Recently, TM Dance World studio owner Tara McKeown



received an exciting request from local country singer Miranda Easten, who lives in Darfield with her family. Miranda's latest song, "Kip Moore Smile," has been gaining rapid popularity, prompting the need for a quick turnaround on a new music video.
To prepare for the video, Miranda was sent a dance routine by internationally renowned choreographer and dancer Rina Chae (Beyonce, Justin Bieber). With limited dance experience, Miranda turned to TM Dance World for help. Tara and Miranda quickly got to work, dedicating time each day to help Miranda learn and perfect the choreography.
On Saturday, August 18, Miranda travelled to Auckland for a weekend of intensive rehearsals, leading up to the filming day on Monday. Under the direction of a top producer Shae Sterling (Ed Sheran, Snoop Dogg, Stan Walker), Miranda and her team filmed from dawn until late into the evening. Despite this being Miranda's first experience combining dance and singing in a video shoot, she was thrilled with how the weekend unfolded. Tara was equally delighted, as Miranda plans to continue her dance lessons at TM Dance World, further expanding her artistic repertoire. The new music video clip will debut in September.

Miranda’s debut single ‘Cowboy Lullaby’ reached number 16 on the O cial Top 40 Country Music ChartinAustralia.
In 2021, she released the single ‘Country Boy', which rose to number 25 on the Australian charts. The music video has achieved success in America airing on the popular ‘Country Music Network’ along with MTV, CMT and other
popular channels. She has been a semi-finalist in the International Songwriting Competition (ISC) on several occasions.
Miranda’s single ‘View From Here’ reached number one on the Tasmanian charts in 2022, and its music video was voted into the top spot on America’s famous 'Taste of Country' platformformultipleweeks.
Miranda recently completed a nationwide tour, including the TSB Festival of Lights, and the Tussock CountryMusic Festival in Gore. In July, she released her second album 'Concrete & Honey' (recorded partly at Neil Finn's Roundhead Studios in Auckland, and Rockfield
Studios in Wales), which was produced by Greg Haver (Manic Street Preachers, Melanie C, Opshop). The album quickly climbed to number six on the NZ Album Charts last month. In early 2024, she co-wrote ‘Listen to the Stars’ with Delaney Davidson, which featured on his recent ‘Out of My Head’ album. She also judged the prestigious Golden Guitar AwardsinJune.

LOCALISM IN ACTION
Members of the Malvern Community Board (MCB) attended the Local Government Community Boards conference in Wellington last week. The central theme was Localism –ensuring that communities have a direct say in the development of their local areas. This is relevant given the Selwyn District Council’s representation review consultation not to have CommunityBoards.
Keynote speakers emphasised the importance of Community Boards in today’s political landscape. They are essential in engaging with and advocating for the needs of local people.
"This is where the rubber hits the road," says MCB chair Bruce Russell, a rming the Board’s commitment to working for the community with the power of aroha (love) rather than the loveofpower.”
Sarah Lucas, Chair of the Local Government Community Board Executive, highlighted the significant benefits of delegating decisionmakingpowerstolocalcommunities.
“Localism works,” Lucas says, “because communities themselves can identify their specific needs and influence decision-making processes.” She explained that Community Boards serve as critical connectors, advocates,
andrepresentativeswithindistrictcouncils. Across New Zealand, approximately 110 Community Boards operate under the provisions of the Local Government Act 2002. Around 25% have delegated authority to manage parks, reserves, and community facilities. The Boards not only provide better representation but also promote the wellbeing (hauora) of the diverse communities within theirregions.
In Selwyn, the role of Community Boards will be vitalasthedistrict continuestogrow.Board members can engage with and advocate to represent rural communities and ensure local voices are heard in shaping our future developmentandsustainablegrowth.

