Summer feels well and truly over after coming to abrupt end and Autumn is definitely upon us. I hope you managed to get some time off and relax and recharge over the last couple of months. Business definitely seems to have quickly picked up pace after the end of the school holidays and it’s good to get back in to the swing of things.

We have some exciting new events and initiatives coming up. I’m pleased to announce we are working with Business Growth Dorset on two exciting new projects. The first is the Build programme, a series of online webinars designed to strengthen and support not-for-profit businesses across the Dorset area. This begins with a launch event on 21st October at Merley House. This programme is completely free and is open to charities, non-profits, social enterprises and B Corps.

The next programme we are launching is all about helping businesses in the high street be sustainable and prosper. Again this will be a series of online webinars covering key aspects of independent retail including financial management and business planning, customer care and service, visual merchandising, e-commerce and managing and developing teams as well as incoming HR legislation. Again the programme is free to attend and you can see information on both on our website.

How does employment law promote and support innovation and diversification in the workplace?

In today’s rapidly evolving workplace, innovation and diversification are essential for organisational resilience, growth and talent attraction. UK employment law provides the legal framework within which these advancements should occur. However, it is ultimately down to employers as to how they adhere to, implement and manage the framework.

In this article, Dee Woodcock, a solicitor in the employment team at Lester Aldridge explains that to truly succeed and reap the rewards, employers should go beyond merely meeting the basic required standard. Employers need to provide an attractive working environment that builds trust, empowers employees, fosters inclusivity and encourages sustainable progress. Innovation in the workplace should not be limited to potential technology adoption, particularly in connection with recruitment processes. It should encompass creative approaches to recruitment, talent development and employee engagement.

In practical terms this could include:

• Looking at advertising in less obvious forums, seeking to attract talent from a wider, more diverse talent pool (with proactive strategies targeted to reach underrepresented communities where appropriate), inclusive job descriptions, and unbiased selection processes.

• Encouraging workforce confidence in sharing new ideas or initiatives and providing appropriate opportunities for open conversations about what works and what may need to be improved

• Focusing on skills rather than backgrounds, reducing unconscious bias

• Adopting internal development training to promote from within, perhaps using mentoring programs

• Investment in training which focuses on soft skill development, not just technical competence

• Moving away from annual appraisals towards continuous feedback models

• Offering more flexible working practices and arrangements to meet both the personal and professional needs of the workforce

By embracing innovative practices and tapping into diverse perspectives, organisations benefit from greater creativity, better decision-making and improved cultural competence. This can be sustained not just through recruitment, but also through effective retention, promotion and succession planning processes. Potential candidates will be drawn to employers who have built and retained a strong reputation for being a good place to work.

The role of soft skills in implementing these practices is equally important, as even the most progressive HR policy can falter without effective soft skills. Communication, empathy, and cultural awareness are crucial for translating legal obligations into positive workplace experiences.

Handling a grievance under the ACAS Code of Practice may meet procedural compliance, but to be truly effective, employers need to ensure that they are actively listening to employees and ensuring they feel their views and ideas are heard and respected.

Conflict resolution, negotiation and emotional intelligence are important in implementing and achieving real change. An HR manager introducing an innovative

flexible work scheme must balance individual circumstances with operational needs, fostering cooperation rather than resistance. Best practice in the UK combines legal compliance with strategic innovation, and strong interpersonal capabilities play an important part. Policies need to satisfy statutory requirements while also promoting greater employee support, well-being and engagement. Regular training in both employment law and soft skills is essential, enabling HR professionals and managers to navigate complex situations with confidence, ensuring fair and transparent processes. Bournemouth and Poole College Launches £1m Training Centre to Tackle Skills Gap and Help Deliver Green Energy Revolution

Bournemouth and Poole College has launched its £1million Green Energy Centre, a key milestone in the development of renewable and sustainable energy education in the region.

The purpose-built facility will provide hands-on training in renewable energy technologies and sustainable practices, ensuring learners and employers have access to the training required to meet rapidly growing demand across the green energy sector.

With the clean energy workforce growing more than five times faster than overall UK employment between 2020 and 2022, and forecasts of up to 725,000 new lowcarbon jobs by 2030, the demand for skilled workers have never been higher.

