They can al ready say that they have cornered 51 percent of the local market. This vouches well for the savings in importation of cement. In the factory itself they went from 20 to 42 directly employed.The Progresso plant in Belize is already the parent company's plant that experienced the greatest growth in all of Central America and Colom bia in 2021 The multiplier effect on the economy of the area and on Belize the country is probably incalculable. Food sellers rush to the area to feed two shifts of workers. How many investors are rushing in because of this cement plant's success is left to be seen.

The tragedy of Derrick Uk is "be yond comprehension” as described by Prime Minister Briceño. No stone is being left unturned to make sure that justice is swift and fair. Over the weekend of the San Joa quin Corozal fiesta, Derrick Uk was ar rested and was placed behind a police closed van. These vans do not have side windows and are of the type usu ally used to transport goods. They are obviously retrofitted for the transporta tion of arrested persons in a very short term basis. Definitely, it is not an incarcer ation bay for prolonged periods under a blazing sun. Such was the fate of Derrick Uh that spent a day after being forgotten by a policeman who were the driver and arresting officers and other duties at the Corozal town police station which is some

he Belize Social Security Board has been in the news recently first with some bad news and then followed it up with worse news. Many have forgotten the former Chairman of Social Security Mr. Doug Singh who was forced to resign from that post, and several others, amid scandal and shame caused by some col orful but honest opinions he has about people he deems beneath his perceived lofty, intellectual, social and economic status. Following the virtual flogging he received on social media, he withdrew from the public eye. This week, he was again thrust unwillingly into the limelight to answer to what amounts as gross incompetence and corruption at the highest level.

The previous Board of Directors of the Social Security Board of Belize featured the elite UDP. Those privileged and entitled few who are responsible for the fiasco that is the David L. Mckoy Building in Belmopan. The way that it has been explained to us by our investigative journalist friends at channel seven is that for some unknown reason cheaper materials were substituted and used instead of the more expensive but recommended materials. There are many design flaws, such as the orientation of the building. However, the most alarming are the structural flaws that are now apparent; it seems that there is uncertainty as to whether these are by accident or design. To ensure the integrity of the building, additional support on the outside had to be placed and even inside which then had to be covered up with miles of sheetrock. There are no fire alarms, extinguishers, or smoke detectors.

If the cost-cutting measures were so drastic as to substitute inferior materials for those that were required, and to eliminate the cost of proper safety measures and, even, a proper service entrance should have yielded substantial savings, or more accurately, a windfall of cash for some very creative entrepreneur. In an effort to try to make the building usable, there has been additional investments of over three million dollars to salvage the whole fiasco.

There are a few learning moments from this experience. First, the investigation should be im partial, and if we are going to remind the public of all the directors of the SSB, then we might also want to remind the public that Net Vasquez was also embroiled in this fiasco. We might also like to remember that some of the same people sit on the same Boards representing special interest groups and this may warrant their resignation at least as a signal of some shame and regret. After all is said and done, that building is the concrete and lasting evidence, except if a strong breeze comes along, of corruption, utter ineptitude and gross negligence.

It seems an unlikely coincidence, if such a phenomenon exists, that the Building Committee, the Investment Committee and the Board of Directors were all caught unaware of these shenanigans. A more likely scenario is that there was collusion and negligence to defraud Belizeans of millions.

The cost-cutting measures were certainly brutal as there is no service entrance and the electrici ty meters are in fact on the building itself. This has raised even more questions which led to the discovery that the building and electric wiring plans were never submitted for the approval of the Public Utilities Commission or the Central Building Authority. It is clear that they would never have been approved anyway.

