MADISON -Residents inClift Farm neighborhoodarelookingfor achange inthe nameofbettereducation.
MadisonCitySchoolsis one of the bestinthestate;however, theClift Farm mixed-usedevelopmentalong Hwy 72 boardingMadisoniscurrentlyzoned for MadisonCounty.
Thereare residents andhomeowners whowouldliketochangethat.
Recently, apetitionwas startedto pushthatchangeandso far, thatpetitionhas dozens of signatures.Allpushing forthecity of Madisonto annex Clift Farm intoMadisonCity.
Thepetitionlistsseveral reasonsas to whythey wantthe annex, butthe top reasonis they wantbetterschools for ourchildren.
No formal application was filedwith theCity of Madison, butthey released astatement acknowledgingthe petition:
“Theprocessofannexation ofland intotheCityofMadisonbegins withthe landowners formallyapplying to annex theirpropertyintocity limits.Then, the request goes toPlanning Commis-
sion forconsideration,and theymake arecommendation to CityCouncil, who wouldmakethe finaldecisionon the request.The CityofMadison followsa Growth Policyadopted in 2018that providesguidanceonannexation; whereby since thePolicywasadopted, theCity hasnotannexed landmuchgreater than threeacres –withthe recentexceptionofland foraresidentialproject that set asideland to beacquired forthe proposed newelementary school locatedoffSegers Road.” Madison Cityschools said in astatement about theannexation:
“Annexationsarefunctionsofmunicipalgovernmentsoverwhichschool districtshave noauthority. MADISON –Attheend ofthe2023-2024school year,Allyson Word was excited abouther retirementplans.Thatexcitementheightened when herpeers voted forher as2024“Teacherofthe Year.”
Afterone yearwith kindergarten, Word has taughtthird-gradersfor 29 years.“If youcanteach achildto read at anearly age, anythingispossible,” shesaid.
“Teaching childrento readisanachievementall onits own,” Word said.“I wanttoteach(students) thattheycandiscoverthe worldthrough abook.” Becauseofherstrugglewith reading,one of Word’sstudentsneverparticipatedin class.
“Shejustneeded alittle extraencouragement. We workedtogether for months —Iread,she readand we readtogether.I finallybegantoseea changeinher,” Word said.
Thestudent wasgainingconfidenceand readingbecameeasier.Learningbecamefun,andshe acceptedthe challenge, Word said.
Oneday, thisstudent asked forpermissionto readto ayoungerstudent.
“She waslikea flickeringcandlethatburstinto flame.Whenschoolended last year,shecametome andsaid,‘Thank youfor helpingme read ...Igetit now! Ihope Igrowuptobe justlikeyou.’” Word hasneverreceived ahighercompliment.“My rewardshave always been
my studentsandtheiraccomplishments,”shesaid.
Since1994, Word has taughtinMadisonCity Schools– 27 years at WestMadisonElementarySchool and Midtown, threeyears.
Inherteachingphilosophy, Word believesall children can learn, regardless ofthe child’s background. “The abilityisalways there. We,theteachers, needtomakethem flourish. Iexpectmystudents tolearn.”
Word neverwantsstudents to thinktheyaren’t capableoflearning.“I’m not astrictdisciplinarian, butItryto follow astrict schedulewithhighexpectations,”shesaid.Hertop priorityisthe children’s understandingthatshe lovesthemunconditionally andwillalwaysbethere forthem,nomatter what. Word graduatedfrom JacksonvilleStateUniversity with abachelor’s degreeinearlychildhood education.

