April  2018 Dear  LPTV  &  TV  Translator  Industry: Welcome  to  the  5TH print  edition  of  the  LPTV  SPECTRUM  RIGHTS  COALITION   NAB  SHOW  BOOK.    This  was  quite  a  year  with  the  incentive  auction  ending,  the  39  month   repack  starting  with  the  unanticipated  “Phase  Zero  impacts”,  the  new  next  gen  TV  rules  for  our   future  broadcast  system,  and  now  the  long  feared  displacement  filing  window.    A  big  thanks  to   the  20  sponsors  this  year,  and  the  many  members  who  have  helped  us  all  capitalize  on  these   new  opportunities. Our  industry  also  has  experienced  quite  a  bit  of  consolidation  this  year,  with  the  publicly  owned   HC2,  Inc.  jumping  into  license  and  permit  ownership  bigtime  with  acquisitions  of  DTV  America,   Mako  Communications,  and  many  others,  including  119  the  Coalition  was  the  broker  in.    HC2   now  has  more  than  500  properties  including  full  power,  Class  A,  and  LPTV  properties  all  over   the  country.    HC2  has  also  bought  the  Azteca  America  network  as  part  of  their  multichannel   broadcast  platform.  And  with  more  than  400  Class  A’s  not  sold  in  the  auction,  their  primary   spectrum  protections  have  increased  to  $1.00  per  TV  pop+,  with  LPTV  having  increased  to   $0.50  per  TV  pop. But  the  really  big  news  this  year  has  been  how  the  Coalition  assisted  members  with  getting   higher  valuations  by  actively  participating  in  the  brokerage  business.    The  demand  has  been  so   great  from  the  industry,  that  I  have  started  a  new  company,  AirwavesUSA,  Inc.  to  operate  an   marketplace  auction  service  and  to  help  all  of  those  wanting  to  sell,  and  buy.    I  am  also  ending   the  Coalition  newsletter,  and  in  its  place  launching  a  B2B  daily  communications  industry  and   media  news  site  called,  Airwaves  Today,  which  I  am  very  excited  about,  and  I  hope  will  help   the  industry,  and  make  a  buck. Going  forward,  the  Coalition  will,  with  our  continued  collective  support,  be  able  to  conduct   industry  research,  advocacy,  and  lobbying  we  all  can  benefit  from. Stay  tuned,  the  future  is  bright,  especially  for  all  of  you  displaced!  With  $150  million  in  new   Congressional  displacement  relocation  funding  over  the  next  two  years,  the  very  favorable  next   gen  TV  rules,  and  a  vibrant,  free  market  for  spectrum  licenses,  the  broadcast  business  and   spectrum  investments  should  be  a  great  investment.    Assuming  of  course  you  find  that   displacement  channel. ü In the  F CC’s  2017  Incentive  Auction,   approximately  59%  o f  the   ”beachfront”  spectrum  sold  to  the   mobile  carriers  and  investors,  came   directly  from  displacing  1000’s  L PTV   and  T V  translator  stations,  licenses,   and  p ermits  from  channel   assignments  o n  UHF  50-­38. ü It  can  also  b e  said  that  if  that  if  the   government  g enerated  $19.6  b illion   in  auction  p roceeds,  that  the  L PTV   industry  contributed  $11.5  b illion  o f   value!

ü And since  the  F CC  b ought  T V   spectrum  from  TV  licensees  at  a   national  average  o f  $7.50  p er  T V  p op,   that  the  Class  A,  LPTV  and  T V   translators  current  2  b illion  T V  p ops   are  now  worth  $15  b illion! ü And  d id  you  know,  that  since  the   incentive  auction  ended  in  April  2017,   more  than  650  Class  A  and  L PTV   licenses  and  p ermits  h ave  changed   hands  in  mergers  and  acquisitions? ü And  that  the  average  p rice  p er  T V   pop  h as  risen  from  $0.15-­$0.30/TV   pop  in  April  2017,  to  n ow  $0.50-­ $1.25/TV  p op  in  Q1  2018?

PHASE TIMELINES WE  ARE  NOW  12  MONTHS  INTO  THE  39  MONTH  REPACK.     OUR  NICKNAMED  “PHASE  ZERO”   LASTS  FOR  THE  FIRST  16  MONTHS.  WITHIN  A  FEW  MONTHS  WE  WILL   START  THE  ACTUAL   REPACKING  MOVES  BY  THE  PRIMARIES,  AND  MANY  OF  YOU  WILL   HAVE  TO  MOVE.

$150 MILLION!

Congress passed  in  March  2018  $150  million  of  funding   for  LPTV  and  TV  translator  channel  displacements.  This   was  the  culmination  of  five  years  of  research,  advocacy,   and  lobbying  by  our  Coalition  and  other  industry  groups.     What  is  important  to  note  is  that  Congress  chose  the  GAO  study  estimate  range   which  we  also  had  major  input  into.


