This issue of the Business Voice is dedicated to telling you the story of the Vegas Chamber’s engagement during the 2021 Nevada Legislature. It is a story worth sharing and spending some time digesting. There is probably no greater accomplishment from this organization than what the Vegas Chamber did to protect you from some very harmful proposals that would have undermined your operations and our economy. When the Legislature opened in February, it looked to be one of the most daunting sessions ever for the business community. There were numerous onerous proposals that, if passed, would have significantly harmed employers and small businesses. Additionally, special interest groups from outside Nevada caused a new dynamic as they pushed for a national progressive agenda with imported proposals that would have seriously eroded our economic climate. Of the more than 1,000 bills introduced, 85 legislative bills were identified as ones that would hinder economic prosperity for Nevada’s employers and their employees. By the end of session, 31 of them had been killed and the rest had been mitigated thanks to the Vegas Chamber, along with our trade association partners. Chamber leaders and our Government Affairs team testified on more than 125 bills and spent more than 3,700 hours at the Legislature protecting you.

moved forward this session that will make a positive impact on our economy and community such as the approval of funding for the Medical Education Building and Advanced Engineering Building at UNLV. These initiatives will help train more doctors, healthcare workers and engineers, which will address workforce needs, expand access to healthcare providers, and bolster economic growth and stability. The Chamber was also instrumental in passing legislation that will implement the new funding formula for K-12 education throughout Nevada, dedicating more money to our classrooms to help students achieve. Additionally, the Legislature approved measures that will make it easier for our state to seek more federal grants to address many of our challenges, and it clarified that UNLV, UNR and DRI are all designated as land grant colleges, which will help all three institutions access more research funding. The positive results of the Legislature did not “just happen”. They are the results of the dedication, experience, and relationships the Vegas Chamber has had for 110 years in looking out for you and growing our community. When you think about your connection to the Vegas Chamber, I hope it is with pride, knowing you and your company are connected with an organization that truly looks out for you and the future of Nevada.

A Positive Outlook

Ride the Wave Everywhere I turn, I see a world that looks more and more like one we left behind 14 months ago. Cars are bumper to bumper on Las Vegas Boulevard. Pedestrians are crowding sidewalks along the Las Vegas Strip. Worldclass artists are returning to the stage. Fans are cheering the Golden Knights to the playoffs in T-Mobile Arena. Business capacities are rising, and mask requirements are easing. The worst is behind us and a return to normal is on the horizon. Getting here wasn’t easy. It required great personal sacrifices, groundbreaking medical breakthroughs and unprecedented levels of federal aid to counter COVID19’s crippling effects on the economy. As a nation, we are ready to put the pandemic in the rearview mirror and welcome in a new era of economic stability and growth, and the massive federal spending of the past year will help get us there.

In the meantime, a fair amount of stimulus funds have gone to new cars, bigger houses, home improvement projects, a lot of big screen televisions and more than a few boats. They have financed hobbies, vacations and excursions. There are those who have been highly critical of indiscriminate discretionary spending. I see it quite differently. While I have some concerns about the form and structure of the federal stimulus, and I will never endorse governments or households spending beyond their means, the federal government doled out an unprecedented level of stimulus with the specific hope that it would be spent. The fact that many Americans are choosing to spend an unexpected influx of cash on things some view as extravagant, frivolous or wasteful, is a value judgment that seems to miss the economic point and, perhaps more importantly, discounts the reality that

The three major federal stimulus packages passed during the pandemic injected more than $5 trillion into the U.S. economy, helping households and businesses stay afloat as the pandemic weakened the nation’s economic foundation. For many households, the stimulus checks and enhanced unemployment benefits were lifesavers that helped pay rent, put food on the table and meet basic everyday needs. For many others, the payments boosted household finances and left them better off today than before the pandemic. In fact, disposable personal income in the U.S. is at an all-time high of $21.9 trillion, $5.1 trillion higher than before the pandemic started. That equates to an extra $15,000 in disposable income for every man, woman and child in the United States. To put that in perspective, it would normally take six years to grow disposable income to that degree. Even as we look to enjoy a post-pandemic economic boom, we must not forget that it was financed by a giant IOU. The national debt has jumped $4.5 trillion to a record $27.7 trillion, or nearly 130 percent of gross domestic product. The influx of federal stimulus cash helped our economy weather the pandemic and will fuel the prosperity ahead, but the money borrowed must be repaid. The national discussion has already begun to tilt toward tackling the mountain of national debt that has more than doubled over the past decade.

people often ascribe the greatest benefit to the purchase of things they want as opposed to things they need. I, for one, say we should ride the wave. The pandemic has given us a new appreciation for the preciousness of life and time. For those who have saved and struggled, I see zero downside in spending a little of that extra money on something they have always wanted or doing something they have put off for years, by choice or necessity. Indeed, I think that might be exactly what our economy needs.

