GOING RATES RAIN

LATROBE City has passed down a 0 per cent increase on rates and charges to help the community through COVID-19 as part of the 2020/21 council budget which was endorsed on Monday night.

But council also warned that some rates may either increase or decrease, depending on the evaluation of individual property values.

The 0 per cent rates increase will also mean council is unlikely to recover the foregone revenue, at a cost of approximately $13.3 million over 10 years.

The latest Latrobe City budget provides for the continued delivery of services at current levels, with an $86 million capital works program.

It also includes $10 million in new borrowings from the state government for Stage 2 of the Moe Rail Precinct Revitalisation and the Kernot Hall upgrade.

There is a $1.5 million COVID-19 Business and Community Support Package, which includes waiving permits and fees, the provision of small business grants and a community grants program extension.

Latrobe City received 19 community submissions for this year’s budget, of which some items will be held over to consider for future budgets or included in operational activities.

Two councillors - Graeme Middlemiss and Sharon Gibson - voted against the budget after warning about the potential compounding effects of a rates freeze on future services delivery.

Cr Gibson said “something has to give”, if $13 million in revenue was taken out of the next 10 years, and feared this could come at the expense of staff or program cut backs.

Local governments must abide by the state government’s 2 per cent annual rates cap, which in Latrobe City would be the equivalent of an extra $28 a year on the average rated property.

Cr Middlemiss said Latrobe City was already biting into its reserves through having to pay back borrowings on large projects such as the Latrobe Performing Arts Centre and Gippsland Regional Aquatic Centre.

Mine rehab report details regulatory failures

Bonds are held to help fund the cleanup and restore a retired mine site, should a licensee default on its obligations.

The report also found the department had a conflict of interest because it is the agency responsible for promoting and developing mining in Victoria while also regulating it.

The Department of Jobs, Precincts and Regions regulates mining rehabilitation through its Earth Resources Regulation unit.

A VICTORIAN Auditor-General’s Office report on mine rehabilitation has found systemic regulatory failures, which if not addressed could expose the state to financial and environmental risks.

It found the Department of Jobs, Precincts and Regions was failing to effectively make sure mine sites were rehabilitated at the end of their life.

The report found that 578 mine and quarry sites had no rehabilitation bonds at all, including some which are currently operating, and almost 92 per

ERR acknowledged it had not effectively discharged its responsibilities and was working to rectify the issues.

The regulator began improving its performance following the Hazelwood mine fire inquiry recommendations, but began to specifically address mine rehab in mid-2018.

ERR stated it would build on actions it had already taken to improve the way it regulates mine and quarry rehabilitation, including contingency bonds.

Improvements to the legislation for rehabilitating Latrobe Valley coal mines

include the recent creation of the Mine Land Rehabilitation Authority.

Bonds totalling several hundred million dollars were set for each coal mine in 2017.

These will be reassessed and re-set once new rehabilitation plans are finalised for the two operating mines.

Earth Resources Regulation executive director Anthony Hurst welcomed the VAGO report and said it would work with operators and co-regulators to build on overhauling rehab regulations. “Effective site rehabilitation underpins

confidence in both the resources industry and the regulator - the commitments made upon approval of a project must be fulfilled when it is finished,� Mr Hurst said. “The safety of the Victorian community, and that of their local environment, is front and centre of everything we do.�

Acting Victorian Greens leader Ellen Sandell hit back and said state government was not keeping Victorians and the environment safe, despite an “aggressive plan to open up Victoria to mining for gas, mineral sands and more�.

Teens processed over Glengarry vandalism

THREE teens have now been apprehended and processed in relation to the vandalism at the old Glengarry Railway Station.

A fourth offender, a 14-year-old boy from Traralgon who is yet to be interviewed, has been identified by police.

POLICE are appealing for information after a recent road incident in Tyers.

On Wednesday, July 8 between 2.30pm and 3.00pm, a 2008 white Ford Focus hatch was seen driving at excessive speeds along Tyers Road and Brown Coalmine Road.

Police said the vehicle was being driven erratically and seen crossing onto the wrong side of the road towards oncoming traffic.

Mr Northe claimed increasing case numbers in the region warranted increased access to testing. “(Drive through tests) are still available in other regional areas and they need to be urgently brought back to the Valley,� he said. “It makes sense to offer that service to areas where COVID-19 cases are increasing and that includes the Latrobe Valley. “The fact is that we are seeing increasing cases in the Valley and testing capacity is important to help stop the spread. “I have made regular contact with the Minister for Health (Jenny Mikakos) over the last couple of weeks, raising examples with her calling for extra testing facilities.�

Mr Northe said he had received multiple calls each day from local residents experiencing difficulties booking tests and delays in receiving results. “There has been a number of experiences conveyed to me that leave me very concerned, including complications to even book a test, then days of delays to get tested and further delays in getting results, and this is completely unacceptable if we are fair dinkum in getting on top of this virus,� Mr Northe told The Express.

What are the rules for wearing masks?

A statewide mandatory mask policy is now effect.

All students have returned to remote learning across Victoria, except for those attending specialist schools.

Permitted workers are those who cannot work from home, work for an organisation that is approved for onsite work, or for an orgnisation that is on the list of permitted activities on the state government website.

Can I visit my partner?

Yes. If you live in different homes, you can still visit your partner.

Where can I travel?

Travel within regional Victoria is allowed for work or study, medical care and care giving and shopping for food and supplies.

Exercise is not a valid reason to travel.

What about weddings, funerals and religious services?

Weddings will be limited to five people, including the couple, two witnesses and the celebrant.

Funerals will be limited to10 people,

not including those conducting the service.

Religious services will need to be broadcast online only.

Can I have visitors?

No. You cannot have guests to your home or visit another house unless it is for the purpose if giving or receiving care.

Can I dine out for a meal or coffee?

No. Under Stage 3 restrictions, restaurants and cafes are limited to takeaway only.

LATROBE City Council has been forced to lay off 211 casual staff due to the economic impacts of COVID-19 on council revenue because local government is not eligible for JobKeeper.

Council lodged a submission to the Victorian Parliamentary Inquiry into COVID-19, summarising the impacts on the local community, council services and small businesses.

