Someofthesedrainsareopenstreamsorcreeks,whileothersaremassiveunderground structuresthatcarrystormwaterawayfromneighborhoodsandbusinesses.Givenour responsibilityforthesewaterways,weareactivelyengagedinnumerousinitiativesto enhancetheoverallwaterqualityinourlakesandrivers,mostnotablytheClintonRiver andLakeSt.Clair.Inaddition,weoperate68milesofsanitarysewerlineswhich transportwastefrommorethan800,000residentsandbusinessestotheGreatLakes WaterAuthority(GLWA)WaterResourceRecoveryFacility(WRRF)forpropertreatment.

There’snothingpartisanwhenitcomestotheneedtofundprojectstorehabilitateor replaceourundergroundinfrastructuretopreventcollapsesandsinkholes;toreduce combinedseweroverflowsintoourbeautifulLakeSt.Clair;tomaintainingouropen-air drainsbyremovinglogjams,sedimentandovergrownvegetationtoensureproper stormwaterdrainage;inspectingmanymilesofenclosedpipes;andreducingtheriskof floodsthatcandevastatehomeowners,businessesandfarmers.

Clearly,Macomb’sleadershaveshownthepoliticalwilltoinvestinourinfrastructure. Workwillbeginthisyearonthe15Mile InterceptorPhase2liningprojecteastof GarfieldRoad.4,400linearfeetofaPVC spiral-woundlinerwillbeinstalledto protecttheinteriorofthe5-foot-diameter concretepipefromfurtherdegradationto avertaninfrastructurecollapse. 8 Meter Facility Drop Shaft & Connecting Sewer Rehabilitation Projects

Rehabilitation work is underway at eight drop shafts and connecting sewers. The first one, on 21 Mile Road at Towne Center Boulevard in Chesterfield Township, was completed in February. This photo shows how badly the concrete pipe has deteriorated, exposing the rebar.

Award Winning Projects: Combining AI and Drone for Underground Inspections

MacombCountyPublicWorksOfficelaunchedthe first-in-Michigancombinationofartificialintelligence anddronetechnologytogreatlyimproveinspections ofcriticalundergroundinfrastructure.

Thecutting-edge,combinedinspectionmethod involves4Kvideorecordedbythedroneflownwith improvedlighting.Videoisuploadedandefficiently analyzedandscoredbytheAIsoftwareprogram.

Previously,videotookmanyhoursbyconsultantsto recordandnumeroushourstoanalyze.Resultshelp prioritizewheremaintenance,rehabilitationor replacementofundergroundinfrastructureis needed.

REDUCING FLOODING

Drain Cleanout Match Program

Maintainingtheopendrainsthatareunderthe jurisdictionoftheMacombCountyPublicWorks OfficeandwindthroughMacombCounty’s residentialneighborhoods,commercialand industrialdistricts,andtheagriculturalareas locatedmostlyinthenortherntownships,isan essentialroleofthedepartment.

Anythingthathinderstheflowofstormwaterand snowmeltcanleadtofloodingandcause erosionaswatertriestofinditswayaround blockages.Ourdrainmaintenanceteamworks year-roundtoremovelogjams,muckout sediment,clearovergrownvegetation,and reshapethebanks.

Officialsinmanylocalcommunitieshaverealized thevalueofparticipatinginacost-sharing arrangementwiththePublicWorksOfficetosplit thecostofdrainmaintenanceinhigh-priority locations.Thatprogram,launchedby CommissionerCandiceS.Millerin2017,receives anannualallocationfromthecountyBoardof Commissionerstofundthecounty’s50%share.

“Withthefinancialsupportfromthecounty board,thishasproventobeamutuallybeneficial programthatallowsthecountyandthe participatingtownships,citiesandvillagesto stretchtheirdollarsfurther,”Millersaid.

REDUCING FLOODING

Log Removal Efforts Continue

Macomb County continues to remove logs to make our waterways safer for boaters, canoeists, kayakers and fishermen.

That includes work in the Clinton River, the Middle and North branches of the Clinton River, the Clinton River Spillway, and the mouth of the Spillway where it flows into Lake St. Clair. Removing logs not only eliminates hazards in the water that may be barely visible or just below the surface, but also logjams that can cause erosion of the banks and increase the risk of flooding.

