Councils comfortable with fracking call Tom Doudney

A DECISION by the parliamentary commissioner for the environment (PCE) Jan Wright not to place a moratorium on fracking has disappointed Selwyn anti-fracking advocates, but local councils say they are comfortable with the decision. After completing the first part of her investigation into the oil and gas extraction technique, the PCE said she would not be calling for a moratorium as she believed it was possible to manage risks effectively. However, she also expressed concerns over the way the practice was regulated and monitored. Environment Canterbury (ECan) commissioner Peter Skelton said there were currently no applications for fracking in Canterbury and should one be lodged, ECan’s policies together with legislative requirements should be rigorous enough to adequately deal with environmental effects arising from fracking.

“In April this year we made a submission on the Crown Minerals Act and this supported, in principle, the proposal by the Ministry for Economic Development to regulate fracking,” Professor Skelton said. “We are committed to working with the Government to achieve clearer regulation for operations and look forward to the PCE’s second report.” ECan was aware of community concerns about fracking and any application would have to go through a publicly notified consenting process, he said. Earlier this year Selwyn District Council decided it would wait for the PCE’s report before stating its position on fracking. Last week Mayor Kelvin Coe said the PCE’s decision seemed sensible and he believed the council was comfortable with it. He emphasised

that it was ECan who would be responsible for dealing with fracking applications. However, Selwyn Central councillor Peter Hill, who had previously been outspoken about his concerns over fracking, said he would have liked the council to make a more definitive statement on the matter. “I would like them to show more caution or indicate to the powers that be, central government or regional government, that in fact we don’t approve of anything that could be harmful to our water supply because I think that’s the major worry in Canterbury, is the effect any spillage would have on our ground water.” Green Party MP Eugenie Sage said a moratorium would have been appropriate “because the PCE wasn’t guaranteeing fracking is safe and because of the importance of ground water in the region”.

Skatepark proposed for Tai Tapu

Councils join forces to push drink-driving message

TAI Tapu’s school staff and community association are backing a proposal for a skatepark in the township. The man behind the project is local resident and keen skater Adam Wheeldon, who has produced a start-up plan for a skatepark and playground. The skatepark is phase one, while the playground would be a possible further development in the future. The plan, which makes the case for a skatepark and looks at several possible locations, received full backing from the Tai

Tapu Community Association, of which Mr Wheeldon is a member. Mr Wheeldon, who works as an engineer, said with around 25 per cent of the population under 15 it was important to make sure Tai Tapu was a great place for them to live and grow up in. “One of my key drives is to get the youth involved, to make them aware and see what’s involved in these things and show them you have to work for what you would like to see.” He had drawn up concept designs for the

CANTERBURY road safety co-ordinators have joined resources to run a rural road safety campaign targeting rural drink drivers. Hurunui, Waimakariri, Selwyn, Timaru, Mackenzie and Waimate district councils are participating in this campaign, and hope this will get the message through. In these four districts, between July 2007 and June 2012, there were 609 crashes where alcohol was involved. These crashes resulted in 31 fatalities, 116 serious injuries and 224 minor injuries. Many people believe intoxicated drivers have a slimmer chance of being stopped by police when they drive on rural back roads. Police have already engaged in more random patrols on these roads. The booze bus will be deployed in the rural areas as well. Crash statistics show that most fatal and serious-injury crashes happen on rural roads. In Selwyn District between July 2007 and June 2012, there were 137 crashes where alcohol was involved. These crashes resulted in 12 fatalities, 36 serious injuries and 55 minor injuries. “It is sad to say that in many cases when drivers are affected by alcohol, they tend to drive faster and fail to wear seatbelts,” Selwyn District road safety co-ordinator Ngaire Tinning said. “This mix usually plays out in a tragedy.” Drivers needed to know that alcohol was quickly absorbed in the body but took much longer to work out. The liver took about one to two hours to process one drink and there was no way to speed up this process. “We encourage people to plan a safe ride home before they start drinking, given most of these districts are rural and there is limited or no public transport available. Tai Tapu School principal Andrew Barker said while he had not talked to the board of trustees about it, both staff and pupils thought the skatepark was “a brilliant idea”. “We’ve introduced skate ramps at school this year and they have been fantastic during school time and also for students after school. Our kids aren’t skating on our decks and ramps any more, they’re skating on the things that are provided [for skating] so as far as looking after the school equipment, it has been a really positive thing for us.” Mr Wheeldon was aware of an outcry from a group of Prebbleton residents over a proposed youth park near their properties and wanted to make sure community consultation with any potentially affected Tai Tapu residents was done early in the piece so as to avoid similar difficulties.

