A MESSAGE FROM OUR CHIEF EXECUTIVE Dear Property Owner, In reflecting on the past year, many Kiwi homeowners will think of 2023 as a year of resilience. Areas nationwide have shown tenacity, with flooding and extreme weather events testing us from the beginning of the year. These events, combined with economic changes, have seen the heightened importance of budgeting skills and considered decision-making as mortgage rates inched higher and sellers sought an optimal time to transact. With a new year within reach, forward-looking indicators are positive, and greater certainty under a new government is providing markets with some relief. After holding the Official Cash Rate (OCR) steady again at 5.50 per cent in its final Monetary Policy Statement (MPS) of the year, the Reserve Bank of New Zealand (RBNZ) met expectations. However, policymakers continued to talk tough on the efforts required to quell inflation.

This focus on inflation demonstrates a commitment from the new government to control the surge in costs, reflecting a fait accompli that unemployment will need to rise for the country to achieve greater certainty across the economy. This is good and bad news for the housing market.

One one hand, easing market volatility and price regularity allows for buyers and sellers to transact under more uniform market conditions. Kiwis were quick to digest this during the second half of the year, entering the market with greater confidence and pushing average national prices up steadily for the last several months. The other hand, however, shows that above-forecasted unemployment could initiate a fresh round of mortgage defaults, undermining market confidence as we move through the new year.

Those expecting improvements in housing affordability likely to be disappointed. For the New Zealand housing market through 2024, there are going to be three major forces in play and a few minor factors. First there is a reduction in the supply of new houses coming to the market. The 12-month number of consents issued for the construction of new dwellings has fallen about 21% over the past year from 50,300 to 39,900. The way things are going we may see only around 30,000 consents issued this year. The actual increase in our house supply will be much less than that because these days a smaller proportion of consents lead to actual construction than in the past. Also, much new construction these days involves demolition of one or two existing houses. Plus, every year a number of houses become uninhabitable. The net gain to our housing stock might be only about 1%. The problem for those hoping that housing affordability might be on a long-term path to improvement is that at the same time that supply growth is falling, demand levels are rising. A key driver of demand is the record net migration surge of 129,000 people in the past year. This 2.5% boost to our population has already increased the difficulties potential tenants are facing in securing accommodation and it is likely that rents growth will hold up even as overall inflation slows. Rising rents will encourage people to purchase houses as investments, and some people who were planning to rent for the year will instead look to make a purchase. The second major factor is that interest rates will drop this year. We cannot be sure about the magnitude of declines or even when they will properly start. REAL ONE 10

But we can see that inflationary pressures are easing off and increasingly it is looking like the Reserve Bank has kept the Official Cash Rate too high for too long. This follows a period when they kept it too low for too long. At least it’s consistent. As mortgage rates fall at an uncertain pace, we can expect new home buyers to enter the market. It pays to note that this coming boost to demand will follow a period when house prices have already been rising on average 0.8% a month since June. The third major factor is that from April 1 investors will be able to deduct 80% of their interest costs from rental income when assessing tax obligations. This is close enough to the 100% deductibility returning a year later to be able to say that through 2024 we should anticipate a slow reversal of the withdrawal of investors buyers in 2021 after the rules were changed and deductibility ceased for new purchases.

A couple of other demand factors worth mentioning are the removal of some properties from the rental pool to accommodate returning foreign students and tourists. But some demand will be contained by a likely rise in the unemployment rate from the current 3.9% to perhaps 5% a year from now. Job numbers are still likely to increase. But general discussion about rising joblessness is likely to cause some people to hold back from the property market. The upshot is that the average pace of growth in house prices is likely to be higher through 2024 than was the case through 2023 and maybe even the period since June. Gains are likely to be greatest in the cities because of pressure from net migration flows. But history shows us that even if the cities or Auckland alone leads, the rest of the country eventually enjoys firmly rising prices also as people including investors seek better purchase prices elsewhere.

Neutral tones are timeless and create a feeling of connection. Try introducing colour by adding accessories. Greens and rusty tones are popular right now if you’d like to add some colour. Finally things are pointing in the right direction.

Inflation is coming down slowly, and so should interest rates. The new government is working hard on improving the economy, strengthening law and order, and tidying up the delivery of services by the public service. We are currently also enjoying the best summer in years which certainly helps us feel better. Ahead in the market I see a lot of clients who held off selling telling our agents that they are now ready to list and sell. After a scarcity of both sellers and buyers in 2023, we have more viewings, more repeat visits, more offers, and more properties under contract than at any time in 2023. Let’s expand on a couple of those fundamentals. Inflation is still challenging for the cost of living. The major contributors at top of mind are housing costs, rents, rates, and construction costs. The new government is striving to control or redress the cost of housing and construction costs. If they succeed, this will have a seismic change on housing going forward in both supply and affordability.

