Rural land plan axed
Councillors voted unanimously in support of arecommendation not to progress the strategy last week following 177 community submissions.
The strategy proposed aswathe of rural land changes including rezoning large areas of farmland that would restrict primary producers who wish to diversify their agricultural focus.
Farmers who united against the changes to form the Macedon Ranges Agriculture Alliance are relieved at the council’s decision, said chairperson James Walsh.
“The MRAA did not think the strategy was the right thing for the shire. Members are ecstatic with the news that it will not proceed in its current form,” he said.
“We’re pleased that the council has listened to the community feedback. If the council can continue to work with landholders we will be able to develop improvements.
“We’ve got beautiful environment and landscapes in the Macedon Ranges and the MRAA understands the strong focus on protection but it cannot be at aloss to existing farming. We are in astrong position for food production but we need to do it in abalanced way. One can’t outweigh the other.”

Bridge backonagenda
Jade Jungwirth
The highly controversial Froomes Road Bridge is once again on the agenda of tonight’s Mount Alexander Shire Council meeting.
At the beginning of 2020 the council resolved to award the contract for the bridge’s replacement, but after receiving negative feedback from residents and apetition with 1300 signatures, the council temporarily suspended awarding the contract.
By April 2021 the matter was again taken to councillors for approval. Councillor Gary McClure for Castlemaine Ward declared a conflict of interest, leaving six councillors to vote. After ahungvote, the motion was carried by mayor Tony Cordy’s casting vote.
Of interest, Cr Rosie Annear, who is now mayor, voted in favour of the construction of anew two-lane bridge.
Alarge number of residents formed Froomes Road Action Group to fight to keep the current bridge.
Member Ian Edwards told the Express there had been alot of ill feeling about the bridge.
“We thought we’d won,” he said.
“Council voted against building atwolane bridge, but didn’t vote for aone-lane bridge. This was afailure in their process.”
Since 2021 anumber of studies have been undertaken on behalf of the council, including community consultation, further inspections, traffic studies, an ecological study and aheritage study.
The bridge, which is estimated to have originally been built in 1873 (with areplacement of the superstructure in the 1970s), has been assessed and found to have no notable heritage significance.
“This area of Castlemaine is special, next to the botanical gardens and with a
150-year-old wall beside it,” Ian said.
Another member of FRAG, Tamasine Dale, said the bridge was an important part of the historic botanical gardens precinct.
“A new two-lane bridge would see much more traffic and heavier and larger trucks in this small pocket of Castlemaine, adversely affecting the history and amenity of the area and impacting the flora and fauna,” Tamasine said.
The council officer’s report recommends that council approves the replacement of Froomes Road Bridge with atwo-lane bridge as well as approving various pedestrian and road safety measures.
Acouncil representative has told the Express they had intensively engaged with the local community around the next steps for the bridge and commissioned appropri-
ate technical studies.
“The results of these have been presented to councillors to assist them in making an informed decision, and were made available to the public alongside the agenda for the meeting of council,” the spokesperson said.
Also, of interest, the council placed an advertisement in The Age on December 10, 2022 seeking tenders for bridge repairs at Froomes Road in Castlemaine, closing on January 31 2023. When queried about the advertisement, the council advised that the tender was for immediate maintenance works to the bridge and not for any longterm planning.
So, the question remains –whatwill be the outcome of this evening’s meeting? One lane or two?

Last week, the council’s recommendations noted that asignificant amount of background work, research and community feedback had been captured as part of developing the draft strategy, which sought to update the shire’s inaugural 2002 Rural Land Strategy.
Council also noted that astate government review –the Planning for lbourne’sGreen Wedgeand Strategic Agricultural Land project –and certain bushfire considerations both remained unresolved, potentially overlapping some parts of the strategy.
Mayor Annette Death said it was pleasing
to see the high level of engagement from the community on the strategy, with council being thorough and considered in its review.
“I’d like to thank everyone involved for their input and note that this will form invaluable feedback and research for any future work,” she said.
“We acknowledge that the strategy will no longer proceed, particularly while there is still work happening beyond our scope that could ultimately impact it going forward.”
Any future work on rural land use and development would be progressed as a new project, and would be subject to council approval as part of any future Council Plan and/or budget process.
Boundarychange sparks debate
Romsey farmland will be re-subdivided, against planning advice, to move alot boundary that sliced through an existing house.
Owners of the 49-hectare property at Moffats Lane sought the change to contain the house within one lot and assist with succession planning. One lot would contain 20.63ha while the other would be 28.22ha.
While seen as a“common sense” move by some, the application sparked council debate about future use and intent for the land.
Macedon Ranges Shire Council planning officers advised against the application stating it would “result in inappropriate fragmentation of rural land and fails to consolidate lots in rural zones”.
Officers advised the move would “not result in the facilitation or enhancement of the
ongoing primary use of the land for productive agriculture and will result in adwelling excision outcome which policy discourages”.
They said the proposal was contrary to the purpose and decision guidelines of the Farming Zone in relation to the protection and retention of productive agricultural land.
Councillors against the proposal argued that succession planning of the farm was not aplanning ground for council to make a decision while otherssaid it was an opportunity to support and maintain farming.
Acondition of the application wasa173 agreement to ensure farming would continue on the property into the future.
Adivision recorded councillors in favour of granting the permit were Crs Bonanno, Neil, Pearce, Ridgeway and West. Those against were Crs Anderson, Death, Guthrie and Moore.

