Small farmers new to the region, or those just starting out farming, will now have access to asupportive year-long program designed to help them get the best results from their land.
AgriFutures Victorian 2018 Rural Woman of the Year, Melissa Joy (formerly Melissa Connors), has teamed up with Cultivate Farms to design aprogram to help new farmers avoid costly mistakes and enjoy their farming experience.
The ‘Regenerator’ farm management program includes four consulting sessions with specialist farm advisors, social events, monthly workshops with like-minded farmers and specialists, and field trips to working farms to meet people who have already established successful farms in the region.
By the end of the year, participants will have written afarm plan that is specific to their own farm vision. The farm plan will ensure that the slice of land is giving the owner the satisfaction they dreamt of.
Melissa learnt through her own experience how costly mistakes could be when starting out on alargerproperty.
“I was so excited about living on acreage, but Ididn’t really
know what Iwas in for. Ithought it would just be a‘bigger’ suburban block, but there’s so much more to it than that," she said.
At the end of the series, new farmers will understand the detail of their property and make strong connections with people in their community who can support their successful farm lifestyle.
“Whether you have five acres, or 500, there will be something in this program that everyone can learn from. Plus the supportive environment will help you make friends and connections with others in your local community with similar experiences,” Melissa said.
Cultivate Farms works to connect good people with good farms to produce good food in Australia. Their network of farm advisors, with afocus on regenerative farming and good soil health, walks new farmers through aseries of steps to help them identify their goals for their farm and lifestyle.
Over the course of the ‘Regenerator’ program, new farmers learn how to write their own farm plan, put together afinancial business plan for their farm, minimise risks, and ensure that their farm is sustainable in the long term.
Council rate cap set
Anew rate cap of 3.5 per cent has been set for all councils for the 2023/24 financial year, protecting Victorians from uncontrolled rate hikes while ensuring local governments remain financially sustainable.
Minister for Local Government, Melissa Horne, announced the cap last week, under the Andrews Labor Government’s Fair Go Rates system.
The Fair Go Rates system was introduced in 2016 to ease cost-of-living pressures on Victorians and encourage sound financial management by local governments.
In the decade before the system was introduced, council rates increased by an average of six per cent every year.
The decision on the rate cap for the next financial year was guided by independent advice from the Essential Services Commission recommending acap of four per cent –inline with the Consumer Price Index.
The government set the rate cap 0.5 per
cent below the ESC’s recommendation, taking into account cost-of-living pressures facing ratepayers.
The rate cap limits the amount acouncil can increase its total revenue from general rates and municipal charges for that year.
Councils set rates for their residents and use the revenue to fund essential community services and infrastructure like local parks, libraries, community centres, roads, kindergartens, waste collection and sports grounds.
Rates are set individually by councils for their municipalities every year through their budget process and must consult with their communities on decisions relating tobudgets, rates and other charges.
Underthe Local Government Legislative Amendment (Rating and Other Matters) Act 2022, Victorian councils have the power to defer or waive rates, charges and interest to ratepayers experiencing financial hardship.

From page 1
Trained at Kilmore by Jody Thompson, the very speedy Avid General then blitzed the field to score by five lengths with Lynch aboard in the Miranda Park Stan Nicholls Sprint over 1000 metres, almost breaking the course record in the process.
Could the in-form jockey make it five in a row? He was aboard topweight Swankytoff, aseven-year-old having his 51st start with five wins to his credit, from the Garret Lynch stable. Asuperlative ride saving heaps of ground enabled Swankytoff to hit the front in the last 100 metres to win by alength and a half in the Tony McMahon BM58 Hndicap.
Spectator applause was plentiful, and well deserved. While there were plenty of betting fluctuations with bookmakers and on the oncourse tote, official prices (in order) for the winners were $3.60, $3.70, $4.60, $4,, and $2.60.
Could Lynch ridethe cardwith one race left? It was not to be. He was aboard Swan Hill galloper Wenner who never looked to be awinning chance, with the Bruce Jones Memorial Handicap going to topweight and favourite Serenaur, ridden by veteran John Keating who has agood record at ‘The Rock’. The Mick Sell-trained Hugo Loves Vegas was runner-up. Serenaur’s win resulted in the on-course Punters’ Club returning a$34 dividendfor each ticketholder.
Throughout the very warm afternoon, club representatives emphasised the value of the loyal sponsors for the local club.
Dight said it was pleasing there were no unscheduled appearances by kangaroos, with kangaroo-proof fencing having been erected in the past year.
HARD WORK PAYS OFF
Arron Lynch is perhaps better known as atop jumps jockey. The 32-year-old rode his first city winner on the flat at Caulfield last July. Anoted hard worker in strong demand
by trainers, he said after the meeting that it was really good to be able to ride five winners, particularly with three being for his brother. As youngsters, they grew up in Traralgon where their father as aversatile horseman, then moved to South Australia.
Arron had his first race ride in 2007, and from over 3160 starts is not too far short of 300 career winners. He can ride comfortably at 58kg and hopes to return to Hanging Rock.
Clearly pleased with the long but successful hit and run visit from Murray Bridge (he travelled to Ballarat with his team on Friday) Garret said he had been confident he had picked out the right races to suit his horses, with two rated as very strong chances to win, and another in contention.
Garret was arodeo champion before being seriously injured, and turning his attention to training thoroughbreds. From small beginnings, he now has ateamof 32 inworkatMurrayBridge. Now Kyneton and Hanging Rock Racing Club isbusily preparing for its Australia Day meeting.