Some issues highlighted include concerns around access to testing, confusion around rules, people moving through the municipality from hot spots and financial impacts on the community and council.

It also recommended making libraries essential services for the wellbeing of the community.

“Access to COVID-19 testing is limited, keeps changing locations, is not well promoted locally and results can take up to five days,” council documents state.

It said there was “community concern for seemingly lax police checking of businesses, organisations and community members not adhering to COVID-19 restrictions”.

The submission also pointed to “community concern about the number of people moving through or about Latrobe City to access work from restricted areas currently recording high levels of positive cases of COVID-19.”

It noted confusion around continuous changes to pandemic restrictions at state and federal government levels, border closures and permit requirements.

There was also a call to provide clarity around restrictions and impacts for local sports clubs, and community groups which cannot meet or carry out fundraising activities.

Latrobe City’s income took a hit to the tune of $1.5 million to June 30 this year due to service closures or reduced attendances at these services.

Council is also expecting to lose another $1 million in revenue from the closure of leisure centres such as caravan parks and outdoor pools against the mid-year budget forecast.

Immunisation services were also high in demand, with 252 people immunised in May, compared to 74 in May last year.

Local laws requests had jumped, with a 47 per cent increase in dog attack investigations and a 30 per cent increase in traffic notices.

AS regional Victoria returns to Stage 3 ‘Stay At Home’ restrictions, many local businesses are coming to terms with the return of tightened rules around trading.

A return to Stage 3, which came into effect at 11.59pm last night, means restaurants and cafes will offer takeaway only.

Beauty services, entertainment venues and cultural venues will also have to close and community sport is off the table.

Stage 3 ‘Stay at Home’ restrictions will be in place for at least six weeks.

The Moose Head Cafe owner Mercedes Pitcher said the return of restrictions was “heartbreaking, more than anything”.

“Not being able to let people sit in again is a bit crushing, it feels like I am going back to just surviving,” Ms Pitcher said.

“I worked out some of the kinks the first time, so I think it is going to flow more easily ... I will start to change things if I need to, to make the business more viable.

“I haven’t had anyone come in without a mask, so everyone has been really good about it.”

Ms Pitcher will serve takeaway food and coffee at her George Street shop front and said she has no plans to close the doors.

Schnitz Traralgon owner Renee Gore said it was disappointing to have to return to Stage 3 restrictions, just as the store was “getting back into the swing of things”.

“It is going to make things more difficult again, it was really nice to have people sitting in at the restaurant,” she said.

“We will go back to doing lunch and dinner takeaway and dinner deliveries; it works quite well.

“The only thing we may look at changing is to try and add lunch delivery, but that is still in the works.

“The support the community gave us over the last lockdown was fantastic, and I hope everyone does the right thing so that we can get back to normal.”

Moe RSL duty manager Cathy Ross said going back to takeaway only feels like “one step forward and two steps back”.

“We will return to pick up and delivery menus seven days a week, the first time it took a bit of time to iron out the process but it will be smoother this time,” she said.

“We have made a few tweaks this time, we will be open on Sundays which we weren’t last time and now you can order through Mr Yum, which can be found on our Facebook page, so the whole order can be done online.

“It is dissapointing to return to takeaway only but hopefully everyone does the right thing and we can get back to dine-in.”

On Tuesday, the state government announced support for businesses affected by the restrictions through the Business Support Fund.

Businesses in regional Victoria can apply for a $5000 grant while those in Melbourne and Mitchell Shire can apply for up to $10,000, in recognition of spending longer under restrictions.

More active cases confirmed

THE Latrobe Valley currently has 13 active cases of coronavirus, with a number of additional infections confirmed this week.

An Opal Australian Paper Maryvale worker yesterday tested positive for the virus following a recent test, as contact tracing and deep cleaning is being carried out.

Opal Australian Paper public relations general manager Craig Dunn said the company was working closely with government to manage the situation.

“Our key concern is for the welfare of our employee and his immediate family. He is doing as well as can be expected and is currently isolating and resting at home,” Mr Dunn said.

TAFE Gippsland also confirmed a student at its Yallourn campus tested positive for the virus on Sunday.

A TAFE Gippsland spokesperson said itsYallourn campus “will be closed for at least 48 hours to allow cleaning and contact tracing to occur”.

Moe Early Learning Centre also confirmed yesterday a second staff

member had tested positive for COVID-19.

The second staff member was not identified as a close contact of the other case at the centre.

“We understand that this will cause furhter concern for families whose children attend the service and our staff,” Moe Early Learning Centre said in a statement.

There have also been five confirmed cases of COVID-19 at aged care facility Bupa Traralgon, three of them this week. One staff member and four residents have tested positive at the care home.

Council signs off on land sale for refuge

LATROBE City Council has approved the sale of a block of land in Tobruk Street, Morwell to provide accommodation for vulnerable women and children at risk from family violence.

Community Housing Victoria has earmarked the vacant lot at the former Tobruk Street School site for 24 units to be managed by Quantum Support Services.

The units will provide safe and affordable housing for those escaping

family violence and address a shortage of social and affordable housing.

Latrobe City is acting as a broker to facilitate the sale of the land owned by the state government valued at $385,000 to Community Housing Victoria.

Latrobe City councillors unanimously supported the plan at councilâ&#x20AC;&#x2122;s August meeting on Monday night after contacting more than 600 residents within about half a kilometre of the site.

Council received 17 responses,

including 10 objections to the proposal and five in favour.

Most of the objections surrounded fears the facility could become a rooming house and attract anti-social problems to the area, based on a development in McMillan Street.

Cr Graeme Middlemiss stressed the agreement contained a covenant that the land would not be turned into a rooming house.

Cr Middlemiss said there was a â&#x20AC;&#x153;tremendous needâ&#x20AC;? for social welfare

housing in the area, and described the empty lot as a â&#x20AC;&#x153;bomb siteâ&#x20AC;? that would be improved by development. â&#x20AC;&#x153;There was a fear that this would become a repeat of a rooming house development in McMillan Street that council approved of some years ago,â&#x20AC;?

Cr Middlemiss said. â&#x20AC;&#x153;Every objector focused on the antisocial behaviour relating to that facility and they didnâ&#x20AC;&#x2122;t want a repeat of that facility. â&#x20AC;&#x153;But this will shelter victims of

domestic violence, it will be secure and supervised and an essential facility in Latrobe City, there can be no argument against the need for such a facility.â&#x20AC;?