Firefighting and parenthood
Newham Fire Brigade has an open-door policy when it comes to volunteering and its members are going above and beyond to welcome ayoung family into the brigade.
The Rush family are Newham’s newest volunteers and their baby Jack is also getting involved.
Renee Rush grew up in Newham and has recently moved back to the area with her husband Conal and young son Jack. They wanted to get involved in the community by joining the local brigade.
“We moved back to the area because of the sense of community,” Renee said.
“Now that we’re raising our own family, we knew this was the lifestyle we wanted for Jack.”
Since returning to Newham, Renee said she’d seen a change in the community, with more young families living in the area.
“People are moving here for atree change and adifferent lifestyle, but coming from Melbourne the idea of CFA is foreign to some,” she said.
Renee is all too familiar with the importance of CFA in a rural area though, with her dad Graeme being an active member of the Newham Fire Brigade for 35 years.
“Dad was big supporter of CFA, he loved the fire brigade and spent afair amount of time there,” she said.
While she’s on parental
leave, Renee and Conal thought it was perfect timing for them to start their own volunteering journey.
Having recently become a mum, Renee wasn’t sureshe would be able to balance her parenting duties with the training required to become afirefighter.
“I felt alittle awkward at first, as Iwasn’t sure if Icould take Jack with me. But they said it was not aproblem, just to bring him down.
“If we weren’t able to take Jack down there, it would only be my husband volunteering, which would have been disappointing as it’s really special to follow in my dad’s footsteps.”
With both of Jack's parents busy with the practical aspects of training, Captain Bryan Hornbuckle has often found himself with some extra duties.
“They were practising down at Hanging Rock one weekend and had baby Jack with them, so Ibaby-satand took him for a walk to watch the kangaroos,” he said.
Bryan said the brigade didn’t have alarge number of operational members, with some people moving away from the area recently they were abit lighton.
Having new members like Renee and Conal will see an increase in the brigade’s operational capability.
“We did aletter drop inviting the community to our brigade open day. We had agoodre-
FDP to begin
While members of CFA brigades across the region are preparing for the bushfire season, CFA and shire councils are urging the community to use common sense and take responsibility for preventing fires.
Victoria is one of the most fire-prone areas in the world and bushfires and grassfires are apart of life. They start quickly, often without warning and can threaten lives and properties within minutes.
All Victorians need to know how to plan for and respond to fire and other emergencies.
Now is the time for landowners to prepare their property ahead of the introduction of the Fire Danger Period.
The location, type and ongoing maintenance of vegetation within aproperty can significantly reduce the impact of abushfire on any house.
By removing fine fuels now, you may contribute to how afire impacts your property and reduce the potential of ember attack.
Anywhere embers can lodge or enter your house can start afire and in order to reduce the impact of embers there are some important building improvements that are recommended. For those on the land, don’t forget that fire management planning on farms involves protecting your assets and your people.
FDP DECLARED
The Fire Danger Period for Mount Alexander Shire begins at 1am on Wednesday December 28, 2022, and for Macedon Ranges it begins at 1am on Monday January 9, 2023.
Ensure you visit the CFA website and sign up to MyCFA to get local information on how to plan and prepare for fires and other emergencies in your area. By subscribing to MyCFA, you will be kept up to date with the latest resources to keep you, your family and your home safe based on where you live in Victoria.