Newcoverage forWoodend
Woodend has new mobile coverage from aTelstra mobile base station on the top of the Coles supermarket in High Street.
Telstra’s regional engagement manager and local resident, Marcus Swinburne, said the base station would improve Telstra’s 4G coverage and capacity and bring new 5G services in the central and southern parts of Woodend.
“Telstra understands how important access to connectivity in regional communities is and the huge benefits and opportunities it can provide,” Mr Swinburne said.
“With its hills and vegetation, Macedon Ranges Shire can be achallenging area to deliver mobile coverage.
“Previously our coverage in the area came from our base station on Mount Macedon. We know residents have been looking forward to better connectivity and I’m pleased we’ve been able to bring it on-air.”
Mr Swinburne said this was the first of three base stations Telstra hoped to build in the next couple of years.
“There will be anew site at Tylden con-
structed in partnership with the commonwealth government and we are also in talks with NBN about co-locating anew base station on their tower to improve coverage in Woodend North,” he said.
Macedon Ranges Shire Council CEO, Bernie O’Sullivan, said mobile connectivity was astrategic priority for council.
“We have been partnering with providers such as Telstra to identify opportunities where we can assist with the delivery of improved mobile connectivity across the shire,” Mr O’Sullivan said.
“We are excited with the completion of Telstra’s first site in Woodend and its future plans.
“This new mobile tower will make adifference for residents, businesses and visitors.”
Local resident Deidre Willmont said she understood the challenges Telstra had faced in trying to improve connectivity in the area.
“I look forward to being better connected when Iamout and about in Woodend,” she said.

Jam-packedagenda
Jade Jungwirth
The agenda for the final meeting of Mount Alexander Shire Council for 2022 was jampacked and addressed arange of issues from bridges to planning amendments.
First up was the development contributions policy. With continued population growth and demand for new residential development, there is pressure for the council to provide or upgrade higher-order infrastructure including roads, shared paths, drainage infrastructure and community facilities. To fund this infrastructure, the council has determined that the cost should be shared equitably between the council and developers/landowners through development contributions.
In awin for local residents, amotion was passed to maintain the current single-lane bridge at Froomes Road. This will include the rehabilitation and strengthening of the existing bridge and the introduction of anew footpath linking the bridge with the botanical gardens and flora and fauna reserve and a range of pedestrian and road safety measures.
Councillors also approved aplanning permit for Don KR to build asolar farm on the adjoining 26.977 hectares of farming land. The 9400 solar panels will generate 3.5MW and once built the surrounding land will
continue being utilised for general grazing. Six objections were received in relation to native vegetation removal, the use of farming zone landfor industry, theuse of barbed wire fencing, and noise. Some amendments have been made tominimise tree loss, however, the work will still require the removal of 17 trees.
Councillors also discussed the next step in amending alocal law on camping on private property to allow one caravan or tiny homes on wheels. The next step consists of public notification and community consultation, after which the matter will be brought back to a future meeting for councillors to consider.
Also on the agenda was aplanning scheme amendment to correct errors in the planning scheme identified by landowners or by council officers during the six years since the council’s last corrections amendment in 2016.
The amendments will correct the mapping andordinance of places in the heritage overlay, rezoning land acquired by theRoads Corporation for theCalder Freeway and various parcels outside the declared area ofthe freeway.
Also on the agenda were the finance management report, annual plan progress report, and financial hardship policy. All items can be viewed in full at: www.mountalexander. vic.gov.au/Council_Meetings