From everything I hear, they are determined to implement judicious changes. With their 100 days finishing early March, they will be wanting to announce a lot of achievements in February. The banks should be well positioned to compete strongly for borrowing business. The media helps by repeating that rates are expected to come down this year. With healthy margins, lenders can offer borrowers lower rates, attract more business, and still be very profitable. This time last year, we had disastrous floods and now we are bathed in sunshine. With this welcome hot summer, New Zealand and our lifestyle feel like the best in the world. This week, I watched a local video of foil surfing up in Orewa. It revealed that the best beach and waves in the world can all be filmed on a Monday night after work (check out Underground Surf - Orewa) in Auckland. So with the government also working hard to make us feel safer, the economy improving, and a beautiful summer, the real estate market is responding positively.

From now on, more properties will be coming to the market and more auction properties campaigned on and sold. So move quickly, engage with an agent you know and trust to find out your current value, and if you're contemplating selling, establish if you have a property that should be sold by auction. Loan Market Lending Update Much has been written this past month on plans to bring in the long-anticipated (debated) debt to income ratios (DTI) along with potential plans to ease up on loan to value ratios (LVR). DTI is aimed at reducing the likelihood of widespread mortgage defaults by limiting the amount of debt people can take on compared to their income. On the other hand, LVR restrictions aim to enhance the financial system's strength by decreasing potential losses in case households default on their mortgages. DEBT TO INCOME RATIO: Expected to be introduced mid-2024, the Debt to Income (DTI) ratio aims to curb the risk of widespread mortgage defaults by restricting debt levels relative to income. With New Zealand boasting some of the world's priciest housing (relative to income) and the OCR proving a blunt instrument, DTI restrictions offer a nuanced approach. However, critics argue it may be too little too late, and the "unintended consequences" might disproportionately affect low-income individuals already struggling to secure finances. While aiming to prevent housing prices from soaring to unsustainable levels during booms, the current market conditions and interest rates suggest the proposed DTI restrictions might not have any visible impact in the near future. As per RBNZ, a proposed Debt-to-Income (DTI) ratio of 6 times is under consideration for owner-occupiers, while investors may face a 7 times DTI ratio. Thus owner-occupiers would require a $100,000 income to secure a $600,000 loan, while investors would need the same income level for a slightly higher $700,000 loan.

LOAN TO VALUE RATIO: While DTI limits may not cause a significant shift this year, the associated LVR adjustments are noteworthy. Currently, only 15% of a bank's high Loan-to-Value Ratio (LVR) lending can be allocated to owner-occupiers with less than a 20% deposit, while investors require a 35% deposit. The RBNZ proposes to increase owneroccupier lending to non-exempt individuals with an LVR greater than 80% to 20%, up from the current 15% limit. Simultaneously, investor lending for those with an LVR greater than 70% would see a reduced deposit requirement from 35% to 30%.

INTEREST DEDUCTIBILITY: Mortgage Interest Deductibility and what it means for property investors. The new coalition government announced a suite of tax reforms, including reintroducing the ability for property investors to deduct the interest costs on their mortgages against their rental income. A quick look shows Interest deductibility (backdated to April 1st) should look something like this:

This is a vibrant and easy dish using a quick-cooking cut of lamb. The dressing is bursting with flavour and, along with the salty olives, is a perfect foil for the meat.

SERVES: 6 INGREDIENTS • • •

4-6 boneless lamb backstraps, about 850 grams olive oil sea salt and ground pepper

DRESSING • • • • • • •

1 teaspoon fennel seeds, toasted finely grated zest 1 lemon 2 tablespoons lemon juice 2 cloves garlic, crushed 1/4 cup olive oil 2 tablespoons capers 1 tablespoon each finely chopped mint and parsley

TO SERVE •

20 green olives, lightly crushed and pitted

METHOD Brush the lamb with a little oil and season with salt and pepper. Heat a large frying pan and when very hot, cook the lamb for about 2-3 minutes each side for medium-rare. Cooking time will depend on the thickness of the lamb. Try and get a good crust on the lamb. Transfer to a plate and rest, lightly covered, for 5 minutes. Dressing: Stir all the ingredients together in a bowl and season with salt and pepper. To serve: Slice the lamb against the grain and place on a platter. Drizzle with the meat resting juices, then scatter over the olives and spoon over the dressing. REAL ONE 19

