As we look forward into a new year and the possibility of returning to a new normal, we know that normalcy is often missing for youth in foster care. Because of your ongoing support, we're able to continue working to change that reality and make sure that all youth and families can experience stability and success. Thank you!

When the world ground to a halt in March, we couldn't have imagined what the rest of 2020 would look like. But MAAC kept going. This year has shown us how resilient our staff, our partners, and the young people we serve are - especially the youth, as they overcame challenges and found hope despite quarantining under difficult circumstances, often in congregate care settings.

It was also a powerful reminder of how much our mission, vision, and values mean to each person who works at MAAC. Every single one of our team members has been flexible, persevered, and shown boundless creativity to keep moving forward to help young people and families make progress towards growth and stability.

NAVIGATING 2020

COVID-19 Weathering a pandemic, together.

What does it look like to keep extending services to youth experiencing foster care during a pandemic? Until this year, no one working in the field today really knew. When business as usual began to shut down, it was clear that MAAC's work was essential - and needed more in that moment than ever. Thanks to extraordinary support from our administrative staff, all of MAAC's operations went remote, almost overnight. Mobilizing existing technological structures and learning to navigate new tools for connecting across the distance while helping young people and their families, our teams embraced the challenges with creativity and passion.

Coordinators figured out how to keep connected to the youth they work with despite the lack of face-to-face contact: Doing drive-by visits, socially distanced chats, video calling, mailing care packages, and hosting fun activities for families over Zoom. When the LEADS class of 2020 graduated, the entire agency came together to participate in a celebration caravan across the state to honor each student who had completed that achievement.

Keeping the work going meant that there was still a lot to celebrate, despite the additional challenges that 2020 brought. We saw young people and their families finalize adoptions over Zoom, witnessed incredible growth and perseverance from transition-age youth finding their footing in a difficult world, delivered supplies to countless homes, and made sure that students across all of our programs had the technology access necessary to keep moving forward.

We'll keep going beyond until everyone has a chance to be successful beyond 2020.

2020 EVENTS

2019 went out on a fun and exciting note with some special events for the holidays! MAAC supporter Mandy Edison hosted a Blues Bash fundraiser to benefit youth served by MAAC, and our annual holiday gift drive experienced its best year yet with a wrapping party!

And while we had to postpone our annual A Starry Night event, MAAC eventually decided to offer the celebration and silent auction online!

Thanks to our generous sponsors and wonderful guests, it was a fun and joyful evening together on Zoom as we heard from MAAC staff, foster parents, and this year's Shining Star awardees! We're grateful to everyone who attended.

And we couldn't let our LEADS graduating class of 2020 reach that milestone without a very MAAC celebration! Led by our very own Renee Davis, staff and team members created an outdoor graduation caravan event to provide each of our special seniors with a drive-by celebration of their accomplishments! It was so rewarding to see those big smiles, even from behind a mask and six feet away!

When the pandemic hit, MAAC's events pivoted to virtual gatherings! Staff hosted remote team building, virtual workshops for youth, online cooking classes, and used a ton of ingenuity to create opportunities to engage and support young people. Our annual ILP Summer Summit happened online for the first time, with care packages mailed to each youth!

NAVIGATING 2020

To be able to keep responding to urgent needs for young people and their families that were arising as a result of COVID-19, MAAC launched our Fill the Gap initiative in the spring of 2020.

Hosted via a dedicated Facebook page, Fill the Gap created an opportunity for our family of supporters to respond directly to individual needs for youth in foster care served by MAAC. As MAAC coordinators worked with young people to assess and identify emerging needs, each one was posted to the Fill the Gap page - where supporters like you made it possible for MAAC to connect youth and families to the resources they needed.

Through Fill the Gap, MAAC was able to provide groceries, rent assistance, utility payments, technology support, and deliver supplies across the state of Georgia. And thanks to the partnership of United Way and the Annie E. Casey Foundation, we were able to stretch available funding even further to support youth served by MAAC.

