The evening of Wednesday, June 28th, saw a changing of the guard for the Malvern Lions. Members, partners and representatives from the Ellesmere and Oxford Clubs attended a fantastic night held atDarfieldHighSchool.

Entertainment was provided by five students playing the piano, three with no sheet music (wow talented!). This was followed by a highlights package from another five students that the Malvern Lions provided funds for them to travel to Great Barrier Island for a week of adventure. They spoke with confidence and humour about their amazing experience.

The PTSA, along with student helpers, catered a bu et meal, followed by dessert that would not look out of place in any top restaurant.

The outgoing President, Les Les Les Clement Clement Clement Clement, delivered his annual report eluding to his year's highlights, the Club's 50th Jubilee (albeit a year late due to Covid), and the handing over of funds to Malvern St John for

$22,000 after the annual golf match to help purchase defibrillators in the area. A huge thank you was conveyed to all the wives and partners for their assistance throughout the year. Les thenwelcomed theincoming President, Graeme Marshall Graeme Marshall Graeme Graeme Marshall. During the evening, the followingLionsreceivedawards:

FROM BEHIND CLOSED DOORS

‘From Behind Closed Doors’, is an autobiographical book by local, clinical psychologist Olive Olive Olive Olive Webb Webb, that chronicles her fifty year journey alongside people who have intellectual disabilities. It was launched at the ‘Artist’s In’ in Hororata on June 23rd. A sizeable number of friends and colleagues and longtime workmates joined in the celebration. The previous night a similar group had celebrated the

Christchurch launch at Turanga, theChristchurchLibrary.

The story of people with intellectual disabilities in this country traverses their containment in prisons, their institutionalisation in large asylums, and the gradual recognition of their humanity, their citizenship and the vital contribution they make to our societyandtousall.

Butthepathwayforthis progress

has been stony and erratic.

Olive’s account includes stories that are brutally honest and describe stories of abuse, discrimination, hope, success and workinprogress.

Miserly funding and discriminatory provision of basic servicesandsupportscontinueto dog the sector and ensures that people who are disabled by intellectual disability, and any additional conditions, are still only variously successful in what theydo.

Olive’s story is personal and readable and causes people to reflect on issues that we may not thinkaboutoften.

Olive is clear, ‘the journey is far fromover’.

WET WEATHER DRIVING WOES

No matter where you live in Aotearoa, there are always going to be wet and rainy days. It is important to plan ahead, stay alert, slowdownanddropback.

During winter, there isn’t as much sunlight and the frequency of rain usually increases, which makes driving di cult. Stopping distances nearly double on wet roads, and when combined with a decrease in visibility, it can be a recipe for disaster if motorists aren’tprepared.

Before the wetter season arrives, check the tyres on your vehicle are correctly inflated, have plenty of tread and are fitted appropriately to give your vehicle maximum grip on the

road. Motorists should also see if their windscreen wipers need replacing.

It takes a lot longer to stop your vehicle in wet conditions, so increase your following distance betweenyourselfandthevehicle infront ofyou and reducespeed.

For example, the two-second ruleshouldbeafour-second rule whenwet.

Look out for any road signs warning of flooding and keep an eye on the road for excess surface water. It is also important to slow down when taking corners to avoid sliding into the other lane or o the road.

With more moisture in the air, if

you need to defog your windscreen, make sure to use both the heater and air conditioner, and turn o air recirculation, to keep the air dry and prevent your windscreen fromfoggingupevenmore.

If it is raining, dip your headlights to make it easier for otherroaduserstoseeyou. Even though the weather is wet, it is still important to regularly clean your vehicle so water runs o thewindscreeneasier,to help improvevisibility.

BOWNS CONTRACTING

A couple of years ago, Darfield based Andrew Andrew Andrew Andrew and Tash Bown Tash Bown Tash Tash realised there was a niche market for an all-in-one hedge trimming/mulcher, so in 2020, theystartedBownsContracting. Born and bred in Marlborough, with farming backgrounds, they moved to Darfield in 2012. They are high school sweethearts and parentstotwoteenagers.

The pair knows how the thought of hedge clean up makes people feel, as they have their own hedge that they hated the clean up of. Now, with starting their handy business, they don’t dread

hedge clean up anymore! They started their business with a 5 metre McConnel mulching hedge trimmer but havesinceupgraded to an 8 metre machine, with an additional 2.5 metre saw blade attachment.

The machine suits mulching jobs up to 8 metres, and can bring higher hedges down to 9 metres or lower with the saw blades, depending on how tall the trees are.

Andrew and Tash pride themselves on their work, and their mulching head means less messforpeople.

Why not give them a call to get those hedges sorted, without the stressofcleanup?

ANNUAL BOOK FAIR

The Malvern Anglican Parish Annual Book Fair opened last Saturday with a plenty of preloved books, games and puzzles, music and movies, and full of people eager to stock up on them. People were waiting outside forty five minutes before opening, and the day was a busy one for the team tasked with keepingthedisplaysstocked. Organiser, Anthony McLean Anthony McLean said, “The quality of o erings were exceptional this year. Malvern Anglican Parish is so grateful to our generous supporters. We were proud to open with numerous excellent, popular books and a great selection of games and jigsaw puzzles, many in near-new condition, most of which went out the door in the first few hours. Donations kept coming in on the Saturday and Sunday.