Cr Alan McFarlane also spoke in favour for the proposal. â&#x20AC;&#x153;We do have a lot of issues in relation to family violence and we need places where women and children feel safe. Iâ&#x20AC;&#x2122;m sure this development will provide these people with safety in our community and not become another rooming house,â&#x20AC;? Cr McFarlane said.

A NEW report has found Neighbourhood Houses across Gippsland are providing exponential value to their local communities.

The report, conducted by professional services network Deloitte, revealed the 20 Neighbourhood Houses in the region have returned $2.78 in social profit for every dollar invested.

The estimated value of output between April 2019 and March 2020 has been calculated at more than $8 million.

As well as this outstanding financial return, the report also found the Neighbourhood Houses across Gippsland provided significant community benefit by building individual and community resilience, improved social participation, emergency relief and improved health and wellbeing.

Houses are often seen as safe spaces within communities that offer lunches, exercise classes, adult learning, community garden activities and arts and crafts.

But Neighbourhood Houses Gippsland network manager Antonia Halloran-Lavelle said the Houses offered so much more. â&#x20AC;&#x153;In addition to these activities many Houses now, seeing the need within their communities, offer emergency food relief and are dealing on a regular basis with community members struggling with social isolation, loneliness, in addition to domestic violence and mental health issues,â&#x20AC;? MP doubles down on licence concerns MEMBER for Morwell Russell Northe has once again highlighted the concerns of local parents and families who continue to experience long delays in either sitting their learners hazard perception test or their probationary driversâ&#x20AC;&#x2122; licence test.

Mr Northe said he had been contacted by numerous parents in recent days who have become increasingly frustrated by the lack of information provided by VicRoads regarding cancelled and delayed appointments. â&#x20AC;&#x153;Last month we welcomed news that licence testing would finally resume but now a month down the track many parents still remain unclear as to when their children can sit their driving tests despite making multiple calls and sending various emails to VicRoads,â&#x20AC;? Mr Northe said.

As part of the resumption of testing the state government advised that more than 200 new staff would be hired to help work through the postponed appointments. â&#x20AC;&#x153;Parents have expressed that unless they have approached VicRoads themselves, they have not received any communication since being notified their test was cancelled and an appointment would be rescheduled in due course,â&#x20AC;? Mr Northe said.

Mr Northe said that while he understood the pressures on VicRoads staff, the governmentneeded to ensure regional testing facilities such as those in Morwell were adequately resourced. â&#x20AC;&#x153;That is why I have again written to the state government and new Minister for Roads requesting an update on the current timeline that locals have to wait to sit a learners hazard perception test or undertake their probationary licence test,â&#x20AC;? Mr Northe added. â&#x20AC;&#x153;The state government and the Minister for Roads really need to provide our local community with a reassurance that they will not be forced to wait months to sit their learners permit or probationary licence test.â&#x20AC;?

Spotlight on missing persons

NATIONAL Missing Persons week is an annual commemoration of the unique issues faced by families of missing persons.

The first week in August is also a chance to profile long-term missing persons cases, in search of more information to help solve them.

Missing Persons Squad Detective Senior Sergeant Tony Combridge said these cases are unique in their advantages and disadvantages. â&#x20AC;&#x153;When looking into a long-term missing persons case you are governed in your investigation by the record keeping of the day, and time

affects peopleâ&#x20AC;&#x2122;s memories, which is a disadvantage,â&#x20AC;? he said. â&#x20AC;&#x153;The positive side to this is that over time we have new technologies and investigative methods ... these cases stay open until they are solved so you can always revisit them if there is a line of inquiry that needs to be further explored. â&#x20AC;&#x153;When someone goes missing it leaves a hole in a family that never goes away and the pain they feel is very unique, itâ&#x20AC;&#x2122;s a difficult and cruel way to grieve.â&#x20AC;?

Snr Sgt Combridge said the Missing Persons Squad looks into just a small percentage of missing persons cases because they have

specific requirements for the cases they can take on. â&#x20AC;&#x153;The key question that we ask at the start of the investigation - which is where we rely a lot on the family and friends of the missing person - is why they would voluntarily want to disappear,â&#x20AC;? he said. â&#x20AC;&#x153;That might sound really obvious but it really shapes the investigation; it could be environmental reasons like someone got lost, the missing person may have told someone why they want to become scarce or they may have shared a reason to fear for their safety with family or friends.â&#x20AC;?

Snr Sgt Combridge said any information that people have could be

useful as the Missing Persons Squad does not generally share details of its investigations. â&#x20AC;&#x153;Until we see or hear the information we canâ&#x20AC;&#x2122;t know what is relevant and what is not. It doesnâ&#x20AC;&#x2122;t matter how insignificant you think the information, it might be that last puzzle piece that we need,â&#x20AC;? he said. â&#x20AC;&#x153;Information is vital to us, one small piece can open up a whole new line of inquiry and because these cases remain open we have the opportunity to pursue that.â&#x20AC;? â&#x20AC;&#x153;Information people have might be significant and it might not be, either way we would love for them to contact Crime Stoppers on 1800 333 000.â&#x20AC;?

Ramping up mental health support NATIONALS Member for Gippsland Darren Chester has urged locals to reach out for help if their mental health suffers due to the second coronavirus lockdown.

Mr Chester said the federal government would provide 10 additional Medicare subsidised psychological therapy sessions for people under restrictions in areas affected by the second wave of the pandemic. â&#x20AC;&#x153;We cannot underestimate the impact this pandemic is having on our community,â&#x20AC;? Mr Chester said. â&#x20AC;&#x153;Many people struggled mentally with their physical isolation from friends and family during the first lockdown. â&#x20AC;&#x153;I was touched by the many acts of kindness and caring that I saw occurring across our region earlier this year. â&#x20AC;&#x153;We need to continue supporting one another in whatever way we can through this second lockdown and accessing professional mental health

support will be important for some.â&#x20AC;?

The additional Medicare subsidised sessions will allow people in eligible areas who have used their 10 sessions to continue to receive mental health care from their psychologist, psychiatrist, GP or other eligible allied health worker.

