ABOUT THE PROGRAM This Department of Labor Federal Grant Program assists lowincome people that are at least 55 years old and unemployed, with part-time engagement at a 501(c)3 non-profit such as the Magic Valley Business Association.

THE STIPEND The DOL pays a stipend to the seniors while they work for the nonprofit. This stipend does not affect a senior’s medical coverage nor income calculations and provides seniors with a chance to use their experience to help others.

Karma Metzler Fitzgerald wants to represent the new District 26 (Jerome, Lincoln, and Blaine Counties) in the Idaho House of Representatives.

Karma is an advocate for farm and rural communities. As the chairman of the Lincoln County Youth Commission, she was part of the leadership team that raised over $1 million to open a preschool and after school program at a new youth center in Richfield, Idaho. She also heads a new on-demand public transportation service in Lincoln County.

Karma sits on the board for the Good Samaritan Free Clinic and leads the team developing The Ledge, a business incubator for kids and adults in Lincoln County. Karma’s passionate about using connection and collaboration to develop projects and programs that support Idaho families.

Governor Brad Little recently named her to Serve Idaho, the commission on volunteerism and service. She was named a 2020 community hero by South Central District Health and received a 2021 Gov. Cecil D. Andrus Award for Idaho’s Volunteer of the Year.

IDAHO CONSTITUTIONAL AMENDMENT

Legislative Council's Statement of Meaning, Purpose, and Result to Be Accomplished

Currently, the Legislature may meet in a special session only upon call of the Governor. The proposed amendment would allow the Legislature to convene itself in special session if 60% of the members in each house submit a petition to the President Pro Tempore of the Senate and the Speaker of the House of Representatives. The petition must specify the subjects to be addressed in the special session, and only those subjects could be considered during the special session.

The amendment also requires the Legislature to hold an organizational session in December following a general election. The purpose of the organizational session is to prepare for the upcoming regular session. The proposed amendment would formalize in the Idaho Constitution the Legislature's longstanding practice of holding an organizational session.

"Shall Section 8, Article III, of the Constitution of the State of Idaho be amended to provide that the Legislature must convene in organizational sessions commencing on the first Thursday of December after the general election, unless a different day shall have been appointed by law, and in special session by the President Pro Tempore of the Senate and the Speaker of the House of Representatives no later than fifteen days following the receipt of a joint written petition of at least sixty percent of the membership of each house specifying subjects to be considered, and to provide that the Legislature shall have no power in such a special session to consider or pass any bills or resolutions on any subjects other than those specified in the petition and those necessary to provide for the expenses of the session?" SPECIAL REVENUE BOND ELECTION. City of Hagerman Gooding County, Idaho November 8, 2022

Shall the City of Hagerman, Idaho, be authorized to incur an indebtedness and to issue and sell it's revenue bonds in an amount not to exceed $4,800,000 to pay the cost of constructing improvements to the water system of the city, said bonds to be payable solely from water system revenues, over a term which may be less than but which shall not exceed forty (40) years, as more fully provided in Ordinance NO. 1094?

The purpose for which the proceeds of the bonds will be used is for improvements to the water system, to include an increase in water supplies, disinfect -tion, storage, pumping, additional dis tribution lines, and controls. The City currently has outstanding long-term indebtedness of $2,303,494 paid solely from wastewater system revenues. Since the bond will be paid solely from water revenues, there will be no tax authorized on any taxable assessed value.

The interest rate anticipated on the proposed bonds is 3.50%. The total principal amount to be repaid over the life of the bonds is $4,800,000; the total interest estimated to be paid over the life of the bonds is $4,113,516; the total amount estimated to be repaid over the life of the bonds is $8,913,516. The bonds will be payable over a term which may be less than but which will not exceed forty (40) years.

DISTRICT 24 ROCK CREEK FIRE

ROCK CREEK RURAL FIRE PROTECTION DISTRICT TEMPORARY OVERRIDE LEVY

Shall the Board of Commissioners of Rock Creek Rural Fire Protection District, Idaho be authorized and empowered to temporarily increase the property tax levy as permitted by Section 63-802(3) Idaho Code adding an additional Seven Hundred and Twenty-Five Thousand, Nine Hundred Ninety-Four Dollars ($725,994) each year for two (2) years for the purpose of maintaining, and operating the District provided by resolution of the Board of Commissioners of the Rock Creek Rural Fire Protection District adopted on August 16, 2022.

