The Site has played a significant role in developing NL’s oil and gas industry, including construction and/ or fabrication of major portions of the Hibernia, Hebron, Terra Nova, and White Rose offshore projects.
NL has a large pool of skilled workers with experience in oil and gas as well as shipbuilding and manufacturing industries.
There are virtually no limits to what you can achieve at the Bull Arm Fabrication (BAF) Site – a premier industrial fabrication facility in Atlantic Canada, which provides lease-based access for multiple users.
Located in Canada’s most easterly province, Newfoundland and Labrador (NL), the BAF Site’s prime geographic location is in close proximity to international shipping lanes and oil and gas developments in the North Atlantic, and is closer to Europe than any comparable facility in North America.

The BAF Site provides over 23,000m2 of covered workspace adjacent to deepwater berthages which have unobstructed, deepwater access to the Atlantic Ocean. The Site spans over 6,300 acres with three key project areas: the Marine Facility, Fabrication Yard, Deepwater Site, as well as Ancillary Facilities.
The Site’s magnitude, diversity of infrastructure, and strategic location offer a unique opportunity for steel fabrication, concrete construction, integration, and commissioning. Supply servicing, major industrial fabrication, and manufacturing can also be performed from start to finish at the BAF Site, which has the advantage of international access by sea, road, and air.
The Site has access to the worldwide marine shipping network and is conveniently accessible from St. John’s, including access to an international port and airports. The Site is also an International Ship & Port Facility Security (ISPS) approved port.
The BAF Site has built a culture supportive of safety management and environmental stewardship.
Our strategy is to maximize utilization of the BAF Site through new opportunities. The BAF Site features comprehensive and fully-integrated infrastructure to support simultaneous construction, maintenance, inspection, fabrication, load-out, assembly, manufacturing, and supply servicing activities. With over 500m of deepwater berthage, the Site has the capacity and flexibility to accommodate multiple vessels and offshore installations.
Major projects can be performed from start to finish at this single location and, when ready, have unobstructed deepwater access for worldwide transport.
BAF leases all or portions of the Site to industrial tenants while managing core Site operations on behalf of tenants
(water and sewer, security, snow clearing, etc.). This strategic approach enables local participation in the industrial, marine, and energy sectors by providing both global and local companies competitively-priced, asneeded access to large-scale waterside assets. This makes the BAF Site a critical asset for the execution of large-scale industrial work.
BAF is one of the driving forces of local and regional economies, offering a convenient location for steel fabrication, concrete construction, deepwater commissioning, decommissioning, supply servicing and other potential uses.

Since 2018, portions of the Site have been leased to support different aspects of drill rig and Floating Production Storage and Offloading (FPSO) work, including the stacking of several offshore assets. Strategic investments have enhanced the Site’s ability to service offshore drill rigs into the future.
Built in the 1990s to fabricate the Hibernia offshore oil project, the BAF Site has played a significant role in developing the province’s oil and gas industry.
Here are some of the amazing projects completed at the Site over the decades.
The BAF Site was the primary construction location for the Hebron project. Construction of the Gravity-Based Structure (GBS), fabrication of the living quarters and integration of the Hebron platform were performed onsite before being towed offshore. Over 132,000m3 of concrete was produced and poured for its construction. Peak workforce onsite reached approximately 4,300.
This offshore drill rig is a semi-submersible rig rated for a water depth of 152m and a drilling depth of almost nine kilometres. A refit was completed at the BAF Site that included architectural, piping, hydraulic and mechanical personnel, and equipment.
The Terra Nova is one of the largest FPSO vessels ever built - about the length of three football fields and more than 18 stories high. The BAF Site was the home of this 5,800-tonne steel fabrication project which employed a peak workforce of approximately 1,600 people during construction.
At 550,000 tonnes, the Hibernia GBS is Canada’s largest offshore oil platform. The Gravity Base and Wellhead Module, along with the flareboom, helideck and main and auxiliary lifeboat stations, were built at the BAF Site. Final assembly and hookup also took place onsite. Peak workforce onsite during construction reached about 5,800.
The BAF Site spans more than 25km2, supporting simultaneous construction, maintenance, inspection, fabrication, load-out, assembly, manufacturing, and supply servicing activities in three key areas: the Fabrication Yard, Marine Facility and Deepwater Site.
The Site provides common services to support each asset. This includes 24/7 security, water and sewer, snow clearing, UHF radio, and electrical power distribution. Tenants are typically responsible for services within their leased space.
The Site has 20,600m2 of enclosed fabrication and support facilities and marine infrastructure. This supports the fabrication, assembly, and load-out of modular components. Major facilities include:
• Module hall (5,300m2, 2 x 75 tonne cranes, 39m x 39m mega door)
• Receiving quay (165m long, 10m draft)
• Assembly pier (140m long, 10-14m draft)
• Pipe shop (1,275m2)
• Cutting shop and assembly hall (4,500m2)
• Blast and paint shop (2,600m2)

The facility’s total area of 140,000m2 provides numerous buildings, quays, and laydown areas to support large-scale construction, fabrication, and marine activities. Major facilities include:
• Fabrication building (8,600m2, 9 overhead cranes)
• Three multi-purpose industrial buildings
• Five quays, including 172m south quay (10m draft)
• Former drydock (40,000m2, requires earthen berm)

The BAF Site has the flexibility to handle deepwater construction and provides access to Eastern Canada’s nearby international shipping lanes. This area has water depth of 160m and world-class major infrastructure that includes:
• Ferry terminal

• Power supply, telecommunications and water connections

The Site is a self-contained facility that can meet multiple needs. Common site infrastructure includes:
• Independent radio communication system
• 10km of paved roadway
• Parking for more than 1,500 vehicles
• Fully-serviced brownfield space capable of supporting 3,500+ person camp or industrial infrastructure
• Additional large laydown/staging areas
In 2020, to enhance our province’s oil and gas potential, our Shareholder, the Government of Newfoundland and Labrador, established the Oil and Gas Corporation of Newfoundland and Labrador (OilCo) from our legacy company Nalcor Energy-Oil and Gas.
OilCo is focused on attracting new investments to NL’s offshore oil and gas industry and maximizing returns through equity investments — positioning NL as a globally-preferred location for development. OilCo manages NL’s partnership interests in existing oil and gas assets, and is also responsible for the management of BAF.