National Safety Month

S

erving the emergency medical services needs of a population of over two million people is no easy feat, especially at a time when health and safety are more of a concern than ever.

The teams of American Medical Response Las Vegas and MedicWest Ambulance have been providing outstanding care and service to Clark County, Nevada, at a moment's notice, since 1953. As dedicated and dependable partners in public safety for the community, our team of 750 highly trained medical care providers respond to more than 400,000 requests for emergency medical care and non-emergency medical transport service each year. Whether responding to a natural disaster, mass casualty event, a global pandemic, or Nevadans’ personal health crises, our teams take every step to ensure the safety and protect the security of individuals while providing clinically excellent care. As trusted partners, we take responsibility for going above and beyond for those we serve. It is part of our

company mission to never waver in our commitment to safety and preparedness in the fulfillment of our duties. In keeping with that mission, we invest in educating our team, fellow first responders and the broader community on topics related to safety, medical care and emergency preparedness. Community Training Helps Ensure Public Safety Each year, the AMR and MedicWest Training Center provides vocational training to existing EMS providers, including courses to help EMS providers enhance their level of licensure, a Critical Care Transport Academy and the Community Paramedic Academy, as well as a Tactical EMS Academy. In addition to helping educate our communities’ first responders, our teams also work to bring important educational courses and training opportunities to the public. "The Route 91 Harvest Music Festival tragedy in 2017 really affirmed the importance of teaching bystander intervention courses in our community,” said Damon Schilling, Government and Community Affairs


Manager for AMR and MedicWest. "When someone is suffering from a traumatic injury, quick action and effective work on the part of bystanders can help save lives." Our important public education courses do more than prepare residents for emergencies – these offerings improve quality of life. Our annual CPR Challenge teaches residents the importance of bystander CPR, and our Stop the Bleed training helps turn residents into immediate responders. We’re Part of the Community Each year, our teams also contribute their time, talents and resources to causes and events that make the Las Vegas area an even better place to live. We participate in community functions, provide standby medical service for large attractions and make charitable contributions and in-kind donations to community organizations. Our goal isn’t just to be the best emergency response providers possible. We pride ourselves on giving back to our friends, family, neighbors and fellow residents. “In 2019, our teams donated over 1,000 hours in time to local events and causes,” said Donna Miller, Regional Director for AMR and MedicWest. “As a team, we also work hard to identify those local charities and non-profit organizations that are doing impactful work in our community, and whenever possible, we make monetary contributions to help them continue those important efforts. Last year we made over $30,000 in contributions to organizations in Clark County.” Community Education and Outreach In our 68 years of operation, we have learned that being of service to the community means more than just attending events and hosting classes. It means keeping residents informed and abreast of facts and tips that can help them avoid injury and prevent serious disability. Each month our teams share safety messaging with the help of local media outlets and online communities. With advice on how to recognize stroke symptoms, how to mark your home address in way that assists first responders and even how to prepare for wildland fire evacuations, we provide residents with information they need to stay safe and healthy.

Both dogs are a part of the Global Medical Response Therapy Dog Team and respond to needs in the Las Vegas community and communities across the U.S. “Mercy and Raider are examples of the investments we have made in Clark County in the interest of public service,” said Miller. “During the debriefing and decompression process following the Route 91 shooting, the GMR therapy dog team came in to help with first responder stress and community grief. The dogs were such an immense part of the healing process that we quickly began the work to add two permanent therapy dogs to our local operations.” Called to Make a Difference From standing firmly on the frontlines when disaster strikes to helping community members work through the aftermath of traumatic events, in the most uncertain of times, our teams go above and beyond in the name of public service, safety, and community. It takes a very special person to do this critical work. AMR and MedicWest team members are highly trained and complete continuing education each year to enhance skills and gain new proficiencies. They often put others’ needs ahead of their own comforts and desires, and in the process, they positively impact countless lives. Public Policy Leadership Series Enrollment Now Open The Public Policy Leadership (PPL) Series educates leaders on the roles and responsibilities of serving in public office, the tenants of sound public policy, characteristics of good governance, and best practices to get things accomplished. The program is ideal for anyone considering running for office, currently serving in office, or for someone who wants to be a more effective advocate for their organizations or causes.

Hahn stays active in the Las Vegas and Henderson communities and is involved in Junior Achievement, Rick Management Association, NAIOP, CCIM and HCC Leadership Class of 2017. In her spare time, Hahn enjoys spending time with family, running, Orangetheory Fitness, dragon boating, attending concerts, and traveling.