sponse, with around 40 people coming down to the station," Bryan said.
“A few people with young kids expressed an interest in joining, saying they mightjoin when the kids areolder.
“But there’s nothing that says youcan’t bringyour kids down; Ibroughtmine down and now they’re all captains.
Bryan joked about getting kids to the station when they’re young.
“They’ll either be terrified of yellows and trucks or they’ll become aCFA brat and you won’t beable to keep them away –they’re either one or the other!”
Bryan has advice for other brigades. “Try to be flexible. Don’t be too staid in whatyou do. We’ve shown how easy it is
to be flexible.
“As asmall brigade, this isa good way to increase our membership and get people trained up as operational firefighters.”
Renee agreed and said the more volunteers there were, the less reliance there was on the select few brigade members. She also spoke about the individual benefits of volunteering.
“Having achild cansometimes rob parents oftheir independence,” shesaid “Being amemberof the brigade gives agreat sense of independence while being treated as anequal.
“It also gives you skills your children will beproud of,while teaching them to become familiar with the first responders in the community.”

VCATapproves five homes forGisborne
Afive-lot development in Gisborne will proceed following aVictorian Civil and Administrative Tribunal decision to set aside Macedon Ranges Shire Council's refusal of the application.
The five homes are planned for 5Bruce Court, including two double-storey, on a 1888 square metre site.
MRSC refused the application on several grounds, primarily concerned that the plans were inconsistent with the planning policies and the intensity and scale were against neighbourhood character.
Objectors also felt the development would have an unreasonable impact on the amenity of the area through an increase in traffic and car parking.
While the site is not within the preferred area for medium-density housing for Gisborne, the VCAT member said it had attributes which suggested it was asuitable candidate.
These attributes include its proximity to commercial centre of Gisborne and services like public transport.
The VCAT member ruled the development was consistent with planning policy, was an acceptable response to the neighbourhood character of the area, and that it would not result in any unreasonable traffic impacts.
Some minor changes were required in the permit conditions including aminor increase in the front setback to one house and arevised landscape plan, which includes agreater number of canopy tree plantings.

Sharing knowledge across time
“Dear 2072” begins the inscription that will sit beside the time capsule buried last week at Kyneton Primary School.
“This time capsule holds asnapshot of the natural treasures of the Greenhill to Black Hill biolink in 2022. We share our knowledge of this time, to help inform the future.
"It is our hope that when you open this, native animals such as koala, platypus and phascogale are thriving once again in this area.”
The time capsule is part of local environmental organisation Biolinks Alliance’s commitment to engaging the next generation to continue the legacy of their work with the Macedon Ranges community across the Greenhill to Black Hill biolink.
Earlier this year, executive director Sophie Bickford visited Kyneton Primary School and invited students to consider the value of the animals and plants around where they live. She asked them ”What do you treasure about this place?”
Their responses to this provocation, through pictures and words, are included in the time capsule, along with photographs of some of the properties across the biolink taken by Sam Slicer.
Ashort film, Reflections, madeby Joshua Tyler, is included and highlights the plight of native species in the region with citizen historians and traditional owner interviews.
Mapping of the significant large old trees and the plan outlining the project's vision of collaboration to halt species extinctions and ecological breakdown are also in the capsule that will be unearthed in 50 years' time.
The capsule is topped with asculpture created by local artist Jason Waterhouse

Ms Bickford said this intergenerational connection was indicative of the way that Biolinks Alliance saw community as a central partner in its work.
“Being embedded in community gives us more feet on the ground, more hands in the soil, more people talking about the solution and more people with asharedvision of athrivingfuture for people and the planet," she said.
"We see young people as avital part of our community, and take our responsibility of leaving aliving legacy to them seriously.”
The burying of the time capsule marked the end of afundraising campaign and community project, Treasures of this Land, which raised much-needed funds to continue the work already taking place across 3000 hectares of diverse landscape.
Biolinks Alliance has been supported by The Albert and Barbara Tucker Foundation, Kyneton Primary School, Macedon Ranges Shire Council and the Kyneton community to undertake this ambitious project.

Flying Fllyying scholarship scholarshi lands land
The scholarship program is open to newstudents and people who have begun flight training, aged between 16 and 22 years.
The Kyneton Aero Club flying scholarship will launch in 2023 to support young people with ademonstrated interest in aviation.
Aseeddonation from the estate of member Colin McAvoy and support from current club members made the scholarship possible.
The program is open to new students and people who have already begun flight training, aged between 16 and 22 years on January 1, 2023.
The scholarship will pay 50 per cent of the cost of each instructional or flying hour, to amaximum total value of $5000. This value will be provided progressively as the training is undertaken.
Training is based on competency rather than hours of study (the RAA Pilot Certificate generally takes between 20-30 flying hours to achieve).