The new items will apply to people subject to public health orders restricting their movement within the state or territory issued at any time from July 1 this year to March 31 next year, and to people who are required to isolate or quarantine under public health orders.

The $7.3 million in additional support recognises that many people in areas impacted by the second wave of the pandemic will be facing increased emotional and mental stress.

This will ensure that Australians can continue to access essential mental health treatment and support at this difficult time.

Patients will be required to have a mental health treatment plan and a review with their GP to access the additional sessions.

This measure will begin on Friday, August 7 and be available until March 31, 2021.

The federal government has announced more than $500 million additional funding for mental health and suicide prevention since January, including Medicare subsidies for telehealth consultations.

He said this would be coupled with a downturn from the expected exit from Yallourn towards the end of the decade.

“I don’t think this budget is a way forward - the savings for people are (the equivalent) of a hamburger and a packet of cigarettes in value - this will not set us up for the next 10 years,”

Cr Middlemiss said.

“Having said that, I accept the majority budget position, but in addressing the younger councillors, I’d ask you to take a look at the gallery in deciding the 2030 budget, because the old guy at the back shouting ‘I told you so’ will be me.”

Other councillors backed the budget and cited the financial hardships that

the community was battling with the pandemic.

“If you look into the eyes of our community, they don’t want another kick in the teeth,” Cr Darren Howe said.

“I know it’s only about $30, but it’s the principle. They want us to stand up for them and to give a little bit.”

Cr Dale Harriman said council was already about $8 million to $10

million down in revenue with the rates cap imposed four years ago, after having previously run at a 4 per cent annual increase.

“Council has to be agile and has to move with the times. The respect we are showing to our ratepayers is important, I think council is smart enough to do some dancing to get through this,” Cr Harriman said.

New cat care program purring along

A NEW program designed to promote responsible pet ownership has launched in the Latrobe Valley.

Vulnerable members of the community - those on the age or disability pension - will be eligible to have their cats desexed for free.

Forever Friends Animal Rescue Latrobe founder and committee member Melanie Palmer said she hoped the initiative would help address the high cat euthanasia rates in the region.

“We have found that our vulnerable community members, those with disability or on the pension - especially during the pandemic - are struggling financially,” Ms Palmer said.

“We wanted to do something to help community members but also decrease the number of unwanted litters, as well as cats and kittens that are ending up in the pound and facing euthanasia.

“It’s also hopefully going to really benefit the animal welfare industry.”

The Traralgon Veterinary Centre has jumped on board the program and will neuter cats free of charge for successful applicants.

$300 to desex, and said she hoped the program would reach those most in need.

“We decided to apply for an agriculture grant for a substantial amount of money to bring this program to Latrobe residents,” she said.

“Then we approached the Traralgon Vet Centre to see whether they’d be interested in the program and they jumped at the chance. We’re aiming to help desex over 100 cats.”

Twelve cats have already been approved for desexing under the

program, which was launched last week.

“We’ve had such a huge response so far,” Ms Palmer said.

“For people to be eligible they need to have their cat microchipped, or they can have their cat microchipped for a discounted fee. Applicants pay $45 for the microchip and then get the desexing free, so it also helps encourage responsible pet ownership in two ways.”

Latrobe City councillor Kellie O’Callaghan, who is also chair of the Latrobe City Animal Welfare Reference Group, said the program would help address the financial challenges faced by some pet owners.

“Mel (Palmer) is acutely aware of the need to support community in relation to responsible pet ownership and this includes ensuring cats are desexed,” Cr O’Callaghan said.

“This project will ensure that more people are supported and assisted to desex their cat. Mel and the Forever Friends volunteers do wonderful work in our community and I congratulate them on working with the Traralgon Veterinary Centre to provide this service and support.”

Farmers urged to wear masks

AGRICULTURE sector workers must wear masks on farms if they are coming into contact with others, or if they do not live on the property, Premier Daniel Andrews has clarified.

All regional Victorians have been directed to wear face masks or face coverings when out in public from this week in order to keep COVID-19 cases low in the regions.

Mr Andrews urged farm staff to don masks, as well as people who regularly come and go from properties, including contractors and seasonal workers.

However, he stressed farmers should use “common sense”, particularly when working alone on their properties.

“When you invite other people onto your property when they are moving back and forth, the best thing is to wear a mask so you are not contributing to the spread of the virus,” Mr Andrews said.

“If you are on your own and not coming into contact with anyone else, just livestock, or operating on your own, you don’t need to wear a mask.”

Mr Andrews also acknowledged that agriculture properties were unique workplaces which were also farmers’ homes.

“If it’s just you and your family working, then you wouldn’t need to be wearing a mask,” he said.

Mr Andrews gave examples of farmers sending cattle to market, and said the driver should wear the mask when they got into the truck, as well as at the sale.

“When someone is delivering cattle, they must put the mask on,” he said.

Mr Andrews said many farm occupations or practices already required the wearing of masks as part of occupational and safety procedures.

He said there may be instances where it was not possible to wear a mask for health reasons, and said kids under 12 were not directed to wear them.

“I think all people will do it, they will do it with good will and with a sense of purpose to keep numbers in regional Victoria low,” he said.

RESIDENTS across the Valley woke to a rare sight on Tuesday morning as a bitterly cold start to the day brought with it a flurry of snow for many towns.

Falls ranged from light dustings to heavy powder from Thorpdale to Tarra Bulga and everywhere in between.

Tops of just eight degrees were forecast across the region for Tuesday.

Bureau of Meteorology senior forecaster Tom Fejes said the snap was caused by a large cold front sweeping most of Victoria.

“We’ve seen some very cold temperatures ... quite a few places got down to below zero degrees,” Mr Fejes said.

“We’ve got some more rain on the way and the air’s remaining pretty cold over most of southern Victoria.”

And it’s not time to put the winter woollies away yet, with the wintry blast forecast to run into next week.

“It is a pretty cold run of temperatures coming from very far south and it’s not really budging from over Victoria,” Mr Fejes said.

“We’ve had a pretty strong cold front come through, and it’s not really moving for the next few days so it’s bringing those very cool conditions.”

Mount Buller recorded the coldest temperature in the state, dipping to -7 on Tuesday morning, while closer to home at Mount Baw Baw the low was equally freezing at -6.7.