This resulted in not only the compromise of the building but the worker's money being placed at risk. Alarmingly, the construction was done without a Central Building Authority (CBA) approved set of plans. The finger-pointing and blame game is in full swing and the former UDP Board and its cohorts are being named. Inter estingly, the investigator in chief, Jules Vasquez's father Net Vasquez of Victoria Secret notoriety, was Chairman of the Investment Committee who approved millions of the working man's SSB con tributions to the white elephant BTL. Ju liet Thimbriel former board member and former chairman of the building com mittee was first to throw the Zen King under the bus. Juliet said that she op posed Fabro’s Limited selection twice because they didn't have the requisite experience in a venture of this magni tude. Nonetheless, the former Chair man of the Board of SSB nonchalantly declared that he remains confident in the final product. Singh much to his chagrin poured scorn on the retrofitting as unnecessary and a scheme for profit. Public outcry is demanding a foren sic audit be done on the debacle that occurred in constructing the David L. McKoy building and an inquiry to estab lish responsibility. Other issues were raised for information and clarity but were not pursued unless otherwise directed by the SSB. Once again, the Government of the day, the Briceño Administration selected board have to cure a residual effect of UDP malad ministration and incompetence. Heads must roll and the chips must fall where they may. The PUP builds and the UDP destroys!

BTB Helps Bolser Security in Tourist Destinations

Hon. Francis Fonseca, Minister of Education, Culture, Science and Technology and Chairman of the National Celebrations Commission (NCC), today convened a meeting of Mayors at the House of Culture in Belize City. Every year, the NCC commits its support to all municipalities for the ob servance of their individual September Celebrations activities. Continuing this tradition, Minister Fonseca, this afternoon presented support funding to the representatives of the respective councils. Furthermore, Minister Fonseca reiterated the success of communi ty-based projects such as the tree planting and mural activities held last year. He encouraged the mayors to build on those initiatives and to work with their communities to ensure the success of this year's celebrations. The UDP now disrespect nurses and themselves. Internal dysfunction is an understatement between the shad ow and the loudmouths. Undeniably, the United Democratic Party (UDP) is imploding a la Humpty Dumpty. How ever, the “UnHoly Trinity” -Shyne, Peyre, and Saldivar, the most recent nonsensical-intellectuals and the rem nants of the UDP will not be able to put it together again. It is quite apparent that Victoria has unfrocked the heir to the monarch King Dean thus revealing the sleazy secrets in his Pandora's box. The bottom line is that they were, as Hubert Elrington alluded to, “a bunch of crooks.”The history of the UDP and its pre decessor groups has been plagued by factionalism and disarray. Curiously, it was grand uncle Dean Lindo who fo mented a splintered National Indepen dence Party (NIP) because of his greed for power in 1969. Lindo broke away from the NIP to form the People's De velopment Movement (PDM) after an unsuccessful leadership bid against Philip Goldson. Lindo thereafter formed a coalition with the NIP to run against the People’s United Party (PUP) in a snap election. Both the PDM and the NIP suffered “a near total defeat” and was whipped into a political wilderness if not total extinction. Consequently, the NIP, the PDM and the offshoot of the NIP the Liberal Party merged to form a bitter-laden UDP in 1973. The UDP dolly-house is in full zom bie-mode, the result of a power-hungry Leader of the Opposition, Shyne the nonsensical-intellectual Barrow and his dictatorial leadership style. Subsequent to the dubious two-vote victory over Tracy Panton and Uncle Mike's dismis sive recall decision, Shyne has been making decisions contrary to his party's elusive constitution. Upon assuming the leadership position of the UDP, the orga nization was sapped of its inept executive and many string-along party faithful. This created another dam of dissenters and creating deeper fault lines within the UDP structure. Nonetheless, the death knell of the red regime could be Shyne's ousting of dissenter Panton from the Central Ex ecutive Council and replacing with a ‘nov ice’ Hewlett of questionable ethics and integrity. Now, the former leader Patrick Faber is on the chopping block for expul sion and possibly the start of the UDP requiem, ‘ashes to ashes, dust to dust’. As the UDPs debate the ‘demockcra cy’ in them and as the intra-party brou haha catapult the confederacy of dunces further into the political wilderness - once again - the PUP government led by the Prime Minister Honourable John Briceño remains steadfast in building a Belize where “everybody fi win.” PM Briceño knows that the government alone was not able to perform the miraculous feat of turning the Jewel around. It required all hands on deck. Belizeans from all walks of life responded. The clarion call that “Today's sacrifice is tomorrow's tri umph” is fast becoming a reality. From Blue Bond to MSMEs, from economic stagnation to economic recovery and growth, from the landless masses to the landowning masses now having a document to their piece of the Jew el's patrimony. The PUP persists in sig nificantly reducing the level of poverty and unemployment and bridging the socio-economic gaps by supporting and growing the middle class. Like the last Belize Times Editorial highlighted “the PUP is hard at work not at war.” Unlike the factionalism and disarray within the UDP, PUP DAH LOVE August 17th, 2022 - The Belize Tourism Board, through its Industry De velopment Department (IDD), donated a 2023 Nissan Frontier Pick-Up Truck to the Belize Defense Force (BDF). The vehicle was delivered during the offi cial handing-over ceremony held today August 17, 2022 at the BDF Price Bar racks compound in Ladyville. The handing-over was done by the Honorable Anthony Mahler (Minister of Tourism & Diaspora Relations) to the Honorable Oscar Mira (Minister of State in the Ministry of Defense & Border Security). Both ministers provided remarks at the ceremony and emphasized the need for increased security within emerging tourism destinations. The donation stems from the recent upgrades to the Mountain Pine Ridge region which have led to an increase in both local and international visitors to the region.