Michael Lock, Director of Learning for Construction at Bournemouth and Poole College, said:

“The Green Energy Centre is a landmark moment for the College and the wider region. It represents a longterm investment in skills, innovation, and economic resilience. By equipping students, apprentices, and employers with the expertise required in renewable technologies, we are directly enhancing local and national workforce capability.”

Developed in partnership with Quantum Group, pioneers of green skills training solutions in the UK, the Green Energy Centre offers state-of-the-art training bays that replicate real-world operating conditions. Facilities include Electrical Bays for Solar PV, energy storage and EV charging systems, as well as Heat Pump Bays dedicated to the installation, commissioning and maintenance of air source heat pumps, as well as additional renewable systems such as rainwater harvesting.

The centre’s curriculum has been designed in close consultation with local employers to address specific industry needs. Its first programme, the “Skills

Bootcamp: Electrician Plus”, will commence this month, providing training in Electric Vehicle charging, Solar PV installation, and Energy Storage Systems to upskill qualified electricians. Participants will graduate with the qualifications required for Electrician Plus registration, strengthening capacity in critical areas of infrastructure delivery. Unlocking Potential:

Why Employing Young People with SEND is Good for Business

For too long, perceptions have held back opportunities for young people with Special Educational Needs and Disabilities (SEND). Too often, employers have assumed that these individuals will be “difficult” to manage or unable to contribute to their businesses in a meaningful way. The reality, however, is very different — and increasingly, businesses across Dorset are recognising the real value that young

people with SEND bring to the workplace. SWRAC College works every day with young people who are ready and eager to contribute and gain experiences in the workplace. With the right structure and support, they can flourish — and employers consistently tell them how rewarding the experience can be for their teams and their businesses.

A Fresh Perspective for Employers

Young people with SEND bring unique skill sets and perspectives. They are often highly committed, demonstrate strong loyalty to employers, and can thrive in roles that match their strengths. Businesses benefit from:

• Improved retention rates – many SEND employees stay with organisations longterm, reducing recruitment costs.

From Placements to Employment

One of the most effective ways to start gaining experience is through work placements. Young people on the SWRAC Prep to Work schemes (in both the BCP Council and Dorset Council areas) need regular opportunities — often just a few hours on a Wednesday or Friday afternoon — to build confidence, develop skills, and understand the rhythm and expectations of a workplace.

SWRAC is calling on Dorset employers across sectors - including construction, production, hospitality, facilities management, and grounds management (to name a few) - to get involved. Opportunities don’t need to be large-scale: a few hours of meaningful work experience, supported by SWRAC can change a young person’s future.

Work Placements are fully supported by trained job coaches and tailored to suit the needs of both the individual and the employer. There is no “one size fits all” approach; instead, they work alongside businesses to make sure placements are positive and productive. These experiences can then lead to Supported Internships, and ultimately, meaningful employment. For many employers, what starts as a small commitment turns into a long-term relationship that is transformative for both sides.

Parvalux Achieves Environmental Standard with Ambitious Sustainability Goals

Parvalux has achieved the ISO 14001 Environmental Management System standard, demonstrating its commitment to sustainable practices and environmental responsibility. The award is recognition of the commitment the UK manufacturer is making to sustainability targets alongside the environmental progress it has already made.

Presented with the standard from independent certification body BSI in May this year, the ISO 14001 award credits the practical steps the company has implemented towards waste management, environmental

sustainability, and energy consumption.

The ISO international standard required the introduction of a formal environmental management system, developed over 18 months, that focuses on continual improvement.

Parvalux is aiming to reduce metal waste by 25% and its non-recyclable waste by 10% based on 2024 figures. Central to achieving these objectives has been the development of the Parvalux Materials Review Board that provides a daily assessment of supplied components that don’t meet the high manufacturing standard. Identifying the cause of defects is enabling the company to reduce material wastage thanks to a robust approach that investigates every individual rejected item.

Parvalux’s environmental management system also places strong focus on its supply chain to optimise quality, longevity, as well as recyclability. Across the board, Parvalux also has a requirement for its suppliers to operate to a similar environmental standard.