Bushfires a result of statesâ&#x20AC;&#x2122; failures to follow federal policy, experts find

THE devastating bushfires of recent years are largely the result of the states and territories not following Commonwealth fire management policy that conforms with United Nations guidelines.

Also, there is a need to understand the specialist skills needed to fight forest fires and invest in year-round land management.

Those were key points made by two of Victoriaâ&#x20AC;&#x2122;s most senior and experienced forestry experts, Gary Morgan and Ewan Waller, to the federal governmentâ&#x20AC;&#x2122;s Royal Commission into National Natural Disaster Arrangements (Bushfire).

Bushfire policy remains crucial for Central and West Gippsland, which have been hit by big bushfires over the past decade.

Mr Morgan and Mr Waller were both Chief Fire Officer for Victoriaâ&#x20AC;&#x2122;s Department of Sustainability and Environment for 16 years, from 19962005 and 2005-2012, respectively.

The latter period including Black Saturday. Mr Waller, who has worked in fire management for about 40 years, now consults on forest fire and forest management, and runs his East Gippsland farm near Dargo.

Mr Morgan, from Ballarat, was also chief executive of the Bushfire Cooperative Research Centre from 2007-2014 and is now chairman of the Forest Fire Management Committee of the Institute of Foresters of Australia (IFA).

As chief fire officers, both men, who represented the IFA at the Royal Commission, were also chairmen of the Forest Fire Management Group (FFMG).

In focus: Forestry experts took the floor at the federal governmentâ&#x20AC;&#x2122;s Royal Commission into National Natural Disaster Arrangements (Bushfire).

Mr Waller explained that FFMG was formed under the Council of Australian Governments (COAG), focussing on land management and forest fire management in Australia and New Zealand.

It fed into the COAG process and advised ministers and governments on the right approach.

FFMG members came from national parks, state forest and plantations, and included researchers - the CSIRO, Bushfire and Natural Hazards CRC and the University of Melbourne.

Mr Morgan said the FFMG provided forest expertise to the Commonwealth.

It produced, on behalf of COAG, the National Bushfire Management Policy Statement for Forest and Range Lands in 2011-12.

Through the government, this information was passed on to the United Nations, the UN Food and Agricultural Organisation and the FAO Committee of Forestry.

The national policy statement has 14 policy goals, including: appropriate fire regimes - planned and managed fire can reduce the scale and magnitude of bushfires; balancing the environmental impacts of fire; and promoting indigenous peopleâ&#x20AC;&#x2122;s use of fire.

Mr Morgan said FFMG also produced the Fire Management Voluntary Guidelines, which conform with the UN voluntary guidelines.

This, allied with the national bushfire management policy and Victoriaâ&#x20AC;&#x2122;s code of practice, constituted good forest and land management for state forests, national parks and Crown land. â&#x20AC;&#x153;If people in each of the states and territories were able to enact the policy statement and put that into their land management plans, then we wouldnâ&#x20AC;&#x2122;t have the fires that we currently have now,â&#x20AC;? he told the commission. â&#x20AC;&#x153;The arguments have all been had about whatâ&#x20AC;&#x2122;s necessary.â&#x20AC;? Mr Waller

agreed; the fire strategy produced by the Forest Fire Management Group was an excellent document. â&#x20AC;&#x153;It should be ... the ready reference for all fire management across Australia, and unfortunately itâ&#x20AC;&#x2122;s not ... it hasnâ&#x20AC;&#x2122;t been picked up and used,â&#x20AC;? he told the commission. â&#x20AC;&#x153;Even though it was signed off and agreed and this is the direction we will take, it hasnâ&#x20AC;&#x2122;t been applied as it should be applied.â&#x20AC;?

Counsel Assisting the Commission, Ms A Spies, questioned Mr Morgan on the AFIâ&#x20AC;&#x2122;s submission that referred to the different skills for fire suppression - urban, rural and forest.

Mr Morgan said urban firefighters had to get to a fire very quickly, pumping water out of the pumps and hydrants onto the fires - in addition, using foams or retardants.

In rural areas,â&#x20AC;&#x153;weâ&#x20AC;&#x2122;re fortunate to have the volunteers that we doâ&#x20AC;?, he said, using huge resources quickly to smother out grass fires and other running fires.

In contrast, forest fire fuels were not buildings and grasslands. â&#x20AC;&#x153;Forest fires have not only standing trees, they have the shrub layer ... and the litter thatâ&#x20AC;&#x2122;s on the ground as well,â&#x20AC;? he said. â&#x20AC;&#x153;And we often see aircraft bombing fires, and people think thatâ&#x20AC;&#x2122;s putting the fire out. â&#x20AC;&#x153;It doesnâ&#x20AC;&#x2122;t put the fire out. It does require a lot of work on the ground to get down to mineral earth where the fire is actually stopped from moving.â&#x20AC;?

Mr Morgan said the red material coming out of the air tankers slowed the fire over time. â&#x20AC;&#x153;But itâ&#x20AC;&#x2122;s the hard work, which most people do not see,â&#x20AC;? he said - building breaks to separate the fuels from the

ground - â&#x20AC;&#x153;so that the fire does not burn over itâ&#x20AC;?.

The higher intensity the fire, the greater the break had to be. â&#x20AC;&#x153;And thatâ&#x20AC;&#x2122;s why we often use roads and tracks and burn-backs so that we have a bigger fire break, fuel break,â&#x20AC;? he said.

Regarding the different skills needed, Mr Morgan said land managers were not just fighting fires, but dealing with all year-round maintenance. â&#x20AC;&#x153;Theyâ&#x20AC;&#x2122;re out there doing the roads and the tracks - theyâ&#x20AC;&#x2122;re building up the knowledge of where they would be able to put in fires,â&#x20AC;? he said. â&#x20AC;&#x153;They do their prescribed burnings which reduce fuels. They do burning for ecological purposes and they do high intensity burning, so they get a better understanding about fires and fire behaviour.â&#x20AC;?

Mr Morgan said the knowledge built up developed skills to put out fires using bulldozers and other machinery, not water.

