Against the Background of History: Terrorist Release Despite Protests Abdel Basat Al-Megrahi, mastermind of the tragic bombing of Pan Am 103 which killed 259 – mostly American – passengers and crew plus 11 on the ground, was released from Scottish prison on “compassionate” grounds. He was greeted by flag waving crowds upon his return to Libya. espite adamant disapproval from the United States and protests from the families of the victims of the 1988 airline bombing, the Scottish justice minister proceeded with the release, defending his decision to free the Lockerbie bomber, on “compassionate” grounds. Such releases are a regular feature of the Scottish system when a prisoner is diagnosed as “near death.” US State Department spokesman Ian Kelly said "We made it quite clear that we disagreed passionately with this decision... it sent the wrong signal, not only to the families, but also to terrorists.” Scotland’s Justice Secretary Kenny MacAskill claimed Libya had broken a promise that was part of the conditions by giving the convicted terrorist a hero's welcome. He said the “warm homecoming for al-Megrahi breached assurances from Libyan authorities that any return would be dealt with in a lowkey and sensitive fashion. It is a matter of great regret that Mr. (al-) Megrahi was received in such an inappropriate manner." American FBI director Robert Mueller said al-Megrahi's release gave comfort to terrorists. City hospitals are under intense scrutiny for repeatedly being the cause of malpractice, misdiagnosis and death, all of which have been hidden from their victims’, the victim’s family members and proper authorities. ccording to an intensive investigative report featured in the Daily News, there have been cover-ups at all 22 Health & Hospitals Corporations. With limited options due to finances, these hospitals are the only source to receive treatment, especially for those who could not afford private medical treatment. While incidents such as these are not limited to city hospitals, and patient’s treated by private facilities have also suffered from staff neglect, from 2004 through 2008, the state cited city hospitals 68 times for violating laws that required immediate reports of “harmful events.” Hospitals such as Coney Island, Elmhurst, Harlem, Jacobi Kings County, Lincoln, Metropolitan, North Central Bronx, Queens and Woodhull, had at least one citation. A request was made to Kings County Hospital seeking its response, no com-