Apermanent levee is being built at the Castlemaine zone substation as part of Powercor’s major program of work to reduce the risk of flooding affecting electricity supplies.
Powercor crews have begun constructing atwo-metre-high permanent levee on land just outside the zone substation site, near Campbells Creek. Work is expected to be completed by early February, 2023.
Powercor has been working closely with Dja Dja Wurrung traditional owners, Department of Environment, Land, Water and Planning and Mount Alexander Shire Council to fast-track the work.
The levee is made from compacted soil, which is then covered with grass to integrate into the natural surrounds, and is being built to withstand one-in-200-year flood levels.
Temporary flood mitigation measures, including sandbagging, will remain in place at various sites through December and January, with the La Nina weather pattern remaining across the state.
With Victoria’s weather becoming more unstable, Powercor is also examining other longer-term engineering solutions, such as raising critical equipment and
control rooms, at other sites across the network.
Powercor’s head of major projects, Marcus Olive, said the combination of short and long-term measures were designed to build more resilience in the power network and reduce the likelihood of flood waters impacting zone substations and causing power outages for communities in the future.
“Our weather is changing and as we experience more extreme events like the recent floods, it’s critical we are building more resilient power infrastructure to withstand as much as possible the impacts of these events,” Mr Olive said.
In October, Powercor de-energised the Castlemaine zone substation after rising water from nearby rivers and creeks breached the temporary levees and flooded the sites. By turning off the substation, Powercor was able to minimise the safety risk to the community and reduce the potential for long-term damage.
The Castlemaine zone substation was built by the SEC in the 1960s and supplies 12,364 customers across Maldon, Newstead, Elphinstone, Harcourt, Campbells Creek, Drummond and surrounding areas.

Next generationrecycling
Castlemaine Secondary College has teamed up with The Good Op Shop on avery exciting environmental project –reusing plastic bottle lids.
The Good Op Shop, alocal charity that sells secondhand goods to raise money for conservation projects, is keen to fund new ways to reuse waste that was destined for landfill, especially among school children and youth.
This project needs to raise $15,000 to buy two machines for the local high school to shred plastic bottle lids; heat the shredded plastic and then pour it into moulds to make new products, such as hair combs, USB sticks or plant pots. The plastic found in many of our everyday products can be used over and over again.
The Good Op Shop co-director Tinnfany Inglis said this was an exciting step to be taking with the school.
"We’d love tosee the schoolmakeproducts that the students can sell, and then use any profits they make to buy new product moulds to keep making more and more products, and as such, they’ve created acircular economy and kept more out of landfill," she said.
CSC school council president Beth Mellick is working with The Good Op Shop to help students and staff set up aspace in the school where the lids will be sorted, cleaned and prepared, ready for reuse in the machines.
"It’s aterrific project that all year levels canparticipate in. Once
we have the machines to start making products from the lids, the students will be able toget hands on experience with re-purposing resources. They will also get tolearn about product design, technology, marketing, and finances," Beth said.
Ateam of students who went on aleadership camp recently are leading the project and have arranged collection points for the lids at The Good Op Shop, Castlemaine Secondary College, and at the Mount Alexander Shire Council office.
Students will start collecting and processing the lids on site at the school in the new year.
The next step istopurchase the two machines. The Good Op Shop has created aMyCause campaign online to fundraise for the machines –the campaign has raised $2,250 so far.
Tiffany recently participated in the Loddon Murray Community Leadership Program and was awarded $3000 towards the project via agenerous donation by the Hugh Williamson Foundation.
"We’d be so grateful if anyone can help to set up the next generation to learn, take part in and benefit from recycling," Tiffany said.
"We hope this project will inspireyoung people and their families to find ways to recycle other materials and tackle the problems we don’t yet know how to fix."
If you would like to help support this cause you can donate online at www.mycause.com.au/page/299713/the-next-generationrecycling