Additionally, it is anticipated that the donation will increase security within the region and provide the BDF personnel with a reliable means of transpor tation to offer assistance. It, also highlights, the effort being made by the BTB to strengthen the already existing relationship with the national security departments in Belize. The Belize Fisheries Depart ment, in its mission to provide the country and the people of Belize with the best possible management of aquatic and fisheries resources and with continuous research and collaboration with the University of Belize, has enacted legislation to fully protected the reproductive season for commercial sea cucum bers in Belize as determined via var ious studies conducted by Dr. Arleni Rogers, experienced sea cucumber researcher in Belize. The recently enacted Fisheries Resources (Sea Cucumber) (Amendment) Regula tions, Statutory Instrument No. 107 of 2022, provide amendments to the previous closed season which now prohibits fishing or possession from February 1st to July 31st, inclusive, in any year. These Regulations also establish size limits. Sea cucumber fishery provides many fishing families with employ ment opportunities, an important assemble in the value chain of this ex tremely valuable fishery resource. The Department seeks to secure fishers’ livelihoods while ensuring the biological importance of sea cucumbers in Beliz ean waters and the economy of Belize. The Department is planning to con duct a national sea cucumber stock assessment in collaboration with Dr. Rogers, a ‘seasoned’ marine research er at the University of Belize and her team. The Department looks forward in strengthening the collaboration with the University of Belize as an important partner in ensuring the sustainability of our aquatic resources. For 2022, the sea cucumber fish ing season will remain closed and pos session is prohibited. The results of the stock assessment will inform the Government of Belize if the fishery is viable for the 2023 fishing season. It is expected that the assessment will pro vide further updates on the biology and ecology of the sea cucumber species in Belize.

3. SCOPE OF SERVICES To develop the strategy, the Consultant will conduct the following: a) At a high level, engage directly with relevant line Ministries for assessment and planning of the strategy framework.

1. PURPOSE The Ministry of Rural Transformation, Community Development, Labour & Local Government’s overarching mission is to contribute to Belize’s sustain able development by providing effective labour administration services, strengthening local governments, and facilitating an enabling environment for rural development.

ii. Social development – produce a sex-disaggregated profile of the rural sector. Describe the supply and demand of health and educa tion services, educational achievement, multidimensional poverty, and other relevant social issues of concern.

iii. Infrastructure – identify needs and gaps in infrastructure including roads and public utilities that impact on the efficiency of produc tion and quality of rural life.

6. DURATION OF CONSULTANCY 5 months (August – December 2022)

The Ministry of Rural Transformation has embarked on developing a new National Rural Development Strategy (NRDS) that is both area-based and multi-sectoral. the NRDS would aim to alleviate the current ad hoc approach to rural development by establishing a multi-sectoral and coordinated ap proach to not only reducing rural poverty but also improving rural residents' cultural, social, political, and environmental well-being.