That was followed by rehabilitation and regeneration. â&#x20AC;&#x153;Theyâ&#x20AC;&#x2122;re involved the whole way through ... an urban firefighter with an urban tanker is going to be no good 200 kilometres away from the nearest hydrant,â&#x20AC;? he said. â&#x20AC;&#x153;Youâ&#x20AC;&#x2122;ve got to be with the right equipment, the right personal protective gear, and being able to perform under these arduous conditions.â&#x20AC;?

Mr Waller said lead managers worried about putting people into the bush, particularly in the tall timber, without proper skills.

All were conscious of the â&#x20AC;&#x153;real skill set to be able work safely in the bush, to look after yourself and look after your matesâ&#x20AC;?, he said.

Could it be we don’t count anymore and have become the poor unwanted cousin, now that we no longer have Hazelwood Power Station and produce most of your power, or the absence of an elected Labor member for those that have a short memory.

Fear without hope is deadlier than COVID-19 itself

PERSPECTIVE and uncommon common sense are badly needed at this time more than ever in our ongoing battle with the coronavirus beast.

But before I go on, I must offer a disclaimer: I am not a doctor, nor do I hold any medical qualifications. I do not claim to be a medical expert in medical health or infectious diseases.

I am simply a non-specialist layman trying his best to not panic and stay calm amidst the storm clouds of confusion and mixed messaging surrounding me.

Thus, with this dynamic in mind, I make the following key points in the public interest so as to better educate the reader in navigating the minefield of conspiracy theories, bad science and misinformation spreading as rapidly as the virus itself: 1. As constantly stressed by all Australians and indeed world

medical experts, our best and most effective weapon in disarming and ultimately defeating COVID-19 is social distancing and regular hand hygiene.

2. According to the World Health Organization, if you contract COVID-19 there is no need to panic as “99.85% of all infected cases will have only mild symptoms and they will completely recover.” This statement by the WHO was consolidated

by Prime Minister Scott Morrison on March 15 of this year when he said: “The truth is, while many people will contract the virus, it is clear just as people get the flu each year, for the vast majority - around 8 in 10 is our advice - it will be a mild illness and it will pass. But older Australians and those living in remote communities, it is a far more serious virus and that is our concern.”

3. Therefore, to get on top of the pandemic, we need a strategy “concentrating exclusively” on the protection of at-risk people over 70, thus a Stage 4 lockdown for Victoria is simply not an option if businesses are to survive.

In conclusion, it would be a good idea for the much oppressed people of Victoria if a few scaremongerers apologised. Such as certain sections of the media that kept showing alarmist videos of Italian hospitals to dramatize and exaggerate a situation that, as such, didn’t exist.

I wish to offer my disappointment at the upcoming closure of the Latrobe Leisure Centre’s Moe/Newborough facility.

I can understand the lockdown in Melbourne, but why the Latrobe Valley region? Even people are allowed to exercise in Melbourne but we can’t attend the Moe/ Newborough Centre, even though it is well-controlled, the pool is heated/ chlorinated and staff are doing a great job. Walking club sets eyes on monthly endeavours News in brief BEN Cruachan Walking Club is embracing the cold weather with many walks lined up for August.

Club members are grateful that they can still participate in our club activities, and we are thinking about the coronavirus pandemic and prioritise the health and safety of our members by carefully following the advice of health experts and the government.

The club is sending kind thoughts to those in Melbourne and Mitchell Shire who will be missing their regular bushwalking activities.

On August 1, we explored Mt St Gwinear on what might have been a snow-shoe shuffle, but we will have to save that until we have more snow.

For those club members from the west, on August 9, we will head for Tyers Park and the Wirilda Walking Track to the Lime Kiln Site, and from there to search for rare orchids, the old weir, and an old tunnel which may have some bats.

We walk through a glen of picturesque ferns, and ramble down a steep ridge to complete a circuit.

On August 15, we go from Billy Goat Bend to Jurgenson Point following the Mitchell River upstream past the Ampitheatre.

plenty to look at, including rocky bluffs on the eastern shore and remnant rainforest gullies on the western shore.

The West Gippsland walk, or if there is sufficient snow, snow shoe shuffle on August 22 starts at the Mt St Gwinear car park and follows the ski trails to Phillack Saddle and returns via the same route with some variations.

This trek among the snow gum trees takes you over the top of Mt St Gwinear with great views to the east and then goes on to join the Australian Alps Walking Track.

On August 30 we head to Mt Tassie, the highest peak in the Strzelecki Ranges for 360 degree views of the

Latrobe Valley and the Great Dividing Range, Longford, the Ninety Mile Beach and Wilson’s Prom.

The trail starts at Balook and passes through the Merrimans Creek catchment area.

Researching risky driving behaviours

AUSTRALIAN Road Safety Foundation launched research into risky driver behaviours on rural roads in line with the third annual Rural Road Safety Month at

the start of August.

The research reveals that 78 per cent of city and regional drivers admit to risky driver behaviour generally, while one in five confess to being more likely to break a road rule in rural areas.

Speed is the number one dangerous driving act that all Australians are prepared to risk on rural roads, with fatigue and drunk driving also in the most common risky behaviours in regional and rural areas.

ARSF founder and CEO Russell White said every Australian driver, whether city or regional based, must take ownership of their role in reducing the rural road toll.

“Despite smaller population

numbers, 835 people tragically lost their lives on regional roads last year, which shows that just one dangerous choice can have dire consequences,” he said.

“When it came to reasons for increasing risky behaviour on rural roads, not getting caught was the most common response, and it was most prevalent amongst regional drivers.”

Rural Road Safety Month is a community-based awareness initiative that calls on road users to jump in the driver’s seat of regional road safety.

Go-ahead for Fed Uni study FEDERATION University has secured government funding to undertake a feasibility study for a Community Health Hub and Clinic at its Churchill campus.

On Tuesday, Member for Eastern Victoria Harriet Shing announced $200,000 for the study to explore health program development, industry and education partnerships, health services student placements, and infrastructure requirements.

The study will provide recommendations on how to further develop the region’s future health workforce by identifying educational opportunities, pathways and professional development for local students in areas like allied health, mental health, sports science, nursing and community service.

The Community Health Hub and Clinic feasibility study is expected to be completed by March 2021.

THE CFA has reminded residents to check electrical appliances in their laundry and ensure chemicals are placed safely away from potential hazards.