Community Board's serve as a direct link between the Selwyn District Council (SDC) and residents, creating a forum for people to express their views, participate in discussions, and be involved in local decisionmaking processes. This engagement fosters a stronger sense of community and ownership.
Communityboardmembersare locals who have a deep understanding of the unique challenges and opportunities withintheircommunity. This localised knowledge leads to more informed and contextuallyrelevant decisions,
ensuring that smaller, often rural, communities within the larger Wards have a means of havingtheir specific needsand concernsheard.Thefocusison standing up for the rural communities.
“Localism” was the theme of the Local Government NZ conference in Wellington (21 to 23 August 2024) and is the principle that power and decision-making improves communities when there is input from the local level. Local communities are better placed to understand and address their specific needs and priorities the local authority that has a focus in the needs of the District. This is relevant in Selwyn where the Malvern Ward of around 70% of the land area andrural ratepayers (farmers) may feel they may not be receiving value-for-money!

HORORĀTĀ CELEBRATES HALL
Hororātā and the wider community recently came together to celebrate the return of the Hororātā Hall to community ownership. As people enjoyed a Hororātā Pie, they spoke about their memories and connections to the Hall and their aspirations foritsfuture.
Craig Blackburn revisited his speech from 2018 when the community began the journey to develop a facility for our ruralarea.
"It has been an eight-year journeytoreachthispoint,and now, taking the next step towards controlling our own destiny is a significant milestone."
Mark Stewart described how humblingit wasto witnessthe community coming together to achievetheoutcome.

The August meeting of Darfield Garden Club was held at the Recreation Centre on Tuesday, August 20 with a good attendance. The flower competition was well supported, and it was lovely to see the early Spring treasures. Most points were awarded to Barbara Roberts and Floral Art to Lee Stokes. The new year programmes were available, and members were reminded of the Garden Club’s Anniversary celebrations and were invited to give ideas.



Jenny Moore and Simon Swaffield were welcomed as our guest speakers. They are both retired landscape architect designers and their presentation on ‘Redesign with Nature and Design Solutions” took us on a journey of life in Christchurch city from the 19th century when it was a swamp to today’s post-earthquake places of waterways, drainage, stormwater basins, sponges for the city where swales or rain gardens stopping our roads from flooding are now in the inner city. Also creating a green city with urban forests for people to move around and take shelter. Otakaro - the Avon Corridor is a great example of local government Ngai Tahu and Council coming together to create places of beauty whilst providing protection Climate action is so needed and their wisdom and passion were infectious. We will all look and see our wetlands and swales and gardens from a new perspective. Members enjoyed viewing the flowers and afternoon tea was served. The next meeting will be held at the Recreation Centre on September 17 at 1.30pm and is always a joy to be at The Spring Flower Show.

Since our recent article Significant Changes ahead for Incorporated Societies we’ve received a lot of interest from Societies regardingthebestcourseofactiontoensurea smooth path to re-registration, avoiding deregistration! We are also privileged to have been engaged on a number of exciting communityprojectsandinitiatives.
Aspartofthat,wehavehadmanypeopleseek clarification on the di erence between a charitable trust and an incorporated society. When establishing a not-for-profit organisation in New Zealand, choosing the right legal structure is crucial to ensuring its long-termsuccess.
The key distinctions between the two as follows:
CHARITABLE TRUSTS TRUSTS
Charitable trusts are generally best suited to organisations focused on using accumulated funds or assets for philanthropic activities, such as advancing education, relieving poverty, or supporting community welfare. A charitable trust is governed by trustees who hold and manage the trust’s funds and assets according to the terms of a trust deed, which outlines the charitable purpose/s of the trust andthepowersofthetrustees.
There are no ‘members’ of a charitable trust, and decision-making is entirely up to the trustee/s without the need for general meetings or committees. As a result, charitable trusts typically provide less flexibility in governance. Trustees bearing all responsibility, and appropriate documentation must be completed to appoint or remove trustees. The trust deed sets out how many trusteestherewouldbe.Ifthereareanumber
of trustees they can incorporate as a “board of trustees”. This provides two meaningful benefits:(1)The board, ratherthan thetrustees, would enter into all obligations, meaning liability sits with the board and not the trustees personally; and (2) A charitable trust board can continue into perpetuity and is una ected by changestothetrustees.
Charitable trusts can benefit from tax relief, providedtheymeetspecificcriteria.