"AL" is enrolled in MAAC's Opportunity Passport™ program, and had to take medical leave from his job for two weeks in October as a result of contracting COVID. He sold some of his furniture and other items to try to cover his outstanding bills, but was still short on rent and at risk of eviction.

AL says - "I've been a part of Opportunity Passport™ since I was 16, and haven't requested help before. I've been financially independent since I was 19 and have maintained a career for almost 4 years, have a car, and living in my own apartment... but I lack any sort of safety net, like family or financial support."

MAAC's Fill the Gap initiative was able to provide AL with the $620 needed to cover that month's rent - making sure he was able to prevent one bad month from becoming a permanent setback. For so many youth like AL who have recently exited foster care, MAAC is the only resource they're able to rely on during difficult times.

CREATING CONNECTION

THE NETWORK COLLABORATIVE Coming together for youth - the MAAC Network coordinates placements and support services for youth experiencing foster care across the state of Georgia with the support of 9 partner agencies and 21 affiliates.

CELEBRATING ADOPTIONS Prior to COVID, the Network team received a referral for two siblings - who had initially been living together at a foster placement, but became separated due to behavioral health challenges. Everyone agreed that they should be reunited, but it would be a long journey to get there! The Network program supported both siblings in receiving appropriate treatment, therapy, and behavior aide services individually, while also making sure that they had plenty of contact in the meantime. Thanks to those supports, they were able to transition back to a single shared home with continued help from the Network - and, even more promisingly, a potential adoptive family expressed interest. But then the pandemic hit. To alleviate safety concerns, the team facilitated prospective family visits virtually until they were able to safely meet face to face. After a few months, they were finally able to safely do their first socially distanced meet and greet outdoors - and just three weeks later both siblings got to move in! The adoption was finalized for both siblings on November 2nd, and they are doing great with their forever family!

27 youth were adopted in 2020!

Through the Network Collaborative, young people across Georgia have the opportunity to receive the supports and connections they need to be successful in safe, stable homes both in and after foster care.

Returning youth to community settings by building behavioral health.

The PACT team are experienced problem-solvers, working with youth and families to return them to stability after hospitalizations and crisis placements.

When "J" was referred to PACT, he had been in foster care for two years and had experienced hospitalization four times. His mom really wanted him to be able to come home, but was struggling to navigate the child welfare system on her own. The PACT coordinator realized that both of them wanted to be together, and were just missing the supports they needed to make it happen. Working with the team, supports were put in place - especially transportation assistance - and J and his mom were able to see each other face-to-face for the first time in six months! Being able to reconnect opens the door for eventual reunification, and MAAC will continue to support J's journey into a healthy transition back home.

"B" also got to experience PACT in action this year. He had been struggling with so much anger, loneliness, and loss that was impacting his future. B’s PACT team worked together to identify his underlying needs and offer appropriate supports and strategies. The team was able to identify a foster family that was a great match for him and put into place a family support partner who worked closely with B and his new foster parents to support their success. B’s team worked together to identify unique therapeutic services to meet his needs, including equine therapy! He has enjoyed working with the horses and looks forward to opportunities to participate in an annual camp at an equine therapy ranch. With PACT's support, B is still happy and stable in his home and in the community and recently had a wonderful time celebrating his 11th birthday.

THE CRISIS CONTINUUM MAAC's urgent placement team provides on-call service to ensure that youth don't end up in temporary placement situations - connecting them to safe and stable placements through our Network partners.

In 2020, the Crisis Continuum diverted 57 young people from temporary placements, such as hotels.

The majority are able to continue receiving MAAC services after discharging from the Crisis Continuum.

84% of youth had a positive discharge from the program.

The MAAC Crisis Continuum has changed the landscape for youth experiencing an urgent placement need.

For "D", the Crisis Continuum was a lifeline during his very first encounter with the foster care system. Just eleven years old and living in north GA, D was in school on a normal day when a DFCS worker came to get him - everything he knew was about to change in an instant. There was little information available regarding safety concerns for D to live with other children, so it was thought the only option was temporary placement in a hotel. Instead, D came into MAAC’s Crisis Continuum program.