Romseyrecycled water release
Greater Western Water began conducting acontrolled release of treated wastewater into Deep Creek from last Thursday.
GWW said it notified EPA Victoria of the temporary release from Romsey Recycled Water Plant due to wet weather and high inflows.
"We monitor the plant's storage levels daily. We expect to release Class Brecycled water for about 10 days based on current weather conditions and BoM forecasts," they told customers last Tuesday.
"The above-average rainfall for this time of year means the plant's lagoons are back above alevel we can safely manage through other options, including water carting to other locations. Awet weather release is our only option to prevent an uncontrolled spill of raw sewage into Deep Creek.
"With rainfall forecast to ease as we move further into summer, we expect to use the recycled water for local irrigation from January."
GWW said strict water quality monitoring was in place to protect community and environmental health.
"We have advised affected downstream landowners on Deep Creek about this further release. Sampling results and release details will continue to be available on our website," GWW said.
Sixteen years later it was presented to Ken, Glenys and Roger Kelly from Myrtle Creek, the property name ‘Pine Hill’ consigned 510 head to the feature sale at Kyneton, with their tops of 112 head taking out the trophy.
In the introduction to the sale, Brendan Coxon of Elders Kyneton welcomed all to the annual fixture and paid thanks to the vendors for holding back their ewes and presenting them at Kyneton in what had been adifficult year. He paid thanks to the carriers for delivery of all lines and also to the yard staff working cold and wet conditions over two days.

Timeless style and ameticulous renovation programcombine in this landmark19th centuryKyneton residence, set on a2,090 sqm (halfacre) garden allotment in the centre of town. Framed by centuryold oak and elm trees, and bordered by Portuguese Laurels and Camellias there is astrong connection to the landscape with stunning garden vistas at everyturn, and the home skilfully marries original Victorian elements with the lightness and transparency of modern construction.
In the formal living room, the hand finished painted ceiling is astriking counterpoint to the powder blue walls and Baltic Pine floorboards, while the Victorian erajoineryand marble mantlepiece add further texture The contemporary, open plan entertainer’skitchen, informal living and dining area employs extensivedouble glazing to let light permeate throughout as well as offering areassuring line ofsight forwatching children at playaround the beautifully landscaped gardens and inground heated pool.
Featuring amarble top islandbench as well as electric European appliances, the kitchen is bridged by an adjacent sitting room which adds to the grandeur of thehome with generously proportioned and beautifully highlighted ceilings
Wrapped around thecentral bathroom, there are 3generousbedrooms with the masterfeaturing an exquisite ensuite and walk in robe and double doors thatengage with thegarden and thelandscape beyond. Arecently convertedgarden shed doublesasapool house, home office or guest bedroomand retains the original shinglesand trusses as a visual connection to the past. Equally, the fully insulated double garage borrows from the design elements of the original gable end of the home, reinforcing the design brief to be practical as well as beautiful.

Plan targetszero
Macedon Ranges Shire Council will work towards reducing its carbon footprint across council-managed facilities and operations through Counting Down to Zero.
The newly adopted council plan targets zero net emissions by June 30, 2030, outlining more than 30 recommended actions.
These actions include phasing out the use of gas in favour of more efficient energy sources and embedding sustainable initiatives into the design and construction of projects.
Another key point is replacing council passenger vehicles at the end of their life with electric alternatives.
Mayor Annette Death said adopting this plan meant the council joined many governments, organisations and businesses across the country in committing to address climate change in an accountable way.
“Climate change is not something we can wait to react to –wehavetocontinue taking steps to reduce our emissions,” she said.
“This is aclear plan forthe next decade that steps out anumber of realistic, meaningful actions the council can take, to build on the progress we’ve already made in this area.”
The zero net emissions target will be measured against the indicative baseline of 3260.6 tonnes CO2-e at June 30 2022 –a figure already significantly reduced by the council over the past year, in large part due to arenewable energy contract secured through the Victorian Energy Collaboration.
VECO, an agreement involving close to 50 councils across Victoria procuring electricity from renewable energy generators, has resulted in acollective saving of around 172,000 tonnes of greenhouse gas emissions in its first year –equivalent to taking
66,000 cars off the road each year.
Counting Down to Zero was adopted last week and will be reviewed every two years until 2030 to ensure it remains valid. Progress on targets will be reported annually.
Council’s adoption of the plan follows its Declaration of Climate Emergency in March last year.

