“Place9istheplaceholderfor somebodywhoisassociatedwith abusinessthatprovidesadisabilityserviceandMrs.Edwards’ businessdoesdothat,”explained CouncilwomanMauraWroblewskinominationofEdwards. Edwardsfoundedandleadsthe E.WEFoundationthatadvocates forfamiliesaffectedbyrarediseases.

U.S.AttorneyPrimF. Escalonaannouncedlast weekthat43-year-oldMichaleShaunHillwassentencedto70yearsinprison followedbylifetimesupervisedrelease.

In2007,Hillbecamea registeredsexoffender afterhewasconvictedof sexualmisconductinvolvingaminorfemaleinMadisonCounty.

InSummer2020,Hill wascommunicatingwith someonehebelievedwas a14-year-oldfemalewho wasanundercoveragencywiththeFBIChild ExploitationandHuman Traf ckingTaskForcein Jacksonville,FL.Of cials saythecommunication wassexualinnature.

FBIBirmingham’sChild ExploitationandHuman Traf ckingTaskForceexecutedasearchwarrantat Hill’shome. Hilladmittedtoauthoritiesthathewasattracted toteenagegirlsbuthedeniedthatheparticipatedin onlinegroupsdedicatedto sendingchildsexualabuse materialorhaddownloadedanyofthatmaterial. Aninvestigationinto HillrevealedthatHilldistributedchildpornographyonlineandadvertised thematerialinasocial mediagroupof50people. Over250videosand700 imagesofchildsexabuse materialwerefoundon Hill’selectronicdevices. Hillpleadedguiltyto distributingchildpornography,advertisingchild pornographyandpossessingchildpornography.

Aspartofhissentence Hillwasorderedtopay $40,500inrestitutiontothe victimsofhiscrimes.

“Davidhasbeenagreatadditiontoour programthisyear.He’saverymotivated andhardworkingindividual,”saidWatson.“Ijustwishwehadhimforthelast threeyears.”

LivingontheChaneyPlaceWhereWeLived BerniceElkinsChaney,whowas85 yearsoldwheninterviewedin2006,said sherememberedtheM.G.Chaneyproperty“fromwhenIwasaround18years old.”WhensheandFrankChaneymarried,theybeganmarriedlifelivinginone ofthetenanthousesclosetotheM.G. Chaneyhouse.Shesaid:“UncleMabren andAuntBertielivedinthebighouse. Whenwelivedontheirplace,I’dgocook forthem.AuntBertielovedmyeggcustard.Theyhadsomebodycometodotheir washing.UncleMabrenlovedtoplaydominoes.”Bernicesaidthebigstuccohouse facedsouthandwasnotfarfromtheroad. Theroadwasdirt,anditconnectedtoOld MadisonPike,whichwastheoldroadto Madisonbeforethefour-lanewasbuilt. Thebarnwasbehindthehouse,somewhat,tothenorthwest.M.G.alsoowned landonthenorthsideoftheroad.Itwas notpartoftheArmyacquisition. ShesaidM.G.alsoownedlandinotherareasofMadisonCountyandnearby counties.Berniceremembersfourhouses southofthebighouse.Onewaslarger andbetterthantheotherswere.“Son” Chaney,whooversawthepropertyforhis father,inhabitedthelargestofthefour houses[foratime].Bernicesaid:“There wasonebetterhouse,whichwaswhere SonandhiswifeOpallived.Hewascalled Son,andIthinkthatwashisname.When theyleftthere,theywenttoCalifornia. Thehousehadtwobedroomsandaliving roomandakitchen.Sonwastheoverseer oftheplace.ItisprobablethatSon’slegalnamewasMabren,thesameashis father’s,buthewasalwayscalledSon, andthatiswhatisremembered.Whatis interestingtonoteisthe1910U.S.Census showsM.G.’ssonMabrenJr.asbeing1 yearold,andhissonCecilasbeing8years ofage.This tsthetraditionwhereinthe rstsonisgiventhenameofhispaternal grandfather,andthesecondsonisnamed afterhisfather.

