmentexpects,by deliveringcost-effectiveand essentialinfrastructure.

• Makeiteasierandmore efficientforcouncilsto createlong-termplans,by updatingcumbersomerules andremovingrequirements

• Reviewandsimplifythe rulesaroundcouncil budgetsandperformance reporting, cuttingthrough theredtape, unnecessary rulesonlyslowcouncils down.

• Changelocalelectionterms tofouryears–especiallyif centralgovernmentdoes thesame–toallowcouncils moretimetoeffectchange.”

He says councils work extremely hard for their communities. “It’s a tough job to deliver everything that’s needed. Every day, councils make important decisions that impact future generations –from infrastructure investment like roads, bridges and pipes, to emergency management andwaste.”

Yet often Mayors and councillors face government or public criticism for making future-focused decisions that noteveryonelikes.

“So in 2025, we’re asking the Government to partner with local government and empower councils to do the best they can for ratepayers; we both serve the same communities so we need to worktogether.

Government’s greatest gift would be removing red tape, enabling more funding levers for growth – and working together with us to deliver for thepeopleofNewZealand.”

DECEMBER RAINFALL REPORT 24

SPRINGFIELD

SPRINGFIELD By

We make it 100 mm of rainfall for December against an expected 101 mm. Our total for the year was 789 mm against an average of 1059 mm. That makes this year one of the driest of the last 19 years.Only2015(715mm)and 2007(682mm)weredrier. Although December ended right on average it was the proverbial month of two halves. Things turned very dry as the month began, and they got worse. Everything browned o and the fire risk shot up. This was not just a theoretical problemastheBridgeHill(and several other fires in our area) showed. We might expect these conditions in February but not in December. But then came the rain and within a

week the grass was greening upagain.

Comparing notes with various people around the district (Darfield,She eld,Dalethorpe, Kowai Bush) I found that Springfield had less rain than elsewhere. It will be interesting to read the other rainfall reports for some accuratenumbers.

ANNAT by Allan Hogg. Hogg. Our DecemberrainfallinAnnat was 117.25mm (34-year average for December was 71.50mm). Our largest drop was the thunderstorm on the 23rd, 34mm in just under an hour. Our yearly total was 675.25mm (34-year average of 829mm)

Aided by rain records supplied by A M King 1925-54, Tom Morris 1985-88 and myself

(Allan) 1989 to the present, I have split the years into 10-year blocks - these are the 10-yearaverages: 1925-1934-903.6mm. 1935-1944-986.7mm. 1945-1954-1096.7mm. Wethenrestartin1985: 1985-1994-868.7mm 1995-2004-852.9mm 2005-2014-804.5mm. 2015-2024-800.9mm. The decade 2015-2024 was notable for two years where we recorded over 1000mm, something not seen in recent records but common in the 1925-1954period.

NEW ESTABLISHMENT CHAIR APPOINTED FOR LOCAL WATER DONE WELL PROGRAMME

The Selwyn District Council (SDC) is pleased to announce Murray Strong's appointment as the Establishment Chair for the Local Water Done Well Programme to ensure alignment with government expectations.

At its meeting in November 2024, the Council resolved to move forward with investigations and planning for setting up a Council Controlled Organisation (CCO) for water services and to engage an establishment chair to prepare for the work required in consulting the community in FebruaryandMarch2025.

This appointment marks a significant milestone in the Council's commitment to enhancing the district's water services as expected by central government's new Local Water DoneWellreform.

The key elements of the

reformare:

• Arrangementsforanew waterservicesdelivery systemwithanemphasison establishingajointCCOto carryoutwaterservices functions.

• Aneweconomicregulation andconsumerprotection regimeforwaterservices.

• Completionofawater servicesdeliveryplanby September2025.

Murray brings over two decades of governance and management experience, having held a variety of leadershiprolesinbothprivate andpublicsectors.

His expertise in infrastructure projects like Christchurch’s Convention Centre Te Pae, the BusInterchange, andasformer director of the National Infrastructure Board and chair of the New Zealand Institute of Skills and Technology will beinstrumental.

Murray offers a strategic approach to governance and significant experience working withiwiandmanawhenua.

Mayor Sam Broughton emphasised that the recruitment of Murray was a keyfirststep.

“We currently have good water services in our district but thereisroomtoimproveanda newCCOsetsusup tosucceed and down the track to possibly work with other councils. We will consult our community across February and March on the decision of either a stand alone Selwyn CCO model or a new department set up inhouse and we encourage

everyone to provide feedback during that three week process.”

The Mayor said the community feedback will support the councillors in their decisions regarding the water services model, and the appointment of a temporary establishment chair means we put our best foot forward and signals our intent, but does not pre-empt the final decision on what that entitywouldlooklike.

“Independent experts advised usthatthecomplexity, breadth and volume of the work associated with this project and the pace in which this needs to be accomplished requires a dedicated expert with Murray’s governance skills.”

Murray said he was honoured to take on this project and looked forward to working closelywiththeSelwynDistrict Councilandthecommunity.

“This programme presents a unique opportunity to enhance the water services systems across the district and to build on the fantastic investment made by Selwyn District Council to date. This is an opportunity to continue an intergenerationalapproachand further aid resilience, efficiency, and responsiveness to the needs of the people of Selwyn."

SDC will continue to engage with the community and our partners throughout the establishment process, ensuring transparency and collaborationateverystage.

Two guys are out hunting deer. The first guy says “Did you see that?” “No” the second guy says.

“Well, a bald eagle just flew overhead.” “Oh.”

A couple of minutes later, the first guy says

“Did you see that?”

“See what?”

“Are you blind? There was a big, black bear walking on that hill, over there.” “Oh”.