In 2024, approximately 140 tons of logs were removed! One of our biggest efforts was the removal of many dozen large logs at the mouth of the Spillway.

AttheClintonRiverSpillway,theMacomb CountyPublicWorksOfficehascompletedfull automationoftheweir,locatedwestofHarper RoadinClintonTownship,andraisedthe devicetodirectpartialflowofwaterthrough thestretchoftheriverinMountClemensand HarrisonTownshipinsteadoflettingmuchof theflowcontinuethroughthespillwaybefore reachingLakeSt.Clair.

“Raisingtheweirwhenwaterlevelsarelow allowstheupstreamwaterfromtheClinton Riverwatershedtofollowitsnaturalcoursethe entirewaytothelake,includingfromtheweir andalongitspathastheriverwindsthrough MountClemensandHarrisonTownshiptothe mouthoftheriveratLakeSt.Clair,theway MotherNatureintended.Thishelps accumulationsofsedimenttobebrokenup andcarriedalong,whichimproveswater quality,”PublicWorksCommissionerCandiceS. Millersaid.

TECHNOLOGY IMPROVEMENTS

We are using technology to work more efficiently, save money and improve services.

Thecombineduse ofartificial intelligenceanda droneflowninside sewershasmade pipeinspections muchmore efficient.Another dronecanfind blockagesand illicitdischargesin ouropendrains.

Thedigitizationof hundredsof thousandsofpages ofdocumentswas anextensive,multiyearprojectfunded byagrantfromthe U.S.ArmyCorpsof Engineersallowing ustogetridoftons ofpaperworkand nowwehaveall thatinformation online,availableat aclick.

The“GoFlo”device, designedinhouseusinga GoProcameraonafloat, hasimprovedinspectionsof undergroundinfrastructure.

Restrictorplates,newhinged manholecovers,plusanew trashrackcapturelitter, preventingitfromgettinginto theunderdrainoftheSterling ReliefDraininSterlingHeights.

1,376 MILLION GALLONS OF CSO'S PREVENTED FROM ENTERING LAKE ST. CLAIR

Thanks to operational changes and improvement projects, we were able to reduce combined sewer overflows in 2024.

ONLY 276 MILLION GALLONS OF TREATED CSO'S DISCHARGED AT CHAPATON RTB

In comparison, George W. Kuhn facility in Oakland County discharged 2,239 million gallons or over 800% (8x more).

1,073 SOIL EROSION PERMITS ISSUED

Sediment is one of the largest pollutants in our rivers, lakes and streams. MCPWO ensures the protection of our waterways from sediment generated from construction sites.

15,168 INSPECTIONS

To facilitate the proper operations of our drains, we provide soil erosion inspections, inspect construction of storm drains, sanitary sewers, drain taps, crossings and illicit discharges.

132,000 LINEAR FEET OF AERIAL DRAIN INSPECTIONS

Over 132,000 linear feet of county drains captured and inspected by drone to support our Drain Maintenance and Plan Review teams.

140 TONS OF LARGE WOODY DEBRIS

140 tons of wood and debris from the Clinton River in 18 locations in Clinton Township, Sterling Heights, Utica, Mount Clemens, Shelby Township and the Clinton River Spillway.

NO MORE SINKHOLES, REDUCING CSO’S BY 75%

23 active wasterwater and stormwater projects totaling $290 million - paid with $178 million in grant funding secured by department.

226 ENGINEERING PLANS REVIEWED

We foster economic developments by carefully reviewing plans of subdivisions, condominiums, industrial and commercial projects or redevelopments that discharge stormwater into a county drain.

110 DRAIN CLEANOUTS

MCPWO inspected, maintained and improved 104 county drains in 26 communities utilizing grant funds, and the county's 50/50 Drain Match Program.

26 RAIN GAUGES AVAILABLE ONLINE

The public can easily view the same rain information used by the MCPWO for stormwater management. County-wide real time rainfall data is now available on our website.

Diverting an estimated 3,000,000 gallons of stormwater for reuse and lessening CSOs.