These are generally more suited to memberdriven organisations, such as sports clubs, cultural groups, or advocacy bodies, which provide activities, events and benefits to members. Decision-making is democratic – that is, the members all have the right to vote and make decisions, although members periodically elect a committee who havethepowersneededtomanagethesociety’s a airs
This structure provides greater flexibility in governance.However,incorporatedsocietiesare subject to stricter regulatory requirements, including annual financial reporting and the needtooperateunderaformalconstitutionthat meets both the society’s purpose and practical management and requirements set out in legislation. There are also minimum member requirements and therefore this type of entity won’tsuitallorganisations.

Last week I attended the Local Government New Zealand Conference in Wellington with over 700 other attendees. It was an opportunity to spend time with the Prime Minister and other Government ministers, and for me to share about the opportunities and challenges we’re facing in Selwyn with our exceptional growth and the funding issues we face with projected rates rises being unsustainable. The speakers covered a lot of
important topics, like the cost ofliving,infrastructure,climate changeimpacts,andhousing.
The Prime Minister shared his views on the purpose of local governmentanditwasgreatto hear Minister Brown announce Regional Deals, with the Governments plan mirroring what Councils have been asking for: 10 year commitments from central government tocouncilsto stop the expensive on and off again flip flopping, and providing access to new financing mechanisms.
GIVEAWAY WINNER

Minister Bishop spoke on the governments ‘Going for Housing Growth’ policy & Shane Jones talked on the urgent need to address electricity costs to communitiesandindustry. The theme of the conference was SuperLocal and highlighted the advantages of local solutions for local problems and the need for decision making to be as close tothepeopleaspossible.
A couple of take aways for me are that we need to explore how citizen assemblies give decisions back to communities and away from council while also exploring what cost savings for households we could make by regionalising transport, water infrastructure andITsystems.
I was really proud of the Selwyn Youth Council who were finalists in the Superlocal awards for their fun Super Mayorgamethatteachesyouth about democratic and civic process.

I’m excited to share some positive news for Selwyn ratepayers. We’re taking steps tohelpreducethecostofliving by getting councils back to focusingonthebasics.Councils play a crucial role in delivering essential services and maintaining infrastructure. The proposed measures are aimed at improving how decisions are made, ensuring that councils are efficient and effective in theiroperations.




Toachievethis,we’llbemaking severalkeychanges.First,we’re refining the purpose provisions in the Local Government Act to ensure that councils are clear about their primary roles and responsibilities. Second, we’ll be investigating performance benchmarks for local councils to establish clear standards for assessing their efficiency and effectiveness. Third, we’re exploring options to limit council expenditure on nonessential items or "nice-tohaves," directing funds where they are truly needed. Lastly, we’llbe reviewing rulesrelated to transparency and accountability to ensure that councils are held to high
standards in how they operate andreporttheiractivities. This is particularly important given the current increase in rates. On average, rates across New Zealand have risen by about 15% this year, which is roughly four times the rate of inflation. It’s essential that councils do everything in their power to mitigate the financial pressure on ratepayers. By focusing on core services and improving efficiency, we aim to helpeasethisburden.
In addition to these changes, we’reintroducingsomeexciting updates for the horticulture sector, which is a vital part of Selwyn’s local economy. We’re making adjustments to the RSE (Recognised Seasonal Employer) scheme that will bring immediate benefits. These changes include increasing the cap on the number of RSE workers from 1,250 to 20,750 for the next season. We’re also ensuring thatworkersreceiveatleast30 hours of work per week and improving their flexibility to move between regions as needed to name a few of the nine changes. These updates
are designed to reduce costs and compliance for employers while enhancing support for workers. However, these adjustments are just the beginning. We’re also working on more comprehensive, longterm improvements to the RSE system and worker welfare to ensure ongoing support for the sector.
I was recently out and about in Kirwee and Darfield for coffee catchups. Given the size of the Selwyn electorate, it’s vital for me to get out into the community to hear directly about the issues that matter mostto you.Engaging with you face-to-face helps me better understand your concerns and priorities.

