THE STIPEND The DOL pays a stipend to the seniors while they work for the nonprofit. This stipend does not affect a senior’s medical coverage nor income calculations and provides seniors with a chance to use their experience to help others.

Legislative Council's Statement of Meaning, Purpose, and Result to Be Accomplished

Currently, the Legislature may meet in a special session only upon call of the Governor. The proposed amendment would allow the Legislature to convene itself in special session if 60% of the members in each house submit a petition to the President Pro Tempore of the Senate and the Speaker of the House of Representatives. The petition must specify the subjects to be addressed in the special session, and only those subjects could be considered during the special session.

The amendment also requires the Legislature to hold an organizational session in December following a general election. The purpose of the organizational session is to prepare for the upcoming regular session. The proposed amendment would formalize in the Idaho Constitution the Legislature's longstanding practice of holding an organizational session.

"Shall Section 8, Article III, of the Constitution of the State of Idaho be amended to provide that the Legislature must convene in organizational sessions commencing on the first Thursday of December after the general election, unless a different day shall have been appointed by law, and in special session by the President Pro Tempore of the Senate and the Speaker of the House of Representatives no later than fifteen days following the receipt of a joint written petition of at least sixty percent of the membership of each house specifying subjects to be considered, and to provide that the Legislature shall have no power in such a special session to consider or pass any bills or resolutions on any subjects other than those specified in the petition and those necessary to provide for the expenses of the session?"

ROCK CREEK RURAL FIRE PROTECTION DISTRICT TEMPORARY OVERRIDE LEVY

Shall the Board of Commissioners of Rock Creek Rural Fire Protection District, Idaho be authorized and empowered to temporarily increase the property tax levy as permitted by Section 63-802(3) Idaho Code adding an additional Seven Hundred and Twenty-Five Thousand, Nine Hundred Ninety-Four Dollars ($725,994) each year for two (2) years for the purpose of maintaining, and operating the District provided by resolution of the Board of Commissioners of the Rock Creek Rural Fire Protection District adopted on August 16, 2022.

A tax increase of Sixty-Nine Dollars and Sixty-Three Cents ($69.63) per One Hundred Thousand Dollars ($100,000.00) of taxable assessed value per year based on current conditions. The proposed levy replaces an existing levy that will expire December 31, 2022, and currently costs Sixty-Nine Dollars and Sixty-Six Cents ($69.66). If approved the proposed levy will decrease the tax by Three cents ($.03) per One Hundred Thousand Dollars ($100,000.00) of taxable assessed value per year. Approval of this levy override is necessary to increase the protection of its resident's public health, life, and property.

HAGERMAN BOND ISSUE

SPECIAL REVENUE BOND ELECTION.

City of Hagerman Gooding County, Idaho November 8, 2022

Shall the City of Hagerman, Idaho, be authorized to incur an indebtedness and to issue and sell it's revenue bonds in an amount not to exceed $4,800,000 to pay the cost of constructing improvements to the water system of the city, said bonds to be payable solely from water system revenues, over a term which may be less than but which shall not exceed forty (40) years, as more fully provided in Ordinance NO. 1094?

The purpose for which the proceeds of the bonds will be used is for improvements to the water system, to include an increase in water supplies, disinfect -tion, storage, pumping, additional dis tribution lines, and controls. The City currently has outstanding long-term indebtedness of $2,303,494 paid solely from wastewater system revenues. Since the bond will be paid solely from water revenues, there will be no tax authorized on any taxable assessed value.

The interest rate anticipated on the proposed bonds is 3.50%. The total principal amount to be repaid over the life of the bonds is $4,800,000; the total interest estimated to be paid over the life of the bonds is $4,113,516; the total amount estimated to be repaid over the life of the bonds is $8,913,516. The bonds will be payable over a term which may be less than but which will not exceed forty (40) years.

On August 22 and 23, 2022, I had the pleasure of attending a Walkability Workshop with a couple of gentlemen from Vitruvian Planning, which is located in the Treasure Valley. They were kind enough to hold the workshop in Buhl. The workshop was attended by Kelly Peterson, a city councilman, and a couple of our department heads. Walkability and encouraging citizens to repair their sidewalks in the City of Buhl has been on my radar for several years as a city council member. The workshop was to help us identify what makes our community walkable, experience walking through your senses (with sight impairment goggles, for example), understand how pedestrian signals are timed, and to find how planning and design policies impact walking. I also had the gentlemen draw, with washable spray paint, temporary curb extensions on the corners of Main and 9 th Avenue. This gave the group an idea of how curb extensions could help pedestrians, both young and more mature, wheelchair users, bicyclists, etc., look to see if there is any traffic headed their way before they step into the crosswalk. We also had cones in the area of the temporary curb extensions. We also had orange cones on these temporary curb extensions, but someone removed and stacked them on the corner by the post office. If you see cones in the future around the city, please do not take them down because they are serving a purpose.

