fter months of legal arguments, public hearings and continuances, the Zoning Board of Appeals (ZBA) recently determined that the Boston Clear Water Compa-
ny (BCWC) can remain open at 165 Lowell St. ZBA members decided that BCWC had been in operation prior to the enactment of the town’s zoning bylaws in the 1920s and is, therefore, a “grandfathered use.”

Selectmen approve price increases for LIFE housing By Christopher Roberson
T
he Board of Selectmen recently voted to allow the Board of Directors of Lynnfield Initiatives for Elders (LIFE) to increase unit prices at Colonial Village, Center Village and Essex Village. During the Sept. 26 meeting, Board of Selectmen Chairman Richard Dalton said the town is a “Class A shareholder” of the LIFE properties. Therefore, any changes in unit pricing must be approved by the selectmen. “The sale and resale of units is a significant part of our revenue,” said LIFE Board of Directors Vice President Salvatore Yerardi. Although the last price increase for Essex and Center Villages was three years ago, Yerardi said the unit prices at Colonial Village have remained the same since August 2013. To help determine the appropri-
ate increases, Yerardi said, the Board of Directors studied the home values of 30 properties, including Cedar Pond Village in Peabody, Reading Woods in Reading and the “apartmentstyle” condominiums on Albion Street in Wakefield. For Center Village, Yerardi proposed increasing the cost of one-bedroom units from $159,000 to $168,800 and two-bedroom units from $199,000 to $211,200. For Essex Village, he suggested increasing the cost of two-bedroom units from $259,000 to $274,900. For Colonial Village, Yerardi said, the apartment end units should be increased from $390,000 to $413,900. In addition, he proposed raising the cost of two-bedroom units from $327,000 to $347,000 and one-bedroom units from $261,500 to $277,500.
