The mayor is the chief executive and administrative officer of the city. The mayor’s powers and responsibilities include the following:
• May break tie votes of council. There are certain situations where approval is required by a majority of the full council where the mayor’s tie breaking authority is not effective, including confirmation of the mayor’s nomination for an appointed office, confirmation of the mayor’s removal of an appointed officer, or suspension of reading requirements for ordinances.
Our minutes are posted on our website at cityofbuhl.us. Our meetings are held on the second and fourth Mondays of the month beginning at 6:30 p.m. Everyone is welcome to attend.
I have discovered that most people do not know the duties of mayors and city council members. It is important for the community to be educated regarding these duties.

The Basics of City Government/Form of Government
• Passes laws and policies that must not conflict with state or federal law or constitutional provisions.
Size of Buhl Council: 4 members (Michael Higbee, Kelly Peterson, Marla Sisson, Amanda Hawkins)
The council is the legislative body of the city and its powers and responsibilities include the following.
• The council ONLY exercises its authority as a single body, operating in public meetings preceded by posted notice and agenda. An individual councilmember has no authority to supervise, discipline or fire city employees.
The complete rebuild of Burley Avenue is now scheduled for 2025-2026. There was a discussion about the condition of the roads. This is when we have been told the federal monies for the project will now arrive. Since the city wants to be proactive, we have already replaced the infrastructure since nothing makes us shake our heads more than when a brand-new road is torn up afterwards for infrastructure replacement. Aaron Wert with HMH Engineering presented to Council the bids received for the Highway 30 project that is now scheduled to begin July 18. This date may change with all of the uncertainty of materials. This project will be widening of Highway 30 by Dr. Osterkamp’s office and across the road with the right-hand turn lane onto US Highway 46 (from Hwy 30) being extended to free up some of the congestion in the area. The City of Buhl received $301,000 from the State of Idaho for this project.
• May veto ordinances passed by the council. The mayor’s veto may be overridden by a majority of the full council.
Most Idaho cities operate under the Mayor-Council form of government, with a mayor and four council members. The structure of city government, as well as the powers and limitations of cities are defined by the Idaho Constitution and state law.
Mayor Roles and Responsibilities:
• Signing documents on behalf of the city and administering oaths, e.g. oath of office.
• Adopting a comprehensive plan, and zoning and subdivision ordinances. Quasi-judicial decisions on rezones, conditional use permits, variances and subdivision preliminary plats.
• Appointments to fill council vacancies and vacancies on city boards, commissions and committees, both subject to council confirmation.
• Approves payment of all city bills.
• Determining services that will be provided by the city, the fees charged for such services, and whether a service will be provided by the city itself or by contract with private or public entity.
City Council Responsibilities:
• Provides for audit of city’s financial statements. Establishes by ordinance the place(s) of deposit for city funds. Approves by resolution investment of city funds.
• Receives monthly report on city finances from city treasurer.

As a 4-H youngster, I was given the honor of ‘club reporter’. Taking this seriously, I became more of a kid's private eye observing every move of fellow members who individually demonstrated extraordinary sewing or cooking projects. As protocol would have it, my reports were sent to the ‘Gooding County Leader’, our local newspaper. Much to my surprise, I was awarded a ‘golden trophy’ for best 4-H reporter! It then dawned on me, then and there that readers enjoy ‘feel good stories’!

When it comes to my childhood in Hagerman Valley, I have kind of a photographic memory. It wasn’t the ‘Leave it to Beaver’ days, but close! Mom was a farm wife who wore house dresses with skinny belts. Her hair was shiny, wavy, natural blond, shoulder length and perfectly parted on the side. She attended women’s clubs and was on many committees in our small community. She taught us that volunteer work was essential. In addition to all of her responsibilities, I vividly remember her staying up late at night to mop and polish the dining room and kitchen floors, after everyone else (continued p16)

I had short uneven bangs and would rather climb trees than practice the piano. Being one of the youngest in my classroom, schoolwork was a challenge. I strongly disliked red pens and vowed if I ever became a teacher, I would never use them. Strangely enough, in adulthood after thirtyfive years of elementary school teaching, I did not correct kids' papers with red pens.

It was estimated that 11,000 Chinese were brought by the shiploads from all parts of China to work for the Central and Pacific Union railroads. When the lines were joined at Promontory, Utah in 1869, suddenly they were out of work. So many flocked to the mines of Idaho. After the whites worked the best part out of the mines they often sold their claims to the Chinese who eked out a living by collecting the last traces of the ore. It is said that every rock around the Placer mines at Rocky Bar Fairfield, Idaho had been washed with a cloth by the Chinese. The gold extracted from the cloth, was mainly flour gold, the smallest you could see with the naked eye. After the gold ran out, most of the Chinese moved to the Snake River drainage and mined from the Twin Falls area to below Hagerman, Idaho. Their mining techniques were to say the least primitive. Chinese used the simple sluice and burlap to collect what small gold they could. The Chinese needed water to make the sluices work as efficient as could be. Remnants of their primitive techniques of these Chinese mining sites can still be found along the shores of the Snake River. Next time we will talk about how the Chinese got the water to run their sluice operations and where you can still see some of the mining sites.