Concern over the dumping of rubbish in riverbeds in the Selwyn district is mounting as river users discover piles of glass bottles, furniture, pallets andevenaTV.
Earlier this month, a member of the public alerted Selwyn Council to a large pile of glass bottles dumped in the Waikirikiri/Selwyn riverbed through the Snap Send Solve application.
A contractor was required to
remove the bottlesat a costto the ratepayer of more than $600 and the Council says these incidents occur frequently, which adds up to thousandsofdollarsayear.
Central compliance team leader Gillian Jenkinssays, "It’s really disappointing to see rubbishdumpedinourrivers.
"The community values its rivers, and incidents like this threaten to undo all the hard work that the community in

I had the pleasure of attending both rugby junior prize giving events last Sunday. What a well-organized, well-run experience. The kids were well-behaved, and the president, coaches, and managers ran a very smooth morning. I commend all the parents who have taken on the various roles in the club. It is an extra task in your already busy lives, but the happy well-skilled children must make it worth it. It is great to see a community working together and supporting each other in the pursuit of sport. A nice touch with the seniors cooking the BBQ. Congratulations Tim and the Darfield Rugby Club.

FIRST GRADE NETBALL WINNERS

Malvern Senior C Netball Team - Winners of the Selwyn Netball First Grade Competition. The team finished near the bottom of the table in the first round and climbed their way up to semi-final contention after the second round. After winning against Rolleston Senior C in the semi-final they played Springston Senior A in the final, winning 39-24.
“What a great season these girls have had,” says Coach Ashleigh Collier. “Following a tough first round finishing in 7th place they really turned it around and clicked as unit in the second round to go into semi finals in 3rd place. I am so proud of their performance and determination throughout the season but especially in the last two games! They really finished the season on a high playing some great netball! I look forward to seeing how far they go with netball in the future.”

Congratulations to Darfield High School Y9 Girls Basketball Team for taking out the title of Canterbury Secondary Schools Year 9 Girls in the Division One BasketballChampions2024.
A great team of talented players, formed by Year 9 student Alyssa Clarkson. Most of the girls had never played competitive basketball before and were unsure of the rules. They have all grown throughout the competition. They were through pool play with a record 10-0winning streak and now an unbeaten11.
The final was an amazing game against Kaiapoi High School –both teams played hard and fast basketball with the girls giving it their all and leaving it all on the court, in the end winning convincingly,61-41.
Alyssa scored 42 of the points and gives credit to her teams defensive play and outstanding passingonattack. Thanks to Selwyn Hawkes for arranging qualified referees for
the game - this made a huge difference and a huge thank you to Amanda and Hamish Clarkson for being there for the girls every week to coach and manage the team. To the parents who drive and the many supporters, the team appreciatedyoursupport.

On August 23, 2024, Graham passed at home, with his daughter by his side. Treasured husband of the late Patricia Henderson (née Oakley). Precious father to Diana and Kevin (Northland), and Catherine and Kevin (West Melton). Graham managed his illnesses with positivity, perseverance and courage. Community was of prime importance to Graham. He wanted to remain in his sanctuary, and his community enabled that. A Blonde And Her Boat - A True Story Last summer, up on Flathead Lake, located in Montana, an hour south of Glacier Park, a blonde, new to boa ng was having problems.
No ma$er how hard she tried, she just couldn't get her brand new 22F Bayliner to perform.
It wouldn't plane at all, and it was very sluggish in almost every manoeuver, no ma$er how much power she applied.
AFer about an hour of trying to make it go, she pu$ed over to a nearby marina.
Maybe they could tell her what was wrong. A thorough topside check revealed everything was in perfect working order. The engine ran, the out drive went up and down, the prop was the correct size and pitch.
So, one of the marina guys jumped in the water to check underneath only to come up choking on water, he was laughing so hard. Under the boat, s ll strapped securely in place, was the trailer.
The new chairman, giving his acceptance speech at the annual mee ng of a local society club indicated his concern... "In most associa ons half the members do most of the work while the other half does nothing. Beginning today this will change. From this day forward this will be reversed!"