A reminder that as the leaves start to fall, I want to remind you please to refrain from raking or blowing leaves, grass clippings, or yard debris into drainage areas and roadways. That can result in clogged storm drains causing localized flooding and property damage. If you compost, fallen leaves make good mulch; they help hold moisture. Leaves need to be bagged and placed in city provided garbage cans or taken to the dump for removal from your property. Leaves should not be racked or blown into the gutter/street or alleys due to blockage of storm water system which can lead to flooding. The city does have an Adopt-A-Truck program available if large amounts of leaves are needed to be removed. Call City Hall at 208-543-5650 to reserve a day.

Buhl City code also requires the property owner to remove any snow and ice from their sidewalks. Disposing of snow and ice in the gutter/street/alley is also not allowed as it blocks the melting snow from running into the storm drains and can lead to flooding.

Growing up in Hagerman Valley

often used the far right maple tree for climbing, as a few years before my older brother nailed wooden blocks up the trunk constructing a makeshift ladder leading to a hidden…partially built treehouse. Since my older brother had abandoned his treehouse and had sort of grown up, I took ownership. Not asking permission, I often climbed up to that treehouse to ‘see the world’! Inside the uncompleted structure behind limbs and leaves I secretly listened to conversations of family members out on the porch. The roof of our farmhouse, horizontal to my view, looked enticing enough! I promised myself that I would climb up there someday. From the treehouse I watched wild cats roam freely, stocking mice by the nearby hedge. I observed work trucks and tractors coming and going to and from the fields. Best of all, birds of all sizes would

sail through the air and sometimes reside on the branches.

Climbing down the tree and in view were three large window-wells spaced to the length of the house. West daytime sunlight illuminated through these glass window-wells into our farmhouse basement. I spent much scientific observation time watching light yellow squarish catspiders making occasional webs in the corners of these wells. However, more often than not, I searched for real live newborn kittens where a mother cat in the wild may claim one of those windowwells as a warm home for her new family. I trapped one but the kitty-cat got away! I abruptly let go as it jumped ‘mid-air’ sideways, then landed in the lime green bathtub under a dripping faucet. Its back arched, tail puffed out resembling an undecorated wiry Christmas tree, bearing sharp pointed teeth, hissing a daring scolding hiss, wide-open yellow eyes surrounding the shiny black thin vertical lines that spoke loudly, “I dare you to

Mother set up a cardboard table behind the house by the back step between the north the window-well and my climbing tree. All hands were on deck! Grandma ‘Nana’ and Grandad ‘Papa’ each put on an apron. ‘Nana’, had a pink and white cloth checkered tie around the top of the waist kind with a big bow and one large lace topped pocket to the right side. Papa’s simple apron was tied behind his neck and then again around his waist.

Each participant in the family had their place in the assembly-line. Dad brought the corn from the field in tall sacks and husked them. Mom, busy in the utility room, heated oversized silver cook pots where bubbling water seemed to come alive with dancing golden nuggets.

My sister and I rotated between assisting with the husking, carrying pans of cooked cobs to the card table and trimming off the corn. My favorite job was creating and cutting off long strips then sneaking a sample. The sweetcorn tasted crunchy and juicy all at the same time! A fall and winter time sweet treat!

My sister and I enjoyed hearing warm cheerful table conversations. Nana’s chuckles and sense of humor along with Papa’s calm, kind sense of purpose set us in motion for a lifetime combination of both. Nana told funny stories (con’t p29)

UI Extension educator’s owl boxes part of vole

RUPERT - A University of Idaho Extension agent from Minidoka County is a vole killer.

Since 2018, Jason Thompson has been helping farmers build, distribute and monitor wooden houses for nesting barn owls, and Idaho farmers who have struggled to control ravenous voles have enjoyed benefits.

Thomas estimates voles are being held in check throughout 76,374 acres of Idaho agricultural land thanks to owls using either the boxes he’s sold or boxes built by landowners who have used his design.

The Hagerman Valley Foundation has been working with Jason for the past several years, building Owl Boxes for the Magic Valley region.

The Foundation’s Owl Boxes have some unique designs that can make a difference to both the owl family and the maintainer-you.

* The size of the box. These boxes are built much larger than typical barn owl nesting boxes used by researchers in the past. This size will nicely accommodate a barn owl family with as many as 8 owlets.