Welcome, Jose Valle – New Vice President of Membership and Revenue Vegas Chamber welcomes Jose Valle as its new Vice President of Membership and Revenue. Valle brings extensive experience to the Vegas Chamber organization. His career includes executive roles in a variety of industries including radio, television, and entertainment. Valle served as VP-Sales for Cirque Du Soleil Resident Show Division from 2017 to 2019 during which he focused on establishing and optimizing outside sales partnerships that maximized Cirque’s market share by 30%. During his tenure as President of Univision Radio from 2010 to 2015, Valle led the transformation and modernization of what was a traditional radio group into a Best-In-Class “listener-centric” organization. Valle’s thirst for innovation drove the launch of the Uforia Music Festival, Uforia Music Studios, Uforia Music Premier Strategy and the relaunch of the Uforia Music App. Valle was also in executive roles at several broadcasting stations such as Telemundo’s flagship station KVEA and Spanish-language independent KWHY station in Los Angeles, and stations in several other cities.Valle has been recognized by The Hollywood Reporter in the magazine’s Top 25 Latinos in Entertainment and has appeared in Billboard’s Power 100 and Latin Power Players, amongst other honors.“Jose Valle brings an impressive and

Class members engage with policy experts, elected officials, and government affairs professionals to bring a practical perspective to the program. The program is a partnership with the Greenspun College of Urban Affairs and the Chamber’s Leadership Foundation of Greater Las Vegas, a 501(c)(3) non-profit that is dedicated to developing educated and capable community leaders. The Series will take place over the course of six weeks. What do you love about Las Vegas? I love the weather and vibe of our valley. There is always so much to do. The great food and the craft beer scene are awesome!

What moved you to Las Vegas? My parents moved here when I was 12. Being that I was young, it seemed a little early to move out and get a job!

What is the best hidden secret/off-the-beaten-path place? The Discovery Children’s Museum and the Springs Preserve are awesome, but for a real hidden secret, I have to go with SeaQuest Las Vegas. Who knew that an aquarium in a mall could be so well done? It’s super, and by the way, all three of my mentions are members of the Vegas Chamber.

What is the main reason you joined the Vegas Chamber? I joined the Vegas Chamber primarily for the networking. I have never been disappointed in the networking opportunities with the Vegas Chamber. Networking events through the chamber are just outstanding for meeting people and developing great relationships.

Ambassador Spotlight: Cathy Brooks, Owner, The Hydrant Club What do you love about Las Vegas? The little/big town-ness of it. Under the glitz and sparkle, under the world-class everything, under the airport that serves as gateway to pretty much anywhere in the world, beats the heart of a small town. It’s a place where neighbors know each other and support each other. It’s a place where you’re never more than one degree away from almost anyone. I love that as the city has grown, matured and expanded, it very much retains the heart and soul of its small town, wild west roots.

What is the main reason you joined the Vegas Chamber? The reason I joined the Chamber and why I stayed and embrace it so strongly are kind of like Las Vegas itself. People may come here for the gaming and entertainment, but hopefully they sit all the way down into the chair long enough to see all that is beyond that. In 2017, the Vegas Chamber was offering a way for small businesses to secure healthcare options and, in the interest of up-leveling my compensation packages, it was an easy decision. For a couple of years, I attended many Eggs & Issues, other breakfast and lunch events, orientations, networking events and ribbon cuttings. Then the pandemic hit. Were it not for my membership with the Vegas Chamber, my business might not have survived. The value-add of events and information, combined with amazing personnel whose insights and expertise helped guide many decisions, overshot my membership fee by a factor of 100 in short order. I came for the benefits and I stay for the deeper value of connection and fellowship.

t the start of the 2021 Legislative Session, the Vegas Chamber set forth a legislative mission to protect employers and employees from harmful legislation. The reality was that when the legislature began in February, it was already threatening to be one of the most challenging and daunting sessions ever for employers. There were numerous proposals that, if passed, would have significantly harmed employers, small businesses and Nevada’s economic climate. The Chamber opposed legislation that could have significantly harmed our economic recovery and damaged Nevada’s long-standing reputation as a business-friendly state Additionally, there was a new force to be reckoned with at the legislature: the significant influence and unprecedented involvement of special interest groups from outside Nevada. These Washington, D.C.-based groups pushed for a nationally focused, progressive agenda that would have seriously eroded our state’s economic climate.

As the “Voice of Business” in Nevada, the Vegas Chamber rallied against damaging policies that would have harmed economic recovery and growth. At the same time, the Chamber championed legislation that will help our state recover, rebuild, and thrive. The Chamber’s primary job was to defeat as many of these bad bills as possible and mitigate provisions that would have adversely impacted employers and employees in those bills that moved forward. The Chamber made a commitment to our members that we would stand up against legislation that would harm employers and hinder our economic recovery. We made a pledge to be bold, to be fearless and to always lead with integrity. And we did that every day in Carson City. We fought for what was right and to stand with our members. Nearly all these bad bills were either defeated or mitigated, protecting employers, small business owners, and our economy. This was no easy task. Almost 1,00 bills were introduced this session. Of those, the Chamber