WHILE many Cantabrians are focused on planning their Christmas holidays, organisers of next year’s census are planning to make sure everyone in Canterbury counts. The results of the March 2013 census should provide certainty at last for organisations who have been working with ‘best guess’ estimates of population movements following the earthquakes of 2010 and 2011. The nationwide survey planned for March 2011 was cancelled because of the February 22, 2011 earthquake. Census community engagement manager Nikki Hawkey said it would be the most important one in New Zealand’s recent history. The last census was in 2006 and Mrs Hawkey said people had moved out of, in to and around the Canterbury region since the earthquakes. Census data is used directly or indirectly by everyone, from governments planning how to spend billions of dollars on health, education, transport and infrastructure, to businesses and community groups. “It will inform the [Canterbury] rebuild so we need people to participate so we get access to the funding that we deserve here.” Census area manager for Christchurch East and Central Tom Scollard said at the moment organisations were doing a lot of best guessing about where people had moved to. TWO Lincoln University students are part of a New Zealand contingent of 68 that left for Japan on Sunday to study first-hand the effects of the devastating earthquake and tsunami of March 2011. As part of the Kizuna Project – a youth exchange programme launched by the Japanese government – Michelle Ruske, who has recently completed her Bachelor of Environmental Management and Planning degree, and current Bachelor of Landscape Architecture student Tim Reed will spend just over a week in Japan. Their trip will include taking in lectures, visiting disaster areas and meeting with individuals personally affected by the disaster. Both students saw the trip as having relevance to their chosen fields. “As a planner, the rebuild of Christchurch will feature heavily in my future career. Long-serving principal takes early retirement Tom Doudney

A VISIT to China, dissatisfaction with the direction education is heading and the lure of more family time all contributed to Broadfield principal Chris Snook’s decision to call time on a teaching career that spanned more than 40 years. Mr Snook’s retirement takes effect from the end of term four this year, ending his 22year tenure at Broadfield, during which time the school’s roll has grown from 39 to 107 pupils. After studying for three years at Christchurch Teachers College, his career began when he was “dropped in the deep end” at Sumner School in 1970 with a class of 39 year 5 children. His first yearly salary was around $3200. After this first year he headed to Hari Hari on the West Coast to complete the country service he needed to move up the pay scale, before taking up a position at Lincoln Primary School in 1973. He spent 17 years there, including a short time as acting principal, before taking the principal’s job at Broadfield. Mr Snook said he had been contemplating retirement ever since he took a trip to China in October last year and was able to tick off three bucket list items: walking on the Great Wall, standing in the middle of Tiananmen Square and seeing the buried army of terracotta warriors in Xian.

“Another reason for my taking early retirement is my concern over what I see as the devaluing of the world-class system we currently have and the subsequent direction education in New Zealand is taking,” he said. “People in high places seem to be hell-bent on inflicting the mistakes of other countries - national standards, partnership or charter schools, performance pay may be on the horizon, the closure of residential schools, the fiasco of the new Novopay teachers’ payroll system and the increasing imposition of regulatory control, not to mention the grand plans these people have for a number of Christchurch schools.” However, the best reason of all for retirement was for his wife and he to spend more time with their new twin grandchildren as well as in the garden, fishing, reading, tramping, biking and travelling. Bill Pickering THE Rolleston & Districts Lions Club has recently sponsored Burnham and West Melton schools in the Lions International Peace poster competition, which draws entries from 350,000 children worldwide. This year’s theme was ‘imagine peace’. Rolleston Lions Youth officer Janice Butland was absolutely delighted with the 28 entries from West Melton and 18 from Burnham, all participants receiving a certificate recognising their efforts. Samuel King, of West Melton, and Tahemaka Nui, of Burnham, were the two best entries and earned the young artists a Warehouse voucher of $30 each, their entries being forwarded on to the New Zealand final and then, hopefully, to Lions International for consideration. Ms Butland attended the respective school assemblies and congratulated the first-prize winners and all entrants for the high standard of their work and also thanked the schools for their co-operation in facilitating the competition.