* The size of the entrance hole. The great horned owl is a significant preditor of barn owls and owlets. The entrance hole is too small for these larger owls.

* The location of the entrance hole. The hole is raised up high enough to keep the owlets inside before they can navigate on their own outside of the nest. No falling out of the nest for the owlets.

* The partition. The raccoon is another barn owl preditor. The partition next to the entrance hole makes the nest unreachable, protecting the eggs.

* The side panel opening down instead of up. All other opening side panels open from the bottom of the box. By opening down with a protective ledge at the bottom, a researcher may introduce an orphan owlet safely without the eggs or owlets in the nest falling out.

* The bottom dropping open. Once the box is nested, with either pestiferous starlings, kestrels, or a barn owl family, it needs to be cleaned out for the next season. Opening the bottom greatly facilitates cleaning and keeping the debris away from the person cleaning.

3 Idaho Unclaimed Veterans to Receive Military Funeral Honors

Twin Falls, Idaho (September 18, 2022) – The MISSING IN AMERICA PROJECT will conduct its second mission in Twin Falls, Idaho by honoring three veterans whose remains have been in the care of the Twin Falls Coroner’s office and have remained unclaimed.

Services were conducted with full military honors for the following veterans at 1p, Friday, Oct 21st, at the Snake River Canyon National Cemetery, 1585 E Elm St, Buhl.

invented. The corn packages were flattened out, placed in clean cake pans and ready to relocate to one of our two large freezers. The basement fruit room was home to an upright and our oversized floor freezer was outside in a lava rock cellar by the front porch.

Holidays and all winter, we enjoyed the fruits of our labor. Many fall meals graced steamy hot corn in mother’s special oval porcelain bowl. This unique antique bowl adorned small pink decorative roses painted just on the inside and a golden colored scalloped edge around the top, as detailed as a silver-lining summer sunset. This brilliant bowl filled with sunny elegance sat alongside other tasty garden dishes on the dinner table. A sweet buttery aroma filled our family dining room air reminding us of good times together, visiting and conversing with Nana and Papa, sitting and working at the corncob table with that red and white checkered tablecloth way into the early fall evenings. Autumn soon turned into November with Thanksgiving family time full of love and laughter. Mom spared no main dish while extended family pitched in to bring their favorite tried and true best recipe. I remember our Great Grandma Justice with

her long homemade light blue best dress on, gathered at the waist with a half inch belt. She wore round spectacles, sported short curly gray hair, gracefully walking in her tall thin stature, proudly bringing in her peach pies with a perfect golden brown crust.

Mother used her best dining plates only for holidays, placed on the long thin wooden sewing table brought to the dining room from the upstairs sewing room, now graced with overlapping creamy lace tablecloths. The best part was that four lucky kids got to sit at a children’s table by the fireplace!

Mother always cooked a huge flavorful perfected turkey with all the fixings. Dad faithfully mashed up the potatoes with warm milk and butter, then carved the juicy turkey just before we all sat down. There were designated seating places as Dad spoke a prayer of thanks. Thanksgiving brought to us smooth cranberry sauce, olives for the tips of kid fingers, happy times with family, warmth, love, chatter, laughter and the greatest peach and pumpkin pies ever!

In the days after Thanksgiving we ate lots of yummy turkey rice soup made by mom! November soon turned to December as we looked forward to the delightful Christmas holiday season. (con’t in Nov)

CSI Grant Supports Engineering and Computer Science Scholarships

Twin Falls, ID – Future College of Southern Idaho (CSI) engineering and computer science students stand to benefit from a $5 million National Science Foundation (NSF) Grant recently awarded to Boise State University. Through a partnership with Boise State, CSI will receive just over $150,000 per year for four years, money that will be used to support scholarships for high-achieving students with demonstrated financial need.

The unique thing about these scholarships is that they can start from the minute a student enters CSI and continue to be awarded until the student graduates with a bachelor’s degree at Boise State,” said Andy Cluff, Department Chair of the CSI Engineering, Physical Science and Computer Science Department. “I am looking forward to talking to the students graduating from high schools throughout the Magic Valley who are interested in engineering and computer science and sharing the exciting opportunities in these fields at CSI and beyond.”

According to Boise State, this grant serves as the largest grant of its kind in the state of Idaho. First year students at CSI will be placed into a Center for Advanced Energy Studies Consortium which will connect them with other students through a seminar course that will support them in their pursuit of a Science, Technology, Engineering and Mathematics (STEM) career.

“This is an incredible opportunity for Idaho and Boise State as we begin building a better engineering and computer science educational ecosystem for Idaho students through our community college partnerships.”

Scholarships are expected to be awarded beginning in Fall 2023.