“More puzzles arrived and were purchased, and our stock room

contained many boxes of books, particularly Fiction, that had yet to be o ered to the public for want of space on the display tables.

“As usual, the largest and best patronised book sections were Fiction, Children’s and Teens’ literature. This year, team members were surprised by the high level of interest in several other areas, Gardening, Art and Design, Cooking, Crafts and

Hobbies, and New Zealand books have all been popular,” Anthony added.

“It’s great to be able to support the many interests of folk in our community with numerous highquality material,” one volunteer commented.

“The last day of the Book Fair (Wednesday, July 5th) was another busy one, with everything at half price or better,”Anthonyconcluded.

NICOLA GRIGG - OPINION PIECE

With less than 100 days to go until voting opens, the Labour Government is using the last weeks of Parliament to ram two decidedlyundemocraticpiecesof legislationintolaw.

Local Government Minister, Kieran McAnulty, has announced he intends to pass the fourth piece of deeply unpopular water reform legislation before Parliament rises for the election - and to have it back from select committee by the end of July, giving barely amonthforit to be considered.

A shortened process will rob Kiwis of the chance to have their say on the Water Services EntitiesBill.

The previous Bill attracted over 80,000submissions-whichwere roundly ignored - but this time there is barely the time for anyone to pull together a submission.

Apart from being undemocratic, Labour has a history of shambolic process when it tries to push bills through quickly. Last time a constitutional crisis erupted when Nanaia Mahuta tried to entrench part of Three Waters on behalf of the Greens, only to be forced by National and the public into an embarrassing backtrack a week later.

Thecostsareblowingouttoo. Hidden in the latest Bill is the revelation that the establishment costs have risen by another $1 billion. It turns out that increasing four entities to ten is more expensive (who’d have thought?!). Instead of focusing on putting pipes in the ground, the Government has created a gravy train for highly paid consultants and contractors, with around

$280,000adaybeingspent.

Unlike Labour’s undemocratic reforms, National has a plan, so Kiwis don’t have to worry about sewage on their streets, unswimmablebeaches, orhavingto boiltheirdrinkingwater.

In our first 100 days in government, our Local Water Done Well policy will return assets to councils, as well as set up strict rules for water quality and financial stability so Kiwis can be confident in their water services.

The second piece of legislation to be passed before the election is David Parker’s vanity project; the (Resource Management Act (RMA)2.0.

Don’t get me wrong - the RMA is by far and away the most complained about piece of legislation that my o ce deals with- and weagreethat itneeds a major overhaul. However, the Natural and Built Environment and the Spatial Planning Bills that have been reported back from Parliament’s Environment Committee make things a whole lotworse.

The clear public feedback on the Government’s bills is that they will make it harder to get things done, will not improve the environment and will actually be worse than what we have got now.

They will increase bureaucracy, significantly increase legal complexity and litigation, remove local decision-making, and put our decarbonisation goals at risk. New Zealand simply cannot a ord the extensive litigation that the changeswillinevitablyproduce. The Government should have heeded the calls from the many submitters to the select

committee to slow down and start again, but they have refusedtolisten.

If in government, National is committed to repealing them as soon as possible after the election, to wipe them from the statute books in order to make a fresh start on substantive RMA Reform.

We will also begin work on a longer-term programme to repeal and replace the RMA once andforall.

PLANS CONFIRMED FOR SELWYN

Selwyn District Council has adopted its Annual Plan for the next twelve months, keeping the average rates increase across the districtat5.9%.

The Annual Plan was adopted at the Council meeting on Wednesday, June 28th, and confirms what services and projects the Council intends to deliver in the new financial year, what they will cost and how they willbefunded.

A focus on savings without compromising services and facilities used by the community has helped the Council keep the rates rises well below the rate of inflation, while still delivering forthecommunity.

MayorSamBroughtonsaid,“That this plan covers the third year of our Long-Term Plan and delivers whatwesaidwewould.”

The Council is planning to spend just over $177 million, keeping the services we know communities need and want with a focus on water, transport and community facilities. At thesame time, the Council is committing to investing $184.5 million in infrastructure to deliver on the needs for Selwyn’s growth which is expected to continue. This investment includes $27.9 million in water supply projects, $55.8 million in wastewater projects and $56.2 million in transportation projects across ourdistrict.

“We’ve checked in with our community and confirmed that we’re on the right track with the projects that matter most to them during this time when all of us are feeling the pressure of risingcosts,”Samconcluded. There has been no change to the proposed rates as a result of the feedback, and the Council confirmed the average rate increase across the district for ratepayers to be 5.9% from July 1st,2023.

These committees diligently served as an arm of the Council in some form for over a century and now the Council has decided to take control of these assets.