The final primary objective in Parvalux’s environmental management system is to reduce its energy consumption by 10%, also based on 2024 figures. The company’s energy reduction targets follow significant progress the company has already

made. Since the opening of its new global manufacturing headquarters in Poole in 2023, Parvalux has reduced its CO2 emissions by 129 tons. The building’s roof-mounted solar panel array generates nearly 40% of the operation’s energy requirement, producing a total of 598,675 KWHs of energy.

In combination with additional sustainable energy technology including heat exchangers that remove the need for a gas supply, as well as materials that optimise insulation, such as energy-efficient glass, Parvalux House is a net-zero environment. Parvalux has also introduced policies that minimise unnecessary travel while supporting sustainable travel alternatives, including walking, cycling, and car sharing.

Tank Tracks to Tree Trucks as Museum Launches Campaign to Plant 5,000 Trees

A museum famous for its green machines is inviting visitors to support a campaign to help restore a Dorset woodland.

In partnership with Forestry England, The Tank Museum aims to raise at least £30,000 to plant 5,000 native trees at Queen’s Copse in Wimborne.

Partnerships Manager, Leif Mann, Forestry England said: “Our aim is to return this woodland to its original character so we can create a biodiverse habitat that captures carbon, supports wildlife, and thrives for future generations to enjoy.”

To raise the funds, The Tank Museum will be offering customers the chance to donate a tree for £6 when they purchase their museum admission tickets.

The Tank Museum’s Head of Visitor Experience & Commercial, Rosanna Dean said:

“The Tank Museum doesn’t charge for parking. Our hope is that those who can afford it will make a favourable comparison between the cost of a tree and a day’s parking – and be as enthusiastic about shaping the future as we are about preserving the past.”

Every £6 donated pays for one sapling to be professionally planted with a stake and growth-guard. Forestry England, with over a century of woodland management expertise, will undertake the planting and provide each sapling up to 10 years of care to ensure it flourishes into a new, native woodland just 25 miles from the museum site.

The new campaign is The Tank Museum’s second significant environmental initiative of the year. In April the Museum announced it was running a trial to convert one of its historic vehicles to run on “Green Diesel” – a cleaner and sustainable Diesel alternative.

If successful, it’s hoped other vehicles could be converted to run on Hydrotreated Vegetable Oil to reduce the environmental impact of its live action tank displays by as much as 90%.

Beyond the Farm Protests - What BPR/APR Changes Mean for SMEs

You may well have seen the farmer protests following the Autumn 2024 Budget, which announced significant changes to long-standing Inheritance Tax reliefsBusiness Property Relief (BPR) and Agricultural Property Relief (APR).

Farmers were quite rightly aggrieved over these changes. But what about the wider impact on small and medium-sized business owners. In this article, Matthew Spencer from Imperium Tax and Accounting highlights the changes and some of the options available. What is changing?

Previously, both BPR and APR provided a 100%, uncapped relief on qualifying business and agricultural assets, ensuring that these assets could pass to beneficiaries without an

Inheritance Tax charge. This was important as often the value is “on paper” only and very illiquid, meaning it is difficult to realise such value to meet any IHT liability arising.

From April 2026, however, BPR and APR will be restricted as follows:

• A £1 million cap applies to the total combined value of assets eligible for 100% relief. Anything above that will only qualify for 50% relief, effectively

leading to a 20% IHT rate on the excess.

• Additionally, shares in companies listed on markets like AIM (treated as “not listed”) will only attract 50% BPR in all cases.

Worked Example

Let’s say your business is worth £3 million and qualifies in full for BPR. Let’s also assume that other reliefs (e.g. the nil rate band) have already been utilised on other assets, such as your main residence. Previously, BPR would have applied to the entire value of your business, exempting it entirely from IHT. Going forwards, however, the following will apply:

• The first £1 million attracts 100% relief meaning no IHT is due.

• The remaining £2 million would attract only 50% relief, therefore meaning £1 million becomes taxable at 40%

• This leave an IHT liability of £400,000.

What should I do?

Here are a number of options to consider

1. Review BPR/APR Eligibility: Whilst BPR and APR have been restricted significantly, they are still very valuable reliefs and so you should firstly clarify eligibility. If the trading test is not met, could assets or corporate structures be restructured to make the position more favourable?

