HUMBOLDT – Humboldt County’s Department of Public Works has endorsed a series of Grand Jury recommendations to shore up the county’s six airports. The Grand Jury recommended a management overhaul and more focused negotiations for a second airline. It also urged an interagency audit, more timely inspections and prompt action to correct airport safety weaknesses and maintenance backlogs. Despite Measure Z funding, the go-ahead from Public Works Director Tom Mattson is likely to be constrained by rising costs, staff shortages and depleted passenger traffic at Humboldt’s main commercial aviation venue, McKinleyville’s California Redwood Coast Humboldt County Airport (CRCHCA). The department received $79,000 from Measure Z to fix hazards there. “I agree with most of the [Grand Jury’s] recommendations,” Mattson said last week, “but it depends on time and money.” Mattson will spell out his department’s response in full at the July 21 meeting of the county Board of Supervisors. An amended Land Use Code (LUC) will, if successful, turn a troublesome and resource-draining industry into a sustainable and eco-friendly one that could yield major tax revenue for the City of Arcata. It’s even centered in and near the Aldergrove Industrial Park, whose light industries helped stabilize Arcata’s finances through recent decades. At the same time, the new laws must balance multiple concerns. The federal government’s attitude toward cannabis – while now somewhat indulgent toward liberalized state law – has been known to shift, sometimes abruptly. The amended LUC must also enforce existing medical cannabis laws, while being adaptable to the recreational cannabis legal environment expected following next year’s elections. Another issue is conversion of a largely underground industry, aspects of which have long been cultured in evasion and concealment with links to criminal enterprise, to one that functions openly and above board. And, given the high-dollar and intoxicating nature of the product, secured locations that are isolated from schools and neighborhoods must be identified in which the business of cannabis may be conducted. Police and city regulators will have to enforce best practices and code compliance. INNOVATION
