For those who know Hazel Littlejohn, it will be no surprise that shehaswonthe2024DisabilitiesPlayeroftheYear.

Hazelticksthreebigboxes–theymaynotbetheonlyboxesthe judges ticked when deciding the award, but she certainly ticks the ‘wonderful human being’ box, the ‘super hard worker’ box andthe‘very,verygoodbowler’box.

Of course, she also ticks the ‘disabilities’ box, but that’s almost an after-thought. The fact that she has a hearing impairment simplyenablesherselectionasDisabilitiesPlayeroftheYear.

“She’s a great human being,” says Bowls New Zealand community manager, Kevin Smith. “She demonstrates that by being genuinely interested in other people. She enjoys the companyofothersand,unsurprisingly,she’sverypopular.”

Liz Hamilton, secretary of Bowls Darfield where Hazel plays her bowls,agrees.Shesays,“I’veknownhereversinceshejoinedthe club. She’s warm, friendly, welcoming and encouraging – she’s thekindofpersonyouwanttoplaybowlswith.”

But Hazel isn’t just a neat person, she’s also not afraid of hard work on and o the green. She’s a broiler farm manager supplyingtoBrinks,‘Bird&Barrow’.Andwhenshe’snotworking at her day job dealing with all matter's poultry, she’s invariably atBowlsDarfieldhelpingtheclubinanywayshecan.

“She a great club person,” says Liz. “She spreads herself around o ering to help wherever she can. And not just at the club –Hazel recently put up her hand to become president of Deaf

Lawn Bowls New Zealand. She’s also a level one umpire. Hazel also puts in the hard work on the green. She’s a great player, andthathasn’tcomewithoutalotofpractice.”

“She’s a dual member of the Coalgate Bowling Club,” adds Robert Ireland, life member of Bowls Darfield, “where I sometimesrunintoherpractisingontheartificialgreenoverthe wintermonths.Shepractiseshergameallthetime.”

REPRESENTATION REVIEW 2024

More than 600 people have made their voice heard on an initial proposal for the Selwyn District Council’s (SDC) representation model to be used at the 2025 local body elections

The Initial SDC Proposal has generated significant discussion across the Selwyn District, around the loss of Community Boards and the reduced level of representation, especially for theMalvernWard.TheMalvern Community Board (MCB) has formally expressed its initial support for the retention of Community Boards, stressing the importance of local representation and decisionmaking for the well-being of the Malvern Ward, which is 76.6%oftheSelwynDistrict. The majority of the initially analysed 300 responses came fromtheMalvernwardanditis noted that the following analysis is indicative only and there are more responses yet tobepublished.

The board believes that Community Boards are essential to ensuringlocalvoicesareheard in local governance and that community members have a direct line the Community Boardmembers.

“We believe Community Boards play a critical role in local democracy,” says Bruce Russell, Chair of the MCB, “MCB ensures that the unique needs and concerns of the rural Malvern Ward are communicated effectively to theSDC.

Disestablishing Community Boards would risk losing that important connection, particularly in the large, rural areaofMalvern.”

The initial proposal’s suggested potential changes to representation have prompted concern about the

future of community boards in Selwyn. However, there is, in the first 300 submissions received and analysed to date (14 September 2024), majority support within the Malvern Ward for the retention of the Community Board, which has a longstanding history of advocating for the needs of residents across its expansive more-or-less5,020km²area. There is also support from otherwards,asisillustratedby comments such as: “No to a community board in ‘xx’ ward but we should not decide for the people in Malvern”. Others indicated ‘no’ (tick-box) of councillors then made a comment along the lines “that the disestablishment of the MCB is best left to the people in the Malvern ward to decide.”(Paraphrased)

The wording of the survey question means NO is a vote not to remove Community Boards.

Another key element was SDC wanting to reduce the number ofcouncillorsfrom10toeight.

This would not be a saving for ratepayers but would be an increase in renumeration for the 8 elected councillors in October 2025. The MCB and many within the community have expressed strong support for retaining the current structure of 10 councillors, with two councillors representing the Malvern Ward.

The geographical size and diversity of the Malvern Ward make it crucial that the area continuestoberepresentedby twocouncillors.

“The Malvern Ward covers a large and varied landscape, including rural farmland, small towns, and areas of significant growth,” notes Bruce Russell, “It is vital that we have two councillors representing us, ensuring that the unique challenges and opportunities in our ward are addressed at the council table. Reducing representation here would mean less local input in decision-making, which could have a negative impact on our community.”

Thewordingofquestion 1was not clear. The one question asked for one response to two differentissues:

(a) supportforwardboundary changesand (b) reductionfrom10to8 councillors.

The three hundred responses analysed reject both positions put forward by the Selwyn

District Council – as the question provided only one response.

There was a recognition from respondents not in the Malvern ward, that due to the size and geography of the Malvernward:

• twocouncillorswere required

• ifareductiontoone councillor,thenthe CommunityBoardneeded toberetained.

