he Las Vegas Metro Chamber has a renewed spirit of bringing you fresh ways to connect. And we are even more energized in representing you at the Nevada Legislature as we enter the final two months of the session.

I was honored to sit down with Governor Steve Sisolak to interview him for our television show, “Like Nobody’s Business”. This was the Governor’s first full-length television interview since taking office. We discussed a wide-range of legislative topics, as well as his vision for the future and the small business owner perspective he brings to his role as leader of Nevada. You can read highlights of the interview in this issue. This month, the Las Vegas Chamber is leading a delegation of members to Carson City for Chamber Day at the Legislature. The Chamber’s Legislative Day is another example of the Chamber’s effective leadership in Carson City, serving as the Voice of Business.

News You Need Nevada Consumer Affairs is Here to Help Victims of Fraud or Deceptive Business Practices If you believe you are a victim of fraud or deceptive business practices, the Nevada Consumer Affairs is here to help. Its mission is to protect consumers who visit, live, and work in Nevada from unfair and misleading business practices. They also aim to provide education and preventative measures to assist consumers from becoming victims of fraud. If you are unsure what is considered a deceptive trade or business practice, here are a few examples: • Knowingly making any false representations in a transaction • Failing to make delivery of goods or services for sale or lease within a reasonable time or to make a refund for the good or services in accordance with published refund policies • Fraudulently altering any contract, written estimate or repair, written statement of charges or other documentation in connection with the sale or lease of goods or services All complaints must have supporting documents, if none are attached, the Nevada Consumer Affairs will be required to close the case until documents are received. If you do not have supporting documents, please state the reason. U.S. Chamber Launches New Program for Business Owners The U.S. Chamber of Commerce exists to help businesses across the nation thrive by advocating for the progrowth policies that will generate a strong economy, by providing the tools and resources they need to start, manage and grow their business. Chamber News Western Association of Chamber Executives Names Business Voice "Best Magazine" The Chamber magazine “Business Voice” was awarded First Place/2018 Best Magazine from the Western Association of Chamber Executives (WACE). The recent announcement was made at the 2019 WACE Conference in Anaheim. More than 20 chambers across the country submitted for this category, and the Vegas Chamber’s work came out on top. According to WACE President Dave Kilby, the judging team was “impressed with the quality of the piece, as well as the content.” The Chamber has won this award several times over the years. Please congratulate the Chamber’s Marketing and Communications team, and all involved, in making “Business Voice” the #1 chamber magazine! Live. Work. Lead. The Executive Women’s Council was developed to create a network of female leaders equipped with the skills, insight, and passion needed to work collaboratively across industries and issues to positively enhance the business community of Southern Nevada. Executive Women’s Council members connect with fellow female executives and will build lifelong relationships with inspiring women who will change the face of the region’s business, government and nonprofit sectors.

The Business Excellence Awards (BEA) ceremony is held annually to highlight exceptional member businesses. Any member business in good standing is eligible for nomination! Anyone may nominate a Chamber member for an award, and member businesses may also selfnominate. Nominations close in mid-June and afterwards, scoring will commence by the committee. At the annual luncheon, the honorees will be recognized and given trophies.

How to participate: The Executive Women’s Council, a dues-based council, is planned to launch later this month and will consist of four bi-monthly lunch meetings, beginning in May and continuing in July, September, and November, and one-half day program at the end of the year (subject to change).

Responsibilities include: • Attend committee meetings (generally 7-9 per year) • Read and score nominations to determine the honorees • Promote businesses to self-nominate and nominate others • Support the annual luncheon with ticket/table purchases

Customer Service Excellence In honor of the Customer Service Excellence (CSE) 30th Anniversary, the Chamber is wanting to grow the CSE committee and actively looking for new/additional volunteers. CSE is a FREE turnkey program that is designed to encourage “above and beyond” service in Las Vegas and reward extraordinary customer care throughout Southern Nevada. The program is a partnership with the Las Vegas Convention and Visitors Authority. Participation in the program is easy; anyone can nominate a local employee who has shown excellent customer service, including customers, co-workers, supervisors, and others. First time nominees are invited to a quarterly recognition ceremony featuring live entertainment, a photo opportunity with a local dignitary, a commemorative pin and certificate as well as prize drawings. Any business may participate in the program-members or non-members. A business can use the CSE program as its employee recognition program or use it to enhance their existing program. In December, the Chamber hosts the CSE celebration, where employees with multiple recognitions throughout the year are honored and the Customer Service Person of the Year is announced.