2. Review IHT Exposure: As part of this, a review of your IHT exposure generally is worthwhile in light of the changes. If the worst was to happen, could your estate fund the IHT liability arising? Will assets need to be sold? Note that the IHT liability is due within 6 months of death so if illiquid assets are held, this can be particularly burdensome for estates to meet. It is possible in certain circumstances to spread the IHT bill across a number of years, but HMRC would charge interest which can accumulate into a significant sum.

3. Review Wills: Current wills and letters of wishes should be reviewed to ensure these make use of reliefs and exemptions. It is

common, for example, for spouses to have mirrored wills where all assets pass to one another. It is important to note, however, that the £1m limit for BPR and APR is not transferrable so will be lost if all assets pass to a spouse. It is likely that we will see more Will Trusts being established at death to make use of the deceased’s £1m limit.

4. Make Lifetime Gifts: Whilst these changes are significant, it may perhaps encourage owners to consider succession planning earlier. Making lifetime gifts can ensure the donor can facilitate a smooth handover of the business and step away more gradually. Gifts of assets qualifying for BPR would ordinarily qualify for gift (holdover) relief, on which there is no limit, so assets can be given to the next generation during one’s lifetime. The gift would, however, be a Potentially Exempt Transfer (PET) subject to the 7-year survivorship rule.

5.Review Trust Structures: Trusts will equally be subject to the £1m limit to BPR or APR which may not cover all assets, thus creating ‘dry’ tax charges for 10-year

As we head into the last part of the year, I’m always amazed at how quickly the months have flown. One moment we’re enjoying the first barbecues of summer, and the next we’re wondering how it’s already dark by teatime!

For many businesses, autumn brings a surge of activity—projects to complete, targets to reach, and of course, preparations for the festive season. It can feel like a sprint to the finish line, but it’s also a time to reflect on how far we’ve come. Launch of Coastland College marks new era for Dorset education

Weymouth and Kingston Maurward College has adopted the new name of Coastland College, marking the next chapter in the College’s journey following the merger of the two institutions in August 2024.

The move reflects a renewed purpose and vision developed by the Governors and the Senior Team over the past year, designed to strengthen partnerships with industry and the community, and to ensure students and apprentices are equipped with the skills they need to thrive.

Coastland College’s fresh, new brand identity was well received by the public as it debuted at the Dorset County Show in September.

Earlier this year, the College was judged as ‘Good’ by Ofsted, with the report highlighting its ‘strong contribution’ to meeting regional skills needs. This recognition underlines the College’s growing role in supporting both higher education progression and career opportunities that align with local economic demand.

As Coastland College, the organisation will continue to operate across its two existing campuses, with each campus bringing its

own strengths to the newly named College.

Local businesses Suttle Stone Quarries and Suttle Projects have reaffirmed their commitment to supporting the Armed Forces community by officially signing the Armed Forces Covenant. The signing ceremony took place this summer at the end of Armed Forces Week, an annual national campaign recognising the contribution of service personnel, veterans, reservists, and military families. The event saw Livvy Williams, Head of Compliance at Suttle Projects, sign the covenant on behalf of both companies. Lt Col Ant Sharman attended the ceremony to sign on behalf of the Ministry of Defence, formally sealing the agreement. The Armed Forces Covenant is a nationwide promise that those who serve or have served

in the Armed Forces, and their families, will be treated fairly and with respect in the communities, economy, and society they serve. BEACH Appeal hits halfway milestone for Royal Bournemouth Hospital

University Hospitals Dorset NHS Charity has raised over £750,000 for The BEACH Appeal – marking the halfway point in the fundraising appeal – thanks to the generous support from communities across Dorset and the South Coast.

The funds are enhancing vital services within the BEACH Building at the Royal Bournemouth Hospital, which opened

earlier this year as part of a major transformation across the hospital sites.

The state-of-the-art facility now houses cutting-edge Emergency, Critical Care and Maternity Departments designed to deliver exceptional care to thousands of patients, visitors and families from Bournemouth, Poole, Christchurch, East Dorset and beyond.