Iwish to express my gratitude and thanks to everyone who supported and voted for me during the recent Victorian state election.
From the people who made contact to wish me luck, right through to my campaign team who were out there (rain, hail or shine) with me every day on pre-poll, thank you.
Congratulations to Mary-Anne Thomas on her re-election and although it wasn’t the outcome Iwanted, I’m proud to have demonstrated my Liberal values and been part of the team that contributed to aswing towards the Liberal Party in the district of Macedon.
Iwill continue to represent everyone in our community at the Macedon Ranges Shire Council to the best of my ability and advocate for the important things that people raised during the campaign, including but not limited to:
•improving our health system –Daylesford Hospital and our Triple Zero systems
•improving our environment –Wastewater issues from our water authorities and utilising technologies and innovation to achieve positive outcomes for our environment
•improving the state of our roads
•improving the mental health of our youth, and

Do we actually need it?
ChrisHooper,Castlemaine
In 'VCAT overturns servo decision' (Midland Express,December 13), VCAT member Tracy Watson states in relation to her approval of aservice station in Elphinstone on aquery regardingnecessity "I am not required to undertake this type of need analysis".
So aVCATmember can decide on something purely by planning, size etc. and not that the community/area actually needs it?
It could be said about the decision to approve the larger supermarketinCastlemaine that we alreadyhavetwo supermarkets, but in this world we live in, people so busy and with money constraints that fast shopping seems to be the go.
Will there be many jobs created there with most supermarkets opting for self checkout now?
All these people who want another supermarket should try living next to one with air conditioning and refrigeration motor noise 24/7. Ireckon it won't be cheap enough and people will continue to drive to Aldi. Icertainly won't be shopping there. Mostyn Street is fine for me
Lowerthe limit
Glynn Jarrett, Ravenswood South
Iamcampaigning for areduction in the speed limit along Fogartys Gap Road from 100km/h to 80km/h.
This road is one of the region's most notorious with three fatalities in recent times and ashocking toll on the lives of people, kangaroos and other wildlife.
Mount Alexander Shire Council has stated to me that for the planning for a newly announced project along asmall section of this road, there was no consideration given to the wellbeing of wildlife and the danger wildlife can cause for commuters, it was “not adesignrequirement”. The planned works are only for 3.6km of a 12.5km road, so Ifear that these works will do little to protect commuters, cyclists and our precious wildlife.
Local MP Lisa Chesters was quoted in the media as saying, “The road is known to be ahazardous spot," and "Every local you talk to says you can't drive at 100km/h on this road".
The reasoning given by council tonot lower the speed limit is that “by using the tools and warrants provided by the Department of Transport, in this case the existing 100km/h speedlimit has been assessed as satisfactory for the type of road”. We know this is afallacy and council can and certainly should advocate for areduction in the speed limit along Fogartys Gap Road.
We have recently seen how acouncil, with the will, can bring about change. Greater Bendigo advocated and got a reduction in speed limit along the full length of Crusoe Road, aroad that from all appearances is safer than Fogartys Gap Road.
So comeonMount Alexander councillors, you state on your own webpage that you are "strongly committed to environmental sustainability" yet the ignorance you have shown to my correspondence to you demonstrates alackof foresight, compassion, common sense and inability to align to your own commitments.
Bahhumbug!
Nicholas Scott, PipersCreek
Another year has passedand Iam writing again to comment on how lazy the Macedon Ranges Council is in doing nothing to decorate our lovely Kyneton for Christmas.
Local towns such as Lancefield and Riddells Creek are awash with charming
homemade decorations to get into the spirit of Christmas.
Isincerely hope that 2023, Kyneton shop traders together with the MRSC will make amemorable and visual impact for all who live and visit Kyneton during the festive season.
Is VCAT future-proofing Elphinstone?
TomDanby, Campbells Creek
Despite council and local objections, VCAT approved aservice station on the Elphinstone-Castlemaine crossroad ('VCAT overturns servo decision', Midland Express, December 13), afarming zone with environmental significance overlay, on the grounds it is asuitable site with easy access to the Calder Freeway.
But what mix of fuel will it offer? Will we see underground fossil fuel tanks with concurrent soil contamination, or will we see a 100 per cent electric fast charging complex designed for 2025 and beyond?
Thank you
Signed twograteful locals
Thankyou to the very kind, generous gentleman who paid for our grocery shopping at IGA Castlemaine on Thursday December 15.
Our wishes to him.
Shop local this Christmas
Lisa ChestersMP
As we get closer to Christmas, it is vital that we support local business. Local shops create thriving communities, and that creates jobs. Our local business owners are our friends, family, and valued members of the community.
Asmany workers ‘clock off’ for the holidays, local workers in retail and other services arerolling up their sleeves for some of the busiest days and longest hours of the year. It can be tempting to avoid the lines and shop online at this time of year, but that has ahuge impact on our local business owners.
Buying your Christmas presents from local traders, and buying locally made products, will help boost our region’s economy. By spending your Christmas dollar in our community, you will be supporting our small businesses and keeping people in jobs.
Kyneton, Malmsbury, Castlemaine and surrounding areas include so many unique stores, selling product you just can’t get anywhere else. Our local small businesses have some fantastic Christmas gifts on offer, from produce to homewares and toys.
I’d also recommend visiting the various markets in the region –they’re often where I find really quirky and individual items. Markets are also agreat waytomeetthe maker and find out more about each product. We should celebrate and support our richly artistic community.
Nowisa good time for us torally around and help local traders, shopsand business. Do your best to eat, drink and shop local this Christmas. Whatever you choose, Christmas is about being together and celebrating what we have.
Iwish you avery happy Christmas and safe and exciting New Year. Thank you for a wonderful year. It truly is an honour to be your Federal MP, and I’m looking forward to working with you again in 2023.