Growing your fruit, vegetables and herbs at home is good for both your nutrition and your wallet. Try these options in your garden. Growing organic produce at home rather than buying it from a market or supermarket makes financial as well as nutritional sense. Where time and space are at a premium, concentrate on growing crops that are expensive to buy but that you enjoy eating. Choose crops that are quick to produce and don’t take up lots of room for the amount of food they generate. If you don’t have a backyard, there are plenty of fruits, vegetables and herbs that can grow in pots and containers. Which vegetables and herbs are most cost-effective to grow? The cheapest vegetables to buy are the ones that take the longest to crop. Potatoes, carrots, brown onions and cabbage are cheap to buy but growing them at home means giving over a large amount of garden for four to six months. In a small garden filling beds with spuds and cabbages leaves no room to grow other crops. On the flip side, crops that are more expensive to buy tend to be those that are costly for the farmer to harvest such as snow peas. Often these are the very crops that take up little room in a garden compared with the amount they produce over many weeks. Most vegetables spike in price as they move in and out of season, meaning we pay more when the crop first hits the market than later in the season when it’s abundant. Growing early-season varieties for an early harvest save money compared with buying the same produce at a premium in the shops.

To reduce growing costs, sow seeds (cheaper than buying seedlings or advanced plants) and use locally sourced organic mulch and fertiliser including homemade composts, worm wee and weed teas. Using tank water cuts water costs and is better for the environment. Avoid crops that will attract pests. Insect pests, diseases and weeds are expensive to control, so grow crops or varieties that are resistant to disease or rarely troubled by pests. Practice good garden hygiene, track early signs of pest problems and do lots of hand weeding. A raised garden bed is ideal for good drainage and to form a barrier against unwanted pests. Which homegrown crops will save the most money? If you’ve thrown away sludgy bunches of herbs from the bottom of the fridge, then you’ll know the savings to be made plucking sprigs from the garden as needed rather than buying them from the supermarket. Herbs are easy to grow either in a garden bed or a pot, inside or outside. Basil, chives and parsley are all beginnerfriendly options and cost-effective. Vegetables that tend to be more expensive, such as beans, broad beans, broccoli, cucumber, lettuce (soft-hearted varieties), silverbeet, snow peas, spinach, tomato (cherry tomatoes are the easiest) and zucchini, can be thrown into almost any meal. Minimalism is a perennially popular design ethos for many reasons.

For those of us unsure of our colour tastes, it offers the safety of a pared-back, usually neutral, colour palette. For others, it represents a model of simple living, unburdened by ‘stuff’.

However, for another group of us, classic minimalism can appear to be too ‘chilly’ or austere, opting for crisp, perfection instead of a more achievable, colourful reality.

“While white and monochrome palettes are commonly associated with minimalism for their clean and simple aesthetic, you can add colour into a minimalist scheme to add warmth and personality.”

In fact, it is an easy task to adapt what you might think of as a classic minimalist style to meet your tastes and overcome a sense of austerity in the finish. One way to do it is to think of minimalism as a broad design approach, rather than a strictly neutral or white-on-white colour scheme. REAL ONE 22

Resene Colour Expert Brooke Calvert says minimalism does not have to be limited to a white or monochrome colour palette.

Brooke says the key to incorporating colour into a minimalist design is to keep things simple and avoid overwhelming the space. “It doesn’t need to be all white but stick to a limited colour palette, use colour strategically to highlight certain elements, and maintain a sense of balance and harmony throughout the design.”

Here are some of Brooke’s suggested colour combinations that can work well for a minimalist finish that adds warmth and personality, while maintaining a sense of simplicity. Neutrals Neutrals are a classic choice for a minimalist look but rather than chill whites, look to warm neutrals, says Brooke, suggesting Resene Foundation, Resene Credence or Resene Open Sesame as a base colour palette. “These colours provide a cosy, inviting atmosphere while keeping the minimalist look intact.” Soft pastels Experiment with soft pastel shades like Resene Contented, Resene Duck Egg Blue or Resene Nirvana.