The Consultant shall prepare and submit all reports in English. A soft and hardcopy of all reports are to be submitted to the Ministry.

Belizean canoe athlete, Amado Cruz, has been in Halifax, Canada representing us in two international events. First, the ICF World Cham pionships were hosted from Au gust 3-7, 2022, which brought world class athletes including Olympians and World Champions to compete in several different canoe and kay ak events. Cruz competed in the 3 events in the K1 Category complet ing the 200m, 500m, and 1000 m distances. Overall, he competed in 6 races since he advanced to the semi-finals in the 200m and the 1000m races, and also advanced to the Final B of the 200m event. Advancing to the B Final in a world class event is a first for Belize in canoe and is an impressive accom plishment since the World Champi onships fielded the most dominant athletes and competitive countries in theThen,sport.the Pan American Cham pionships were hosted at the same location immediately after the World Championships, and is the regional championship for countries of the Americas. Amado Cruz also repre sented Belize in the K1 Category in two events – the 500m and 1000m races. At the Pan American Cham pionships, Amado completed 6 rac es in 2 days, as he completed his Heat and advanced to the Semi-Fi nal and A Final in both distances. His performance at the Pan Ameri can Championships resulted in Be lize placing 7 out of 12 competing countries – including Argentina, Belize, Brazil, Canada, Chile, Cuba, Mexico, Peru, Puerto Rico, Trinidad & Tobago, Uruguay and USA – in the 1000m distance, and placing 7/11 in the 500m distance. His participation and performance in the Pan Ameri can Championship has also earned Belize an entry ticket in Canoe to the Pan American Games, which are scheduled for 20th October – 5th November, 2023 in Santiago, Chile. Consultancy to Develop a National Rural Development Strategy for Belize

Forty-one years of independence is as good a hallmark as any for us to start properly managing our country. Changing a Commissioner is not a solution; changing the system is where it’s at. Guess who said these words, “Building is a task for giants, little peo ple have tried and turned away.”

Forty-six thousand persons watched the funeral of Alrick Smith over the weekend. They watched on social media. This is like ten times more than those who watched the recent offi cial send off for former Prime Minister Esquivel. We had reported earlier that street figure, Tanga’s funeral proces sion attracted twenty thousand views on Facebook and crowds lined the route from Central American Boulevard to the cemetery. Alrick was 39 years of age and was a car dealer as well as a mover of marijuana. He was well loved in Belize City. He was a tall, handsome guy with a ready smile. So popular was he that the police panicked on hear ing of the bold assassination in front of cameras early Thursday night of the 25th of July. The police also moved the government into declaring a State of Emergency in a section of Lake Independence. Reporting on the huge turnout and carnival atmosphere surrounding the burial of Tanga, we opined that these popular, not quite Robin Hood-type, gang leaders need to be induced from their petty criminal activities into role model leaders spear-heading legitimate projects and businesses. We knew Alrick Smith. He was sharp and intelligent. With a moder ate loan and business guidance, we have no doubt he would have been a formidable poster boy to help turn around the many desperate and way ward youth who mistakenly believe their only journey is a life of crime and death.

A part of serving the people covers not detaining citizens and beating them, abusing them and then leaving them like animals inside a hot van or overcrowded police station cells. But our system must not just rest on people of whom there will be the careless, negligent and the abu sive. The purpose of bureaucracies is to have systems that are effective. If Police detained a citizen in Cristo Rey or any village, they must relay that information to their headquarters in the district town. If police are handing over a shift, there must be a written transfer of guns, vehicles, equipment and detainees to the other officer who is taking over.