MAAC worked with our partners to ensure that an in-depth evaluation could be completed for D, including a trauma assessment to identify what supports he would need the most during this major life transition. Once he was placed with a foster parent, the Crisis Continuum team helped the foster parent get caught up on the missing pieces he needed in order to be stable everything from school enrollment to medical visits to adequate clothing!

By the end of the four-week program, D was doing great and had been connected to all the pieces needed to be able to thrive with the foster parent!

"T" has been receiving services from MAAC throughout almost the entirety of her journey through and out of foster care. She first came to the agency in 2003, and staff who were here at the time remember how sweet and smart she has always been, despite the challenges she was experiencing in foster care. During her time in MAAC's programs, she was matched with a wonderful foster parent who is also an outstanding family support partner in our network - Ms J. Not only did T and Ms J. hit it off, with support they were able to build a connection that turned into a forever family bond. Ms J. adopted T in 2008, after 5 years together as her foster parent.

Today, almost twenty years after T first came to MAAC, she's embarking on a new phase of her post-foster care journey as one of the first participants in our new apprenticeship program cohort. Ms. J shared these words about what MAAC has meant to them over the years: "MAAC has been instrumental in Tiffany’s education and career development. MAAC is a resource that provides youth with skills required to be successful. Their impact has played a major part of our family life ."

INNOVATIVE EDUCATION

TEEN PARENT CONNECTION For teenagers in foster care who have children of their own, Teen Parent Connection (TPC) is a pathway into positive parenting, introducing the skills and supports for healthy relationships and healthy families.

HEALING FOR THE NEXT GENERATION It's common for youth in foster care to lose custody of their infants, often through no fault of their own. TPC's work is instrumental in helping young moms receive and maintain their custody rights for their children, keeping families intact. A recent example?

"M" is developmentally disabled, and had been struggling with her behavioral health. She was placed in a group home, and that environment was extremely challenging for her. M wanted to be able to live on her own in an independent living placement, but needed some help to get there. Her TPC coach began to work with her to help her work her case plan toward regaining custody. With support, M was able to graduate from high school, develop her parenting skills, and spend about eight months building up a positive relationship with her baby girl. Finally, M had her day in court and was awarded custody of her daughter - just in time to move to the solo apartment she'd been working towards! Today, both mom and baby are doing great, and their TPC coach is still available to help them stay on track while living independently.

Teen Parent Connection is disrupting multi-generational cycles of involvement with child welfare to ensure that young parent families can be successful for years to come.

TPC youth had 23 healthy births in 2020!

100% of participants are maintaining or working towards custody.

Thanks to the Fanz Foundation and other support, TPC was also able to support some young moms with educational and career expenses towards their futures.

The LEADS program is changing educational outcomes for youth in foster care grades 9-12 in Fulton and DeKalb County, by providing individualized wraparound supports and services.

CELEBRATING OUR THIRD YEAR SUCCESSES students in grades 9-12 or pursuing a GED were served by the LEADS program in 2020. Our Admissions Team works hard to make sure that all eligible students in both counties are enrolled in the program to be able to get the help they need to thrive - processing an average of 83 referrals across the agency each month! of students in their senior year completed high school or their GED in the Class of 2020! This represents a tremendous accomplishment for our young people, who are often working to catch up on missed credits and requirements for graduation due to the frequent moves often inherent to foster care.

Now embarking on our fourth year of working to support students, the LEADS program is continuing to provide access to behavioral health assistance, tutoring, remote learning technology and much more!