tracked 637 bills and testified on 127 of them. More than 80 legislative bills were identified as hindering economic prosperity for Nevada’s employers and their employees. By the end of session, the Chamber's Government Affairs team spent more than 3,700 hours at the Legislature protecting you. Despite the unprecedented restrictions on access to the legislative building and in the early months the legislators themselves, the Chamber engaged daily with lawmakers, staff, and administration officials to share the perspective of employers on a wide range of issues including labor regulation, workforce development, healthcare, taxes, and education. The Chamber stood up against special interest groups that were pushing for proposals and policies that would harm economic recovery, stunt job creation, and increase the costs of doing business. Often, proposals were “solutions” in search of problems that do not exist, with the sole purpose of advancing a national agenda that disregards what makes Nevada unique. Our success in defeating so many detrimental proposals was the entire business community working together and speaking with one unified voice. The Chamber regularly convened business and trade associations from across Nevada to share information, explore solutions, and reach out to lawmakers about the impacts of proposals on a variety of industries. Hugh Anderson, Chairman of the Vegas Chamber’s Government Affairs Committee stated, “If it had not been for the tireless efforts by the Vegas Chamber and its partners, the outcome of the legislative session could have been devasting for employers. The Vegas Chamber stood up and fought against bad policy every day in Carson City.” Our goal was to present a strong and unified voice for Nevada’s employers: a message that said, very simply, that Nevada employers cannot continue to bear unnecessary burdens, and that Nevada must remain a competitive place to do business. The fact is that employers have faced many unprecedent challenges in the last year because of the COVID-19 Pandemic. Employers and small business owners need support not additional challenges created by policymakers. Vegas Chamber President and CEO Mary Beth Sewald shared her perspective, “This legislative session demonstrated that Nevada’s business community is committed to working together in Carson City. We teamed up with chambers of commerce and trade associations across the state to stop legislation that would have hurt our job creators.

We’re stronger together thanks to the collaboration of all our partners throughout Nevada.” This unified engagement by the business community was important to the Chamber’s success this session. Another key factor in this success was the engagement of our nearly 200 Chamber Advocates. Through social media, contacting lawmakers, and testifying, Chamber Advocates gave lawmakers firsthand accounts of how proposals would adversely impact their operations and employees. Their efforts amplified the “Voice of Business” and put faces to our business community struggling to recover from the pandemic. Vegas Chamber Board of Trustees Chair Gina Bongiovi stated, “the Chamber Advocate program provided a valuable boost to our government affairs efforts. We had 200 members answer our call to become engaged in the legislative process and ensure their voices were heard in Carson City. Their engagement mattered and helped us succeed. I think the Chamber Advocate program and other initiatives of its type will help us emphasize the importance of the business community in our state and I thank everyone for engaging with us. Ahead, you will read about several employer bills opposed by the Vegas Chamber, as well as bills that the Vegas Chamber championed for the state’s economic recovery and opportunities. We also have highlighted several proposals from the Southern Nevada Forum that moved forward this session. Priorities such as the funding of the Medical Education Building and Advanced Engineering Building at UNLV will make a positive impact on our economy and community. There was also the successful passage of the K-12 education funding bill, which will benefit students in Clark County. The Vegas Chamber thanks Governor Steve Sisolak for his leadership, the legislators who stood with employers and employers, other chambers of commerce, business associations, trade groups, and members who engaged and aligned their voice with others to prove that together, united, the Nevada business community is a strong, committed, and powerful voice for our community and Nevada’s future. A full and final legislative summary report will be released on July 1, but below is a highlight of several bills on which the Vegas Chamber engaged during the 2021 Legislative Session.

BUSINESS BILLS OPPOSED BY THE VEGAS CHAMBER

Assembly Bill 246: Revises provisions relating to the wages and working conditions of certain employees Legislative Summary: AB 246 would have required additional notification processes for employers regarding potential COVID-19 exposure in the workplace. This would have been in addition to local, state, and federal COVID-19 requirements. The bill would have also required employers to maintain COVID-19 mitigation plans on file for inspection by OSHA. The Chamber opposed AB 246 because of the logistical challenges associated with the bill. The broadness, methods, and lack of flexibility of the notification process were all concerns from the Chamber. To codify additional requirements on employers into law is an issue as Nevada’s COVID-19 response is constantly adapting and changing. The reality is that employers must follow standards from the federal government, comply with the Governor’s emergency directives, local government, and health district guidelines along with Senate Bill 4 provisions that were adopted during the Summer 2020 Special Legislative Session.

Assembly Bill 303: Removes certain exceptions relating to certain requirements for paid leave Legislative Summary: AB 303 would have changed provisions to Nevada’s paid leave policy for employers with 50 or more employees. Currently, those employees are entitled to 40 hours of paid leave during the year. The Chamber was concerned about any changes to Nevada’s paid leave at this time because of the impact it would have on employers as they attempt to recover and bring employers back to work.

