NFIP is a federal government program administered by the Federal Emergency Management Agency (FEMA). The NFIP provides flood insurance to property owners, renters, and businesses to help policyholders recover faster when floodwaters recede. The FEMA manages the program (NFIP) and is delivered to the public through a network of more than 50 insurance companies and the NFIP directly.

The U.S. Army Corps of Engineers manages Operation Blue roof on behalf of the Federal Emergency Management Agency. They provide roof tarps to homes that meet their criteria only in areas designated by the federal govt following a major disaster. The home must be a primary residence and have no more than 50% of the roof framing damaged. The roof must be standard roof shingles or a similar material that will allow contractors to nail the TARP in place. Check the website for more info.