Governor Steve Sisolak's First 90 Days The Las Vegas Metro Chamber of Commerce secured its first interview with Governor Steve Sisolak, in the middle of the 2019 Legislative Session. The Governor graciously spent time with Las Vegas Chamber President and CEO Mary Beth Sewald to share his insights on his first 90 days as the Governor of the Great State of Nevada.

Governor Steve Sisolak sits down with Chamber President and CEO Mary Beth Sewald to discuss his first 90 days in office.


MBS: Governor, you’ve achieved your first 90 days and we are half way through the 2019 legislature your first session as governor. What are your thoughts about this session so far and what’s different than what you might have expected? GOV. SISOLAK: It’s going well. I’m really pleased with how it’s going. I’m in constant communication with the legislators. I had the opportunity to go and visit with all 63 of them, one-on-one for a few minutes and get to know what their priorities are and explain what my priorities are. And that was important. It’s moving a little slower than I would have liked it to. We’re watching a lot of committee meetings and hearings and a lot of bills have been dropped in the last few days. So, it’s going to be an exciting couple of months we’ve got ahead of us. MBS: I remember your remarks from your Inaugural Address and your State of the State Address, and you were very clear about your priorities. Talk about your key drivers and how you see these affecting the state. GOV. SISOLAK: My priorities are the same as they were. Education is a number one priority for me; it’s extremely important. Every student, every child and every family in every school should have the opportunity for good quality education. It shouldn’t matter what your bank balance is or what your zip code is.

Healthcare, especially with the new revelations as it comes to the ACA, is extremely important to me. We’ve got people with pre-existing conditions that are afraid or fear of losing their coverage. I want to make sure that people continue to have healthcare coverage. Thirdly is that we continue to expand on good paying jobs that have benefits and have a future. So those are our three focuses and we’re talking about the bills coming out in the legislature. I want to make sure that all those bills that come over that I’m going to sign are going to have, advance one of those priorities for us down the line. MBS: You mentioned healthcare – that’s something that the Chamber is very keen on because the Las Vegas Metro Chamber was one of the first in the country to stand up our Association Health Plan. Affordable care and robust health plans [are] something that is very important to us. Do you see any legislation coming up in Nevada that might affect that at all? GOV. SISOLAK: Well, there’s going to be a lot of legislation as it relates to healthcare. Regularly with leadership, and we’re trying to consolidate some of this because we got a lot of one-offs. Folks that are doing healthcare bills, and we want to get them all consolidated as best we possibly can. Want to make sure that healthcare stays…

healthcare’s only quality if it’s both affordable and available and that’s what we’re focusing our administration on. We’ve invested in women’s healthcare, in particular. We’ve invested in mental healthcare; we’ve invested more money put into the autism situation; we’ve tried to invest in the areas that we think that have the most needs and we can continue to advance that forward. We’re working with the UNR School of Medicine and the UNLV School of Medicine to advance those and hopefully train some more doctors. MBS: You have said you want to make it “easier for our small businesses to thrive by streamlining complicated processes, eliminating red tape and needless regulations,” and so you created a Small Business Advocate in the Office of the Lieutenant Governor. I’ve spoken with the Lieutenant Governor about this and she is excited to be able to provide this service for our small businesses. Tell us how this will work and how the Vegas Chamber can help. GOV. SISOLAK: The Chamber’s a great spokesperson and outfront person that we have for small businesses. You get the big companies, the Tesla’s, and the Panasonic’s, and Google’s [that] get a lot of the headlines when it comes to business in Nevada. But we’ve got almost 80,000 small businesses here and, I mean, by small businesses, it’s 100 employees or less. Some of them

are family businesses that are two employees or one employee. Those are really important businesses and those are the backbone. What we need to do is simplify any regulations that we possibly can to cut out some of the bureaucracy and red tape, make it easier for them to expand and flourish and continue to expand in our state. MBS: Governor, you built a small business in Nevada, so you know all too well the challenges that go along with that. Some of our small business members have expressed concern that there are bills being considered in the legislature that would add to the cost of doing business in Nevada. What comfort can you give the Vegas Chamber’s small business members that this is something you’re concerned about too? GOV. SISOLAK: I’m extremely concerned. Any bill that comes over I’m going to analyze how it’s going to affect the citizens, the families of Nevada and small businesses in Nevada. And, you’re right, a lot of