Senate Bill 200: Provides for the establishment of a retirement savings program for private sector employees Legislative Summary: SB 200 would have established a Board of Trustees of the Nevada Employee Savings Trust, a State operated retirement savings plan that would mandate deposits from private sector employees. While provisions of the legislation allow for any employee to opt out of the program within a prescribed amount of time from their start date, the default would be a mandate to participate. SB 200 ignores the recent changes to federal law that allow business entities like the Chamber and other chambers of commerce across that nation to provide private 401(k) programs to employers and employees. These programs have been enthusiastically embraced by small businesses wanting to provide competitive benefits to potential employees. The Chamber was opposed to SB 200 as written on the grounds that any state managed retirement saving program should be voluntarily opt-in only, and that the product described is already being offered by the private sector.

Senate Bill 386: Revises provisions relating to certain businesses Legislative Summary: SB 386 as revised, proposes to regulate call back procedures for laid off or furloughed employees in the tourism and travel industries because of COVID-19. The bill directs how impacted employees will be notified by written notice, how those employees will be called back to work, the number of times that the employee must be contacted and how long they have to respond regarding an offer. The bill also provides for an employee to file a complaint with the State Labor Commissioner if an employer takes an adverse action against the employee. The Chamber originally had concerns with the bill and how it would impact Nevada’s employers, especially, as they work to bring more Nevadans back to work. The Chamber removed its opposition to the bill with the adoption of small business exemption for locally owned businesses that may be located on hotel/casino properties in Southern Nevada. The exemption applies to employers with 30 or fewer employees.

Effective Date: July 1, 2021 Senate Bill 420: Revises provisions relating to health insurance Legislative Summary: SB 420 creates a state government public healthcare option in Nevada. Per the bill, healthcare providers are mandated to participate in the state public option if they serve Medicaid, Public Employees Benefits Program, or Workers’ Compensation patients. Also, hospitals and doctors will be paid current Medicare rates, which are below the cost of providing services. This means that costs to privately insured Nevadans on small plans will go up. The Chamber opposed SB 420 because of several unintended consequences, including shifting costs to employer-provided health insurance. The Chamber was also concerned that this will increase healthcare costs for Nevada’s working families and push doctors away from Nevada.

“CSN is honored to have worked in close partnership with the Vegas Chamber to respond to the call from the Southern Nevada Forum to expand dual enrollment opportunities in Nevada. AB319, sponsored by Assemblyman Tom Roberts, requires CSN to continue to partner with the Clark County School District to bring robust, dual credit opportunities for Career & Technical Education (CTE) pathways in critical industry sectors in Southern Nevada. Specifically, it establishes the CSN-CTE Concurrent Enrollment Pilot Program, which will allow up to 1,000 students to earn up to 15 college credits. The pilot program will focus on expanding dual enrollment opportunities to underserved populations, low income students, students who might need to get college-ready for math and English, and students who are interested in pursuing a career in a high demand industry. Assembly Bill 106: Makes an appropriation to the Office of Economic Development for the Provision of Grants to certain entities Impacted by the COVID-19 Pandemic Legislative Summary: AB 106 provides another $50 million toward the Pandemic Emergency Technical Support (PETS) Grant program. These dollars were allocated to the State of Nevada through federal emergency relief legislation and required enabling legislation from the State Legislature to be disbursed. The Chamber supported AB 106 as it helps support Nevada’s small businesses. Many small businesses have been able to keep their doors open and make payroll with the assistance of PETS and other relief grants during the COVID-19 Pandemic.

Per AB 184, the Office of Small Business Advocacy will provide support to small businesses by helping to answer questions, field complaints, provide clarification on regulations as they take effect and review interactions and guidance provided by state regulatory agencies. Additionally, the Office of Small Business Advocacy will be responsible for gathering data on the operations of small businesses, the effects of rules and regulations, and suggesting pro-business legislation to address concerns. The Chamber supported the bill, as establishing the Office of Small Business Advocacy will provide tangible support to small businesses throughout the state who are struggling to recover from the effects of the COVID-19 Pandemic.

Assembly Bill 435: Revises provisions governing the commerce tax Legislative Summary: AB 435 will clarify that Nevada’s Commerce Tax does not apply to an exhibition, trade show, industry, corporate meeting, or similar event, including an organizer, manager or sponsor of such an event or an exhibitor. The Chamber supported AB 435 as it will provide clarity to the original intent of the Commerce Tax as it applies to trade shows and events from the 2015 Legislative Session, This clarification to Nevada’s tax law is important to supporting the tourism and convention industry as part of our economic recovery.