Thanks to a channel 7 “investigation”, another major scandal with public monies under the UDP has emerged. This time, it is the Headquarters in Belmopan for Social Security. It was poorly built, inferior glass used for the whole front, the building is insecure and faulty. It cost millions of the people’s monies. It will cost almost a million to rectify. Nobody will be held accountable. There was a strange animal created by the former UDP Prime Min ister. It was called B.I.L. – Belize Infrastructure Limited. Millions of dollars of taxpayers’ monies were poured directly into their accounts to do streets and roads, roundabouts and buildings. This was done to fa cilitate corruption and stealing as B.I.L. was outside the Ministries and Departments of government. The Accountant General, Auditor General were locked out of checks and balances for public funds. Please recall the street from Chetumal Bridge to the western road. It had to be done and redone and redone over and over. Please look at the road from Benny’s Roundabout to the Haulover Bridge on the northern highway. How it is warping and sinking and slid ing. Millions down the drain. Please recall the new Finance Ministry building on Holy Emmanuel by Chetumal Bridge. Twenty-seven million dollars was relocated from Taiwan straight to the well-known UDP company to build the building which Minister Julius Espat told the nation could not cost more than seventeen million. And please remember Faber’s Road, less than one mile in Belize City, just to resurface, it cost EIGHT million. It is worst than how it was before.And then in the districts. Oh Lord, that’s a whole book of frenzied hustling.Andthe former Prime Minister personally signed a secret contract with Ashcroft and secretly paid him Five Hundred Million dollars for B.T.L. POLICE AGAIN - VILLAGER DIES IN POLICE VAN News that a 20-year-old man suffocated in a police van in Cristo Rey Village sent shock and anger throughout the country. The young man, Derrick Uh, was accused of groping a female on her butt. For that Derrick Uh is dead. He died a slow, agonizing and cruel death. He was placed inside a metal cage in the back of a police van and re mained therein for almost 14 hours in sweltering heat. The van was driven from the fair grounds and parked at the Corozal Police Station with the youth forgotten inside. The outrage sparked by the incident sent the Police Commissioner on media rounds to do damage control. The Prime Minister felt deeply hurt and sent out a public condemnation. The Minister of the Police spoke to the media and said justice would be done. He also criticized the Attorney General’s Ministry by referencing the names of Laddie Gillett (a minor shot in the back by police almost 3 years ago), and other police victims. None of their families have received a single cent in compensation as the law requires.ThePolice Commissioner is to be commended for his contrite and forthright conversations. The police van is the problem. Some years ago under the UDP the Po lice Department severely underequipped. The Americans donated dozens of vehicles. Among those vehicles were several prisoner transportation vans. They may be suited for the USA, but not for Belize. Inside the van is a complete metal cage, in which prisoners are to be seated. When the air condition is working, that may be helpful. In the heat that Belize is known for, not even dogs should be in that metal cage. Derrick Uh, who was attending a fiesta in his village and may have en joyed a cold Belikin or Mine beer, did not have a chance inside that metal cage for the length of hours he was neglected.

For decades, George Price made it a special commitment to person ally attend the so-called Wednesday Clinic. In the 1970s, the influential US publication, Time Magazine, highlighted George Price and Belize’s Wednesday Clinic which was among only 10 nations in the world where the highest official, the leader of a country, made himself directly avail able to meet any citizen in an effort to solve their individual problems.

The problem is deeper than just the police van. When these vans were donated to the Police Department, the metal cages should have been re moved.The problem is bigger than the Commissioner. The Police Department has a minimum of 2,000 officers. No one in the high command is trained in Administration or Management. There is no Resident Psychiatrist or ac cess to such expertise. There is no Human Resource Manager. The work ing environment leaves much to be desired. There’s no recreation centre, no canteen, the conditions are primitive. The financial condition among police is so dread, their Credit Union collapsed. The Police Fund that was intended to provide some assistance for medical emergencies has long beenThedepleted.problem goes even deeper. There is no serious retraining of Ju nior, Supervisory and higher-ranked officers. There is not even a housing program for the police. Official comradery like going on Caye trips and other outings are non-existent. There’s a deeper problem. The electorate is aroused once every five years when the majority vote for a change, but in the Public Service, things remain the same. Indeed, nowhere is the phrase more applicable than in the Public Service that “The more things change, the more they remain the Wesame.”need an administrative revolution. If we can tackle a difficult task like tampering with our Constitution, we need to change the way things are done in the Public Service. Department by department until we have a modern management machinery that will stay focused on the task of delivering services to our people. The great George Price embedded in the original PUP and its succes sive leadership and party members that the motto for their existence is “Serve The People.” He was the personal embodiment of this mantra. He set aside Wednesdays every week from early morning until late evening, where he sat in a small office upstairs of the public building on Regent Street behind Brodie’s. Anyone from the humblest Mayan or East Indian to the richest businessman were welcomed at his office. There were not even appointments. You turned up and you can see the leader of the nation. He not only listened sympathetically, he would pick up his phone in their presence and call and solve their problems. He would give hand-written letters there and then, instructing any minister or public official to pro vide help to the people who could not access helpful officials.