EnsuringEffective Representation for the Representation for the the the Future Future

As part of the Representation Review, the Malvern Community Board is committed to ensuring that its community continues strong engagement in the Malvern ward. While acknowledging the need for reviews and updates to representation arrangements for the October 2025 local government elections due to the population growth in the Selwyn District, the board advocates for a balanced approach that recognises the importance of local representation, particularly in ruralareaslikeMalvern.

In fact, the responses to date show a clear urban – rural divide within the Selwyn District, which that Council needs to ‘front-foot’. Many of the analysed responses identified this issue, which is likely to detract from people wanting to move to and remainintheSelwynDistrict.

TheMalvernCommunityBoard will continue to engage with residents throughout the reviewprocessandencourages allmembers of thecommunity to contact one of the MCB

members. SDC has yet to confirm the number of submissionsreceivedandthere remainresponsesthathaveyet tobemadepublic.

EnsuringthatMalvern’svoice isheardiskeytosecuringfair andeffectiverepresentationin theyearstocome.

Public hearings on the submissionswillbeheldon26 and 27 September, with Council expected to resolve the final proposal on 23 October. Public notification of the final proposal would be madeby4November,withany appeals and submissions then accepted. “We are the first line of defence,” says John Verry, a member of the patrol team.

“Our role is to observe, listen, and report, and by doing so, we act as a deterrent to criminal activity. The work we do complements that of the police, giving them extra eyes on the street and allowing them to respond faster to incidents.”

ThebenefitsoftheCommunity Patrol go beyond crime prevention. Patrol members are constantly scanning their surroundings, ensuring public safety in parks, new building sites, and school grounds. By covering areas that may not always have police patrols, volunteers bring an added layer of security to the entire community.

A recent incident underscores the vital role Community

Patrol plays in keeping our community safe. During a routine patrol, at 1.55am, the Patrolsmelt smoke. On further inspection they saw red-hot embers from a burn o ‘flareup’ fanned by the strong wind. This could have quickly escalated into a serious blaze if it had gone unnoticed. Thanks to the quick thinking and alertness of the patrol members, the fire brigade was promptly notified and arrived toextinguishtheflamesbefore any further damage occurred. Thistook30minutes.

“HadourCommunityPatrolnot been vigilant and in the right place at the right time, the situation could have been much worse,” says John, who was on-patrol when the flareupwasnoticed.

“The collaboration between Community Patrol and NZ Fire and Emergency services is critical in situations like these, where rapid response is essential.”

SUCCESSFUL KIRWEE GARAGE SALE

The Kirwee Community Association Garage Sale and FunDaywasheldlastSaturday and was a huge success with plenty of people enjoying browsing and buying lots of goods.

Spokesperson Pauline Sewell says, “The stone carving session with Stone by Julie had around 40-50 children and adults participating and creating lots of interesting objects.”

The kite-making with Julie the Kite Lady was also enjoyed by lotsofparticipantsandthekite flying demonstration was amazing. Several bookmarks were also created under Ngaire'sexpertsupervision.

“There was an excellent displayofmilitarymemorabilia courtesy of Bev and John Cameron and one of the highlights of the day was a flyover of 2 World War 2

The Kirwee Community Association Garage Sale and Fun Day raised over $3,200 towards the construction of the Kirwee Anzac Memorial.

...continuedfromfrontpage. And it was that practice and preparation for the International Deaf Bowls ChampionshipsinScotlandlast year that made her stand out fortheaward.

“Not only was she practising on croquet greens to be prepared for the heavier greens in Scotland,” says Kevin, “but she also went to thetroubleofmowingarinkin her own front yardat home so she could practise. Now that’s dedication.”

Her coach, Ashley Paul, had herrollingcorner-to-cornersat WestMeltontotrytogetused to the increased weight she needed to bowl in Scotland. That hard work paid o ; Hazel won the Women’s Singles at thegamesandcamerunner-up intheWomen’sPairs.

It was a not-so-common experience for Hazel. Often, sheisplayingbowlswithablebodied bowlers. And playing against bowlers with no disability, she is no slouch –she was runner-up in the Canterbury season 2022/23 semi-finalist in the Women’s OpenSingles.

It’s all that wonderfulness and hard work and bowls success,

which makes for highly tickable award-winning boxes, but it’s the fact that she is hearing-impaired that may be thebiggie.

“Hazel is very much a cornerstone for the development of the relationship between abled and disabled bowlers,” says Dennis Herrick, president of International Deaf Bowls. “Her success has been seen amongst the disabled community as a wonderful achievement and an example of‘wecandothis’.”

Without looking at it, I tucked it into my purse. Later, the pharmacist filled the order, remarking on the unusual food-drug interaction my son must have. When he saw my puzzled expression, he showed me the label on the bottle.