SOUTHERN NEVADA FORUM HIGHLIGHTS

In January 2013, a group of Southern Nevada legislators, local elected officials, chambers of commerce, trade associations, non-profits, community leaders, think tanks, and other stakeholders met at UNLV. Their objective was to come together as the Southern Nevada community and establish a set of regional priorities. Since then, before every legislative session, the Southern Nevada Forum has convened hundreds of people to identify priorities. Community members broke out into committees where they spent months discussing ideas, hearing presentations, and selecting specific priorities for 2021 Legislative Session. These five committees are chaired by Southern Nevada legislators from both the State Assembly and Senate with bi-partisan participation. These legislators worked in a collaborative manner, engaged with constituents, and introduced legislation on behalf of the Forum. Below are several bills that emerged from the Southern Nevada Forum and have been signed into law by Governor Sisolak. Assembly Bill 319: Establishes a pilot program relating to dual credit courses Legislative Summary: AB 319 provides for the establishment of a pilot program that will allow additional collegiate access for working class families by focusing on dual credit courses made available through Nevada System of Higher Education (NSHE) institutions to high school students. AB 319 also provides for the funding of this pilot program by setting up an account designed specifically to accept charitable donations to cover operational costs. The Chamber was in support of AB 319 as it provides more educational opportunities for students.

This bill specifically provides $36.8 million for an advanced engineering building at the University of Nevada Las Vegas and $75 million for the state infrastructure bank. The Chamber supported this bill as the construction of advanced engineering building is important to addressing the shortages of engineers in Southern Nevada. The Chamber also supported the bill because of the allocation of funds to the state infrastructure bank, which will help diversify the economy.

It allows for RTCs in both Clark and Washoe to provide on-call public transit services without a specific determination from the Nevada Transit Authority. Expanding public microtransit services has been a priority of the Southern Nevada Forum, as these services allow the RTC to make fewer and more specific expenditures that more specifically and directly serve the needs of members of the public who utilize public transportation options. The resulting efficiencies and savings help small businesses by saving tax dollars and the flexibility microtransit provides to bring customers directly to storefronts. The Chamber is in support of SB 362 as another transportation component for residents and employees in Southern Nevada.

Senate Bill 439: Revises provisions relating to education Legislative Summary: SB 439 is a follow up bill to SB 543, which was passed during the 2019 Legislative Session and provided a modernized K-12 funding formula. SB 439 addresses several concerns for implementing the new funding formula, including variances in pupil enrollment, streamlined processes for funding transfers from the Education Stabilization Account and guaranteed funding for the Account for Special Education Services. SB 439 additionally removes funding for the Nevada Department of Education by the State Education Fund, while providing additional requirements for transparency for parents by local school districts. The Chamber supported SB 439. The Chamber has long been in support of modernizing Nevada’s K-12 funding formula and supports timely and focused amendments that address emerging concerns.

There will likely be two special sessions in the coming months. We anticipate that these special sessions will be centered around how the state will spend the federal stimulus funds and legislative redistricting. The Governor may add other topics to the special sessions per his discretion. Rest assured, the Vegas Chamber’s Government Affairs team will continue to work on your behalf. The work does not stop here, however. In the interim, the Vegas Chamber will begin to work towards ensuring that pro-prosperity candidates are on the ballot for the 2022 elections. We will be seeking employers, small businesses owners and entrepreneurs to run for the State Senate and Assembly in 2022. Watch for upcoming announcements about how you can run for the state legislature and you can help shape the future of Nevada. How to Keep Your Retirement Accounts Safe Cybercrime and espionage have caused more than $600 billion worth of damage annually in recent years, according to new estimates from the Center for Strategic and International Studies (CSIS) and American cybersecurity firm McAfee. In response, the United States Department of Labor (DOL) recently highlighted several security tips to help keep retirement accounts safe, including protecting identity and devices. Cybersecurity requires you to keep a high index of suspicion, be strategic in response to digital threats, secure your accounts with high quality passwords, and maintain awareness of your digital surroundings. If an incident does occur despite these precautions, the DOL has also provided information about how to report it.

Stay Suspicious! Beware of odd emails. Phishing emails have become one of the primary attack methods. These emails are designed to lure their victims into taking some form of action, including clicking on a link, opening an attached file, or providing information. To entice users, many phishing emails appear to be from a trusted organization to encourage victims to click on a dangerous link or respond to a phony request for information. Be Strategic! If an email seems suspicious, it is best to contact the provider using a known phone number. Try to avoid opening an email if it seems strange, unexpected, or contains a lot of typos. Once you realize the email is suspicious, it is best to delete it. All digital businesses provide online account access. The DOL encourages participants to register, set up, and routinely monitor their online accounts. This would allow the participant to manage their investments and help reduce the risk of fraudulent account access. Failing to completely register for an online account may enable cybercriminals to assume your online identity. Secure Your Digital Identity! When creating your online identity, it is essential to use strong and unique passwords, including upper and lower case letters, numbers, and special characters. Consider using 14 or more characters and a secure password manager to help