our small businesses are small business families. I mean, you get to know them, your fellow employees. You go to the birthday parties and the Christmas parties, and the births. You become very well acquainted and you get to know each other. You feel each other’s pain and you also share each other’s joy. And I want to make sure that we do whatever we can to assist them to make it possible for them, like I say, to continue. At the same time, make sure that it’s not necessarily that they’re fighting against each other, that the citizens of the state of Nevada are protected moving forward and I think there’s a common area that everybody benefits from. MBS: With the departure or resignation of some of those in leadership at the legislature, how do you help lead the legislators to keep everyone focused and on point? GOV. SISOLAK: Well, I’m not really leading them. I’m doing a lot of consulting with them, that’s for sure. I spend a lot of time with both Speaker [Jason] Frierson and Leader [Nicole] Cannizzaro. We meet regularly. In fact, we just had a meeting yesterday and went over their priorities and my priorities and how we’re going to keep those in line to get on a

schedule so that we can make sure we get out of here on time. Everybody has their opportunity to have their bills introduced and be heard and that we can move this legislation forward. There’s a lot of bill drafts. There’s going to be a lot of hearings. It’s going to get a lot busier in the second half than it’s been in the first half clearly, but we’re working together to prioritize what bills need to get out of committee and they’ve got deadlines they have to meet. We’re going to make sure we’re doing everything we can to assist them and getting those deadlines met. MBS: Education has long been a passion for you. Before the election, you told me a story of one time when you were in a store and saw a teacher with a cart filled with protein bars that she was buying for her students. Why did that experience have such a major impact on you? GOV. SISOLAK: It impacted me tremendously. The First Lady and I were there doing our shopping and I saw this young woman with a whole cart full of protein bars and I said, “You must be a teacher.” We got in a conversation, “how did you know?” I said, “No one can eat as many protein bars as you’re buying.” And she explained to me that she was buying those with her own money to give to her students because you can’t learn on an empty stomach, and these kids are coming to school, oftentimes, hungry. Vast majority of some of these schools are on free


or reduced lunch so it might be the only meal that they get in a day. And teachers are taking money out of their pocketbook in order to buy a protein bar to give to these kids, so they have something to eat. And it showed me what the commitment that these teachers have. I will guarantee you that the vast, vast majority, if not all of these teachers, could find another job that pays a lot more than they make teaching, but they don’t. They love education, and, more than the education, they love the students. And they’re so committed doing everything they can that they need our support and that’s why our administration is so focused on helping education, helping educators. MBS: What are some of your plans for improving education in Nevada and how can the Vegas Chamber, and the business community get involved with you and help you in those efforts? GOV. SISOLAK: Well, we’re doing more, in terms of helping the schools that we can. We’re trying to start a program where I know a lot of businesses in Southern Nevada and Clark County have adopted a school. And I don’t mean ‘adopt a school’ just to buy toys at Christmastime. They’re adopting a school and they’re having employees going to mentor the students. You know, help them with their math maybe a little bit; help them to coach on the basketball team and show them how to, you know, throw a football.

Some of them don’t have…they come from single parent families, and they don’t have, you know, a mother or father figure in order to help them. And a lot of businesses have really stepped up in doing that. They’re stepping up in providing more school supplies. When I went to school, my mom had to sign up if you’re bringing the cake, or the cupcakes or the vegetable tray for a party. Now, they’re asking you to bring hand sanitizer, Kleenex, a ream of paper because they’re so desperate to get school supplies and our businesses have stepped up and are participating a lot. And we just want to spread that word as much as we possibly can. MBS: When it comes to economic development, what are some of the key industries that Nevada should be going after? GOV. SISOLAK: Well, I think there’s a lot that we need to do. I mean, in certain areas, our high-tech