Forty-one years after this great individual had fought an epic fight against the British and the Americans, who had vowed we would not become an independent nation unless we gave Guatemala a portion of our southern territory; Belizeans are forking out a billion dollars a year for its public service machine. Lost in this maze of people and money is the guiding principle, “Serve The People”.

In an effort to drive the Beliz ean sheep and goat industry for ward, the TaiwanICDF Breeding Sheep and Goat Production and Guidance System Enhancement Project (Sheep Project Phase II), in collaboration with the Minis try of Agriculture, Food Security and Enterprise (MAFSE), held a “Sheep and Goat Slaughtering and Nutrition Management Work shop”, at the Drift Inn & Aguada Hotel in Santa Elena, Cayo Dis trict from August 15th to 17th, 2022.The aim of this workshop is to train seed instructors in Sheep and Goat Nutrition Feeding Man agement and Slaughtering Tech niques to add value to the local lamb and mutton, while improving the productivity of the national sheep and goat industry in Belize. Three experts from the University of San Carlos in Guatemala, who have more than 20 years of ex perience in sheep and goat nutri tion and slaughtering techniques, are facilitating the workshop. The training includes sessions of nutrition management, hygiene practices of slaughterhouse, animal welfare and meat cuts processing, as well as demonstrations and prac tices in slaughtering and carcass production.There were total twenty-five participants, including six extension officers (Livestock) from MAFSE, two BAHA representatives, a BLPA representative, a lecturer from the University of Belize and fifteen sheep and goat farmers, success fully trained in this workshop. It is also expected that the MAFSE ex tension officers who attended the workshop could help train sheep and goat farmers in their respective districts around the country through the transfer of knowledge and tech nical skills.The Governments of Belize and the Republic of China (Taiwan) are committed to work together to support the Belizean farmers and to strengthen the sheep and goat in dustry within the country. III. RESPONSIBILITIES/ACTIVITIES

(g) Presenting to the Bank the required data, reports and other docu mentation of the Project as a whole and its individual components, as established in the Loan Contract.

(f) Provide for the timely monitoring and management of Project risks and lead the implementation of the mitigation measures as neces sary.

I.4 In this regard, a vacancy exists for the Project Coordinator for the PEU under a contractual arrangement with the MoF, and as part of the BL-L1031 initiative.

(m) Lead, in coordination with the Financial Specialist, the preparation of the Requests for Advance of Funds along with the expenditure justifications, as required by the Bank.

(l) Ensure the timely implementation of the monitoring and evalua tion activities including the contracting of the mid-term and final evaluations.

(e) Implementing the Programs’ risk management mechanisms on the basis of the IDB tool Risk Management in Projects with Sovereign Guarantee (RMP), taking into consideration the assessment and evolution of the risk factors, the factors of probability and impact, and risk mitigation measures.

(d) Monitoring the activities of the Project in compliance with its global strategic objectives and those of its individual technical components, as well as the targets established in the Project.

(h) Support the information dissemination activities and advocate for the Project among key internal and external stakeholders, while maintaining the necessary and transparent lines of communication.

(n) Lead the contracting of the independent external auditors of the Program in coordination with the Financial Specialist, the Procure ment Specialist and the PMO, and following IDB procedures for this matter.