create and track passwords. Also, passwords should be changed every 120 days or if there is a security breach affecting a company where you have an account. Never share, reuse or repeat passwords. When offered, always use Multi-Factor Authentication, also called two-factor authentication. This will require a second credential to verify your identity. For example, entering a code sent in real-time by text message or email in addition to your account password. Keep personal contact information current, including your email, phone number, address(es), and legal name. Ideally, any institution where you have an online account should have multiple options to make contact with you, especially in the event of a problem, new request, account change, or suspicious login attempt. It may be helpful to close or delete unused accounts. This will reduce your online presence to make it more manageable and better secure your active account information. Maintain Situational Awareness! Avoid entering personal identification while using free Wi-Fi, including using sites that require passwords. Free Wi-Fi networks, such as the public Wi-Fi available at airports, hotels, or coffee shops, pose security risks that may give criminals access to your personal information. Wait until you can use your cellphone or home network when doing secure work online. Ensure trustworthy antivirus software is installed and updated to protect computers and mobile devices from viruses and malware. Keep all software up to date with the latest patches and upgrades. Navigating Year 2 of the Pandemic: A Two-Part Series As Nevada and our country continues to re-open, we have been focused on providing guidance and tips to our small businesses to support them in recovering after the past year of shutdowns. Part two of this series provides more insight and tools from our financial members to support a long-term comeback. Tips from Lexicon Bank Stacy Watkins, Lexicon Bank President and CEO; Mindy Kermes, VP, Senior Relationship Manager; Leo Moschioni, Executive Vice President and Chief Credit Officer During business cycle downturns, companies that are nimble and willing to accept change should have better results than companies that do not embrace change. Lenders do not like their borrowers to subject themselves to any heightened risk, so changes should be subtle but reflect that an owner recognizes the products or services that will bring in the most revenues. A borrower who is willing to accept change and move with industry or market trends are the ones we most often see with continued growth. Maintaining or increasing overall profits and cash flow during a downturn should be the result, and those entrepreneurs that recognize the value of trusted advisors, often perform much better in good times and bad. Each trusted advisor (Banker, Attorney, CPA, Insuror, etc.) will have his or her own objective, but taking collective advice and making an informed business decision will prove fruitful when making important decisions about your company and anticipating economic cycles and changes. Planning for a downturn is always advised. This might mean diversity in a company's clientele or suppliers, the reduction of debt that it carries or it could be the preservation of equity by having the discipline to maintain a certain level or percentage of equity to total assets, thereby ensuring the company does not become over-leveraged. 2020 and 2021 are proving to be difficult years for companies large and small and throughout a variety of industries. But businesses that have adapted quickly

are faring better than those that did not change. For example, restaurants that quickly embraced take out and delivery options are able to survive as the public demand increased while COVID restrictions remained. In the case of coaching clients who own an entertainment company, the shutdown put a complete stop on their normal business model. So they are creating a video


strategy that caters to the same interests as their services through a documentary, a pivot that allowed the company to survive as we wait for our city to re-open.

Here are some strategies for post pandemic success. • Get Online: 29% of surveyed businesses started to use a website last year. A strong online presence and easy user functionality can be instrumental in pandemic recovery. 86% of consumers surveyed rely on the internet to find a local business and small businesses especially can build awareness and leverage how people are searching online to rebuild their presence and kickstart recovery. • Check your tech: Make sure to fully utilize up to date technology to safeguard against the possibility of recovery delays. By making the best use of bandwidth and wireless capabilities a business can limit downtime and build alternate revenue streams. • Take advantage of digital banking: Online and mobile banking can make analyzing cash flow much more manageable. 73% of customers now use these features, and last year exhibited how this function • Join a professional organization: Networking in general can facilitate a potential reset, whether it’s the Vegas Chamber or a social-media based group, a professional organization connects your business with other business members in your industry and community. This form of networking can provide ways to generate sales, find new ideas, vendors and recruit new talent.

Fortunately, we are seeing signs that the overall economy is improving. This should bode well for businesses since we are forecasting a robust economy in the next twelve months. Contrary to some predictions when the pandemic began, many of our clients were able to flourish in the midst of the pandemic. Part of this is the result of government funding that has been injected into the financial system. Most notably the Paycheck Protection Program (PPP), which provided businesses with potentially forgivable funding during the pandemic. In addition to the PPP funding, some of our clients adapted their business models to current market conditions. Six Positive Money Building Habits to Start with Coach Jill