business has become extremely important. I’m spending a lot of time with some of the folks dealing with blockchain technology, and coders and provides opportunities, good job opportunities and a good future for some folks. We’re using product distribution in some areas in Southern Nevada along I-15 going down towards LA and I-11 that’s coming through is certainly going to help, in terms of product distribution. And we need to get away from just solely [focusing] on the tourism and hospitality. It’s not gaming anymore. It’s a combination of the gaming and the dining and the restaurants and the shows and those sort of things, but we need to do more. We’ve expanded our convention business, which is great. That’s why I supported and advocated for the expansion of the convention center, where we’re bringing more conventions in. A lot more international travelers, which is a good thing. If you’re an international traveler, you stay longer, and you spend more money. So under [Las Vegas Convention

and Visitors Authority (LVCVA) CEO] Steve Hill’s leadership, I think we’re going to do a lot more at the LVCVA and Larry Brown is the chair of that now, so I look for great things coming out of there. MBS: You talk a lot about the powerful women in your life. Your chief of staff, your daughters, your mom and your wife, Kathy, First Lady. How are they adjusting to being the “First Family” in your first 90 days? GOV. SISOLAK: They’re adjusting great. My mom came up for the inauguration. She hasn’t been back; she’s 92, doesn’t travel very much certainly. My daughters [were] up for a couple days during the inauguration; they’ve come back one time since then. I think they’re waiting for the weather to get a little warmer so they can spend some time in Tahoe. The First Lady’s been up pretty regular. I try to get back every other weekend to see my mom and my kids, and she comes up on the alternating weekends. She’s gotten active in some causes, which I really appreciate. She’s a tremendous spokesman. She’s better out on the stump than I am, in terms

of raising awareness. So, they’re adapting well. They’re keeping me grounded and safe and I think we’re in a good place. MBS: It's so endearing how emotional you get about mom, your wife, and your daughters. Talk to us about what they mean to you and when you say they keep you grounded and safe. GOV. SISOLAK: They’re my whole world. I mean, you know, you’ve got strong women. Nothing’s held them back, which I really appreciate. My daughters are accomplished on their own right, which I’m really proud of. My mom, to get to be 92, and she survived a heart attack, and a stroke, and a back surgery and a leg surgery, which most people would have given up along the way. And she’s a rock for me; she’s a real inspiration. And Kathy, she’s a successful businesswoman on her own; does a tremendous job. She’s got a great sense of discipline and compassion, and you’re never going to meet a more generous, kind, loving person than my wife. MBS: What are some of the First Lady’s priorities?

GOV. SISOLAK: She’s been involved in several things. Education is also a big priority for her. Her mom and her aunt are both breast cancer survivors, so I know [that's] important [to her]. So, she’s trying to land on one or two that she can really focus and get her teeth in. She’s being torn in a million different ways. Everybody wants her to speak for their cause, but she’ll land on some things and she does an incredible job anytime she gets the opportunity to speak. John Parker is the Lead Photographer and Owner of We Do Shots. John was born and raised in Michigan and moved to Las Vegas a little more than three years ago with his wife Lindsay. Photography has always been a passion of his, and something that he has been doing for more than 10 years. John is a self-proclaimed "nerd" at heart, as he loves collecting old video games and consoles. When he isn’t taking amazing photos, he spends his time graphic designing which allows him to channel his creative side. John is one of the most easygoing, kind hearted and funny individuals around. What inspired you to start this business? We Do Shots was created out of necessity. Lindsay had been working one day at her employer’s corporate office and was given the task to hire a photographer to come to the office and take headshots. She had no idea what the task would entail, but would soon discover that there was an unbelievable amount of improvement that could be made in the photography process. That evening when she came home from work, she vented to her husband, John, and said: “Why can’t someone just drive up to my office, take headshots, and get out?” It was like a light bulb went off. After researching her idea, Lindsay learned that nothing like that was available. A few months later, We Do Shots was created.

A recent analysis conducted by the wellrespected Council of Great City Schools reported CCSD receives $9,880 in per-pupil funding each year, compared to nearly $14,000 in Chicago and $28,000 in New York City. CCSD is significantly behind the median reported per-pupil funding amount for the nation’s 74 largest urban school districts.

he top priority for the Clark County School District (CCSD) in the 2019 Nevada Legislature is to stabilize the district’s budget and to provide for the needs of all students by modernizing the state’s K-12 school funding formula.