As good as ABBA!
“Dare Isay it! As good as ABBA” –Molly Meldrum. What away to start an editorial on one of the longest running tribute shows here in Australia. From BABBA’s very beginning’s back on December 2, 1994, there was something very special about this talented group of vocalists and musicians.
During those 28 years the band has thrilled audiences throughout South East Asia, New Zealand, the Maldives, the Gallipoli Cruise from Perth to Italy and across Australia. Members
Ingvarson (Benny), Ben Provest (Bjorn), Susie King (Agnetha), Jacqueline Hamilton (Frida) and Paul Edsall (drums) have been serving up the hits to sold-out shows in 2022.
One of the biggest highlights for BABBA was their performance at the Hong Kong Jockey Clubs –Swedish Night at the end of 2019 right before COVID-19 hit the world. As apartofthe festivities, Benny Andersson from ABBA was also in attendance as aguest of the Swedish consulate in Hong Kong. After he concluded his duties, Benny came to the Jockey Club where BABBA were performing Winner Takes it All at the time. At the conclusion of the song Benny took the stage with the BABBA members and spent time chatting with each person and then stayed to have photos taken with them. Benny was very complimentary of what BABBA were doing and the band were blown away!
You can catch them live at the Theatre Royal Castlemaine on Saturday January 21, 2023.
Doors open at 8pm for two 50-minute sets of ABBA hits.

*Taketime to browse and shop at the Bendigo Pottery. The Bendigo Pottery offers visitors aunique combination of great shopping, ahands-on clay experience and an opportunity to step back in time.
*When you’re exploring in the heart of Bendigo don’t go past avisit to the Bendigo Hat Shop. Hats, hats and more hats. Get ready for the sunny days ahead with something very stylish to top off that gorgeous summer outfit or just your gardening clothes!
*Bendigo’s Sacred Heart Cathedral sits at the top of the city and can’t be missed if you want to explore one of Australia’s largest churches. It is designed in the Gothic style in 1895 by an architect of the firm Reed, Barnes and Tappin. And what is quite amazing is that it was not completed until 1977 with the help of traditional stonemasons who were brought out from Italy especially to do the work.
*Rosiland Park can’t be missed when you are in Bendigo. Once agovernment camp area it measured roughly 66 acres and housed police barracks, agaol, lockup and courthouse and more.
In 1856 the local gold commissioner, Joseph Panton, suggested the camp should be turned into apark and, in 1861, 59 acres were formally reserved for that purpose. The first park gardener was appointed in 1870 and established the basic layout of Rosalind Park as it is today.
*For abrisk walk for awell-earned rest, visit Bendigo’s Lake Weeroona located in Napier Street (Midland Highway) five minutes north of the city centre. It can be accessed by tram from the CBD or it’s a10-minute walk or ashort drive. There’saplayground for the kids, strolls to be had around the shoreline, barbecue areas and often food and coffee vans to help fill the gap.

Transportalert: Major worksin Sunburyduring January
There will be detours and extended journey times for motorists travelling between Romsey, Sunbury and Melbourne via Sunbury Road over summer, as major works take place for the Sunbury Road Upgrade.
Lancefield Road will close north of the Sunbury Road intersection from 7pm Tuesday, January 3toSunday, February 5. One lane in each direction will remain open on Sunbury Road.
Drivers should allow up to 10 minutes extra for the local detours using Rolling Meadows Drive, Sunningdale Avenue, Curtis Avenue and Francis Boulevard.
Heavy vehicles will detour between Monegeeta and Sunbury via Riddells Creek using Kilmore Road or Sutherlands Road, Riddell Road and Macedon Street.
During this closure, crews will complete earthworks, drainage, pavement, lighting, barrier and sign works, as well as line marking and the commissioning of new traffic lights.
There will also be afull closure of Sunbury Road over Jacksons Creek, between Francis Boulevard and Powlett Street, nightly on Friday, January 20 and Saturday, January 21 from 8pm to 7am, and on Sunday, January 22 from 8pm to 5am, as crews use two cranes to lift 14 bridge beams into place.
During these three nights of works, drivers should allow up to 25 minutes for the significant detour using Sunbury Road, BullaDiggers Rest Road, the Calder Freeway, Vineyard Road and Horne Street.
The Sunbury Road Upgrade, which is adding new lanes, replacing roundabouts with traffic lights at Francis Boulevard and at Lancefield Road, building walking and cycling paths and duplicating the bridge over Jacksons Creek to improve traffic flow and safety, is expected to be completed by 2025.