That storesitelaterbecamethelocationof amuchlargerstoreownedandoperated forseveral years by theprominent JamesE. Williamsuntilitburnedin the1940s.ArthurLewishimself was averysmallman, wholivedanunusuallysuccessfullife, butthatstory was toldseveral years ago, anditmayberepeatedinlatertimes.Fornow, we will addresstheMeriwetherLewis aspects. OurlocalMeriwetherAndersonLewis owned afairly largeplantationinslaverytimesand grew cottonas hisprimary business.Infact,whiledigitizingthe collectionofDr.FrancesCabaniss Roberts, firstprofessorof HistoryatUAH, Inoticedinhercollectionsomecotton shipping records forhimandothersof thisareathatevenincludedthe number ofbalesandthenamesoftheriverboats thattookcottontoNewOrleans forsale andtransportationlatertocottonmills or factoriesinEngland. Thefatherof ourMeriwetherAndersonLewis wasaJamesLewisofAlbemarleCounty,Virginia, whowas aclose relative oftheolderMeriwetherLewis ofthe1803Expedition. Thefamousexplorer wasa Captainofthe1st United StatesInfantry Regimentfrom 1795to 1807,andhe wasaprivatesecretaryto hisfriend Thomas Jefferson forseveral yearsbeforethe appointmenttothe expedition.HechoseWilliamClarkto behisco-captainontheexpeditionina sortofrole-reversal becauseClarkwas his formermilitarycommander,for whomhehad greatrespect.Lewis was appointedtobeleaderoftheLewis& ClarkExpeditionof1803becauseof his experienceas asoldier,politician,and explorer.Aftersuccessful completion oftheexpeditionin1806,thecaptains were eachgivendoubletheirsalaryand 1600acresofland, whiletheirmen were awardeddoublesalaryand320acresof land.Oneofthepurposesof theexpedition wastoseeiftheremightbe awater routeto reachthe PacificOceanfrom theMississippiRiverthroughthenorthwesternareaoftheLouisianaPurchase lands.However,Lewis wastheprimaryinterfacetonegotiatewiththe Indiantribesthattheyencountered,andhe also keptdetailednotes aboutthe animalsandplantstherewerediscovered alongthe way. Anotherpurposeofthe expedition wasto planttheAmerican flag onthenorthwestterritorybefore otherEuropeannationscouldcolonize thatarea. Onthe waywest,duringtheir first winterinthe approachtothe Rocky Mountains,theexpeditionstayedwith theMandanIndiantribeinthe upper reachesoftheMissouriRiver. There theynotedthatthistribe resembled whiteEuropeanracesmoresothatotherIndiantribes.TheMandanhad blue eyesandlivedinvillagessurrounded by moats.Thealsoerectedpalisadesof sharpenedstakesaroundthevillages withinthemoats,apracticenot found amongotherAmericanIndiantribes. Notonlythat,theMandanpeopleunderstood afew wordsofLatinandsome wore asmallleatherpoucharound their necks. Thesepouches were considered sacred,withancientwordswritteninside, butnobodyknewexactlywhat theymeant. Theytreatedthecrew of theexpeditionso wellthatwhenthey returnedaftervisitingthe Pacificcoast thenextwinter,theMandan welcomed thembackfortheharshlycold weather months.Ofcourse,MeriwetherLewis sketchedimagesofsomeofthe chiefs andtheir women,justashe alsodid for theplantsandanimalsencountered. Therecords kept by CaptainLewis
were broughtbacktoWashington,DC, aspartoftheir report,and by 1950 aresearchernamedZellaArmstronghad publisheda book abouttheexpedition, withparticularemphasisupontheMandanIndianhistoryinAmerica. That bookis availablefor reviewintheSpecialCollectionsoftheHuntsville-MadisonCountyPublicLibrary,alongwitha laterbookwritten by another researcher whofoundZella’saccountsso fantasticthathe wantedtodisproveherconclusions.Itturned outthatashedid his ownresearch ofthe various referenced sourcesthat healso came tounderstand theauthenticity of Zella’saccounts and becameconvincedthattheMadanIndiansactually were of Welshdescent.
Thereare alargenumberof factswith authoritative sourcesnoweasilyseen inbothbooksthatsupport thisconclusion, whichledme to recallthatwhen Iwas achild, veryfewpeoplebelieved thatNorseman LeifEricsonled agroup tosettleinAmericalongbeforeColumbusdiscoveredourcontinent. Nowitis widelyacceptedbecause finallysome archaeologists have found artifactsthat supportthatconclusion. Armstrong’s bookhasmorethanenoughmention ofartifactsandwrittenhistorical accountsthatshouldamount tosufficient evidenceto showthattheMandanIndiantribe grew from Welsh PrinceMadoc, whobrought at leastthreeshiploadsof immigrantstolandinMobileBayin 1170,morethan300 yearsbefore Columbusgottothiscontinent.
SomeaccountstellthatMadoc went backtoWales tobringanother fleet of ships,possibly first overshootingand stoppinginMexico forashort timebeforereturning toMobileBay. Aftera fewyears there, thenative Indianpressureinducedthe Welshmentomove up theAlabamariversystemsto reach nearDesoto Fallsin DeKalbCounty, andsomeevenmovednearertoChattanooga.MoreindigenousIndianattacks motiveda splitofthe Welchpopulation, withsomegoing intoIndiana andothers graduallymigratingdownthe TennesseeRivertothis area foratime.In fact,theycouldperhaps have beenthe people whobuild adefensive wallof stackedrocks on theeasterncrest of ourRainbowMountaininMadison. Still, eventuallytheyhada finalbattle at theshoalsofthe TennesseeRiverat today’s Florence.