T

Nevada’s 52-year-old funding formula - known as the Nevada Plan - has a number of challenges. Most notably, the Nevada Plan assumes that the cost of preparing students for college or a career is essentially uniform. In recent years, the state has attempted to address this problem with the creation of “categorical” programs for English Language Learners and students who live in poverty. While these additional allocations have helped some students in some schools, they have led to disparate funding levels, and disparate educational opportunities, even among students in need. Categorical funding typically focuses on school-specific programs. Thus, two students with similar challenges within the same school district may have very different educational opportunities just because they live in different neighborhoods and attend different schools. The Nevada Plan has other challenges. For example, it doesn’t capture the actual cost of the

district’s operating expenses, such as health care increases or growth in energy costs. These costs are not recognized by the state’s funding formula, but they are very real expenses that must be paid by the district. This has led to a need to cut budgets or increase class sizes. Nevada’s new education funding plan must be: 1. Transparent - The plan should be clear how much money Nevada is spending on education, where those dollars come from, and where they are allocated. 2. Student-centered - Allocations should recognize that the cost to ready students for college or a career is not uniform. Additional resources must be allocated to children who are at-risk, who are English Learners, who have special education needs or who are gifted. 3. Geographically sensitive Nevada's school districts have differences that must be accounted for. 4. Classroom-Focused - Primary funding allocations should support classroom (instructional) programs. CCSD is currently supporting legislative leaders who are proposing a modernized studentcentered weighted funding formula, which we believe will be among the most significant pieces of legislation ever passed in terms of putting the needs of today’s students first.

Our Trustees have identified the following priorities for any new funding provided to education, which align with “Focus: 2024”, CCSD’s ambitious five-year plan: • Investing in our students and our staff, including reducing staff-tostudent ratios by adding more adults on campuses such as teachers, support professionals, school police, school psychologists, school counselors, and school social workers. • Funding professional development for teachers and administrators, along with research-based instructional materials aligned to the academic standards to provide high quality, standards-based instruction in every classroom. • Ensuring a safe learning environment, including Comprehensive School Safety Evaluations and facility upgrades, to improve safety measures. We have never had a better opportunity to rethink how we fund education in Nevada than we do this legislative session. Nevada has the key leadership in place who understand the problems with our funding formula and have developed common sense strategies to fix them. Our kids only have one shot at school – we must act now. This starts with fixing the funding formula. A “Handprints of Hope” ceremony to honor 19-year old local donor and hero, Triston Green was hosted by the Nevada Donor Network (NDN). NASCAR driver Joey Gase teamed up with NDN and used NASCAR as a platform to promote lifesaving organ, eye, and tissue donations. In honor of Triston, handprints big and small, of all different colors, were placed across the hood of the car along with written tributes to Triston.

The Salvation Army Southern Nevada partnered again with Safari Club International Foundation and Sportsmen Against Hunger Committee to provide a community meal, along with each guest receiving a care package at the end of their meal. They fed approximately 1,000 homeless and low-income individuals.

Vegas PBS hired Margaret Ann Schneweis as the new member services manager. In her new role Schneweis will serve as the responsible administrator for the development, coordination, and management of membership revenue, producing plans for individuals, corporate, and governmental financial support for Vegas PBS’ public television services. Comprehensive Cancer Centers have hired two advanced registered nurse practitioners, Katelyne Atijera, as well as Dulce Novakovic. Atijera is certified in Basic Life Support and ONS Chemotherapy Biotherapy and Novakovic has certifications in Basic Life Support and Chemotherapy. Lisa Manning has been named Chief Financial Officer for Easterseals Nevada. Manning has over 25 years of experience as a certified public accountant and over a decade of experience as a chief financial officer. Bourbon Street Sports Bar opened a new location in Henderson, NV with the help of G.C. Garcia Inc., an international Commercial Real Estate Development and Redevelopment services company. Nevada Restaurant Services, Inc. sought G.C. Garcia, Inc.’s services when it became evident obtaining the necessary entitlements for the new bar and grill would involve a complex process. G.C. Garcia guided the restauranteur through the process of addressing local government approvals, planning boards and other necessary public entities. Bourbon Street is located at 2990 St. Rose Parkway. The new restaurant features a full bar, broad food menu and various gaming machines.