A tax increase of Sixty-Nine Dollars and Sixty-Three Cents ($69.63) per One Hundred Thousand Dollars ($100,000.00) of taxable assessed value per year based on current conditions. The proposed levy replaces an existing levy that will expire December 31, 2022, and currently costs Sixty-Nine Dollars and Sixty-Six Cents ($69.66). If approved the proposed levy will decrease the tax by Three cents ($.03) per One Hundred Thousand Dollars ($100,000.00) of taxable assessed value per year. Approval of this levy override is necessary to increase the protection of its resident's public health, life, and property.

Growing up in Hagerman Valley

Back in those days we had a local newspaper called “The Gooding Leader”. They must have been hard up for news because Grandmother ‘Nana’ would often call in the details of our special family dinners along with what we ate and who was in attendance: “Fried chicken, mashed potatoes, homemade rolls, buttered green beans, jello salad and for dessert a round three tiered white cake with creamy chocolate frosting hidden between layers.” Listed were gifts given, from who, how many birthday candles were lit on the cake, a list of individuals who were in attendance and ‘A Happy Birthday' song sung by all!” ‘Nana’ never missed a beat to give our family ten seconds of fame!

‘The Gooding County Leader’ printed lots of happy news so at the age of ten I submitted our weekly 4-H club agenda, receiving a trophy for the best all around 4-H reporter! I don't know if any other 4-H club reporter in the area actually submitted regular reports, but I appreciated the recognition and most of all the shiny trophy!. I was just told to write, so I did!

In my opinion, our particular 4-H club seemed like a three-ring- circus with multicolored fruity jello flops, drippy cake decorating demonstrations and perfectly unique knitting projects. As the official club reporter, I took notes in my designated 4-H notebook, reporting on what seemed to me as funny mishaps of ordinary 4-H meetings with young kids. The newspaper liked it! I learned then and there that ‘Feel Good’ stories appeal to readers. Our 4-H leader was extremely patient and confident with children, so she encouraged me to write.

Each August, we finalized our projects which were then submitted to the ‘Gooding County Fair’ and displayed at the 4-H Building. All projects in their specific categories were judged by a team of professionals. Each ‘Grand-Prize’ winner was photographed and often written about in the local newspaper. Even though blue was my favorite color, I received a red ribbon for my ‘Seven Minutes to the Oven’ banana bread! It may not have been in perfect championship form and color, but my family seemed to love it! Mom had lots in the freezer, too!

Hagerman came alive with activity throughout the Autumn months. School began, leaves turned many shades of red, yellow, orange and gold in the days when there were still obvious seasons and there were fabulous fun fall celebrations circulating around Hagerman Valley.

In those days kids were safe to run up and down the streets knocking on about any door with a porch light on. Grandma ‘Nana’ made a big deal out of ‘Trick or Treating’!

First, it was the big build up of purchasing a couple of hundred full sized chocolate candy bars! In the early 60’s candy bars cost about 5 cents and rose to a whopping 10 cents by about 1968, and now they’re around $1.19!

For those times it was a worthy expense and was our Grandmother Nana’s ‘Pride and Joy’. (con’t p20)

24 oz can V-* Juice

2-4 drops Hot Pepper Sauce 2 13 pz can Chicken Broth 1/2 tsp crushed Dry Basil Mix together. Bring to boil. Simmer 10 min. Serve Hot. Can top with a pat of butter.

White formula: 2 tsps white shortening 5 tsp cornstarch

1 tsp white flour

Glycerin, Food Coloring. Using spatula, blend the first 3 ingredients on a plate to form a smooth paste. Add 2-4 drops of glycerin for a cream consistency. This is enough to cover a child’s face. Color with food coloring. Using fingers, stroke in one direction to spread over face.

Common Reasons For A Higher Buhl City Utility Bill (Or At Least the Water Usage Portion)

Please like our FB site = City of Buhl, Idaho and visit our Website = www.cityofbuhl.usto obtain a plethora of factual information regarding our awesome community. As promised, and to be transparent, we will go over my personal city utility bill for August.

My usage for July, as shown above, on my August bill was 112,000 gallons.

Water usage between 0 to 12,000 gallons is 11.22 per month (included in monthly base rate).

Water usage between 12,001 to 30,000 is an additional $1.17 per 1,000 gallons per month. Water usage between 30,001 to 250,000 is an additional $1.25 per 1,000 gallons per month.