Through The BEACH Appeal, the

Charity is raising money for additional and enhanced items – including a CT scanner in the heart of the Emergency Department, sensory equipment for children, ambient lighting for new mums and other projects that improve patient experience and support the hospital’s mission to provide exceptional care to the community.

To mark this exciting milestone, eight members of University Hospitals Dorset’s executive board braved a “Soak the Execs” cold water fundraising challenge on Tuesday 26 August at the Royal Bournemouth Hospital. The charity event brought a huge splash of fun, laughter and team spirit as the executive board raised over £2,600 for The BEACH Appeal.

Greendale Construction completes £4.4 million works for Poole Museum and Scaplen’s Court

Chartered building company, Greendale Construction Limited, has successfully completed extensive conservation, restoration and refurbishment works at Poole Museum and Scaplen’s Court for Bournemouth, Christchurch and Poole (BCP) Council The works followed a prior phase of energy saving improvements - also completed by Greendale Construction. The current works focused on the museum’s three buildings; Scaplen’s Court and the Town Cellars both Grade I listed, and Grade II listed Oakley’s Mill.

Major structural adaptions have been completed to the buildings, including enlarging the museum lift shaft and enlarging multiple entrances to make all areas of the building more accessible. The works included replacement mechanical and electrical services, a new platform lift, and mezzanine structure to the courtyard in Scaplen’s Court. A new passenger lift was also installed at Poole Museum.

New flooring was installed throughout, along with extensive decorations and repointing works. Six new exhibition gallery spaces have been constructed, along with a new shop fit out and a new café area including kitchen and seating areas.

The bay window to Scaplen’s Court was removed in its entirety and a new bespoke facade was constructed to create a striking new bay entranceway.

Chris Cave, Commercial Director, Greendale Construction commented: “Greendale Construction is delighted to have been main contractors on this fantastic project which will benefit the local community and visitors from all over the country and even further afield. A major focus of the project has been to open-up the buildings, doubling public and display space. We have made the museum buildings more accessible for all, with new ground floor accessible WCs, level access and new lifts. Greendale Construction has carried out multiple phases on the Poole

Museum project, as well as an extension back in 2006 and 2007. This also includes the decarbonisation works, restoration works at Scaplen’s Court, and Public Realm.

Dorset Community Foundation Bursary Fund Opens for College Students

A BURSARY fund that helps cover young peoples’ cost of studying at college is open again for applications.

The Dorset Community Foundation Bursary offers grants of up to £1,000 towards travel to college, laptops, equipment, tools

or clothing, study trips or meals for students whose household income is below £35,000.

Applicants must be 16 to 25, attending a vocational course, and be enrolled at Bournemouth and Poole College, Kingston Maurward College, Brockenhurst College,

Bourne Academy, Blandford, Weymouth College, Yeovil College, Wiltshire College or Beaminster School, The Purbeck School and Sir John Colfox Academy’s sixth forms.

Students studying STEM subjects (science, technology, engineering or mathematics) at Bournemouth and Poole, Bourne Academy or Brockenhurst College can apply for the community foundation’s Superior STEM Bursary Fund, which is supported by Wimborne engineering company Superior Seals, and offers grants of up to £1,500.

Lynn Weaver, who works in the student finance team at Bournemouth and Poole College, said the grants can make the difference in whether students go to college or not. “It’s really good that Dorset Community Foundation can help students who wouldn’t otherwise be able to afford to come into college, be able to buy a laptop or pay for travel. De Minimis Demise: A Looming Toll on UK-US Small-Goods Trade

In a sweeping shift that may forever alter the playbook for cross-border e-commerce, the United States officially abolished its $800 de minimis exemption on 29 August 2025. This long-standing provision had allowed low-value parcels to enter the U.S. duty-free with minimal customs hurdles, underpinning the flow of small-parcel trade. For UK exporters—particularly SMEs and direct-to-consumer platforms—the change represents a fundamental resetting of market access conditions.

The immediate impact has been dramatic. Global postal and logistics services, including Royal Mail, DHL, and La Poste, moved quickly to suspend or restrict deliveries to the U.S., citing a lack of readiness to manage the sudden increase in customs clearance requirements. Within days of the exemption’s removal, the Universal Postal Union reported an 80% collapse in international postal traffic to the U.S., reflecting the scale of the disruption. The stakes are significant: in 2021 alone, more than £5 billion worth of UK goods entered

the U.S. under de minimis arrangements, much of it driven by e-commerce.