FROM DISCOURAGEMENT TO ACHIEVEMENT "M" is a 21-year-old single mom working at McDonald's to support her and her son. She was about to age out of care and was experiencing lots of stress as she failed every one of her GED tests. She was worried that she would age out of LEADS without completing her educational goals. However, when COVID-19 hit, the State of Georgia wrote a new policy to allow youth who are 21 years old to remain in care until after the pandemic is resolved. This policy and many months of quarantine allowed M to have additional time to study and try again for her GED. M was able to pass all of the GED tests the second time around! This is not only an educational success but also a success for this young mother's self-esteem and confidence as she learned that she CAN reach her goals and continue to support her family. She is now hoping to pursue a career in retail or customer service and find a new home for her and her son after the pandemic ends.

FUTURES AFTER FOSTER CARE

The Opportunity Passport™ program is continuing to invest in the potential of young adults transitioning from foster care through developmentally appropriate financial literacy education and matched savings grants for asset purchases when youth complete the program. Each young person attends training sessions online - learning how to open a bank account and use basic financial tools, along with the skills needed to manage their budgets.

Once a participant completes the training, they use their bank account to save up for a significant purchase, and MAAC will match half the cost up to $2,000 for approved purchases such as housing, transportation, or educational expenses.

Just a few examples of Opportunity Passport matches from 2020: - "L" and her husband were both alumni of foster care - she used her match towards her down payment and closing costs on their first home together for themselves and their child!

- "I" was really invested in going to college, but struggled to find his passion and purpose in post-secondary education.

Through the program, he was able to match for a study-abroad trip that helped him set the direction for his future career.

Going virtual actually gave more young people increased access to the program and opportunities! EmpowerMEnt hosted podcast interviews, virtual cooking classes, remote movie nights, and virtual gaming to help engage and support youth.

EmpowerMEnt team members participated in the CHAFEE Reimagining/Redesign focus group to put together policy recommendations that will go to the US Congress in 2021, and Georgia continues to lead the Southeastern Affinity Group (including Mississippi, North Carolina, and Tennessee) to further placement stability and equity. Georgia EmpowerMEnt also had the honor of facilitating a total of five regional Youth Town Hall events to bring youth voice directly to top staff and leadership within the Georgia Division of Children and Family Services (DFCS).

EmpowerMEnt continues to strengthen a legacy of youth-driven change.

GA EMPOWERMENT Growing Leaders HOW THE PROGRAM WORKS MAAC supports a network of regional, peer-led groups across the state. Each regional group creates a hub for peer support and organizing work, as well as coordinating local gatherings.

Regional work funnels into Statewide sessions, town halls, legislative advocacy led by youth, and other opportunities to use their voices to improve child welfare for their peers.

Through national-level partnerships in child welfare, EmpowerMEnt's statewide priorities also inform decision makers and leaders nationwide.

2020 was a big year for MAAC's Georgia EmpowerMEnt program! Supporting emerging youth leaders looked very different during a pandemic, as the work of the program became centered on ensuring that youth in isolated independent living placements had connections to community, healthy activities while homebound, and emergency assistance to stay safe and stable despite the circumstances.

MEET THE NEWEST MAAC PROGRAM MAAC Employment & Training (MET)

Emerging from an exciting local partnership with Anthem, the vision of the MET program is to provide young adults who have experienced foster care with the skills, connections, and opportunities to succeed in the workforce through high-demand IT and technical apprenticeships supported by MAAC's experienced, trauma-informed staff. The program centers on community partnerships with employers that include education, technical training, soft skill development, and mitigating systemic barriers, while focusing on an individualized approach tailored to the needs of each young person participating.

40% of participants were unemployed prior to staring the program.

60% were working part-time, and/or for the minimum wage.

Because of MAAC, the apprenticeship cohort is now employed full-time for a living wage, working towards post-secondary degrees and certifications, and building long-term careers in a high-demand field.

The apprentice opportunity is already making a huge difference for youth like Danyelle, who is also a participant in MAAC's Teen Parent Connection program. Being able to enroll in the apprenticeship has given Danyelle an accessible entry point into post-secondary education and a sustainable career pathway, helping her build a brighter future for herself and her two year-old son. Through the MET program, Danyelle has been employed at Anthem for over a year and is looking forward to what comes next for her journey!