Feedbacksought
Adraft Disability Action Plan for Hepburn Shire is now open for public feedback.
Hepburn Shire Council has worked closely with its Disability Advisory Committee to develop the plan and community members living with disability and their friends, family members or carers are encouraged to provide feedback by Sunday January 22.
“The action plan will guide our work to support and advocate for community members living with disability so it’s important that we get it right,” said the mayor, Cr Brian Hood.
The plan covers arange of priorities including inclusive communities; health, housing and wellbeing; fairness and safety; and opportunity and pride. The four areas are specified in the Victorian Disability Plan and all actions must fall into at least one of the priority areas.
Community feedback will help council to fine-tune the actions in the draft action plan. Actions range from changing attitudes, to transport, sport and recreation, assistance
animals to supporting ahigh-quality NDIS.
The new plan has afocus on ‘invisible disabilities’ including neurological, cognitive and sensory disabilities. It also aims to improve the accessibility of information Council provides to the community, and will continue the process of removing access barriers in the built environment.
The draft action plan is available at council hubs and on council’s engagement platform at Participate Hepburn at participate.hepburn.vic.gov.au/DisabilityAP.
Council is also looking for new members to join the Disability Advisory Committee.
People who have lived experience of a physical, sensory, psychiatric or neurological impairment; care for aperson living with disability; are an experienced disability service provider; or disability advocate, are encouraged to apply.
Find out more at participate.hepburn.vic. gov.au/DAC. Expressions of interest to join the committee close on Tuesday January 31.
Council will consider the Disability Action Plan for adoption in early 2023.

The powerofa football
Acollection of stories about Reclink’simpact on lives
Afew decades ago, on the streets of St Kilda, ayoung manpopped up with an alternative to what was being offered to those seeking solace from the ‘dark side’.
That young man was Peter Cullen AM –the founder of Reclink, and the alternative he offered –toaddiction of any kind –was playing community sport.
Specifically, kicking an Aussie Rules football around. “...for all its popularity, cultural significance and media coverage, the most impactful role of footy is largely hidden from view,” Peter said.
"This role is Reclink footy –footy for people experiencing social disadvantage."
Decades after Cullen first began using afooty game for better mental health and greater social inclusion, Reclink has changed lives around the country.
The Power of aFootball is ariveting collection of more than 30 personal stories from all walks of life in the 30 years of Reclink footy.
The big names, the unsung heroes and everyone in between –from the early days of its grassroots in St Kilda, to the football league it is today around the country.
Throughout these stories are the recurrent themes of hope, passion, inspiration, confidence and the transformative natureofconnection and purpose which AFL football provides.
From players graciously sharing their deeply personal stories –suchasRaeles, the oldest player involved in Reclink, who credits Reclink with changing her life –tothe stories of the passionate volunteers such as Laura. Laura was ayear 12 student who found herself unexpectedly upgraded from helping to coaching the team, despite being younger than most of her players.
Read musician Tim Rogers story on his lifelong love of footy and how stepping on stage doesn’t compare to the fear before he plays in the Reclink Community Cup, and rediscover respected journalist Martin Flanagan’s Brave Hearts (first published in The Age)– the compelling story of agame he attended 20 years ago, one that he still considers one of the most memorable AFL games he’s ever seen
The Power of aFootball is a riveting collection of more than 30personal stories from all walks of lifein the30 yearsofReclink footy

The Power of aFootball is an uplifting and important book that reminds us of all that something as simple as a football holds the power to change lives.
“…full of stories of redemption, hope, pushing doors open for people and bringing out the veryfinest qualities of our communities. Put them together and they are aforce for good. Isee in them the very best of us. As you read the stories in this book, I’m confident you’ll see the same.” –