WHICH event did a New Zealand team win for the first time in 1956? Which famous designer created the mini skirt? What does a pteridologist breed? The Selwyn Wairewa Youth Trust’s second grand quiz book has been published and is now on sale in time for Christmas for $5. There are 400 questions divided into 20 categories, including famous eyes, song lyrics, sport, history, word puzzles and the living world. The questions have been put together by Fay Giddy and Tim Norman, who are not new to this. So what will the funds be used for? The Selwyn Wairewa Youth Trust are building a youth facility in Lincoln from which they will have a base to engage in youth and children’s work in the Selwyn Wairewa (Little River) Area. This includes work in Lincoln High School and youth groups in Lincoln and Little River. The trust has a vision for developing

facilities and implementing programmes that can be accessed and used by children and young people to inspire and assist them to reach their full potential. Quizzers have until March 1 to send their book back for marking and winners will be notified by the end of April: a quick turnaround for marking 1000 books! THE LATEST FROM NEW IZONE ENTRANCE PART OF THE NATURAL LANDSCAPE Elements of the Canterbury Plains’ landscape are being brought into the design of a new main entrance to Izone off Hoskyns Road. The design will feature concrete columns, beams and arches, surrounded by native planting. To history buffs, the structures might be reminiscent of ancient Roman viaducts, but the inspiration is uniquely Kiwi. Landscape architect John Marsh, says: “The design conjures up the land they (the structures) sit in – the Canterbury Plains: a broad tilted plain of gravels and silts, sloping to the coast and resting over snow-fed aquifers of pure water. The voids beneath the arches are the aquifers; the layers of silt and gravels on top of them are represented by the patterns on the arches and the fan shapes of the columns. The Plains are reflected in the gentle incline of the beam to the east.” Plantings of indigenous grassland and bush species surround the structures. From the outset, Izone’s landscape philosophy has been to establish green corridors, supporting landscape, recreational and ecological values. The new entrance, off Hoskyns Road, will be ready for use in February 2013 and will be officially opened later that month or early March. New Hoskyms Road Entrance (artist’s impression).

TIME FOR A REFRESHING DIP IN THE POOL After a long journey, one of the very best ways to freshen up and revive the body is to have a dip in a pool, which is just what happens at Izone when the Fiordland Lobster truck arrives; but it’s not the tired drivers taking the dip, it’s the lobsters.

The Fiordland Lobster Company exports live rock lobster sourced from crayfish management areas throughout New Zealand. The company has had a plant at Izone since July 2012 and it is literally a place for lobsters to have a swim and freshen up before embarking on the next stage of their journey to markets in Asia.

Operating in the magnificent world heritage area of New Zealand’s southern fiords means the company is very much aware of its environmental responsibilities. The company has been helping the Department of Conservation with the restoration of Pigeon Island in Fiordland National Park by funding an intensive trapping programme. They have succeeded in wiping out the Island’s stoat population, which made it safe for the introduction of rare and threatened birdlife, including the mohua (yellowhead) and the South Island robin-birds last seen on the Island 100 years ago.

David Prendergast, Group General Manager Sales and Marketing, says it takes nine hours to truck the crays in ventilated crates to Rolleston and, by that time, they need a bit of R&R. At Izone, they swim in revival tanks before being packed into polystyrene boxes and air freighted to China and Japan. The Izone plant can house about 18 tonnes of lobster and employs between five and 10 people depending on the time of the year. David says Izone’s advantages are its proximity to the airport and the locally available labour pool. The fact that the land was largely unaffected by the Christchurch earthquakes and has an excellent geotechnical rating is a bonus.

Lee Brehaut THE long process of developing a legal structure for Ellesmere Heritage Park is finally in place. The practical work can now begin. Over the next few weeks and months a major tidy-up of the site will be the main focus for the management team. Trees need to be felled, wood cut and sold, gravel shifted, drainage issues sorted, weeds removed – and that’s just the outside. The main building requires a substantial clean-out and some alterations made to suit its new purpose. The first working bee was held on December 9. The public are welcome to attend the monthly management team meetings, which will be held on site in the evening on the second Tuesday of each month. Next year a regular working bee during the day will be instituted so anyone with some spare time can just turn up and take part in this project. A list of tasks will be on display so people can choose where they would like to help. A membership drive will be ongoing. Subscription rates are annual individual $20,