“These gentler hues bring a touch of tranquillity and can add a subtle note of colour without dominating the space.” Earthy tones An earthy colour palette including shades like Resene Tuscany, Resene Tic Tac Toe or Resene Stepping Stone has a natural, organic feel that works well in a minimalist setting to add depth and warmth, Brooke says. Contrasting accents Choose a neutral colour scheme then give it a surprise punch of visual interest by adding a bold, contrasting accent colour, Brooke suggests. “For example, pair a predominantly white or light grey space with vibrant shades like deep red Resene Scoria, emerald green Resene Deep Teal or mustard yellow Resene Salted Caramel. The trick to this approach is only using your accent colour on one key piece or in a thoughtfully placed colour block, and maybe one or two other smaller pieces for a minimalist look with maximum impact. Monochromatic palettes

Brooke suggests creating a monochromatic look with added depth and visual texture by layering in different shades, strengths and tones of a single colour.

The effect will add depth to your finish space and help the eye pick up different features of the room while keeping the finish clean and simple.

When we talk about monochromatic colour schemes we typically think about all-white, or sometimes black and white palettes. In fact, monochromatic simply means one colour - any colour - not just white or black.

For example, if you want to stay neutral but add extra personality try a beige-toned neutral such as Resene Sisal which comes in eighth through to triple strengths allowing you to play with different tones, while keeping to the same colour.

This approach is by no means limited to neutrals. Theme your minimalist look around a simple colour like green. Then take three or four different iterations of green like Resene Ottoman, Resene Willow Brook, Resene Spring Rain and Resene Green House to build out the finished look. Use the bolder version of your chosen palette as an accent note. Top tip: Resene Multi-finish palette cards, available at your local Resene ColorShop, are arranged by colour palettes, which makes them useful to see how different intensities and undertones of different shades will work together to build up a layered look. Texture One way to add to a simple minimalist look without adding clutter is to add texture. It’s another way to make it easier for the eye to pick out detail in a more monochrome palette. Adding texture can mean playing with different materials, like adding wood finishes washed in a pale shade like Resene Colorwood Breathe Easy that allow the wood grain to show through. REAL ONE 23

It can mean adding other textured materials like wicker, rope or even concrete to contrast against your paint or stain finish.

Add a small set of wood battens, running floor to ceiling against a plain wall, or bring in a large plant to add movement and layers.

It can also mean incorporating elements with a three-dimensional finish like a textured plaster artwork or even an anaglypta wallpaper like Resene Wallpaper Collection RD819.

Soft furnishing materials like curtains, cushions and rugs also add different visual layers that will add visual warmth to a minimalist look. Keep them to the same small colour palette as the rest of the room for that pared-back clean finish.

Alternatively opt for the illusion of a three-dimensional texture with wallpapers like Resene Wallpaper Collection 38098-7 that give the appearance of a fibrous texture in their pattern. You could also try a ragged or marbled paint effect using Resene FX Paint Effects Medium.

Texture is all about giving your eye something to grab onto against a plain or monochrome backdrop, so the space is interesting to look at without making it busy or cluttered.

Top tip: Adding your own decor pieces to a space is another way to add visual texture and interest to a minimalist space. Lots of decorators approach minimalism from the view that there must be little to no decorative items around the room. Instead, just take a more considered, curated approach to what you want to put where. Think about how things work with your colour palette; or use your treasured items as the base for your colour palette to keep things simple and clean.

Reading about Emma’s fondness for a good chocolate brownie and love of Spanish flavours I decided to combine the two in one epic treat.

MAKES: 25-30 PIECES INGREDIENTS • • • • • • • • • • •

350 grams dark chocolate, cut into chunks (70% cocoa) 350 grams butter 6 large eggs 2 & 1/4 cups caster sugar 1 & 2/3 cups plain flour 1 cup Dutch dark cocoa powder 1 & 1/2 teaspoons ground cinnamon 1 teaspoon chilli powder finely grated zest 1 orange 1/2 cup slivered almonds 250 grams caramel condensed milk

EQUIPMENT •

Line a 31cm x 22cm deep baking tin (or equivalent size) with baking paper.

METHOD Preheat the oven to 170 degrees fan bake. Put the chocolate and butter in a microwave-proof jug or bowl. Heat in 30-second bursts in the microwave on low heat, stirring in between, until smooth and melted. Beat the eggs and caster sugar together in a bowl until pale and creamy. Stir in the chocolate mixture. Sift in the flour, cocoa powder, cinnamon and chilli powder and stir to combine. Mix through the orange zest and 3⁄4 of the almonds. Pour the mixture into the prepared baking tin. Spoon out the caramel and drop in blobs onto the brownie and gently swirl through with a teaspoon handle. Sprinkle with remaining almonds and bake for 35-40 minutes until cooked through. Cool in the tin before cutting. REAL ONE 27