Exporters are now facing a heavier burden. Every shipment, regardless of value, requires full customs processing. This means tariffs, clearance fees, and extensive data obligations, including precise product descriptions, HS codes, and rules-of-origin information for all components. Instead of the simplified label system once used for low-value parcels, companies must now file formal entries through the U.S. Customs ACE system. The financial impact is also substantial. For goods shipped through the international postal system, packages will be subject to duties assessed under two possible methodologies. The first is an ad valorem duty, which applies the effective tariff rate imposed under the International Emergency Economic Powers Act (IEEPA) based on the country of origin of the product. This duty is calculated on the total value of each package. The second option is a specific duty, which sets a fixed rate ranging from $80 to $200 per item, depending on the IEEPA

tariff rate relevant to the country of origin for a transitional period of six months. After that, all qualifying shipments will be required to comply with the ad valorem duty system all of which further undermines the low-cost delivery model many exporters relied upon. These changes come against the backdrop of a broader shift in U.S. trade policy. What was once a practical threshold designed to streamline customs administration has been recast as a policy tool to address trade imbalances and e-commerce loopholes. For UK exporters, the end of de minimis means adapting to a harsher operating environment characterised by higher costs, longer delays, and increased compliance risks. Business groups are urging both government support and strategic adjustments in logistics and pricing to maintain competitiveness in the world’s largest consumer market.

how Collaboration Between Employers and Skills Sector is Actively Closing Gaps

Dorset Chamber has published the second Dorset Local Skills Improvement Plan (LSIP) Progress Report.

It demonstrates how stakeholders have taken significant action to meet the changing skills needs of local employers in the last year and the progress of the ‘Dorset Skills’ community, which includes education and training providers.

The Local Skills Improvement Plan was published in August 2023. The latest update report highlights the progress made across the post-16 technical education, training and employment landscape in Dorset to engage more people in work with relevant skills and to develop the skills of the established workforce.

It shows how collaborative ways of working and targeted approaches to funding are influencing curriculum plans and local government policy and enabling employer best practice. PULL OUT PLS

Despite the economic climate and local governance changes, it demonstrates how employers and providers across Dorset are committed to growth and improving opportunities for their workers and students. Highlights include Dorset employers:

• Accessing and benefiting from more free and funded training to upskill their teams including skills bootcamps, green construction, net zero and digital programmes

• Working more closely with education providers to shape curriculums to make them current, relevant and responsive to the needs of the modern workplace

• Creating and supporting opportunities for young people to experience and explore the world of work, creating talent pipelines

• Attracting a more diverse workforce to meet hiring needs, through more inclusive approaches to SEND and flexible working

The report also focuses on key priorities for the next phase of the plan, currently underway, including:

• Supporting employers to improve digital skills – from core digital skills like Excel and email to AI, coding and automation

• Opportunities to improve employer understanding of free and funded training available to upskill people and how to access it

• Collaborative approaches to addressing skills shortages and vacancies in key sectors such as construction and care

• Helping businesses to become more inclusive with their hiring practices

Dorset Chamber chief executive Ian Girling said: “Dorset Skills is an all-age strategic change programme creating business growth with training.

“We have built a team of top skills and stakeholder engagement experts who have worked with a wide range of willing partners to create a vibrant and focused Dorset Skills community.

“All of us are passionate about the Dorset economy and community, adapting our processes and curriculums to better meet the changing needs of employers and the workplace.”

The Dorset Skills community comprises three universities, two further education (FE) colleges, adult education providers, specialist education and training providers, the Careers Hub, Department for Work and Pensions (DWP), local authorities, third sector and other ‘people’ partners and employers. Nicola Newman, project lead for Dorset LSIP, said: “The collaborative approach of the programme is successfully unlocking opportunities for employers, learners and providers alike. We are no longer just identifying skills gaps, we are actively closing them.” The next round of LSIP development has now begun under the leadership of Rosie Knapper who has taken over the role of Project Lead from Nicola Newman. Nicola remains continues as chair of the Dorset Skills and Workforce Board.