THE Ellesmere Vintage Club, in support of the area’s community, ran a ‘pig in the barrow’ raffle organised by club committee members Bob Breen and Marg Bartlett. Some local farmers donated the pig and lamb prizes, which were processed at the abattoir and local butcher so that all conformed to health food regulations. The raffle was drawn under police supervision at the end of the Ellesmere A&P Show Day. Bob and Marg say a big thank you to the locals and many club members who sold all of the raffle tickets for all their help and support. TAI Tapu School’s senior girls’ cricket team can hold their heads up high after finishing third in a national Twenty20 tournament in Palmerston North. About 350 teams from around the country took part in the knockout competition, which was played over the course of the year, with teams being eliminated after each round. Tai Tapu was one of just four to make the final round. Tai Tapu achieved the feat despite having only 16 intermediate level girls to choose from - far fewer than the other three schools that made the final round. Auckland Intermediate Normal School has more than 600 pupils (boys and girls), while Christchurch’s Heaton Intermediate School has more than 550 and Havelock North Intermediate School has more than 600. Tai Tapu defeated Auckland in the first match before losing to Heaton and Havelock North. Tai Tapu principal Andrew Barker said the school was “incredibly proud” of the team. “The teams that beat us, Heaton and Havelock North, they were very, very good teams and deserved to beat us, so the girls were really happy with the way they performed and stoked to be third in New Zealand.”

THE second Ellesmere Road Runners Half Marathon event, held recently around Leeston and Southbridge, attracted almost twice the number of competitors that it did in its first year. This year 372 took part, compared to 200 in 2011. Early-morning drizzle gave way to a still and sunny day, making for good running conditions and some fast times. The race leader changed several times during the Lay Associates Half Marathon but Southbridge local Kerry Faas eventually headed off some strong competition to win in a scorching time of 1.17.31. In the McMillan Drilling 10km race, Tane Cambridge, who won Avalanche Peak this year, took out the 10km race honours in 33.05 minutes. In the Oakleys 5km race, 11-year-old Sarah McClure stole the show, winning the female section in 22.23 minutes, while her friend Paris Dyer put up a great race finishing in 23.11. These may be two runners to watch out for in years to come. All competitors commented on the great atmosphere of the local race, how it was well organised and had a great feel about it!

Heralded as the “Christmas plant”, poinsettia is the quintessential indoor plant for the festive season, Rachel Vogan says.

he poinsettia’s origins date back five centuries to Mexico. The Aztecs called it the star flower, while in Peru and parts of Chile the poinsettia (Euphorbia pulcherrima) is widely known as Crown of the Andes. Legend has it the plant’s association with Christmas began in the 16th century in Mexico. A charming story is told of Pepita, a poor Mexican girl who had no gift to present the Christ Child at Christmas Eve services. As Pepita walked slowly to the chapel with her cousin Pedro, her heart was filled with sadness rather than joy. “I am sure, Pepita, that even the most humble gift, if given in love, will be acceptable in his eyes,” said Pedro consolingly. Not knowing what else to do, Pepita knelt by the roadside and gathered a handful of common weeds, fashioning them into a small bouquet. Looking at the scraggly bunch of weeds, she felt more saddened and embarrassed than ever by the humbleness of her offering. She fought back a tear as she entered the small village chapel. As she approached the altar, she remembered Pedro’s kind words: “Even the most humble gift, if given in love, will be acceptable in his eyes.” She felt her spirit lift as she knelt to lay the bouquet at the foot of the nativity scene. Suddenly, the bouquet of weeds burst into blooms of brilliant red and all who saw them were certain that they had witnessed a Christmas miracle. From that day on, the bright red flowers were known as the Flores de Noche Buena (Flowers of the Holy Night), for they bloomed each year during the Christmas season.

Later, the plant was named poinsettia after Joel Roberts Poinsett, the United States ambassador to Mexico, who introduced the plant to his country in 1825. In the US, National Poinsettia Day is marked on December 12, the date Poinsett died, but its purpose is to enjoy the beauty of this popular holiday plant. The largest breeder of poinsettias is Ecke Ranch in California, home of the world’s leading poinsettia variety ‘Prestige’. The most popular red poinsettia sold in New Zealand, ‘Prestige’ was selected for its eye-catching, vibrant, dark-red colouring, which doesn’t fade like some of its predecessors. Its ability to hold on to its shape and colour for long periods of time enhance its value as an indoor colour option over the summer months. Poinsettias are available everywhere, from florists, garden centres, supermarkets and hardware stores.

Where and care

Where to place: Poinsettias thrive in a bright, well-lit room but away from direct sunlight. They prefer a spot away from draughts and cool breezes, particularly airconditioning units, which have a tendency to dry out the air and poinsettia leaves readily lose moisture. Care: Less is more when watering poinsettias; rather than giving them a drizzle every day, it’s recommended allowing the soil to dry out between drinks, then water deeply and thoroughly. Too much water and they can collapse from mildew-related issues. Poinsettias do not need a lot of fertilising as they are generally treated like a bunch of flowers and discarded when the colours fade in autumn. In saying this, they can be repotted, cut back and fertilised with a general fertiliser once they have finished flowering in autumn.