Gisborne and Mount Macedon Districts Historical Society has awealth of information about the pioneering days of the area.
An avid Express reader has drawn our attention to the society’s pre-Christmas quarterly newsletter.
Maybe those involved at the time did not find the episode recounted from the records of the Sanatorium on Mount Macedon as humorous, but time marches on and there may well be adifferent perspective nowadays.
This is what occurred:
There was adeath of one of the patients at the hospital and the undertaker and cabinet maker, Mr Duncan Simpson of Woodend, was asked to take the body away.
He came in the evening with his wagon and aman to help him load the wagon. This they did and drove down the mountain.
When they got to the hotel, they became thirsty and went in and had afew drinks, not bothering to look and see if the box with the body was still on the wagon. When they came out to their surprise it was not, and so asearchwas made for thebox but to no avail was it found.
They thought that someone was playing ajoke on them and finally they were convinced that no one was and so turned around to go back to the hospital.
Meanwhile afunction was being held
in the local hall and some of the staff from the hospital were attending this and when they were walking back, they came to where Sangster’s Nursery was and found in the middle of the road abox with aman sitting up in it. There was alot of screaming etc and some took to the bush.
The road there was acorduroy road made with saplings laid across the road and it was very rough. When the wagon crossed the very rough road it had caused the box to fall off.
Rigor mortis had set in causing the body to go stiff and sit up.
Then along came Mr Simpson and his mate and when the horse saw the body it shied and threw the mate off the wagon into some bushes growing on the side of the road as the horse wanted to go back from where they had come from.
When everything had settled down and Mr Simpson had the corpse in the box and back on the wagon they started off to Woodend.
However, Mr Simpson’s troubles were not yet over as the relations of the dead man, when they heard about what had happened, refused to pay the funeral expenses.
NOTE: The historical society has historical pictorial books of Gisborne, Mount Macedon and Hanging Rock for sale and these could make ideal Christmas presents.

Landmark 19th century Kyneton residence
Timeless style and ameticulous renovation program combine in this landmark 19th century Kyneton residence, set on a2090 sqm (half-acre) garden allotment in the centre of town.
Framed by century old oak and elm trees, and bordered by portuguese laurels and camellias there is astrongconnection to the landscape with stunning garden vistas at every turn, and the home skilfully marries original Victorian elements with the lightness and transparency of modern construction.
In the formal living room, the hand finished painted ceiling is astriking counterpoint to the powder blue walls and baltic pine floorboards, while the Victorian era joinery and marble mantlepiece add further texture.
The contemporary, open plan entertainer’s kitchen, informal living and dining area employs extensive double glazing to let light permeate throughout as well as offering a reassuring line of sight for watching children
at play around the beautifully landscaped gardens and inground heated pool.
Featuring amarble top island bench as well as electric European appliances, the kitchen is bridged by an adjacent sitting room which adds to the grandeur of the home with generously proportioned and beautifully highlighted ceilings.
Wrapped around the central bathroom, there are three generous bedrooms with the master featuring an exquisite ensuite and walk in robe and double doors that engage with the garden and the landscape beyond.
Arecently converted garden shed doubles as apool house, home office or guest bedroom and retains the original shingles and trusses as avisual connection to the past.
Equally, the fully insulated double garage borrows from the design elements of the original gable end of the home, reinforcing the design brief to be practical as well as beautiful.