II.1 The objective of the position is to provide the necessary strategic, governance, organizational and administrative leadership for Project implementation and, thereby, ensuring the effective allocation of resources, providing the financial and technical direction of the Project towards the attainment of the goals and targets, leading the physical and financial progress reporting, and serving as the main focal point of the Project with the BTS, the MoF and other public and private institutions.

(b) Monitor and ensure the Project’s adherence to reporting require ments to the BTS, MoF, PSC, and the Bank.

I.2 The main objective of the Project is to contribute to Strengthening Tax Administration aimed at increasing revenue collection, through the following specific objectives: (a) increasing the effectiveness of the Government to collect taxes and (b) increasing tax administration efficiency. These objectives will be achieved by improving tax administration governance and operational processes, and by modernizing the technological infrastructure.

(d) Ensure timely execution of all administrative, procurement, finan cial and technical procedures of the Project in compliance with the POM. In addition, ensure the strict adherence to administrative, Project management, and Bank and national financial rules and regulations, among others.

(j) Ensure the presence of an accurate Project filing system covering financial, procurement, technical and all activities of the Project, and following the internal control requirements established in the POM.

(c) Lead and coordinate timely implementation of all aspects of the Project based on the Project planning documents including the PEP, AOP, PP, supporting technical documents, and Monitoring and Evaluation Plan.

II. OBJECTIVE AND SCOPE OF WORK

3.2 Specific activities include:

I. BACKGROUND

I.3 The MoF is the Executing Agency responsible for the implementation of the Strengthening of Tax Administration Project and, for this purpose, has established a Project Executing Unit (PEU) with concrete technical, administrative, financial, control and planning, monitoring and evaluation responsibilities for the IDB-funded initiative.

II.2 The Project Coordinator is responsible for leading and guiding all matters pertaining to the effective, efficient and transparent implementation of the Project BL-L1031, through the technical, administrative and financial management of the PEU, in accordance with the procedures and stipulations contained in the Program Operational Manual (POM) and in compliance with the Loan Contract.

I.1 The Government of Belize (GoB) has entered into a US$ 14 Million Loan Contract Agreement (BL-L1031) with the Inter-American Development Bank (IDB) for the execution of a five-year tax modernization project entitled “Strengthening of Tax Administration”. The main beneficiaries of the Project are: (a) the Government, which will have more revenues to implement its public policies; (b) taxpayers, who will have more support and a digital environment to fulfil their tax obligations; and (c) the population, from the government policies implemented.

III.1 The main responsibilities of the Project Coordinator include, among others: (a) Implementing the intra- and inter-institutional coordination mechanisms with the BTS, the MOF and other public and private organizations related to and/or beneficiaries of the Project (b) Promoting and disseminating the Project among beneficiaries, public entities, and other stakeholders. (c) In close coordination with the pertinent technical and administra tive personnel of the BTS and the MoF, guiding the strategic and operations planning activities of the Project.

(a) Lead the overall planning and reporting framework and activities of the Project, including the preparation and update of key planning tools including the PEP, AOP, PP and other, in direct coordination with the Monitoring and Evaluation Officer and other members of the PEU.

(e) Ensure the necessary coordination between technical staff of the MoF (BTS and other) to provide the technical specifications and content for the preparation of terms of reference and technical specification as the basis for procurement actions and activities.

(p) Ensure the presence of the necessary control environment along with the capacities necessary for the application of a management by objec tives framework.

(q) Provide for the necessary human resources management capabilities for PEU personnel administration.

V.2 Work Experience: A minimum of seven (7) years general working experience since obtaining the first academic degree. A minimum of (5) years of experience working in project management including administration, monitoring, control and evaluation. Previous work with investments projects funded by international development agencies is a plus.

(r) Communicate with Project stakeholders (MoF, PMO, PEU, other) to ensure awareness of any new developments in Project status, strategy, progress, deadlines, challenges, decisions and other aspects that may affect Project implementation and the attainment of its development objectives (s) Other.

The Project Coordinator of the PEU reports to the Director General of the Belize Tax Service. He/she shall work in close coordination with the staff of the MoF and especially the members of the BTS and the Finance Officer of the Ministry.