If we pay our bills and add money to our savings, don’t we already have positive money habits? Sure, but are your spending habits aligned with your positive money building habits? Do you dip into savings whenever there’s another sale at Bath & Body Works? Do you put off adding to your retirement because you have to have a limited-edition TIE Interceptor replica? Here are some suggestions I often make to clients who want to enjoy life while still building positive money habits: 1. Implement a waiting period. We all like new, shiny things that make our lives more fun, but those costs can add up quickly. When you have an impulse to buy something new, give yourself time — 48 hours — to think about your purchase before you make it. 2. Create checklists/wish lists. Remember when you were a kid and you made wish lists for Santa? You can apply that same practice now. Make a list of the things you want and figure out how (or if) you can fit them into your budget. Each time you are able to make a purchase, check it off the list. 3. Use science to curb your behavior. A technique called “friction” is when you create multiple barriers to the “I want it!” behavior. One of my clients uses friction by putting her savings in an account without ATM access, at a bank 20 minutes away. Ultimately, there is so much work that goes into getting her money that it forces her to reevaluate the purchase. 4. Talk it out. Have a conversation before you make a major purchase — even if you are only talking to yourself. Jokingly, I advised a client to get a volleyball, name it Wilson (remember Cast Away?), and talk through big decisions with it. Well, this client recently told me she took my advice, bought the volleyball, and talked through a new car purchase with her Wilson. Hearing herself say out loud that the new car payment

would be $600 a month was enough to make her reassess her current vehicle. You don’t have to buy a volleyball, but talking out loud can sometimes help you slow down and think. 5. Find an accountability partner. Are you anything like me? Whether you need it or not, do you run to Sephora with your VIB Rouge card to buy yet another jar of promised youth? If so, find an accountability partner who can help you stay on track before you make a purchase. 6. Break it down. For a big goal like paying off debt or saving for a major purchase, break it into a monthly or weekly financial plan before you commit. This will help you see what that debt does to your take-home income. Building positive money habits takes discipline and dedication. But once you build a rhythm, the habits become a lifestyle. Much like budgeting, there isn’t a one-size-fits-all solution to building positive money habits. The key is to design something that works for you. Need help building positive money habits? The Return of Meetings and Conventions With the meeting and convention industry contributing approximately $11.4 billion in economic impact to Southern Nevada during a normal year, the Las Vegas Convention and Visitors Authority (LVCVA) is keeping convention organizers apprised that Las Vegas is poised to safely host meetings and conventions while providing the unparalleled entertainment experience they’ve come to expect over the years. Las Vegas has remained the ‘Top Trade Show Destination’ for 26 consecutive years, hosting 42 of the largest trade shows in the U.S. with Orlando following in second place with hosting 17. In 2019, more than 6.6 million visitors attended a convention or trade show while in the destination. This spring, the LVCVA launched Fast Forward, a new campaign designed to demonstrate that Las Vegas is ready for the new era of business travel, meetings and conventions. The national campaign consists of a variety of ads and editorial content across industry publications and paid and organic social media. Fast Forward shows Las Vegas is charging ahead with a ground-breaking mix of new sites and immersive technology reinventing the way people meet. After more than a year without meetings and conventions in Las Vegas due to the pandemic, the Las Vegas Convention Center (LVCC) welcomed World of Concrete in early June, which also represented the first tradeshow to reconvene in the U.S. in more than a year. World of Concrete was also the first show to utilize the LVCC’s $989 million West Hall as well as the $52.5 million Las Vegas Convention Center Loop, an underground transportation system

designed by Elon Musk’s The Boring Company. World of Concrete is the only annual international event dedicated to the commercial concrete and masonry construction industries. “As a destination, and as an industry, we have been working together to create a plan to bring meetings back safely,” said Chandra Allison, senior vice president of sales for The Venetian Resort Las Vegas. “At The Venetian Resort, we’ve begun to see a pickup of large meetings beginning in July. As meetings safely return to Las Vegas, we stand ready to partner with meeting professionals to plan and host safe meetings, conventions, and tradeshows.” While weekend visitation is on the rise, the return of conventions will be key to increasing midweek visitation at our resorts, said Chris Flatt, EVP of hotel sales at Wynn Las Vegas. “Business travelers are truly the lifeblood of midweek business at Wynn Las Vegas, bringing with them an energy that has a ripple effect across the entire resort,” Flatt said. “There is no other feeling quite like a ballroom filled with thousands of people, all excited to be back to business, making deals and enjoying face-to-face interactions that have been so missed for so long.” The LVCVA and our resort partners are excited to welcome our valued convention customers, exhibitors and meeting attendees back to Las Vegas.

I am also always inspired by the first-time home buyers and the gift of being part of such a very special milestone. One very special memory was a family I worked with about ten years ago, and they purchased a brand-new home starting with selecting the lot, picking out finishes and finally our walk-through before closing. The husband was a little quiet as we were finishing, and I asked if everything was okay. He said he just couldn't believe he was finally going to be a homeowner at 51 years old. The magnitude of the moment has always stayed with me, and the look of pride that he had saved and sacrificed and now was able to buy a home for his family. Q.