Christmas message
To all the members of the Ballarat Highlands Bowls Region, on behalf of the Board, Iwish you and your families all the best for the Christmas and New Year festive season.
For many among us these times may rekindle memories of sharing past times with loved ones that may have recently departed.
Please remember that there are always people around that you can depend on at this time. Also remember that the bowling fraternity is avaluable family that you can turn to if needed.
This time of the year also coincides with the halfway mark of the bowling season: For selectors it is about evaluating your club’s performance to date and what can be rescued and improved on in the second half of the bowling season; for bowlers it is aself-reflection on their performance to date and what they can do to improve in the second half of the season. Have you met your goals?
Itrust that you have an enjoyable break and should you be travellinat all over the break drive safely and return to us in January safe and sound.
Yours in Bowls, –Ian Guymer and the Region Board members.

Bill West
Anew addition to Romsey’s McIntyre Cup lineup hit ablistering 167 off just 104 balls, with 24 fours and four sixes, on Saturday.
This incredible effort from Tim Dale was followed by adouble hat-trick from Sunbury Kangaroos paceman Michael Fox –inthe last four balls of the Redbacks’ innings he skittled the stumps of captain-coach Ben Way, Darin Jewell, Louis Moor and Jamie Taylor. All were trying to hit Fox for six!
Romsey finished on 9/320 from 45 overs, after Dale and Taylor Stevenson had put on an opening stand of 250 runs.
Dale came to live and work in the Lancefield-Romsey area pre-season, and made a‘duck’ against Woodend in his only previous match with the Redbacks.
He has along and impressive record with Casey South Melbourne Cricket Premier League; he turned up at an early Redbacks’ practise session and indicated he was interested in playing locally.
Way said everyone was hopeful that Dale could play in the second half of the season, and in the finals –which the club has targeted.
“There’s no doubt aquality, experienced player like this can be areal asset,” Way said.
At one stage Stevenson was on 32 and Dale 37.
Way said in aremarkable period of play, Dale showed his array of strokes by advancing to 97 while Stevenson only faced one ball.
The Romsey coach, who played with Melbourne Cricket Club, said he discovered that Dale had opened the bowling against him in aPremier League match some years ago.
“It’s great to have Tim with us at Romsey,” Way added.
Fox finished with 6-52, then scored 41 as the Kangaroos were bundled out for 116 (C. Marienfield 4-11, A. Paterson 3-28).

Amanda bitten by bowls bug
The first Ballarat Highlands Bowls Division women’s novice singles champion admits she “has been bitten by the bowls bug”.
Aveteran state basketballer at the highest level, Amanda Rayner took out the novice final with a21-7victory against Romsey’s Elizabeth Taylor.
Rayner only took up bowls due to the void in sports events following the COVID pandemic.
She said the love affair with bowls began in 2021 when she was driving past Diggers Rest Bowling Club with partner Paul Robinson. They are pleased they stopped.
“What started off for us has turned into asportingpassion where we both wan to get better and play bowls all the time,” she said.
At Diggers Rest, the newcomers received plenty of helpful advice and have made considerable progress with tuition from David and Tricia Odgers.
The novice finals were played at Webbcona in Ballarat.
Rayner and Robinson are keen to play in district tournaments at other clubs and see how far they can go in the sport.

Over 60s to Gisborne pair
The final of the Ballarat Highlands men’s over 60s regional bowls championship last week was an all-Gisborne affair.
Played at Ballarat North Bowling Club, the match between Tim Rogers and Terry Kelly (s) and Vic Foxford and David Beardmore (s) attracted considerable interest.
And the contest was afluctuating affair with prevailing gusty winds challenging the bowlers’ line throughout.
Rated by many as the favourites, Rogers-Kelly opened up a6-2 lead after six ends only to see the resilient Foxford-Beardmore combination grab four shots on the tenth end to take the lead.
Buoyed with their position, FoxfordBeardmore maintained their composure to win three of the final five ends to secure aworthy 13-9 victory.
The women’s final between two Ballarat area pairs was won 13-0 by Jill Hopper and Debbie Gorin (Victoria Bowling Club) against the sister combination of Julia Holton and Elizabeth Kierce.
In one semi-final, the eventual winners edged out Gisborne’s Vicki Noble and Louise Ball (s) 14-13.
The men’s and women’s triples finals were played at Kyneton Bowling Club on Sunday.