Water usage between 250,001 and up is an additional $1.01 per 1,000 gallons per month.

I hope this helps explain how a residential statement works.

Other Possible Reasons for a Higher Water Portion of Your City Utility Bill Statement:

 Leaky/running toilets



Leaky faucets & fixtures, washing machine or dishwasher (and are you using these items more during the summer because people sweat more and kids are home?)

Irrigation leaks (not all leaks happen indoors)

Old, outdated fixtures and toilets

Household guests visiting during the summer

New water-consuming equipment (pools, sprinklers systems, freezers, etc.)

Bad water wasting habits – let’s face it, we are all guilty of this at times

Faulty water softener system

Water meter mistakes. It happens. If you think your meter may be faulty, this is the responsibility of the City of Buhl so YOU will want to contact the office at 208.543.5650 so they can inspect it.

The bigger reasons for a higher water portion of your bill because of the heat in our area is:

Household members are more active, and sweat more, leading to more showers

Lawns and plants need to be watered regularly

Kids are home more throughout the date during summer break

Air conditioners may be water-cooled

Pools may need to be filled

We had a long, very hot summer this year. If you stop and think about your water portion of the City of Buhl monthly bill, it makes sense, based on the above, that it would increase.

Growing up in Hagerman Valley

She would buy 200 candy bars and look forward to the event all year long.

Purchasing all those candy bars was an investment, but well worth it for those Hagerman ‘Trick or Treating’ children!

Next, in Grandmother’s unique way, she arranged and displayed the chocolate bars on real full-sized rectangular silverplatters, front and center on her original cloth covered piano bench close to the front door. A light lace tablecloth draped over the card table where the ‘Trick or Treaters’ signed in.

Kids from all over Hagerman Valley flocked to my grandmother’s house the evening of October 31st. Later, with the list in hand, she might give their grandparents a nice remark or call about their children stopping by her house or subtly letting them know what part of town their grandchildren had been ‘Trick or Treating’ (since everybody knew about everybody else in town).

Each year, like clockwork, a predictable long line up of costumed and masked children waited outside the front door of our Grandmother Nana’s house, to ‘Sign-in’ for those full sized Chocolate Hershey’s CandyBars!

During harvest the Hagerman community depended on an abundance of garden produce to dry, can, freeze, store in a cellar or fruit room. Kitchen cooks were consumed with preserving fruit and vegetables for the winter. Among other crops, Dad grew Idaho Russet Potatoes and Fields of Sun Glistened Corn. I observed dad giving neighbors large sacks of corn and potatoes. In return they would often reciprocate with bushels of apples, peaches, tomatoes and you name itI When dad came home with the extra produce, Mom would drop everything to turn her attention to the process of canning and freezing the produce for the family at

a moment's notice! It suddenly became a production line, as she solicited the assistance of her two young daughters.

During harvest, we joined in as a family to preserve corn for winter with the help of Nana and Papa. Our farmhouse utility room held two oversized porcelain sinks mom used to wash fresh produce and pluck deceased chickens (not at the same time). There were also a washer/dryer set, 1950’s style refrigerator for fresh milk from two jerseys dad milked twice daily, a huge old fashioned roundish silver milkstrainer, an extra stove mom had for canning fruit and baking additional food for holiday meals, a small wooden table and an outside pane window. A built-in clothes hamper and double closet stood partly empty where dad stored his plaid checkered work shirts along with a few pair of dark navy-blue worn levis.

Our utility room’s abundant floor space provided ample space for up to three or four spring baby lambs. We fed these newborn's specialty powdered milk for ‘bums’ from tall thin 1960’s pop bottles, which we filled with spring water, shook and then secured the tops with rubber nipples that farmers use for baby lambs’. Since Grandpa Papa raised three bands of sheep for his profession, baby bum lambs rotated through our utility room every January, February and March.

The outside of the utility room led to a cement platform. Three wide cement stairs went down to the backyard. To the west of the stairs and lining the backyard was an oversized scruffy hedge giving privacy to the length of the house. Three beautifully mature maple trees, planted years before, stood perfectly placed meticulously apart in front of the hedge. Between the left two maple trees hung a clothesline with clothespins ready for use. I often used the far right maple tree for climbing, as a few years before my older brother nailed wooden blocks up the trunk constructing a makeshift ladder leading to a hidden… (con’t in November)