CFA Deputy Chief Officer Trevor Owen said far too often firefighters are called to house fires caused by laundry appliances, some with devastating consequences, which could have been prevented by some simple maintenance.

“As we increase our use of our laundry appliances so does the fire risk, particularly if they have been sitting unused for a period of time,” he said.

“Good housekeeping is essential for a safe laundry, especially as the laundry contains electrical items and is used to store cleaning products and chemicals.”

Common causes of fires in the laundry include clothes dryers, which are used more frequently in the colder months.

“The more you use it, the more lint builds up, so it’s important to get into the habit of cleaning the filter to reduce the risk of this material catching on fire,” Mr Owen said.

“We would urge residents to clean the lint filter in their dryers and continue to do this after every use.

“We also need to ensure we let the clothes dryers completely cool down before stopping the cycle.

“We want everyone to have a safe and happy winter, making small changes to maintaining your appliances can make a big difference.”

To prevent fire, clean the lint filter after each use, always let clothes dryers complete the cool-down cycle before stopping, and keep electrical appliances away from water.

THIS week is Homelessness Week, where we shine a light on the lack of affordable housing and the issues surrounding homelessness.

Many people struggle to find a house, a home to call their own.

The ‘Everybody Needs a Home’ campaign has found 500,000 new low-cost rental homes are needed across Australia to meet the demand for affordable housing now.

Quantum Support Services continues to see an increase in demand for affordable accommodation in Gippsland.

The current COVID pandemic has highlighted the numbers of homeless people in Gippsland that needed to be accommodated in motels and emergency accommodation.

Quantum Support Service provides support and care through a range of services, including addressing Gippsland’s homelessness needs through crisis accommodation and tenancy advocacy and support, including Private Rental Accommodation Program (PRAP); which provides assistance to eligible people to maintain private rental housing.

Gippsland has a lack of affordable private rentals and limited social housing which drives more

centres into smaller rural communities in search of affordable housing where they find themselves with fewer job prospects, transport options and support services.

On a weekly basis Quantum has over 10 applications within the Transitional Housing Program and only one or two affordable properties available to move people into.

Gippslanders experiencing housing vulnerabilities are often moved into or seek housing in motels, boarding houses or resort to sleeping in cars, unable to access and obtain even the most basic essentials.

This causes further disadvantage and vulnerability, increasing disconnection to family, community and self.

Children and young people are one of the largest groups experiencing homelessness.

A Homelessness Australia report found that in Gippsland one in five people under 18 years of age presents as homeless, and unfortunately youth refuges in Morwell and Bairnsdale have a limited capacity to meet the demand for service.

The state government has announced a $150 million package to help provide homes to the more than 2000 homeless people who were provided hotel accommodation during the COVID crisis.

A recent rental affordability report by the Department of Health and Human Services indicated that only 25 one-bedroom properties were affordable in all of Gippsland.

For low income Gippslanders the private rental market is increasingly competitive, unaffordable and difficult to access.

The 2016 ABS census showed that Moe and Morwell offer more affordable rentals, based on Victorian household incomes of $37,800.

However, the median income in Morwell is $29,172 per annum, which prices many out of most of the private rental market.

Nearly one-third (27 per cent) of households in Morwell earn less than $33,800 per annum, or $650 per week.

It is increasingly difficult and essentially impossible for people on JobSeeker or other Centrelink payments to obtain private rental.

People on a low income or with a history of housing concerns are unable to compete in this market.

AUSTRALIAN amateur golf’s elite events have been overhauled for the first time in a generation.

Golf Australia operations boss Simon Brookhouse said the “exciting restructure” would modernise the entire suite of national championships and ensure they’re played at the best possible venues. “GA has been reviewing its key events since One Golf began with a view to making them align better and played in a way that’s more logical for host clubs, athletes and us as organisers,” Brookhouse said.

“The immediate focus has been on our national championships to ensure their relevance and that they have a professional and consistent delivery across the country, wherever they are hosted.”

Brookhouse, who regrettably confirmed the cancellation of the 2020 national Order of Merit because of the COVID-19 crisis, said a rare upside of the pandemic was that it had inadvertently presented the perfect time to implement the changes, which were fully endorsed by the GA board.

The following changes will be effective from January 2021.

Australian Amateur Championship

However, GA is constantly reviewing the situation based on government guidelines, with player health and safety as top priority.

With that in mind, changes to these events (eg. venue, dates) might be required to ensure they are still completed in 2020.

A home town double in the 50 km race

THE Express reported, “Local marathon runner Ian Cornthwaite celebrated his ultra-marathon debut by winning both the 50 kilometre and the 6-hour endurance events last Sunday at the Joe Carmody athletics track”.

“Running against local and interstate competitors, Cornthwaite, who trains in the hills near his Allambee plant nursery, ran strongly from the start.

“He remained in the lead throughout both stages of the inaugural ultramarathons organised by the Traralgon Harriers Athletics Club.”

In a strengthening wind, the cool cloudy weather provided almost perfect race conditions.

Later as runners were passing through the marathon distance of 42 kilometres, the three-hour halfway mark was reached and the competitors reversed direction.

What had been a tail wind along the exposed back straight became a fairly stiff head wind, taxing the runners’ strength.

Cornthwaite crossed the 50 kilometre finish line in 3 hours

Sandra Timmer-Arends also ran a well-judged race and was outright fourth to win the women’s 50-kilometre event, but did not continue on to the six-hour target.

On a day in which the classic marathon mark of 42 kilometres went almost unnoticed, many runners had entered for both distance events.

Among them was Cornthwaite, slowing only marginally in the second half of the torturous six-hour event.

As the siren sounded and runners dropped weighted bags, to mark the exact distance each had covered in the six hours, Cornthwaite had completed more than 79 kilometres.

Michael Grayling of Heathmont, in second place, was a further 12 kilometres behind.

Dawn Parris, returning after a lengthy lay-off, was the first woman finisher in outright fifth place.

One novice Harrier was amazed to finish ahead of Tony Rafferty, unaware the legendary Rafferty probably ran a steady pace in preparation for a 10-day endurance event in New York in the near future.

Race director Geoff Duffel praised Cornthwaite’s effort.