So what  d oes  this  all  mean  for  those  o f  you  d isplaced?  It  will  all   depending  o n  the  actual  rules  the  F CC  u ses.    We  anticipate  they  will   probably  be  very  similar  to  those  developed  for  the  auction  eligible  stations  use   for  repayment  by  the  F CC. What  was  p assed  will  b e  split  into  $90M  for  yr.  1,  and  $60M  for  yr.  2.     Which  years? Probably  2019  and  2020.  Will  they  include  the  2017  and  2018   Phase  Zero  displacements?    Yes.  We  are  waiting  for  further  guidance  from  the   FCC  about  the  process.

NEXTGEN TV  RULES WE  MADE  SURE  THIS  YEAR  THAT  THE  NEW  RULES  FOR  THE  NEXTGEN  TV  SYSTEM   WERE  FAVORABLE  TO  CLASS  A,  LPTV,  AND  TV  TRANSLATORS.    WE  CAN  FLASH  CUT   TO  3.0  ANYTIME  NOW,  AND  LPTV/TX   DOES  NOT  HAVE  TO  REPLICATE  THEIR   COVERAGES.    TIME  TO  INNOVATE!

THE FCC  IS  CURRENTLY  IN  A  FURTHER  NOTICE  FOR  RULEMAKING  TO  DISCUSS  THE   PRIMARIES  NEED  FOR  TEMP  CHANNELS,  HOW  THE  LIGHTHOUSE  CONCEPT  WILL   WORK,  AND  OTHER  RELATED  ISSUES.    


LPTV NEXT  GEN  TV EXPERIMENTAL  LICENSE  UPDATE 2017-­2018  

ATSC 3.0  Testing  in   Portland,  Oregon,   utilizing  (4)  UHF   television  channels ü Designed  and  configured  a  portable   ATSC  3.0  test,  measurement  and   reception  system. ü Deployment  and  testing  of  ATSC  3.0   exciters  from  multiple  manufacturers. ü Operation  and  testing  of  combining   equipment  to  determine  requirements  for   first  adjacent  channel  operation  utilizing   ATSC  3.0. ü Fixed  reception  testing  in  various   environments,  and  in  numerous  weather   conditions.

VACANT CHANNEL  WAR THIS  YEAR  THE  TECHCO,  WITH  MICROSOFT  AND  GOOGLE   LEADING  THE  WAY,  HAVE   CONTINUED  TO  ASK  FOR  THREE  FREE  TV  CHANNELS  FOR  THEIR  TV  WHITE  SPACE   SERVICE.    AND  THEY  WANT  TO  TAKE  IT  FROM  LPTV  IN  MAJOR  URBAN  AREAS

WE SUCCESSFULLY  FOUGHT  OFF  IN  THE  RULEMAKINGS  THE  TECHCO  WITH   THE  HELP  FROM  THE  BIG   DOGS  A T  NAB.    BUT  WE  WANTED  TO  SEE  IF  WE  COULD  WORK  OUT  A  DEAL  FOR  THE  TECHCO  TO  BUY  L PTV   SPECTRUM  USAGE  RIGHTS.    WHILE  WE  LEARNED  A  L OT,  WE  FAILED  IN  GETTING  THESE  TECHCO  TO  STOP   THEIR  ASK  FOR  THREE  FREE  CHANNELS  IN  ALL  MARKETS.    WE  WILL  NEED  TO  KEEP  FIGHTING  THIS.


LPTV SUPER  WIFI   AUTHORITY? DURING  THE  PAST  FIVE  YEAR  THE  COALITION   SHOWN  TO  BOTH  GOVERNMENT  AND   INDSUTRY  THAT  OUR  SPECTRUM  IS  GREAT  FOR  PROVIDING  SUPER  WIFI   ,  OR  TV   WHITE  SPACE  SERVICES.    SO  MUCH  SO  THAT  NOW  LPTV  AND  TRANSLATOR  CHANNELS   MAY  BE  PERFECT  FOR  TWO   WAY  USE  IN  MANY  RURAL  LOCATIONS.  AND  IF  MORE  THAN   ONE  CHANNELS  ARE  COMBINED,  YOU  CAN  DO  NEXT  GEN  TV,  MOBILE,  AND  SUPER  WIFI.     YES,  LPTV  SPECTRUM  DOES  HAVE  A  ROLE  TO  PLAY!


The FCC  released  a  Public  Notice  in  February   2018  announcing  the  LPTV  and  TV  translator   displacement  filing  window.    And  it  provides  to   the  industry  a  mapping  tool  which  shows  the   protected  contours  and  the  related  2  km  squares.     What  follows  are  the  national  maps  of  all  T V  channels  from  VHF  2  to   UHF  36.    In  the  FCC  application  you  can  zoom  down  to  the  local   market  area  and  use  it  to  craft  a  new  coverage  pattern. These  maps  u se  the  FCC’S  P rotected  P oints  b y  Channel  – Pending  a nd  Granted  d ataset.