Thegroup thatwentIndianawereexterminatedinabigbattle,wheremany yearslater whitepioneersofthe1600s and1700s found remnants ofancientEuropeanarmorand weaponsinthe valley wheretheir finalbattle wasfought. The other groupagreedto leave thisarea forever afteraprisonerexchange withthe localindigenous Indians,sothey were allowedtocontinuetheirjourneydown the TennesseeRivertotheOhioRiver,fromwhichtheycontinued intothe MississippiRiverandfromthereinto theMissouriRiver. Uponreachingthe headwaters oftheMissouriRiver, they stopped,settled, anderected well-defendedvillages. A.Plans,specifications and Contract Documentsmaybe obtainedat theabovelocation upon thedeposit of$200.00, whichamountdoesnotexceed twicethe cost ofprinting, reproduction,handling anddistributionofeachsetof such documents. Depositsbyprime Contractorbiddersarerefundableinfullupon return ofall documentsinreusablecondition within ten(10)daysofbid opening. 3. QualificationofBidders:

C. Theattention ofallbidders is called to theprovisionsof Statelawgoverning “general Contractors,”asset forthinAla. Code§34-8-1,et seq. (1975), and rules and regulations promulgatedpursuant thereto.
D. If aconstruction manager is beingutilizedand this contractisoneof amultipleoftrade contracts, then thebidder shall be fullylicensed forthe trade, asdeterminedbyapplicable law.
E. TheCitymaynotenter intoacontract with anon-resident corporation orentitywhich is notqualified under Statelaw to dobusinessinthe StateofAlabama.
F. Allbiddersshallpossess allother licensesand/orpermits requiredbyapplicablelaw,rule or regulation fortheperformanceofthe work.
G. Allbiddersmustsubmit withtheirproposal,Contractor’s licensenumberand acopyof thelicense. Statelaw,Ala. Code§34-8-8(b),requiresall bids to be rejectedwhich do not containthe General Contractor’scurrent licensenumber. H. TheCityreservesthe right to rejectall bidsand/or reject and rebidthe Projectshouldit determine thesameisinthe bestinterestofthe City.
4. Construction Manager: Ifthepreceding blank is markedwithanaffirmative indication, it means that this contract involvestheuseofa construction managerand this contract is oneof severalmultipletradeand/or multiple prime contractsfor work on theProject. Biddersattentionis called tothesupplemental conditions attached totheGeneral Conditionsof theContract Documents regarding this topic.
5. BidBonds: Each bidder mustsubmit with itsbida cashier’s checkdrawn onanAlabamabankor afully executed bidbondon theformthat is containedin theContract Documentsexecutedbya surety companydulyauthorizedand qualified to make bond in the StateofAlabama. Allbonds, suretiesand/or cashier checks will be madepayabletothe City foranamountnot lessthan5 percentof theCity’sorits engineersorarchitects estimated cost of theProject orof thetotal bidintheproposal,but in no event more than$50,000.00.
6. Salesand UseTax Savings: AlabamaDepartmentof Revenue Rule 810-63.69.02(2010)exemptscertain paymentof state, county, and municipal sales anduse taxes by thecontractoror subcontractorontangiblepersonalpropertyto be incorporatedintothe realty pursuant to acontract with amunicipal corporation such as theCityofTuscaloosa. Alltaxexemptpurchases shall
be in accordancewiththe laws of this stateand theAlabama Departmentof Revenue. It is thesoleresponsibilityofthe successful contractor to make thenecessary inquiries anddeterminations as to what materialsoritems of tangiblepersonal propertyto be incorporated into theprojectqualifyastaxexempt in theopinionof theAlabama Departmentof Revenue. Unless otherwisenoted, theprojectwill be bidandadministeredincompliance withtheState ofAlabamaAct 2013-205, Certificate of Exemption from Sales and UseTax forGovernmental Entities,regarding sales anduse taxes.Sales andusetaxes shall not be includedin thebid.The Contractor shallbe responsible forobtaining acertificate ofexemption from theAlabamaDepartmentof Revenue for purchasesof materialsand othertangibleproperty made partoftheproject.Anysubcontractors purchasing materialsor othertangiblepersonalproperty as part of theprojectshallalso be responsible forobtaininga certificateofexemption.Theestimate sales andusetax saving must beaccounted foronthe bidproposal.