“He built up a good tempo from the start and was prepared to take chances. It was a great result for him,” Duffel declared.

In all-time Australian rankings for six-hour events, subject to official confirmation, Cornthwaite moved up to fifth, headed only by the great Yannis Kouros, 1000 kilometres record holder Garry Parsons, Australian-based Yugoslav Olympian Safet Badic and former Australian representative John Duck from Trafalgar.

“In the 6-hour relay, the strong Chapple’s Chargers team ran one man short, but maintained their pace to win by almost seven kilometres from Hardy’s Hardies.

In the mixed relay teams Belinda’s Bashers finished ahead of Ray’s Roadies,” The Express explained.

Another dual double

FOLLOWING their popularity and success in 1996 the Harriers were awarded the honour of conducting the official Victorian Track Championships for the 50-km and six-hour events the following year, a privilege that continued for the

next 16 years, to 2012.

And after the twin local victories the previous year by Cornthwaite and Timmer-Arends, what would this year bring? Each had won the 50 kilometre event in 1996 before it was granted State Championship status.

After the first local running as the official championship events, The Express proclaimed: “Records tumbled as local runners performed well in a strong field at last Sunday’s Aygee 50 kilometre and 6-hour Victorian Championships at the Joe Carmody regional athletics track”.

“Allambie runner Ian Cornthwaite set a new Australasian record - across Australia and New Zealand - in winning the men’s division of the 50 kilometre championship.

“Winner of the women’s 50 kilometre title was Sandra Timmer-Arends, who also established a new Australasian record.

She was followed by Melbourne runners Linda Meadows, the holder of a number of world records, and former Olympian Lavinia Petrie.”

After some of the 50km finishers had gone for a shower the six-hour runners continued for another two or more hours.

“The Victorian six-hour track championship was won by legendary marathon journeyman Kelvin Marshall, who has been a finisher in almost 600 marathons and ultras around the world, with a veteran Harrier in second place, ahead of Ken Matchett of Montrose, who fell just short of his Australian record distance.

“In the women’s section Linda Meadows, after placing second in the 50 kilometre event, went on to win the 6-hour race outright, with Timmer-Arends gaining second women’s place.”

Cornthwaite and the race favourite, former Olympian Safet Badic, both set a blistering pace, with the 1988 Olympic marathon runner in the lead.

Duffell believed Cornthwaite didn’t plan to start as fast as he did, as he chased Badic.

He was heard to say it would be “a crash and burn effort”, as Badic scorched around the track, covering his first 10 kilometres in an incredible 36 minutes 6 seconds.

Just beyond the 20-kilometre mark Cornthwaite saw a glimmer of hope, and gained steadily to pass Badic just after the 28-kilometre mark.

Badic returned from New Zealand a fortnight before the track championships with the

Australasian 100 kilometres gold medal, for the third year in a row - and the flu. After a course of Chinese herbal medicine he felt well enough to confirm his race entry.

When Badic’s condition understandably forced him to drop out at the 38-kilometre mark, Cornthwaite continued his punishing pace.

He shaved minutes from the 30-mile (48 kilometres) record set in Britain in 1978 by another Traralgon Harrier, Martin Thompson.

His final two splits of 36.45 and 39.18 saw him also reduce Bruce Cook’s eight-year-old Australasian 50-km record by four minutes.

In winning the women’s 50-kilometre championship Sandra Timmer-Arends broke Mary Morgan’s 1995 Australasian record by six minutes.

At the 50-kilometre finish mark Timmer-Arends finished ahead of all the male runners, except Cornthwaite, in a time of 3 hours 38 minutes and 17 seconds.

As the temperature rose later in the day, with heat reflecting from the synthetic track draining the six-hour runners, Meadows ran 60 laps - an incredible 24 kilometres - in the final two hours, to finish ahead of all the male ultrarunners.

Duffell declared it was a remarkable effort for the world 100 kilometres silver medallist in her first event after an 18-month layoff. In the now established six-hour relay, the strong Apollo Gold team covered 92.174 kilometres to edge out the talented Young Guns, who ran 91.350km.

In an exciting teams event Nausea was third just ahead of Sloggers. Over the ensuing years many runners became less keen to rack up the soulless hours running around a track for 50km or for half a day.

The inaugural Walhalla Wound-Up was run in 2002. Trail running, experiencing the bush surrounds and enjoying mother nature was seen as more satisfying and gradually overtook track events in popularity. Coupled with the huge workload of the track events, the club formally decided that 2012 was the final track championship.

Across the years more records were established, Ian Cornthwaite won the 50km event again in 2010, and Sandra Timmer-Arends won it three more times for a total of five state crowns.

And the next 15 years of the local track ultra-championships saw more exciting contests.

IN the mid-1990s long-time Harrier Geoff Duffell, a talented marathon and ultramarathon runner, was driving home with fellow Harrier Bruce Salisbury, also a marathon junkie, after running an ultramarathon in Melbourne.

They discussed the Harriers club organising its own event and soon after, with a lot of hard work, transformed Geoff’s vision into a significant athletic event in the Valley.

The Australian Ultra Runners Association (AURA) provided support and advice on how to run events at international standards and after some planning the Harriers conducted two events - a six-hour and a 50-km track race, alongside each other.

Both started at the same time, and runners who completed the 50-kilometre distance could continue to run - or not - up to the six-hour time limit and finish as many kilometres as possible in that time.

The first concurrent running of both events took place on the Joe Carmody track at Newborough in February 1996.

It was highly successful, with some well-known ultramarathon runners travelling to Newborough to take part alongside the local athletes.

Tony Rafferty had earlier run from Perth to Sydney, and was one of the ultrarunners who were blindsided by Cliff Young’s victory in the original Sydney to Melbourne ultramarathon back in 1983.

Ken Matchett, edging towards 75 years old, was an Australian age-group record holder across many distances.

Dawn Parris was a noted ultramarathon runner and walker who went on to win four Colac sixday races, running almost 700km in six days to achieve victory.

The inaugural 50km and six-hour track events were successful, albeit with modest size fields as local runners tested the water of ultra-distance events - anything beyond the classic 42.195 km marathon distance.

Four teams of five tackled the novel six-hour relay event, running shoulder-to-shoulder with the solo distance runners.