During halftime at a UNLV Runnin’ Rebels basketball game, Nevada State Bank presented a check for $10,000 to Make-A-Wish Southern Nevada for a program the bank sponsors called, Swish for a Wish. Since 2018 Nevada State Bank has donated nearly $33,000 to this local charity through the Swish for a Wish sponsorship, helping to make wishes come true for many local children and their families. City National Bank has awarded Reading is the Way Up literacy grants totaling close to $77,000 to support literacy-based projects as well as financial literacy to elementary, middle and high school teachers. The grant will help enhance literacy projects that were judged to be creative, engaging and have a tangible effect on student achievement.

A colleague told me about a man who was brought to tears talking about the Moulin Rouge property as he gave her a tour. I knew I wanted to interview him about what the long-closed hotel-casino meant to him and why. To Deverynn Bryant and Katherine Duncan, this property was an opportunity to repair race relations. After it burned on Oct. 5, I added audio from a town hall meeting where community members still spoke of bringing it back. Why does the government not invest in the Historic Westside in a way that benefits the area? People at that meeting echoed what Deverynn had already spoken of. They believe officials and the larger community don’t care to preserve their history or assist in their struggles. I hope someone will see the film and decide to help the Westside in some way, even if that never brings back the Moulin Rouge.

More than 1,400 graduates have graduated from its Leadership Las Vegas and Leadership Advance programs and have gone on to serve in executive positions, as well as in elected office and non-profit boards. Applications are open for the following programs that may be valuable to the professionals in your organization: LEADERSHIP LAS VEGAS Leadership Las Vegas, the premier executive development program in Southern Nevada, brings together 60 individuals in leadership roles within the community from a breadth of industries and local businesses for an intensive 10-month experience. Class members begin with an opening retreat in September where they get to know their fellow classmates and embark on their Leadership Las Vegas experience. Through monthly session days, class members develop new perspectives on the community by exploring the inner-workings of Las Vegas, including its greatest strengths and most challenging issues, hearing from area experts and leaders, and participating in interactive tours, simulations, and other activities. At the end of the class year, participants join a network of leaders committed to using their talents and strengths to

There will be a Recruitment Mixer on Thursday, April 25, from 5:30 – 7:30 p.m. at the Discovery Children’s Museum. Mailboxes are overflowing with political flyers, candidates have become a staple on local television, and campaigners are fanning out going door-to-door for your vote.

Simply put, politics will be happening whether you are involved or not. Only by participating can you ensure the political decisions that affect your life are ones you can live with.

Have you even heard the knocking over all of the noise that fills your life? Do politics matter enough to you to compete with watching Netflix, scrolling through Instagram, or texting your friends a funny meme? Why open the door and engage at all?

You give a percentage of every dollar you make to the government in taxes. Federal economic policy affects business decisions both big and small, and the government decides how much money they will take from you in taxes and what public projects they will fund with that money.

According to Bryan Griffin; Senior Fellow at the London Center for Policy Research, it’s exactly when we aren’t paying attention that we can lose the most. “It is more important than ever for people to be involved in the political process. In the day and age of social media depth news coverage, the voting public is losing genuine political discourse. Bad-actor elites in office will use apathy to pass massive government overhauls over the American people without push back, unless we can cut through their rhetoric and identify true political objectives through intelligent and thoughtful political and ideological analysis.”

Alexander Marks, a lobbyist and political coordinator for the Nevada State Education Association (NSEA) says, “the importance of young professionals getting involved in politics or advocacy cannot be understated. I truly understand how off-putting politics can be, and it often causes immense cynicism among young professionals. It’s easy to fall into that trap. As young professionals, apathy is not our friend. If you are too cynical and uninvolved with issue(s) you care deeply about, someone else will fill that void, and you may not like the results. We all have at least one issue

we care about, so find that issue and pursue change! Every day, I work in the legislative building where one person can truly make a difference; it may sound idealistic, but I see it every day.” You don’t have to be a political junkie to make a difference. You can start by staying up-to-date on the news, following politics, and holding your elected officials accountable. Here are three ways Alexander suggests getting involved: 1. Work on a campaign 2. Testify on issues during public comment 3. Contact your elected officials Polarization and cynicism are rampant, but you have more power than you may realize. We all have roles to play in the political landscape. You can use the power of your voice to create real actionable change. If we want our democratic systems to be more responsive to our needs then we need to be willing to weigh in and tell them what those needs are and hold them accountable. If we are unwilling to speak-up on issues that affect us and our loved ones, who will?