ThehousethatBernicedescribedSon livinginwas,basically,afour-roomhouse withafrontporch.Itwaslargerthanthe smallhousestothesouthofit,butthe constructionwasthesame.Itwaslocatednorthofthetwo-roomtenanthouses, closertothebighouse.BerniceandFrank movedintooneofthethreesmallertworoomhouses.Bernicesaid“backthen,”a couplewithnochildrenwouldexpectto liveinatwo-roomhouse.Shesaidthere weremanyhousesinthearealikethetworoomhousetheylivedin.Itwastypicalin sizeandconstruction—boardandbatten withatinroof.Ithadonefrontdoorand onebackdoorandasmallfrontporch. ThelandforElkoSchool(A-18)was donatedbyM.G.Chaney.Berniceattendedtheschooluntilitsconsolidationwith MadisonHighSchool.ThefollowingdescriptionwasfoundintheHeritageRoom attheMadisonCountyLibrary.The authorwassimplylistedas“Dilworth, Draft”andhadnodate.Inthelate1930’s, ChaneySchoolwasconsolidatedwith MadisonHighSchool.ChaneywaslocatedintheChaneycommunityjustsouth ofOldMadisonPikenearElkoSwitch. In1926,Mr.M.G.Chaneydonatedhis landforaschool.Thebuildingwasatworoomframeconstructionheatedbytwo bigheaters redwithcoal.Therooms werefurnishedwithmodernwooddesks andatableforateacher’sdesk.Outside restroomswereused.Thereweretwo teachersforthe rstsixgrades.Inearly1940,Mr.Chaneysoldhisfarmtothe government,andthecountyboardsold theChaneySchoolbuilding.Someof theChaneyteachersincludedMr.Addie Hinds,MissMattieBellChaney,MissLeotraEsslinger,Mr.CecilTeal,Mr.A.S. HodgesandMr.LouieMorris.

WalterF.Chaney--TheMoveto“Pappa Chaney’sPlace” BerniceandFrankmovedtothepropertyfurthertothesouth,downbyIndian Creek,tolandownedbyWalterF.Chaney, whichisshownasparcelB-61onthe ArmyRealEstateMap.Bernicealways calledFrank’sfather,WalterF.Chaney, “PappaChaney.”HiswifewasNoraLouiseBakerfromOwensCrossroads.WalterandNorahadanumberofsonsand adaughternamedPearl.Onedaughter, Cornelia,diedatbirth.Theirchildren wereFrank(theoldest),Mac{personally knownbyJohnRankin},Barney,Merrill (whodiedinthebattleforSaipanonJune 22,1944),Pearl,Lawrence,andHosea Bernicerecalledthattwohouseswere ontheparcelownedbyherfather-in-law, WalterChaney.Itseemedprobablethe twohouseswouldrepresentthehistoric componentsof1Ma786and1Ma787,two archaeologicalsitesrecordedonthatarsenalparcel.Instudyingthemap,the researcher(BeverlyCurry)realizedthe areaseemedtobethesamelocationshe hadearlierbeendocumentingwiththe Rev.McKinleyJones.Bernicedidnot remembertheJonesfamily.However, HoseaChaney,whosellsinsuranceand knowsmanypeople,saidheknewand hadtalkedwithMcKinleyJones.The Jonesfamilyhadlivedinthesamearea. McKinleyJonesstatedtherewerethree housesontheMabrenChaneyproperty nearElko.Hestatedthatthepropertyto thesouthonB-61alsoalwaysbelonged toM.G.Chaney.Whentheresearcher explainedtheArmyRealEstatePropertymapshowedthat,atthetimeofGovernmentpurchase,theB-61propertybelongedtoWalterF.Chaney,thenJones puttogetherthepiecestogetherandcame upwiththewholepicture.Thereasonhis familyhadmovedfromthesouthernparcelofM.G.Chaney’sland(ParcelB-61) wasthatM.G.soldittohisbrotherWalter. Rev.Joneshadalwaysthoughtthatthe W.F.ChaneyfamilywaslivingonM.G.’s landnearElko.Priortomovingfromthe northparceloftheM.G.Chaneyland,the JonesfamilyhadbeenlivinginthefourroomhousenearMabren’shouse.That wasthehouseoccupiedbyFrankand hiswifeBerniceElkinsChaneyafterthe Jonesfamilymovedout. Therewerealsotwosmallerhouses onW.F.Chaney’slandthathegotfrom Mabren.TheJonesfamilymovedtoland northandeastofUnionHillCumberland PresbyterianChurch.Afterthat,Walter F.Chaneyandhisfamilymovedintothe housevacatedbytheJonesfamily.Frank andBernicethenmovedintooneofthe smallertwohousesonwhathadjustbecomeW.F.Chaney’sland.Inthinkingthis over,McKinleyJonesrealizednowthat Walterhadacquiredthepropertywith plansforhisfamily,includinghisson FrankwithyoungwifeBerniceElkins Chaney,tomovetherewithhim.Bernice didnotrememberathirdhouseonthe W.F.Chaneyproperty.Whenaskedabout the“thirdhouse”onthesouthernChaney property(in2005)Jonessaidthehouses “weren’tmuch,”andthethirdonemay havefallentoruin.Jonessaidhisfamily hadlivedineachofthreesmallhouses ( rstinthefour-roomonenearElko,and thenineachofthetwointhesouthern parcel)oftheChaneyfamilyatonetime oranother,whichisconsistentwiththe threehousesonthesouthernparcelmentionedbyJonestoBeverlyCurryinan earlierinterviewin1997,ifonehadcollapsedandrottedaway.
